Winter 2014 - Village of Union Grove

STARS AND STRIPES HONOR FLIGHT
When Bill Martin decided he wanted to go on the
Stars and Stripes Honor Flight for veterans, he knew
there was only one person with whom he wanted to go. He mentioned it to his long time friend,
Wayne Erickson and Wayne’s response was “I have
already filled out my application.”
Doing things together has always been the way for
Bill and Wayne. As kids they fixed up old bicycles
and sold them to their friends. They attended Union
Grove schools together, got drafted into the Army
together, were in each other’s weddings, and raised their families while
engaging in local businesses together. So it was only fitting that Bill and
Wayne would be together on the Nov. 1, 2014 Honor Flight and travel to
Washington D.C.

If you get a chance to see Bill or Wayne ask them about the day they
spent together in Washington D.C. Ask them about how they were greeted with cheers and waves, thank-yous and handshakes. Ask them how
every Veteran on the Flight was made to feel respected, appreciated
and most of all honored that day. You’ll have to catch Wayne on a day
the he is not in the classroom teaching Physics or German. Everyday he’s
up early getting in his daily exercise routine that includes 60 push-ups.
And Bill....well Bill continues to be the first one at his business every morning. Otherwise you might find him on his lawnmower riding along the highway north of town picking up litter or maintaining his “roadside park”.

FROM THE PRESIDENT’S PEN
It’s difficult to believe that another year is drawing to a close, and what a year it has been
for our Village. As I reflect on where the time has gone and what we as a village have accomplished, we have reason to be proud. And we have you all to thank for your support,
patience and understanding as we continue to “build on our past for our future”.

As a community we also mourned the loss of two beloved community members in
2014. Dr. Jim Simonds and Pastor Keuch will always be remembered as being warm
and caring friends, dedicated healers and counselors and an irreplaceable part of the
community of Union Grove.
As for 2015 there is so much to accomplish. One of our main focuses will be working on
securing development for the former mill site on the corner of State and Mill. As a board
we took our first step in reaching out to possible developers by being the first community ever to set up and exhibit at the recent housing conference in Madison. I am proud
to report we were very successful in drawing attention to our community and will be
working with a number of developers in the months to come. Stay tuned as there are
many other projects that will be coming in 2015!
While we know not everyone agrees with all of our decisions 100% of the time we hope
you realize that we truly have the community’s best interest at heart and welcome
your presence and comments at any of our meetings. Check out our website at: www.
uniongrove.net for meeting times and minutes.
It truly is a privilege to serve as your Village President during these exciting times. I am very
fortunate to work with such committed people on your Village Board, Planning Commission, Recreation and Welfare, CDA, Library Police and Fire Commission along with all the
other sub committees. Our Village Staff and DPW are truly the heartbeat of our community and we are very fortunate to have such dedicated and loyal employees.

Wishing you and yours a very Merry Christmas and a prosperous 2015.

WINTER PREP TIPS FROM THE HEALTH DEPARTMENT
Central Racine County Health Department encourages you to be safe indoors and outside this winter.
OUTDOOR SAFETY
1. Prepare for the Cold: Winter storms can knock out
heat, power and communications to your home or
office, so it is important to be prepared for winter
weather before it strikes. Most winter weather deaths
are due to traffic accidents on icy roads and hypothermia from prolonged exposure to cold. In case
you are stranded, keep a kit of emergency supplies
on hand:
• Jumper cables, flashlights and batteries
• Cat litter or sand for better tire traction
• Shovel and ice scraper
• First aid kit and necessary medications
• Food items containing protein such as nuts
• Water for each person in your home or car
• Blankets or sleeping bags
• AM/FM radio
2. Dress for the Weather:
• Layer Up. To keep warm
and avoid exposure to the
cold, wear layers. Layers
of clothing give you flexibility to add or remove
layers, depending on the
weather and your activity.
• Headwear. Wear a hat as up to 60% of your body’s
heat can escape from an uncovered head.
• Sunglasses. If needed, wear sunglasses to protect
your eyes from damaging solar radiation.
• Gloves and mittens. Wear gloves or mittens that
use waterproof, breathable fabrics.
• Socks. Wear warm socks with wicking properties to
keep your feet dry and comfortable.
6
INDOOR SAFETY
1. Smoke Detectors: Check and replace batteries if
needed and make sure the devices around your
house are working properly. Nearly 2,700 people
die and more than 15,000 are injured each year because of fires that start in their homes.
2. Carbon Monoxide (CO) Detectors: Carbon monoxide is the leading cause of accidental poisoning
deaths in the United States. To protect your family,
follow these simple safety tips:
• Make sure you have working CO detectors. All
homes and duplexes are required to have CO detectors on every level including the basement, but
not the attic or storage areas.
• Have your furnace or wood-burning stove inspected annually. Make sure these are structurally and
functionally sound and vent properly to the outside of your home.
• Never run a gasoline or propane heater or a grill
(gas or charcoal) inside your home or an unventilated garage. Any heating system that burns fuel
will produce carbon monoxide. Use a batterypowered detector where you have fuel burning
devices but no electric outlets, such as in an enclosed cabin.
• Never run a car in an enclosed space. If a vehicle is running, you must have a door open to
the outside.
• Generators should be run a safe distance from the
home. Never run a generator in the home or garage, or right next to windows or doors.
For more information on preparedness visit www.
ready.gov or visit our website at www.crchd.com
and go to the Emergency Preparedness link. For any
local public health concerns, contact the Central
Racine County Health Department or visit our website at www.crchd.com.

WINTER SAFETY
A Message from Chief Czerniak
Welcome winter to Wisconsin and all the safety warnings and reminders that is brings. With daylight savings
time going away, I hope you have changed smoke
alarm batteries and checked your carbon monoxide
detectors as well. CO is the leading cause of accidental poisoning deaths. Also a good idea to have your
furnace checked and certainly change the filter. If
you have a fireplace, be sure the chimney has been
cleaned before you have the first fire, don’t forget to
open the flu for your fires and ashes should be cold
before putting them in a metal container for disposal.
With remote car starts becoming more common,
please do not turn the car on in a closed garage as
you get it nice and warm inside. Remember not to run
a gasoline or propane heater or gas or charcoal grill
inside your home or any unventilated garage. This is a
carbon monoxide source and can be deadly quickly. Half of home heating fires are reported during the
months of December through February.
Holidays mean great dining and with cold weather,
many don’t want to use a turkey fryer outdoors. This
can lead to devastating burns, other injuries and destruction of property. Combustible fryer oil is heated to
350° and if rain or snow hits the oil a splatter or stream
can lead to unexpected burns. Turkeys must be completely thawed before going in the oil or once again
splatter may cause serious burns. Be aware there are
now ‘oil-less’ turkey fryers which may appeal with less
potential dangers. Always stay in the kitchen when
cooking on the stovetop.
There is also holiday decorating. Some lights are for
indoor use or outdoor use only; but not for both. Connect no more than three strands of mini light sets and
a maximum of 50 bulbs for screw in bulbs. Read manufacturer’s instructions for number of LED strands to
connect. FACT: Half of holiday decoration fires happen because decorations are placed too close to a
heat source.
8
In keeping warm in our typical Wisconsin winter weather, never use your oven to heat your home and keep
anything that can burn at least three feet away from
heating equipment like the furnace, fireplace, wood
stove or portable space heater.
Before heading out or going to bed, remember to
blow out lit candles, turn off all strings of lights and
decorations and portable space heaters.
Not to forget, check road conditions before traveling
by calling 511. As to your driving skills, leave more distance between you and the next vehicle, slow down
sooner, be gentle with acceleration and braking and
remember 4-wheel drive gets going faster but doesn’t
stop faster.
Remember to create your winter survival kits; one for
the car and one for the home and be sure your weather radio has extra batteries.
Enjoy the holidays and the weather! Be fire safe and
call us if you have an emergency.
2015 DOG AND CAT LICENSES
It is now time to license your dogs and cats for 2015.
Please note: Cats need to be licensed, even if they are
kept in the house. The fees are as follows:
All animal licenses are due no later than April 1, 2015.
After that, a $10.00 penalty will be assessed for each
animal, and added to the license fee.
Neutered Male: $10.00
Spayed Female: $10.00
Possible Violations:
Un-neutered Male: $15.00
Un-spayed Female: $15.00
1. Animal running at large: Municipal citation and fine
of $92.50.
Three or four pets in any one household requires a Pet
Fancier’s License which costs an additional $10.00. A
Kennel License is required for more than four pets. See
the Village Clerk if you need a Kennel License.
2. Animal at large with no license: Municipal citation
and fine of $92.50.
a. If owner of animal cannot be determined, the
animal will collected and a pick-up fee will be assessed. Also, any boarding fees and/or veterinarian fees incurred will be the responsibility of the
animal’s owner.
Village ordinance requires proof of rabies vaccinations
for all cats and dogs. If you have licensed your animal
before and the rabies vaccination is still good, you do
not need to submit proof. However, if this is a new license,
or if your animal was vaccinated in the last year, please
provide the certificate from the Veterinarian. The Clerk’s
Office will make photocopies of all vaccination certificates to keep on file, and will return the originals to you.
b. If animal is not wearing rabies tag when picked
up, proof of vaccination will be required prior to
reclaiming the animal.

SNOW REMOVAL AND ODD/EVEN PARKING
Winter is coming we will try hard to give you the same
quality of service you received last winter, but we need
your help. Please help us by keeping your sidewalks
clear of snow and ice. If we have to clean your sidewalks it is very costly to you and it takes our crew away
from clearing up the streets after a snow storm. Do not
shovel your snow into the street; you can and will be
issued a citation according to Village of Union Grove
Municipal Code 90-2.
Odd/Even Parking
Odd/even parking starts on November 15, 2014 and
runs through March 15, 2015. This is in effect 7 days a
week, even if there is no snow on the streets. When you
park your vehicle for the night please think about what
the date will be at 2:00 am, because that will determine

UNION GROVE AREA FOODBANK
Happy Holidays from the Union Grove Area Foodbank! As we all get so busy with the holidays, we
at the Foodbank remind everyone of those who
remain in need in our community. Often the holidays are particularly difficult and many families go
without gifts or the basics.
There are many ways to help, from contributing to
local food –drives, donating financially or volunteering. Any donation to the Foodbank is utilized to
benefit the community. No donation is too small.
We encourage anyone who is in need or knows
of someone who needs assistance, to please contact the Foodbank at 262 – 853 – 4144. All calls are
confidential. In this season of giving, help us give
to those who very much need it. Thank you !
