7.4 Disposal of Lands
Under enumerated power number (2), Section 4-9-30 (Designation of powers under each
alternative form of government except board of commissioners form) of Chapter 9, Title 4, of the
SC Code of Laws, et seq., grants counties the power to “acquire real property by purchase or gift;
to lease, sell or otherwise dispose of real and personal property; and to acquire tangible personal

Greenville County complies with SC State laws regarding the adoption of ordinances and public
hearings requirements. Sections 4-9-120 and 4-9-130 of the SC Code of Laws, et seq., prescribe
the procedures for the adoption of ordinances and public hearings, respectively. To read these
sections online click here. The disposition of park and recreation lands falls under the purview
of the County’s power granted by state laws. Greenville County must conduct a public hearing
and adopt an ordinance to dispose of county-owned real property.
