The stipend shall be paid to teachers qualifying under this section who begin employment part-way through the academic year. SECTION 8.10.(b) Notwithstanding G.S. 135-1(7a), the stipends paid under this section are not compensation under Article 1 of Chapter 135 of the General Statutes. SECTION 8.10.(c) Of the funds appropriated in this act to the Department of Public Instruction for the purpose of carrying out this section, the Department shall transfer the amount required to pay the instructional supplies stipend to classroom teachers at schools operated by the Department of Health and Human Services, the Department of Public Safety, the State Board of Education, and the School of Science and Mathematics of the University of North Carolina."; and by adjusting the appropriate totals accordingly.
