Civil Service is the permanent executive,
clearly distinguished from political
executive. Whereas the political executive
is the minister, the elected one; the
permanent executive is the administrator,
the selected and appointed one. Civil
servant is the one who provides expert
advice in policy formulation owing to his
expertise and competence, and in turn
implement as well.
