the Articles of Confederation.

the left side.
Strengths
• Land Ordinance of 1785: A law that
divided western land into sections
for new settlers.
• Northwest Ordinance of 1787:
A law that set up how a territory
would become a state.
(a way to admit new states)
1. Inhabitants would not have many rights at first.
2. Once there were 60,000 people the territory
could apply to become a state.
3. New states would be equal to all other states.
Depression falls on
the new nation.
Shays’ Rebellion
• Daniel Shays was a
Revolutionary War
veteran and farmer from
Massachusetts.
• He had not yet been paid
for his services.
• Massachusetts was in
debt and began to levy
high taxes on
landowners.
• Massachusetts
Government threatened
to take away land from
any landowner who did
not pay their taxes.
Besides the loss of
land and money, why
else would farmers
be upset for losing
their land?
Because, only
landowning white
men had the right to
vote.
Shays’ Rebellion
• Daniel Shays led a group of
farmers to rebel against high
taxes in Massachusetts.
• When Massachusetts turned
to the National Government
fro help, none came.
• The National Government
was powerless
• Massachusetts formed a
state militia to put down the
rebellion.
Reflect on the
weaknesses of the
Articles of
Confederation. Why
was the National
Government
powerless?
Why is Shays’ Rebellion significant?
• It proved the National
Government was not
strong enough to
protect it’s citizens.
• It resulted in the
Constitutional
Convention, 1787
• Leaders from all states
would create a new and
stronger government.
What event convinced Americans that they
needed a stronger national (federal, central)
government?
Shays’
Rebellion
Constitutional
Convention
Led by Daniel Shays= Farmers in Massachusetts riot
because they are upset with the high taxes and are
losing their property. The national government is NOT
strong enough to crush the rebellion.

Why did the
Constitutional Framers
come to believe it was
necessary to create a
new constitution?
