1. Price schedule for metering services – effective 1 July 2017
Metering services will be charged for at the AER determined rates as provided in the tables below. A CPI increase will be applied to these charges each year.
Meter Service Charges
Essential Energy will charge a metering service charge for all NMIs where Essential Energy provides type 5 & 6 metering services. Charges will be charged on a ‘per
service’ basis as a daily fixed charge. This means each unique data stream will attract a charge, for example a site with a residential anytime tariff and a controlled load
tariff will receive the applicable annual metering charge for both tariffs.

2. Up-front Meter Charges
Essential Energy will charge an up-front fee to cover metering hardware for all new and upgraded
metering connections. Up-front meter charges are reflective of the different type of meter that a customer
may choose and the functionality of that meter.

Metering services
Metering services related to the provision, operation and maintenance of type 5
and 6 metering equipment, including:
> Meter provision – the capital costs of purchase of metering equipment;
> Meter maintenance – activities to inspect, test, maintain, repair and
replace meters;
> Meter reading – the quarterly or other regular reading of type 5 & 6 meters; and
> Meter data services – services for the collection, processing, storage and
delivery of metering data and the management of National Metering Identifier
(NMI) standing data in accordance with the rules.
Metering service charges
The AER’s Distribution Determination approves two types of metering service charges:
> Upfront capital charge (for all new and upgraded meters installed from 1 July 2015)
> Annual charge comprising of two components:
o
Capital: metering asset base (MAB) recovery
o
Non-capital: maintenance charge including operating expenditure and
tax.

Upfront Meter Charge
Essential Energy will charge an upfront fee to cover metering hardware for all new and upgraded metering connections, this will include:
> A new metering installation on a new dwelling;
> A customer initiated upgrade to an existing metering installation which results in a meter change; and
> An additional meter installed at an existing site.
Upfront meter charges are reflective of the different type of meter that a customer may choose and the functionality of that meter. Essential Energy proposes to administer
this charge against the ASP, with the ASP then able to seek cost recovery from the customer directly.
Pre 30 June 2015 connections – capital charge (MSC CAPITAL)
Essential Energy charge will be applied to all existing sites where Essential Energy funded metering equipment to recover the costs of the regulated Metering Asset Base
(MAB), being the capital costs of the meter/s installed at the connection point.
The capital charge is applied based on the tariff applicable as at 30 June 2015, the capital charge will remain fixed and will not change when future tariff changes are
applied. Where a customer funds a regulated metering upgrade or switches to a competitive metering arrangement post 1 July 2015, the capital charge will continue to
apply to recover the cost of previously installed regulated metering equipment funded by Essential Energy.
Pre 30 June 2015 connections – maintenance charge (MSC MAINT)
Essential Energy will charge a maintenance metering service charge for all NMI’s where Essential Energy provides type 5 & 6 metering services. Essential Energy will be

nominated as Responsible Person, Meter Provider and Meter Data Provider for the NMI in the National Electricity Market .
The maintenance metering service charge covers the ongoing operating expenditure for providing type 5 & 6 metering services.
Post 1 July 2015 connections – new meters – maintenance charge (MSC NM MAINT)
Essential Energy will charge an annual metering fee for all NMI’s where Essential Energy provides type 5 & 6 metering services. Essential Energy will be nominated as
Responsible Person, Meter Provider and Meter Data Provider for the NMI in the National Electricity Market.
Essential Energy will charge a reduced metering service charge for new NMI’s connected from 1 July 2015 where the metering equipment has been subject to an upfront
meter charge. This maintenance metering service charge covers the ongoing operating expenditure for providing type 5 & 6 metering services to new installations.

How can I tell if Essential Energy provides metering services for a NMI?
Essential Energy will be the nominated market participant in market systems for the following roles:
Responsible Person = CNRGYP
Meter Data Provider = CNRGYMDP
Meter Provider B = CNRGYMPB
Meter Provider C = CNRGYMDP
What metering service charge/s will apply to existing connections at 30 June 2015 where Essential Energy provides metering services?
Essential Energy will charge MSC Capital and MSC Maintenance as determined by the network tariffs applicable for the installation. The metering service charge will be
applied as a daily charge.
Where a premise is on BLNN2AU - Residential Anytime and BLNC1AU – Controlled Load 1 the following MSC charges will apply from 1 July 2015:
> BLNM1NC – MSC MAINT – RES ANYTIME
> BLNM1CA – MSC CAPITAL – RES ANYTIME
> BLNM3NC – MSC MAINT – CONTROLLED LOAD 1
> BLNM3CA – MSC CAPITAL – CONTROLLED LOAD 1
What metering service charge/s will apply to existing connections at 30 June 2015 where Essential Energy provides metering services, however the site
switches to competitive metering service by another provider on 1 August 2015?
The MSC Maintenance will apply up until 31 July 2015 as determined by the network tariffs applicable for the installation. No MSC Maintenance charge will apply from 1
August 2015, as these services are provided by an external provider.
Essential Energy will charge MSC Capital based on the network tariff/s applicable as at 1 July 2015.
Where a premise is on BLNN2AU - Residential Anytime and BLNC1AU – Controlled Load 1 the following MSC charges will apply from 1 July 2015:
> BLNM1NC – MSC MAINT – RES ANYTIME (up to 31/7/15)
> BLNM1CA – MSC CAPITAL – RES ANYTIME

For new NMI’s connected from 1 July 2015 where the meter installed is subject to an up-front meter charge, Essential Energy will charge MSC New Meter Maintenance
as determined by the network tariffs applicable for the installation. No MSC capital is applicable for this installation.
Where a premise is on BLNN2AU - Residential Anytime and BLNC1AU – Controlled Load 1 the following MSC charges will apply from connection:
> BLNM1NM – MSC NM MAINT – RES ANYTIME
> BLNM3NM – MSC NM MAINT – CONTROLLED LOAD 1
What metering service charge/s will apply to new installations from 1 July 2015, where meter funded by customer and where Essential Energy provided
metering services initially, however then site switches to competitive metering service?
Essential Energy will charge MSC New Meter Maintenance as determined by the network tariffs applicable for the installation up until the date the competitive metering
service commences. No metering service charges will be applicable after this date.
What metering service charge/s will apply to existing connections at 30 June 2015, a metering upgrade is completed after 1 July 2015 with a change of network tariff.
Essential Energy continues to provide metering services?
All metering upgrades will be subject to an up-front meter charge. Essential Energy will continue to charge MSC Capital based on the network tariff/s applicable as at 1
July 2015 to recover the cost of previously installed metering equipment. The MSC Maintenance will apply as determined by the network tariffs applicable for the
installation.
Where a premise is on BLNN2AU - Residential Anytime and BLNC1AU – Controlled Load 1 at 1 July 2015 and upgrades to TOU (BLNT3AU – Residential TOU) at the
time of a metering upgrade the following MSC charges will apply:
> BLNM1NC – MSC MAINT – RES ANYTIME (up to meter change)
> BLNM1CA – MSC CAPITAL – RES ANYTIME
> BLNM3NC – MSC MAINT – CONTROLLED LOAD 1 (up to meter change)
> BLNM3CA – MSC CAPITAL – CONTROLLED LOAD 1
> BLNM2NC – MSC MAINT – RES TOU (from meter change)
What metering service charge/s will apply to existing connections at 1 July 2015 where metering services are already provided by a competitive metering
provider, not Essential Energy?
No metering service charges are applicable for this installation as was already on competitive metering services prior to 1 July 2015.
What metering service charge/s will apply to new connections after 1 July 2015 where metering services are provided by a competitive metering provider at
time of connection?
No metering service charges are applicable for this installation as no regulated metering services were provided.
