pAriS 10-12 aPril 2017 resTricTed MeeTinG dRaFt aGenda oecd conFerence cenTre www.food-security.net Held under the patronage of the Commissions of the Economic Community of West African States (ECOWAS) and the West African Economic and Monetary Union (UEMOA), the restricted meeting of the RPCA brings together the region’s key food and nutrition security stakeholders. The Permanent Interstate Committee for Drought Control in the Sahel (CILSS) and the Sahel and West Africa Club Secretariat (SWAC/OECD) are organising the meeting. 10 aPRiL: RESTRICTED GROUP WORKING TOWARDS A STRONGER AND MORE DYNAMIC NETWORK 11 aPRiL: FINAL RESULTS OF THE 2016-17 CAMPAIGN & FOOD AND NUTRITION SITUATION The sahel and West africa have, once again, recorded a good agricultural campaign in 2016-17. cereal production is estimated at 67.2 million tonnes, an increase of nearly 17% compared to the five-year average. The production of almost all other crops is also on the rise: tubers (166.7 million tonnes), peanut (8.3 million tonnes), cowpea (7.4 million tonnes), soybeans (1.5 million tonnes). The restricted rPca meeting will validate these results and will take stock of the food and nutrition situation. The positive outlook should not, however, lead authorities to neglect the region’s persistent food and nutritional security difficulties, especially in conflict zones such as the lake chad basin. of the 9.6 million people in need of food and nutritional assistance (March-May 2017), some 7 million people are located in nigeria, including 44 000 people in phase 5 (famine), mostly in Borno State. Responses to the crisis remain insufficient at all levels - national, regional and international. Considering the gravity of the situation, the RPCa released in december 2016, a declaration calling upon the international community to provide an immediate response to the food and nutrition emergency in north-eastern nigeria and the broader Lake Chad basin, and to develop more structural responses. The april meeting will now provide an opportunity to analyse the food and nutrition situation, evaluate the impact of emergency responses and mobilise stakeholders. The RPCa will also host the Senior Experts Group meeting of the Global alliance for Resilience (SEG-aGIR). Half of the region has validated its “national Resilience Priorities” (nRP-aGIR). The meeting will encourage the remaining countries to make rapid progress on their nRP-aGIR and will mobilise stakeholders to support the countries in this exercise. The preliminary results of a mapping study of food & nutrition security and resilience interventions will be presented. These results will contribute to the important discussion around strengthening synergies across interventions for greater efficiency and impact of collective action on resilience. This meeting will also offer many opportunities for dialogue, informal exchanges and networking between Sahelian and west african leaders, and the international community. 12 aPRiL: SENIOR EXPERTS GROUP MEETING (SEG-AGIR) cover photo : Family in front of local food storage, northern Burkina Faso, © Wanjiru, SWAC/OECD.
