(2) Resolution of Appropriation to appropriate funds in the amount of $185,471.40 from the Measure R Sub-regional Funds, Account No. 255-34301 to the SR 134/Glendale Avenue Interchange Modification Project, Account No. 255-501-G51909. BACKGROUND/ANALYSIS On October 27, 2015, the City Council adopted the Plans and Specifications for the SR 134/ Glendale Avenue Interchange Modification Project, and directed the City Clerk to advertise for bids. Construction Co. to be the lowest responsible bidder. The bid of E.G. Construction Co. in the amount of $1,620,900.50 is 0.25% below the Engineer's Estimate $1,625,000. In addition, Staff recommends a 10% reserve for contingencies in the amount of $162,090.05. This amount is based on previous experience and is commensurate with the nature of this specialized project. This will allow us to account for any incidental work, and unforeseen field conditions that could be encountered during construction, and any resulting field modifications that may be necessary. The construction management of the project will be performed by City Staff for a typical cost approximately 10% of construction cost or $162,090.05. Staff has contacted the State of California Contractor's State License Board and has found the licenses of E.G. Construction Co. and their sub-contractors to be current, active and in good standing. Additionally, E.G. Construction Co. has constructed several projects in the City, and they completed all the projects in a satisfactory manner. 2 Per the project specifications, bid proposals are irrevocable for 90 calendar days after the bid opening. E.C. Construction Co. has agreed to extend the irrevocable period through May 30, 2016. This time extension has allowed staff and Metro to work on the Funding Agreement Amendment. The project is primarily a pavement rehabilitation and traffic flow improvement project. The scope of work is as follows: • • • • • • • • • • Selective removal/reconstruction/grinding of deteriorated pavement and placement of asphalt concrete pavement; Placement of the Asphalt Rubber Hot Mix (ARHM) over Asphalt Concrete Pavement interlayer; Selective removal and repair of broken and damaged sidewalk; curb; curb and gutter; cross gutter, and alley apron; Installation of new and reconstruction of existing curb ramps to be ADA compliant curb ramps; Traffic Signal Modifications at Glendale Avenue and Monterey Road and at Glendale Avenue and Freeway 134 Eastbound Ramp intersections; Realignment of median on Monterey Road to create a larger storage area for vehicles queuing at the west bound SR 134 Freeway On-Ramp; Installation of a bulb-out at Balboa Avenue at Monterey Road to allow drivers from Balboa Avenue to pull forward safely with greater traffic visibility; Realignment of Coronado Drive at Monterey Road to encourage a slower and safer traffic flow; Construction of a Bioswale in the space created for the Coronado Street realignment; and, Removal and replacement of existing traffic striping and pavement markings. Glendale Avenue is a major thoroughfare connecting core business destinations in the City and provides direct access to freeway off and on ramps. As a result of economic growth of the City, the traffic volumes on Glendale Avenue have increased and are forecasted to reach close to 50,000 Average Daily Traffic (ADT) by year 2030. This project will improve capacity and flow of traffic on Glendale Avenue and on Monterey Road. On August 261h, 2015, Public Works staff held a community meeting with the residents affected by the project. They were informed of the project details, construction schedule, City and contractor notifications, and the impacts of the construction work to their neighborhood. Staff informed the residents on Coronado Drive regarding the installation of bioswale at the northwest corner of Coronado Drive and Monterey Road. The residents overwhelmingly approved and welcomed the landscape appeal of the bioswale design. A bioswale is a landscape element designed to remove silt and pollution from surface runoff water. The realignment of Coronado Street creates an ideal space in public right-of-way for the installation of drought resistant landscaping that encompasses the bioswale. As the runoff water flows south from the westerly side of Coronado Drive, it will travel through a curb opening and into the bioswale. Water that does not infiltrate will pass through the bioswale and continue on its prior path along Monterey Road. Street resurfacing involves the rehabilitation of existing street pavement that has deteriorated beyond normal maintenance work. It consists of the removal of the top 2-inches of existing AC pavement, followed by the placement of a 0.5-inch to variable thick AC leveling course overlay. 3 Finally street is paved by the placement of 1.5-inches of asphalt rubber hot mix (ARHM) pavement wearing surface. This method of Street resurfacing improves the ride of the roadway, the structural integrity of the pavement, as well as begins a new service life for the street. ARHM is composed of conventional asphalt concrete mixed with recycled tire rubber material. ARHM provides a longer service life than conventional asphalt concrete. It also provides a smoother and quieter ride while reducing the amount of scrap rubber tires buried in the landfills. As part of this project, 4,000 recycled tires will be used in the Asphalt Concrete. Asphalt Concrete is composed of aggregate and emulsified liquid asphalt. The aggregate is allowed to contain up to 15% recycled asphalt concrete, which extends the life of both landfills and quarries. As part of this project, up to 65 tons of recycled asphalt concrete may be used in the new Asphalt Concrete. Environmental Review This project is Categorically Exempt under the provisions of the California Environmental Quality Act (CEQA) as a Class 1 Exemption pursuant to the California Code of Regulations, Title 14, Section 15301. Americans with Disabilities Act (ADA) This project includes upgrading substandard curb ramps within the resurfacing streets that will comply with current Federal ADA guidelines. Project Schedule The construction of this project is anticipated to begin in June 2016, and be completed by October 2016. FISCAL IMPACT The estimated costs for the implementation of the SR 134/Glendale Avenue Interchange Modification Project are as follows: Construction Bid Price Construction Contingency (10%) Construction Management/Inspection (10%) Total $1,620,900.50 $ 162,090.05 $ 162,090.05 $1,945,080.60 Most of the funding for this project has been allocated in the approved Capital Improvement Program, and pending City Council approval of the attached Resolution of Appropriation, will be available in the following accounts and amounts: • • • Funding Source. The funds appropriated that are available to construction and construction management is $1, 145,573. Staff is working with Metro to amend the agreement and increase the funds in the amount of $185,471.40 from surplus funds of completed Measure R projects. In addition to the above accounts, the following accounts and amounts will be used to install, remove, adjust or relocate unforeseen underground City facilities: Funding Source. The construction of this project will prolong the service life of the street, prevent further deterioration of the street, extend the life of the existing pavement, update traffic signal poles and appurtenances, and the installation of new curb ramps, where there are none, will provide uninterrupted access for disabled persons within the project limits. Alternative 2: Do Not Approve the attached Motion. The project will not proceed. The pavement will continue to deteriorate until a more costly repair is required. Alternative 3: New Alternative. The City Council may consider any other alternative not proposed by staff. The Council further approves a reserve for contingencies in the amount of $162,090.05 and authorizes the City Manager to execute a contract with E.C. Construction Company in an amount not to exceed $1,620,900.50 plus contingency, subject to approval as to form by the City Attorney.
