Minutes: Malden Cultural Council Meeting 11/21/15 Location: Malden Public Library, Maccario Room Members Present: Erika Field, Candace Julyan (co-chair), Michele Marcinowski, Roberta Noland (cochair), Toni Pepe (Treasurer), Jennifer Psallidas, and Paula Spizziri Other Attendees (grant number): Yelena Berileva (L16-002), Anne D’Urso-Rose (L16-010), Brittany Keenan,( L16-004) Murry Kid (L16-003), Annie Latham (incoming Council member), Ose Manheim (L16001), Barbara Murphy (L16-014), Susan Nestor (p16-006), Tommy Rull (L16-020), Ose Schwab (L16-001 and L16-002), Lisa Sears (interested in L16-002), Susanne Igarteburu ( L16-004), Jodie Zalk (L16-004), and Linda Zalk (L16-004) Call to order: Candace called the meeting to order at 9:15 AM. The main purpose of this meeting was to vote on the 2016 grant awards. Candace welcomed the attendees and explained the meeting procedure. The meeting started with Council member asking any questions they had of grant applicants who were present. Candace explained that the reason there were a significant number of applications without signatures was because of an issue with the electronic signature functionality. She has been following up with affected applicants. There was discussion about the voting method. The council decided to cast a vote for full, partial or no funding. These votes could be revisited if the total voted on exceeded the amount available. The council communicated to applicants present that an initial vote for full funding was not a guarantee. Candace also explained that applicants who are denied funding receive notification letters and can appeal the decision if they believe proper procedure was not followed and that dissatisfaction with the decision is not grounds for appeal. Voting began in numerical order, starting with applications for which applicants were present. There was discussion about the inadequacies of the grant application. Candace and Erika had drafted an application last year, but did not move forward with it because the Massachusetts CC was planning to revise their application and put it online. The Council discussed the need to review and revise the grant criteria and replace the current application (the standard Massachusetts Cultural Council application) and the criteria. The Council also discussed creating a sample of a well done application for applicants to use as a guide. Voting continued. The Council set a tentative date of December 12, 2015 for the next meeting (appeals), pending availability of a meeting space at the library. The meeting adjourned at 2:43. 3
