Montclair, NJ 07043 ADDENDUM NO. 1 Request for Proposal # 1035 Automatic Vehicle Location/RealTime Passenger Information Bus Tracking System July 24, 2012 Date of Original Bidding Documents: July 6th, 2012 INTENT: This Addendum forms a part of the Contract Documents and modifies the Original Bidding Documents and Prior Addenda, if any, as identified above. Acknowledge receipt of this Addendum in the space provided on the Bid Form. Failure to do so may subject Bidder to disqualification. I. Points of Information: Question 1: Page 16, GPS: Is there an existing cellular modem on the vehicle in addition to the GPS receiver? If not, do you expect the vendor to provide that as part of the Vehicle Logic Unit? Answer 1: There is a cellular modem on our vehicles but we do expect the selected vendor to provide that equipment as part of the Vehicle Logic Unit. Question 2: Will MSU please extend the period for the submissions of questions in order to allow Bidders to properly review and prepare questions of the RFP’s specifications, terms and conditions? Answer 2: Any substantive questions that remain after receipt of Addendum #1 can be addressed by the University in the form of a second Addendum. However, the Terms and Conditions associated with this RFP are non-negotiable. Question 3: Would MSU revise the RFP’s process to allow Bidders to submit follow up questions in response to MSU’s answers if required? Answer 3: Please refer to question 2. Question 4: Would MSU please indicate what their anticipated budget is for this project? Answer 4: The budget is approximately $75,000. Addendum 1- RFP 1053 Question 5: MSU is requesting that the GPS portion of the system be installed and operational by August 22, 2012 (per the Project Schedule, Section 3.0, page 18) however the RFP does not close until August 7th. When does MSU expect to make an award and be able to enter in to contractual agreement with the selected Contractor? Answer 5: We hope to be able to make the award by August 14th. We understand that this is a tight deadline. Question 6: Will MSU be willing to evaluate proposals that are not able to have the GPS portion of the AVL system installed and running by August 22, 2012? Answer 6: We will evaluate vendors based on delivery time-frame as well as other factors listed in RFP 1035 Question 7: Section 3.0 page 10: Reference is made in first paragraph to Web Based Passenger Access System. Can Bidders assume this should actually read Web Based Passenger Information System? Answer 7: Yes, it should be Web based Passenger Information Systems. Question 8: Section 3.0 page10: Reference is made in first paragraph to Automated Passenger Counters however no specifications are provided nor is this item included in the Attachment 5, Pricing Sheet. Please expand on this requirement including, if an APC system is to be included in this proposal, the specifications required to be met as well as the details on the entry and exit doors for all fixed route vehicles that will have APC equipment. The following door dimensions are requested: a) Indicated the number of doors on each vehicle b) Height of each door c) Total width of each door (ignoring handrails, etc) Answer 8: Please see Attachment A Question 9: Section 3.0 page 11: With respect to fixed-route operations: a) Please confirm the maximum number of routes that MSU has? b) Please confirm the maximum number of stops MSU has? c) With respect to the stop data, MSU has stated that it will provide geocoding (GPS locations) of each stop, and if so, how will the information be provided (i.e. Excel spreadsheet)? d) How many times per year does MSU’s schedule change? Answer 9: A) There are 6 (six) routes B) There are 12 (twelve) stops C) We request Excel Spreadsheet D) The schedule typically changes once per year, but can be more based on pattern changes. Addendum 1- RFP 1053 Question 10: Section 3.0 page 11: How many dispatchers does MSU have working at the same time? Answer 10: The maximum number of dispatchers who work at the same time is two. Question 11: Section 3.0 page 11: How does MSU currently manage rostering – via spreadsheets? Answer 11: Montclair State University utilizes spreadsheets for roster assignments. Question 12: Section 3.0 page 11: Who at MSU performs the rostering role? Answer 12: The rostering role is performed by the Supervisor/dispatchers. Question 13: Section 3.0 page 11: How often is the rostering done at MSU? Answer 13: The rostering is done typically by semester, but updates can be anytime. Question 14: Section 3.0 page 12: Reports, please define what MSU means by dwell time Answer 14: Stop time. Question 15: Section 3.0 page 15: Vehicle Equipment: i. Please provide contact information for the company that currently supports and/or provides maintenance for the existing in-vehicle radio and/or electronic equipment. ii. With respect to the MDT &/or APC hardware on-board installations: a) What is the minimum and maximum number of vehicles available for installations per day? b) What is the location where installations will take place? c) During what hours will the vehicles be available for installations (i.e. weekdays or evenings/weekends)? d) Will a driver be provided to move vehicles for installation and testing purposes? Answer 15: i. The current company is Interfleet ii. a) The maximum number of vehicles available for installations per day is twelve. b) It is preferable for the installations to take place on campus. c) We can be flexible about the availability of the vehicles for installation; a schedule can be arranged for either day, evening or weekends as long as it is preapproved by the Director of Transportation. d) Yes a driver will be available. Question 16: Section 3.0 page 15: Installation and Training: With proper training would MSU personnel install the on-board hardware? Answer 16: No Addendum 1- RFP 1053 Question 17: Section 3.0 page 15: Fixed End Equipment: If AVL specific servers are required will MSU also provide those based on Bidder’s specifications, or do Bidders need to provide them? If so how / where in Appendix E should this pricing information be provided? Answer 17: The selected vendor should provide a hosted server. Question 18: Section 3.0 page 17: Does MSU have preferred cellular network(s) that you wish to use? Answer 18: Yes, Sprint. Question 19: Section 3.0 page 18: Meeting the requirements of the System: What unit quantity of spare parts does MSU require? How / where in Appendix E should this pricing information be provided? Answer 19: Montclair State requires one spare unit of each functional part in inventory to allow for just in time supply for failed parts. The University does not intend to purchase these items upfront but is requesting a list of parts and associated pricing for informational purposes only. Please attach an excel spreadsheet with the prices as part of your response, but do not include it as part of Attachment 5. Question 20: Section 4.4.1, page 21: Would MSU please provide editable versions of all forms and attachments required to be submitted for Bidders to use? Answer 20: The University does not provide editable versions of the RFP. Question 21: Section 4.4.4, Financial Capability of Bidder, page 22-23. For privately held Bidders, will the University agree to execute a nondisclosure agreement in respect of any financial documents submitted or delay this requirement until a later stage of the evaluation of prospective Bidders? Answer 21: Section 4.4.4 addresses your question as follows: “ The bidder may designate specific financial information as not subject to disclosure when the bidder has a good faith legal/factual basis for such assertion. The bidder may submit specific financial documents in a separate, sealed package clearly marked “Confidential-Financial Information” along with its bid proposal.” In addition, should a vendor request to see bids based on the New Jersey Open Records Act, the University does not provide access to the financials of any company. Question 22: Section 6.1 page 26: Would MSU please provide the weighting of importance for each evaluation criteria. Answer 22: The University does not release that information. Addendum 1- RFP 1053 Question 23: Attachment 5 – Pricing sheet Questions Please identify how the line items defined Real Time Passenger Information System and Telephone Information System are related to the specifications as defined in Section 3.0 Commodity Description/Scope of Work. Answer 23: The Real Time Passenger Information System must allow passengers the use of telephone to dial a local line, enter a code identifying the stop and receive arrival information just as they would on the Web. Question 24: Why is the quantity of (18) listed when there are (16) vehicles listed in Section 3.0, page 10? Answer 24: We recently retired two older vehicles with the intent to replace them with yet to be identified vehicles. Question 25: Cellular Costs: Are vendors expected to contract with the required cellular data carrier or will MSU enter in to a direct contract(s) with them? Answer 25: The selected vendor is expected to contract with the cellular carrier. II.
