Situation According to the National Disaster Risk Reduction and Management Council (NDRRMC) as of 11 November (6.00 am PHI time), the number of affected population has increased to more than 9.6 million in 41 provinces. 255 people are reported dead. Nonetheless, media continues reporting that more than 10,000 people might have been killed. According to the Government, Water, Hygiene and sanitation (WASH), food, medicines, shelter, debris clearance, logistics and communications are immediate priorities in Tacloban City. The Humanitarian Country (HCT) and UN Disaster Assessment and Coordination (UNDAC) team report that there is still no food, no water and no electricity in the outskirts of Tacloban City, in addition, the team continued to report incidents of looting and insecurity in the streets of the city. 3. Assistance NDRRMC also reports PHP 22 796 391 (€ 393 226) worth of relief assistance already provided to affected population. International assistance has been announced from donors: Australia, Canada, France, German the Netherlands, New Zealand, Spain Switzerland, United Kingdom, United States (no exhaustive list as further donations and pledges will be announced today). A large number of Humanitarian Organizations have also announced emergency operations and contributions to the relief. Three command posts were established in Tacloban City. The Office of Civil Defense (OCD) and the Department of Health will be located at the airport, OCD at the city’s police station, and Department of Social Welfare and Development (DSWD) at the city hall, which has been designation as the central relief distribution centre. 4. Other information DG ECHO announced a contribution of € 3 million for emergency support to affected population on 10/11/13. DG ECHO is deploying more personnel from its office in Bangkok to the Philippines today in order to boost support in the relief efforts. The EU Civil Protection Mechanism was activated on Sunday 10 November 2013. Arrival of CP teams is expected to Philippines today. The DG ECHO team (4 experts) has completed the assessment in Bohol and Cebu/Leyte island. Widespread destruction in Leyte and Samar islands is reported. Logistics remains a challenge for assessments and delivery of humanitarian aid. A detailed situation report based on field assessments during the past 3 days is expected to be issued on late Monday or early Tuesday. NDRRMC established a regional task force for emergency and rehabilitation on 9 November. Cluster co-leaders have been also established by the Humanitarian Country Team. At the meantime, the newly formed Tropical Depression Zoraida is approaching the southern part of the country and expected to move across the central islands of Bohol, Cebu, Negros and Panay, which all suffered typhoon damage. Government weather forecast said the depression could bring fresh floods to the typhoon affected areas as it could bring moderate to heavy rains of about five to 15 millimeters per hours.
