It is also very important to respect others when using public space so you don’t intentionally or unintentionally harass, obstruct or aggravate members of the public. FAQs “Why is a licence required for distributing promotional goods?” Auckland Council has a responsibility to ensure public space is free from obstruction, commercial harassment and is kept clean and tidy. As part of an application we would expect you to plan control methods to eliminate any breach to the Litter Act. Do I need a licence?” In most cases, no. You must first notify council of your intentions if you will be using public space for promotion.
