Martin began his Occupational Safety and Health career in industrial hygiene, specialising in radiation protection. After completing an Honours degree in Environmental Science, he was appointed as a Special Inspector of Mines (Radiation and Ventilation) with the Department of Minerals and Energy of Western Australia. Martin has a Graduate Certificate in Organisational Human Resources and Safety and is a member of the Australian Institute of Company Directors, the Society for Radiological Protection and the American Society of Safety Engineers. He is an accredited WorkSafe Plan Assessor and Workplace Trainer. Greg joined IFAP's Senior Management Group in January 2008 to contribute to the strategic direction of Crisis and Emergency Management, Survival Training and Fire Safety Training activities in Perth and Darwin. Greg has worked in the public service for the last 21 years in a variety of leadership roles in marine operations and fire and emergency response. He has a Graduate Diploma in Executive Leadership with the Australian Institute of Police Management in New South Wales. JOSEPH CARRABBA Chief Financial Officer Joseph joined IFAP’s Senior Management Group in April 2007 as Management Accountant. Joe spent the first four years of his career in the public practice where he attained his CPA status. He then moved into the commercial area of accounting and spent nine years in management accounting in the manufacturing, engineering, law and printing industries. ARIANNE GEORGE Manager - Corporate Communications Arianne was appointed to the position of Manager Corporate Communications in December 2003 and is responsible for managing alliance partnerships and key client relations as well as overseeing and co-ordinating strategic marketing activities, including IFAP’s annual conferences, Safety Leadership Series events, sponsorships, IFAP publications and market research, as well as managing IFAP’s Member Services. Arianne commenced at IFAP in 1994, following marketing roles in both the finance and hospitality industries, and has a Bachelor of Business Degree and a Certificate IV in Strategic Marketing Management. NANCY CUMMINS Manager - Organisational Learning and Development Nancy was appointed as Manager - Organisational Learning and Development in November 2007. She has a strong educational, learning and development background with wide industry experience at management level (both nationally and internationally). Nancy has been involved in developing Australian Standards, is a Lead Auditor and has developed RTO partnerships with Universities, TAFE and the private sector. ROSS PRATT, Team Leader, Technical Sales Ross joined IFAP in 2008. His current responsibilities include implementing business development strategies for a range of IFAP’s products including myosh and Workplace Safety Australia. Recently Ross has also become responsible for the management of both the Customer Service Centre and Corporate Co-ordinator teams. Ross’s experience as an electrician, assistant wine maker and operations manager has seen him work with safety in a practical way at many levels within several industry sectors. This included the introduction of greater safety awareness and practices within the wine industry. As operations manager of a leading national retailer Ross was responsible for the safety of a 250 strong work force and assisted in leading the safety committee to national recognition of its dedication to safer work practices within the retail sector. This ensures the maintenance and review of internal training delivery and assessment policies and procedures is conducted regularly in accordance with the AQTF (Australian Quality Training Framework) Standards for RTOs. In addition, the accreditation of IFAP courses is sought and maintained, in accordance with National Training Framework requirements. By maintaining IFAP's RTO status, IFAP is able to develop partnerships and alliances with other enterprises, client organisations and similar organisations with differing portfolios of services. RESEARCH & DEVELOPMENT OLAD has a critical role in identifying current and emerging technologies, encouraging the development of new products and providing information and accessibility to OSH solutions for IFAP and its clients. SafetyWA is published bi-monthly and focuses on developments in safety and health issues particularly relevant to the Western Australian workforce. IFAP Extra is published monthly and provides details of products and services available from IFAP. Subscriptions to both publications are free to IFAP Members. See page 10 for more Member benefits. EVENTS Each year, IFAP hosts events in Perth and throughout Western Australia on a range of topics relevant to the needs of industry. These events aim to provide participants with practical information and solutions to take back to their workplace as well as to provide a valuable forum for the exchange of experiences and the establishment of professional networks. Regular events on the IFAP calendar include Breakfast Presentations and the IFAP annual Golf Day. ANNUAL CONFERENCE AND EXHIBITION In August 2009, IFAP and SIAWA will co-host WA's premier Safety Conference and Exhibition. The conference will feature a broad range of speakers, topics and exhibitors from many industries and is for safety professionals across all industry sectors. IFAP/CGU SAFE WAY AWARDS Held on an annual basis since its initial introduction in 1979, the Safe Way Awards Scheme is designed to encourage all industrial and commercial enterprises, large and small, to improve their safety and health performance. The 2008 IFAP/CGU Safe Way Awards, sponsored by CGU, recognised the safety achievements of 59 organisations. Organisations entering these awards endeavour, within a specified six-month qualifying period (January to June), to achieve the nominated award categories, as follows: 1. Lost Time Injury Performance Category a) Achieve six successive calendar months without an LTI; or b) Nominate and achieve a percentage reduction in the recorded LTIFR. 2. Safe Way Achiever Category There are four levels in this category: Platinum, Gold, Silver and Bronze Safe Way Achiever. Using a combination of self-audits, random desk-audits and supporting documentation, organisations are assessed to determine their commitment to safety through excellence in training, established systems and procedures and achievement of safety objectives. SKILLED Gala Dinner Presentations of the 2009 IFAP/CGU Safe Way Awards will take place at the annual Gala Dinner, sponsored by SKILLED Group Limited. Regulatory compliance assessments Compliance assessments provide a measure of compliance to safety and health legislation including the Act, Regulations, Codes of Practice and relevant Australian Standards. Noise surveys and assessments Noise surveys are used to measure noise levels in areas and/or by equipment in order to apply control measures using hierarchy of controls. The intent is to reduce noise exposure and dose to workers to below exposure standards. They can also be used to identify exposed workers who then require baseline audiometric tests. Noise assessments should also be carried out if there are any changes to equipment, workplaces or new equipment. Development of organisation specific safety, health and environment management systems IFAP develops safety, health and environmental management systems based on relevant standards, and tailored to meet industry and organisational needs. OPERATIONS MANAGER Marjorie joined IFAP in October 2006 as an Associate Consultant, was appointed as an OSH Consultant in January 2007, worked in India as a Senior Consultant in 2007-2008 and was promoted to Operations Manager in 2008. Her extensive educational background involves working for TAFE in prison systems throughout Australia and has taken her to several countries in the world, where she instructed in scaffolding and rigging, crane driving, forklift driving, and social science subjects. Maria has a Diploma of Training and Assessment and a Diploma of Business in Quality Auditing and has attained RABQSA qualification in the areas of Quality Management Systems, Occupational Health and Safety, Environment and Food Safety Management Systems. Before Joining IFAP Maria had a successful consulting business, providing training, auditing and management consultancy services to mining and associated industry areas. Previous experience includes 11 years within the freight and transport area. During this time Maria attained the highest score in the State for Dangerous Goods Handling and Transport Course. Maria has also worked within the education area of the prison system in the women's prisons and juvenile justice areas and subsequently with the education of youth at risk at a Perth based private school. NICK MABBOTT Senior Consultant Dr Nick Mabbott commenced work with IFAP in January 2008. He has a PhD in psychology, gained through development of fatigue monitoring technology and measurement of performance of mine haul trucks drivers. He has researched fatigue factors and consulted on fatigue issues over the past decade, contributing to National regulations and assisting clients from Government and industry. Nick currently facilitates OSH courses for IFAP and provides specialist advice in the psychosocial areas of workplace health and safety: namely "Fitness for Work"; "Dealing with Bullying Behaviour in Occupational Environments" and "Stress in the Workplace". He is particularly skilled in communication strategies and the behaviours of individuals in workplaces. PETER DOODY Consultant Peter was appointed to IFAP a Consultant in January 2008. Peter's involvement in OHS extends over 25 years. He has worked in the commonwealth government and held a National Occupational Health and Safety Representative position for over six years. Working as a WorkSafe Inspector for three years, Peter has specialised in machine guarding. In addition, he has several years experience in OSH management in the private sector. Peter recently completed a Bachelor of Arts qualification majoring in Training and Development with ECU. He is now a lecturer for the facility of Business and Law at ECU. Many of the construction and equipment skills training courses offered by IFAP align with National Training Package qualifications and Units of Competence. CUSTOMISED COURSES IFAP can modify an existing course or create a course to suit any training requirement. Examples are: • Mining companies - IFAP can train staff to be safe operators of several machines in order to clean up spills or small stockpiles. • Construction industry - IFAP has run the Introduction to Scaffolding for Supervisors course in order to give them the knowledge they need to recognise good or bad practice. • Manufacturing and mining industries - IFAP has run courses using forklift attachments on wheeled loaders. CONSULTING AND ADVISORY SERVICES IFAP assists members and organisations with advice on a variety of Occupational Safety and Health issues in practical equipment skills. This advice can be easily combined with that from other IFAP specialists to provide a 'one-stop-shop' for industry's Occupational Safety and Health issues. Construction & Equipment Skills ENTRY REQUIREMENTS 44 Where WorkSafe WA issues certificates: • Applicants must be at least 18 years of age. • Applicants must be able to use the English language at a level that is appropriate to the safe use and operation of the particular equipment as specified in the competency standards. • An application form (for the relevant certificate applied for) must be filled out. RECOGNITION OF PRIOR LEARNING (RPL) IFAP will recognise prior learning, either in full or part, of all WorkSafe WA High Risk Work Licences, provided the applicant is able to produce adequate evidence of previous training and/or experience. Depending on the type and amount of recorded training shown in the record of training (logbook), exemptions may be given for some of the theory, knowledge or practical assessments, depending on the Licence applied for. The user or operator in training must provide a record of training (logbook) to the assessor before the assessment can be carried out. NEW NATIONAL LICENSING STANDARD The Australian Safety Compensation Council (ASCC), formerly NOHSC, has finalised the National Standard for Licensing Persons Performing High Risk Work. This new standard will replace the existing National Occupational Health and Safety Certification Standard for Users and Operators of Industrial Equipment [NOHSC: 1006 (2001)]. Effective since October 2007, a significant change in WA will be that forklift operators and others as below, require a licence. High risk work, which requires a person to hold a licence to perform includes: • Scaffolding - basic, intermediate and advanced; • Rigging work - dogging; basic and advanced rigging; • Crane and hoist operation - tower; self-erecting tower; derrick; portal boom; bridge and gantry; vehicle loading; non slewing mobile; slewing; materials hoist; personnel and materials hoist; boom-type elevating work platform; vehicle mounted concrete placing boom; • Forklift operation - forklift trucks; order-picking forklift trucks; and • Pressure equipment operation - basic, intermediate and advanced boiler operation; turbine operation; reciprocating steam engine operation. Licences will only be valid for the class(es) of high risk work endorsed on the licence and will be issued for a period of five years. Certificates of Competency issued prior to the effective date of the new National Licensing Standard, will remain valid for a period of time. The new OSH regulations in WA include a requirement for all people involved in tilt-up and pre-cast concrete manufacture and construction to successfully complete induction training in the form of this new (approved by the Commissioner) training course. He has worked for IFAP for 20 years, initially as a Trainer and subsequently progressing into management. He has a Certificate IV in Assessment and Workplace Training and a Certificate IV in Business (Frontline Management). Mike is the Australian Representative to the International Association of Safety and Survival Training (IASST) and also the chairman of OPITO’s Training Providers Advisory Group for the Asia Pacific region. OFFSHORE AND MARITIME TRAINING TEAM Offshore & Maritime Training MARK SMALL Training and Development Co-ordinator (Fremantle) 62 Mark joined the IFAP team as a casual trainer in 2003 after serving with the Australian Customs National Marine Unit and took up this current role in 2008. Mark has 13 years experience in the maritime Industry and holds dual certificates of competency with a Master Class 3 and in marine engineering with an MED 1. He has a Certificate IV in Workplace Training and Assessment, Lead Auditor in OHS management systems and has Diplomas in Maritime Operations, Occupational Health and Safety, and Business. Mark is an experienced marine HSE specialist providing his services as an auditor, training and HSE advisor in the resource exploration industry since 2005. He has instructed in several fields since 1987 including recreational scuba diving, first aid, sea survival, and various courses for a Maritime Institute. ANDREW WILSON Facilitator (Fremantle) Andrew started with IFAP in November 2006 as a casual instructor and became a full-time Facilitator in January 2007. Andrew has experience as a Navy Diver (Reserve) and Coxwain Skipper. Andrew has a Certificate IV in Training and Assessment and in Emergency Medical Technician (Health Care). DAVE MACLEAN Facilitator (Fremantle) Dave joined IFAP in February 2007 in the maintenance section, and is now a full-time facilitator. In his previous employment, Dave was involved with instructing and he has a Certificate IV in Workplace Assessment and Training. He has also spent 16 years as a volunteer with the State Emergency Service, where he has the role of team leader instructing in general rescue and land searches. BECKI BENSON Facilitator (Fremantle) KELLY TATE Facilitator (Fremantle) Becki joined IFAP in March 2006 as a casual instructor, becoming full time shortly after in August. Becki is now a senior facilitator specialising in life boat and fast rescue boat training. Becki has a wide maritime background as a charter boat skipper, commercial fishing and volunteer sea rescue. Becki has a Certificate IV in Training and Assessment, is a Master Class 5 skipper, has a Diploma of Marine Studies and is a Recreational Skipper's Ticket Assessor. Kelly joined IFAP in July 2006 as a casual instructor and has since become a full time Facilitator. Kelly has previous experience with survival training having worked at the NASC in Darwin. As well as facilitating all of Fremantle's core courses, Kelly is also responsible for co-ordinating daily operations and is the centres Safety and Health Representative. Having worked for 2 years at IFAP's Fremantle Training Centre as a Facilitator, Gilly then moved to IFAP Darwin in February 2008 to take up the role of Senior Training & Development Officer. DAVID KURNOTH Facilitator (Darwin) David was a part of the team that joined IFAP Darwin with the amalgamation of the North Australian Safety Centre and IFAP in June 2006. Phone bookings are an indication only and must be confirmed in writing for the booking to be definite. IFAP will need the name of the person attending, the course name and date and an indication of the full payment. Early bookings will ensure places are available. Arrangements for customised and onsite training are made after discussion with an IFAP Consultant and will be confirmed in a written IFAP proposal. OPITO Approved. IFAP’s TBOSIET course has been developed to be an internationally accepted warm water course covering Helicopter Underwater Escape Training (HUET), related sea survival and an introduction to offshore work (permit-to-work, OSH regulations, first aid reminder etc). The TBOSIET is recognised and accepted as the ‘Fit for Purpose’ internationally recognised standard in most SE Asian and Middle Eastern countries (Brunei, Philippines, Indonesia Singapore, Malaysia, Abu Dhabi, Azabyjan). An IFAP issued TBOSIET is recognised by all OPITO training centres worldwide. TBOSIET certificate holders can also easily upgrade to the UK (or cold water) BOSIET qualification required for the North Sea and other cold water areas. Participants upgrading will need to complete additional HUET simulator excercises whilst wearing a transit suit and using an emergency breathing system. This upgrade course is available at IFAP, and most other OPITO approved facilities who hold both the BOSIET and TBOSIET approvals. REFRESHER TRAINING Unfortunately there is no single answer to the duration that an Offshore Survival course is recognised for. In Australia this decision is determined by individual operating companies risk assessments. There is also precedence which is accepted by the industry regulators and this varies between two and four years. As far as OPITO is concerned, they will allow an individual to refresh a BOSIET or TBOSIET course within a four-year period. However, this duration is a maximum time frame and the actual refresher period is still dictated by each country’s legislation or company requirements. IFAP is accredited to run the OPITO approved Refreshers, FOET and TFOET, Further Offshore Emergency Training and Tropical Further Offshore Emergency Training courses. Accredited by AMSA for STCW95. This course meets the requirements of the International Maritime Organisations (IMO) model course “1:24 Proficiency In Fast Rescue Boats”. He has more than 40 years’ experience in Police and Emergency Service organisations in various jurisdictions and has received and subsequently delivered training in numerous emergency services skill areas, emergency management and consequence management. This includes the development and management of numerous emergency management exercises including the consequence aspects of a major counter terrorism exercise. Keith is a Certificate IV Workplace Trainer and Assessor and is acknowledged as one of the most experienced emergency managers in Australia. He has extensive executive level operational and planning experience as Regional Manager and Director in both remote and urban regions, along with a high level of experience in both state and national jurisdictions. His management of many multi-agency emergency operations, and subsequent review of policies and procedures, instigated improvement of service delivery to many affected communities. Senior members of local, state and federal governments and business organisations have acknowledged his ability to provide objective threat assessments and provide practical recommendations for both tactical and strategic emergency management plans.
