CONSULTANCY: FACILITATOR FOR THE PAN-AFRICA STATE
ACCOUNTABILITY PROJECT (PASAP) ANNUAL REVIEW AND PLANNING
MEETING
Venue : Jupiter Hotel, Addis Ababa, Ethiopia
Workshop dates: 29th August – 1std September 2016 (with a possibility of slight adjustment)
Expected Duration of Assignment: 7-8 days (including 2 days before and 1-2 days after workshop).
1.0 Overview and purpose of the workshop
The Pan African state Accountability Project (PASAP) is a multi-partner, multi-level Pan-African project that
runs from January 2015 to June 2018. The project is overall coordinated by the Plan African Union Liaison
and Pan Africa Program Office. The project will hold its project review and planning workshop in Addis
Ababa-Ethiopia from the 29th August to 1st September 2016. The workshop will bring together Plan
International and partner CSO organizations and networks under PASAP, namely the Institute of Human
Rights and Development in Africa (IHRDA), African Movement for Working Children and Youth
(AMWCY), University of Pretoria, Centre for Human Rights, African Child Policy Forum (ACPF), East
African Child Rights Network (EACRN), Child Rights Network for Southern Africa (CRNSA), West Africa
Civil Society Forum (WACSOF), and Union of West Africa Coalitions on Child Right (UWAC/UCOA).
Moreover, an important stakeholder in the implementation of PASAP, the Network of African National
Human Rights Institutions (NANHRI) will also participate in the workshop.
The purpose of the workshop is to undertake a strategic review of the progress of PASAP in its first year of
implementation and facilitates planning for the consecutive years of PASAP implementation through a
consultative process involving partners and key stakeholders. The workshop will also address key aspects
relevant for the project, mainly on mainstreaming of gender and on M&E.
More specifically, the workshop aims to achieve the following objectives
 Review of progress of implementation in the first year of the project (January 2015-June 2016) and
develop an implementation plan for year 2 (July 2016-June 2017);
 A presentation and review of key findings of the PASAP baseline and of the project M&E
framework
 Addressing gender into PASAP programming
 Addressing any other outstanding issues going forward (Partners engagement in the PASAP
governance structure; knowledge management etc.
2.0 Scope of the consultancy work
The objective of this consultancy to facilitate and manage a consultative process involving multiple
stakeholders to review project progress during the first year, coordinate capacity building around selected
thematic areas, and plan for the second year. The facilitator, in consultation with the Project Manager, will
prepare the workshop programme, facilitate the workshop and produce workshop documentation.
Specific tasks include:
 Design a process for facilitating the workshop to generate agreed outputs.
 Work with the Project Manager and Team to develop a workshop program and working
documents
 Facilitate the workshop
 Support in the review of the workshop proceedings and prepare an edited workshop report.
Deliverables
 A comprehensive annual review and planning meeting agenda and facilitation plan with
appropriate methodologies and tools
 A comprehensive workshop report
The assignment must be completed by September 7th 2016. Plan International will pay for air travel,
accommodation and meals during the meeting days.
3.0 Technical proposal: activities and duration
In line with Terms of Reference, we propose 8 days of facilitation and consultancy work as follows:
 2 days preparation: to discuss and refine the agenda with the Project Manager and other
stakeholders as necessary; gather any necessary materials; and review project documents and any
last minute preparations for the workshop (ideally on 23rd-24th August 2016)
 4 days facilitation of workshop: Monday 29th to Friday 1st September 2016 (with a possibility of
slight adjustment).
 1-2 days post-workshop support: to document the workshop proceedings + review and produce the
workshop report.
4.0 Qualification and Experience
The ideal Consultant will have knowledge of and/or proven expertise in the following:
 Extensive and advanced technical expertise and experience, methodology and tools in facilitating
multi-partner and multi-level project review and planning meetings.
 In-depth understanding of child rights monitoring and advocacy in Africa at different levels i.e.
national, regional/sub-regional, pan Africa, and international.
 Motivated, committed, responsible, and able to work independently with limited direct supervision;
 Commitment to and understanding of Plan International’s mission, vision, and values.
 Computer skills, including word processing, spreadsheets, email, and internet
 Strong analytical skills as well as fluent and effective writing in English
 Experience working with a dispersed team
5.0 Procedures for Submission of Expression of Interest
Interested applicants should submit to Plan International their technical and financial proposals including:
i.
A technical proposal, containing:
 The understanding of the Terms of Reference (TOR); the main goals & tasks of this workshop, the
proposed approach and methodology, team, detailed timetable, and steps for the task.
 The CV of the proposed consultant/team (education background, expertise and experience in
relation with the scope of the task and the geographical location); with a description of why the
experience is relevant to the task and how the proposed Consultant/team complements each other
as well as how they correspond to the profile.
ii.
A financial proposal for the provision of the services. Proposed fees should clearly state the net of
tax and the total gross figure. It should also indicate all other expenses that will be billed as cost
with supporting receipts as per Plan International’s expenses policy

6.0 Child Protection
