Main Regulations
of European Youth Basketball League
for the season 2016/17
1. Objective and Tasks
1.1
To provide comprehensive development of children and youth.
1.2
To promote high level preparedness of basketball players.
1.3
To define best teams of European Youth Basketball League.
1.4
To provide interchange of competence in training and
pedagogical experience.
1.5
To develop regular international contacts.
1.6
To popularize basketball in member states of EYBL.
2. Contest Management and Procedure
2.1. Contest of European Youth Basketball League is carried out and
coordinated are by Management of EYBL.

Administration is assigned to the President of EYBL Arturs Senhofs.
2.2. Each team is under responsibility to organize a stage (domestic)
of EYBL once every two seasons, but no further than 1000 kilometers
from legel center of EYBL, i.e. Riga.
2.3. If organizers can not execute the 2.2. conditions, but they want to
organize stage in their city. Organizers obligation is to compensate the
traveling expenses of teams, whose distance from the stage venue is 1000
kilometers or more. Participant’s obligation is to get agreement with
organizers about their mode of transport and costs of transport.
This paragraph does not apply to teams whose location is 1000 kilometers
or further from the legal center of EYBL, i.e. Riga
2.4. Organizers of stage have right to commit organization of their stage
(domestic stage) to Management of EYBL by transferring to bank
account of EYBL 8000,00 EUR (eight thousand euros, 0 cents),
which is approximately needed amount of money for organizing of
the stage.
2.5. In the case of teams exiting of the contest after first season of twoseason cycle and without organization of own stage, team must transfer
to bank account of EYBL 4000,00 EUR (four thousand euros, 0
cents), which is approximately half of needed money amount for \
organizing the stage.
2.6. In the case of joining of the team after the first season of two-year
season cycle and by not getting right for organization of the stage, team
must similarly transfer to bank account of EYBL 4000,00 EUR (four
thousand euros, 0 cents).
2.7. Each stage of the contest is carried out on the basis of the previously
approved calendar for current season.
2.8. Secretariat, referees and assisting personnel is provided by the
organizer of particular stage.
2.9. The organizer of the particular stage is under responsibility to
provide the presence of a competition commissar in each game.
2.10. The organizer of the particular stage is under responsibility to provide
the game statistics and online for the game (using SmarStats program),
and send the copy to: [email protected].
2.11. For refereeing each stage of the contest, all teams are rightful to
ensure the presence of one referee on the sports ground,
having coordinated this issue with the organizer 10 days before the
contest.
2.12. All expenses regarding feeding and housing the participants, shuttle
transport for the guest teams and organization of the contest, are covered
by the organizer of the particular stage.
Accommodation begins with the teams arrival day (the day before the
games) and ends with the last game day. Catering is provided from the
dinner of arrival day till the lunch of departure day.
2.13. Number of people involved in the official delegation of each
participating team shall not exceed 14 people. Expenses of the
other participants shall be covered by the sending party itself.
2.14.Transport expenses and expenses related to visa formation are
covered by the sending party.
3. Place and time
3.1. Championship of EYBL is takes place from September till May in
compliance with previously approved schedule.
4. Participants
4.1 Championship of EYBL is carried out for four age groups of youth,
between teams of clubs and sport schools. In order to raise the level
of the tournament the Management of EYBL is rightful to admit to the
EYBL the combined teams of some city, region or state, as an
exception.
4.2 For the season of years 2016/2017 the contest is carried out in
following age groups of youth: 2000, 2001, 2002 and 2003. Teams are
allowed to use up to two players that are born a year earlier, but they have to
be born in 1st December or after that date.
4.3 Only the founder teams of EYBL take part in the contest. Other tekams
having applied for the contest are approved by the Management of the
League.
4.4 Within the sequent years, depending on the number of teams, there
may be some changes made in the existing regulations, as well as
limited number of teams from one country may be accepted.
4.5 Each club team can be strengthened by four players from the club of
the any region or any country, in corditnation of their national basketball
federation and EYBL administration..
4.6 Players may change the team for another one during the season up
to 28th of February year 2017.
5. Order of Contest
5.1.The Championship among young people born in 2000, 2001 and
2002 year of birth is carried out in compliance with the rules of FIBA.
5.2.Young players born in of 2003 shall play with ball of the size 6.
5.3. In competitions of players born 2000, 2001, and 2002 there are 32
teams taking part in each age group.
5.4.According to results of the previous regular season, the teams of
young people born in 2000, 2001, and 2002 are dividend in two
divisions:
a) In the first division there are teams which have taken places 1 to
16 in the previous season; they are fighting for the title „EYBL
Champions”
b) In the second there are the next 16 teams playing; they are fighting
for the EYBL Cup.
5.5.In the following seasons (second, third and fourth) according to
results of previous seasons, there is made following transition: team
which took the first place in the second division (EYBL Cup) is moving
to first division, but team which took 16
place in the first division is moving to the second division.
5.6. In case if team from EYBL Championship refuses participation, EYBL
board has the right to include in EYBL Championship any other
competitive team.
5.7.Teams which have taken 15th and 16th place in the second division
(EYBL regular season), in case of new teams applications give a place
for these teams.
5.8. In case if some competitive team aplies for the next season (not later then
the regular championship ends), then EYBL Board have rights to give the
„wild card” and let them play in first division in place of team which
have taken 15th place. Automatically team 15th goes to second division.
5.9. In the championship of young people born in 2003, there are 32
teams taking part in each age group, which are divided into two
groups (16 teams each), and afterwards they are dividend into four
subgroups (4 teams each).
5.10.At the end of the first regular championship (2016/2017) 6teams of
young
people born in 2will be divided in two divisions: EYBL
Championship (16 teams), EYBL Cup (16 teams) (clause 5.5.).
5.11.In all groups of ages contests are organized in regime of four-season
cycle (2 x 2 seasons).
5.12.EYBL Championship and EYBL Cup are carried out according to
the group system – three rounds.
5.13.In each stage there are four games played with the teams of other
subgroup and one game within the same subgroup in the following
sequence:
First stage
1 - 4 and 2 - 3
Second stage
1 - 3 and 2 - 4
Third stage
1 - 2 and 3 - 4
5.14.Winner of the stage become the one who has received the most of
points. In case there is an equal number of points, the winner is the
team having won the game (-s) between themselves, still in case
there were no such games, the winner is determined according to
the best difference of the scored and missed balls.
5.15.Stage contests are carried out within three days + the day of arrival.
5.16. In the contest of the stage the teams play with each other for 4 x 8
minutes (additional time 4 minutes)
5.17.In case the team does not take part in some stage, it receives 0
points in all games of the stage; however its competitors receive 2
points.
5.18.In case the team does not take part in some stage, the organizer is
rightful to invite any other club team of its or other country.
5.19.The results of the invited team are not considered when the teams
are assigned points.
5.20.The organizer of the stage is obligated to send the results of the
contest to the Management of EYBL at the end of each day f the
contest.
5.21.The organizer is obligated to provide visas and send them to the
participants not later then 1 month before the beginning of the stage.
6. Super Final of EYBL Championship
6.1.In the Super Final there are determined the best teams of EYBL
Championship in each age group.
6.2. In the Super Final of the young people born in 2000, there are 8
teams taking part. The teams having taken places 1-6 in the first
division (EYBL Championship), the team having taken the first place in
the second division (EYBL Cup) and organizer of Super Final.
6.3. In the Super Final of the young people born in 2001, there are 8
teams taking part. The teams having taken places 1-6 in the first
division (EYBL Championship), the team having taken the first place
in the second division (EYBL Cup) and organizer of the Super Final.
6.4. In the Super Final of the young people born in 2002, there are 8
teams taking part. The teams having taken places 1-6 in the first
division (EYBL Championship), the team having taken the first place
in the second division (EYBL Cup) and organizer of the Super Final.
6.5. In the Super Final of the young people born in 2003, there are 8
teams taking part.
The teams having taken places 1-3 in the games of their own group
according to the results of the regular season, the best team having
taken the 4th place in the groups according to the results of the
regular championship, and the organizer of the Super Final.
6.6. Two best teams from EYBL Central European region, that are
determined in CE region regular season, are added to Superfinal in all age
groups (2000, 2001, 2002 and 2003). These two teams are extra teams, which
makes Superfinal total participants – ten teams.
6.7. In the Super Final the teams play in compliance with the rules of FIBA
according to the modified „play-off” system.
6.8. In the Super Final the games are played in the system 4 x 10 minutes
clear time (additional time 5 minutes).
7. The Final EYBL Cup
7.1.In the Final of EYBL Cup in the age group of young people born in 2000,
2001 and 2002 there are 4 teams taking part (The Final of Four).
7.2.In the „The Final of Four” in age group of young people 2000 there are
taking part teams having taken places 2 - 5 in second division (EYBL Cup)
7.3.In „The Final of Four” in age group of young people born in 2001 and 2002
are taking part teams which by results in regular season have took 2-4th place in
the second division (EYBL Cup) and team which by results of regular season
have took place 14 (in case if there is a team with „wild card”) or place 15 in the
first division (EYBL Championship).
7.4. The teams having the places 1 EYBL Cup "The Final of Four" in the
age group of young people born 2001 and 2002 obtains the right to play in
the first division (EYBL Championship) in next season.
7.5.The Organizer and the financial terms of „The Final of Four” are appointed at the
end of the regular season out of the teams taking part in the Final according to their
mutual agreement.
7.6.„The Final of Four” is carried out according to the „play-off” (1-4, 2-3)
with the following Final and the play for the 3rd place.
7.7.In „The Final of Four” games are played 4x10 minutes (additional time 5
minutes).
7.8.Having reached the agreement among the participants of the „The
Final of Four”, the system of final games may be changed.
8. Rewards
8.1.Teams of each round having taken places 1-3, are rewarded by
the organizers with cups; however the players of the teams are rewarded
with medals.
8.2.In each round there are appointed and rewarded:
a) The most valuable player (MVP)
b) The player who has scored the most points
c) The tournament All Star 5
8.3.Tournament organizers are rightful to increase the number of the rewards.
8.4.Winning team of Super Final is awarded by challenging Cup.
8.5.At the end of the Super Final the teams having taken places 1-3 are
rewarded with cups and medals, and individual prizes, however teams having
taken places 4-8 are rewarded with memorial cups.
8.6.In the Super Final there are appointed and rewarded:
a) The most valuable player (MVP)
b) The player who has scored the most points
c) The tournament All Star 5
8.7.The teams having taken the places 1-3 in „The Final of Four” are rewarded
by the organizers with cups and medals; however the team having taken the
4th place is rewarded with a memorial cup.
8.8.In the „The Final of Four” there are appointed and rewarded:
a) The most valuable player (MVP)
b) The player who has scored the most points
c) The tournament All Star 5
9. Applications and financial terms
9.1. Applications of the teams and photos of the teams and players for the
season 2016./2017 in each age group shall be sent to [email protected]
before 1st of October year 2016.
9.2. Each team is rightful to introduce 20 participants, having specified their
birth year and date, height, number of player and membership of the club or
sport school. There also shall be added a photo of the player for a license.
During the season it is allowed to introduce two players.
9.3. In first round of the contest of each age group, the representative of
EYBL,
according to the received applications, prepare and hands out seasonal
licenses to the players.
9.4. In each of the following rounds the license is presented to the organizer
of
the tournament. The players without licenses are not allowed to take part
in
the contest.
9.5. Participation fee for each team of season 2016/2017 (cost for one
player’s license 25.00 EUR) shall be transfered to the EYBL bank account
not lately than 10 days after the first stage.9.6. The fee shall be paid when the
license is received or it shall be transferred to
the account of EYBL not later than 10 days after the end of the first
round.
9.7. Each team 10 days before the beginning of the first round, pays a
guarantee
deposit (for the participation of the team in EYBL) – 1000.00 EUR (one
thousand euros, 0 cents), which is returned to the club at the end of the
4 seasons cycle, if the team have fulfilled all EYBL main regulation
conditions.
9.8.In case if team fails to appear at stage (without any major justification),
team receives a 1000 EURO penalty.
9.9. The teams having disregarded the clauses 9.5. And 9.7 are not allowed to
take part in the contest.
