DC Clean Rivers Project Tingey Street Diversion Sewer – Contract Division B IN RECOGNITION OF FOREST CITY’S PARTNERSHIP WITH DC WATER USING INNOVATION AND COLLABORATION TO ACHIEVE EARLY COMPLETION OF DIVISION B In January 2012, the DC Water Board of Directors approved $17.3 million dollars for the design and construction of the Tingey Street Diversion Sewer utilizing a unique public‐private partnership approach. DC Water entered into a Guaranteed Maximum Price contract with Forest City and the project was completed in 2014 with an approximate final value of $15.5 million, achieving 33.2% MBE participation and 5.3% WBE participation. The Tingey Street Diversion Sewer had been a part of the Main Pumping Station Diversions Sewer Project – Division I (Eye). However, in August of 2011, Mayor Gray announced the opening of several key components of Forest City’s “The Yards” mixed use development. A Harris Teeter, retail stores, sidewalk cafes and residential units were among the projects opening between 2012 and 2014. In fact, Harris Teeter just celebrated a ribbon cutting this week. A strategy was needed to advance the Harris Teeter and Other Mixed Use Tingey Street Diversion Sewer through the central portion of The Yards earlier than previously planned in order to mitigate impacts to the community and the redevelopment of the Navy Yard. The solution was found through innovation and collaboration. After entering into an agreement with DC Water, Forest City managed the competitive solicitation for microtunneling contractors and contracted directly with Northeast Remsco Construction as the Design‐Build firm with CDM as the design Engineer of Record. DC Water’s contracting requirements were preserved under this arrangement: competition, MBE/WBE participation, First Source Employment and Davis Bacon wage Surrounded by Construction rates. Forest City provided construction management services, third party inspections and, above all, coordination with multiple surrounding projects occurring simultaneously! The Tingey Street Diversion Sewer is a 72 inch diameter tunnel 1200 feet long positioned right in the center of The Yards development. In addition, two near surface structures, which divert combined sewer overflows (CSO’s) from CSO 013 and CSO 014, were situated adjacent to structures controlled by Forest City which required extensive monitoring and protection. Forest City was uniquely positioned to guide the Microtunnel Launch Shaft
construction project through a maze of coordination issues. One example of this coordination was the construction of the CSO 013 Junction Manhole adjacent to the Harris Teeter building which was under construction during the project. The same construction staging area might be used for off‐loading Harris Teeter materials in the morning and for Northeast Remsco Construction in the afternoon. Microtunnel Boring Machine State of the art construction methods, as well as design techniques, enabled construction of excellent quality structures with a 100 year design life. The 72 inch tunnel was installed using a laser guided microtunnel boring machine with a pressurized slurry face. A 36 inch pipe from CSO 013 was installed using the pilot tube tunneling method. Permeation grouting protected the existing 100 year old East Side Interceptor and jet grout columns provided pipe support through 800 feet of fill material. Reinstalled Green Deborah Ratner Salzberg executed the contract documents for Forest City Infrastructure
while Lou Williams and Sarah Forde provided the day to day coordination and contract management services. Andre Banks provided coordination for meeting DC Water MBE and WBE goals. DC Water wishes to acknowledge the innovation, collaboration, and leadership that Forest City provided, which mitigated the disruptions and community impacts of the project and made the Tingey Street Diversion Sewer project a success.
