PURPOSE OF REPORT 1.1 2. To provide an update and obtain approval for the partial signalisation of the Elizabethan Way/Sir Isaac Newton Way roundabout. RECOMMENDATIONS 2.1 Township approves the signalisation of the roundabout. MAIN TEXT INCLUDING ALTERNATIVES CONSIDERED/ CONSULTATION CARRIED OUT 3.1 3.2 3.3 3.4 3.5 3.6 3.7 In Decmeber 2011 Pennine Township committee approved a report to use the Dale Mill s106 developer contribution on the partial signalisation of the roundabout at Elizabethan Way and Sir Isaac Newton Way. The developer contribution is to be used for highway improvements in the Milnrow and Newhey area as per the condition of planning. The contribution currently stands at approximately £70,000 The roundabout at the junction of Elizabethan Way and Sir Isaac Newton Way becomes congested during the evening peak period and a computer model has been undertaken by Transport for Greater Manchester to ascertain how to increase the flow of traffic using the junction and reduce post midday peak congestion. A plan has been completed and a cost for introducing the signals has been estimated at £70,000. Should Members approve this report then the signals will be constructed during summer 2013. A plan is attached in Appendix A. It shows that Elizabethan Way Southbound and Sir Isaac Newton Way eastbound will be under signal control. Alternatives considered 3.8 3.9 3.10 The long term ambition has been to increase capacity at the Kiln Lane/Dale Street/Elizabethan Way junction. Previous studies have indicated that major bridge strengthening works and land acquisition would be required before a scheme can be completed and the costs are estimated at above £750,000 The developer contribution could be spent completing preliminary works and detailed designs with a view to finding the remaining funding from other sources in the future (the service has no visibility of a funding stream large enough at this time). The section 106 money needs to be spent as soon as possible. The contribution has been un-spent since 2007 and the developer could ask for the contribution back. LEGAL IMPLICATIONS 5.1 6. There are no nearby properties affected by the proposal however information will be sent to the commercial units in the area. The Highways Agency has been informed of our intentions and the Agency will be consulted on the plans in full. The Pennine Township Plan has set targets for the Township in the coming year. One of these targets is to make improvements to local roads, reduce congestion and improve road safety.
