WHERE IS THE “SYSTEM” IN THE
JUVENILE JUSTICE SYSTEM?
System is defined as “A
group of interacting,
interrelated, or
interdependent elements
forming a complex whole or
. . . A functionally related
group of elements.
The American Heritage
Dictionary
But in most jurisdictions,
there is rarely such a system.
“Instead, we often find a set
of individual, complex
institutions and
governmental agencies each
with its own statutory
mandates, budget authority,
& regulations.”

16 KEY PRINCIPLES OF A JUVENILE
DELINQUENCY COURT OF EXCELLENCE
!
The key principles were developed after the
National Council of Juvenile & Family Court
Judges researched and published
recommendations on more than 25 different
issues within the juvenile delinquency
system. These 16 principles establish a
foundation for building a court of excellence
to achieve the goals of the juvenile
delinquency court.
KEY PRINCIPLE #10
Juvenile Delinquency System Staff Should
Engage Parents & Families at all Stages of
the Juvenile Delinquency Court Process to
Encourage Family Members to Participate
Fully in the Development and Implementation
of the Youth’s Intervention Plan
VISION STATEMENT
In order to promote a safe and
secure community, the Juvenile
Court of Clayton County,
Georgia will utilize prevention
and treatment services, in
collaboration with families and
other organizations, to
encourage the physical,
emotional, psychological,
educational, and moral wellbeing of children throughout the
county to prevent and treat
deprivation, delinquency, and
unruly behavior.
