About us
The Helston Business Improvement Partnership (HBIP) is a not-for-profit company and the 2013
winner of the ATCMs ‘Town Team of the year’ award. Formed in May 2012 and led by a Town
Team consisting of local business leaders, local community groups and members of the local
authority the HBIP has already achieved great success through our various project groups. With
membership in its first year of over 170, over forty volunteers active on projects at any one time
and an annual project portfolio consisting of over 24 projects the HBIP is keen to build on its
reputation as one of the most successful Town Teams in the UK and take Helston to the next
level.
The HBIP’s mission is to make Helston the friendliest and most prosperous market town in the
UK and the next step is to become a Business Improvement District (BID).
The HBIP is recruiting for a senior BID Development officer to undertake the consultation with an
aim to deliver a successful BID result for our town.
Main Purpose of Job



To be responsible for BID consultation with all stakeholders
Produce a BID business plan for Helston with an aim to successfully delivering a BID
campaign in 2014
Manage the HBIP existing project portfolio and support the project groups
Roles & Responsibilities









Co-ordinate the consultation process with all eligible town centre stakeholders to deliver a
Business Improvement District, up to and including ballot stage
Produce all consultation documents and interpret responses into a BID business plan and
final proposal ready for BID ballot
Identify potential BID Boundary, rateable levy, rateable thresholds and eligibility ahead of
BID consultation process
Support the HBIP with current project delivery
Work closely with the HBIP Town Team in developing future business plans, including
budgets, targets and key performance indicators
Regularly attend Town Team, Management and Project Group meetings
To advise on retail and commercial development proposals
To liaise and promote communication between local businesses, community organisations,
local authorities and residents regarding issues relating to Helston
To respond to the concerns of the local businesses, community organisations, local
authorities and residents regarding issues relating to Helston



Identify and achieve new sources of funding for the HBIP
Other activities determined by the organisation and agreed by the Management Team
The role will include working evenings and weekends when required
Skills, Qualifications and Experience
Essential







Education to degree level or equivalent
Have an understanding of how Town Teams and Town Partnerships operate
Demonstrative senior level project management skills and/or experience
An innovative and creative approach to problem solving
Excellent IT skills
Experience with managing budgets and developing business cases
Excellent stakeholder management
Desirable








Previous relevant experience in Town Centre Management or Business Improvement District
Management
Project Management in a multi-stakeholder environment
Previous senior management level experience in retail or leisure
Previous relevant experience in marketing, public relations, contract management and
finance
Previous experience in delivering community consultations and grant funding applications
Experience in delivering and operating a Business Improvement District or Business
Improvement District development campaign
Private and public sector experience
Local knowledge
