Introduction
Lafayette. Colorado is a city ol’ more than 23.000 people in eastern Boulder County. It is
one of several communities that developed in the late nineteenth century to support
mining in the northern Colorado coal fields. The citys historic core, known as “Old
Town Lafayette.” consists of the 1 889 plat and several late I 800s and early I 900s
additions. Beginning in the 1950s. the city began expanding beyond Old Town with
residential subdivisions.
The 2004 Architectural Survey of the Old Town Lafayette Perimeter is the third survey
conducted in Lafayette. The 1999 Architectural Survey of Old Town Lafayette
documented and evaluated 210 properties in the I 8-block area east of Public Road
between Baseline Road and Cleveland Street. The 2001 Architectural Survey of West
Lafayette examined 205 l)rope1ties in the 20-block area west of Public Road.
Like the two earlier efforts. the Old Town Lafayette Perimeter survey is a two-part
project consisting of a reconnaissance survey followed by an intensive survey of selected
properties. Conducted from December 2003 through March 2004, the reconnaissance
examined and evaluated 199 properties. For each property, a photograph was taken and
architectural and historic information gathered. The intensive survey, which took place
from March through May 2004, further documented and evaluated 32 selected properties
with an Architectural Inventory Form.
The three survey projects were initiated by the Lafayette Historic Preservation Board to
identify properties within the city’s historic core that could be eligible for listing in the
National Register or State Register or for designation as a local landmark. The Lafayette
Historic Preservation Board (HPB) assists Lafayette’s city government in preservation
efforts. The board reviews applications for local landmark designation and performs
design review for alterations of designated landmarks. Other HPB projects include
putting survey information on the HPB wehsitc, preparing the “Then and Now” photo
exhibit on display throughout City Hall, and producing walking tour and history
brochures on various aspects of Lafayette.

Survey Area
The Old Town Lafayeue Perimeter survey examined a North Survey Area and South
Survey Area, as shown on the maps on the following pages. Streets are oriented on an
east-west rectilinear grid.
North Survey Area
The seven-block North Survey Area lies north of East Baseline Road. It consists
primarily of the First Union Addition in the 300 500 blocks between East Baseline
Road and East Elm Street. The north edge drops northward toward creek drainage. The
area is characterized by unpaved streets, several large cottonwoods, and houses with
irregular setbacks. The Lafayette School complex occupies the 100 300 blocks of East
Baseline Road. Various coal mines were located north and east of this neighborhood,
including the First Union, Excelsior, Mitchell, Haywood, and Columbine Mines.

Historic houses are located along the north side of East Baseline Road and concentrated
in the 400 blocks of East Oak and East Elm Streets. In-fill consists of a number of Ranch
style houses built in the 1950s and the 1960s. The north side of East Elm Street consists
of new residential construction and three historic houses relocated here in the late 1990s.

South Survey Area
The fifteen-block South Survey Area. bounded by South Public Road. East Cannon
Street, East Emma Street, and South Finch Avenue, contains 177 properties. This area
slopes slightly downward from west to east. It occupies the southern portion of the 1889
Lafayette Plat, and also includes the 1906 Industrial City Addition, Hodgson Addition,
and several smaller subdivisions consisting of two or three parcels.
The North Survey Area bordered several industrial operates. The Simpson Mine was
located immediately east and the Strathrnore Mine south and southwest. The Simpson
Camp was located in the 700 block of East Chester Street. The South Survey Area was

crossed by the Colorado & Southern rail line that ran diagonally through the southeast
corner ol’ Lafayette (see map on page 1 2).
This area contains primarily residential properties, most of which are historic. Several
commercial properties are located at the west end of East Cannon. East Chester, and East
Emma Streets, in the 100 blocks adjacent to South Public Road.
The South Survey Area is characterized by smaller
homes on tree-li ned streets. View east from East

Research Design
The purpose of a research design is to define the scope of the survey and to define a set of
expectations prior to the start of the project.
Research Questions
Research questions focused upon the nature and integrity of existing historic resources
that are associated with the growth and development of Lafayette as reflected by the
properties in the North and South Survey Areas. Primary questions attempt to determine
how existing resources provide information about development: ‘Which buildings are
important to historic themes, such as transportation, agriculture, settlement and town
building, or coal mining’? What is the state of integrity of these buildings and how many
remain?
Other questions sought to identify broader influences on the resources: How have
economic and social conditions affected the area and its historic resources? How have
local, state, and national events and trends impacted the survey area?
Architectural questions included: What are the prominent architectural styles and
building types of the two survey areas? What construction materials were used and what
is the quality of craftsmanship? Are there buildings that were architect designed? If so,
who designed them? Arc these buildings the work of a master? Who were the prominent
local builders?
Finally, questions also investigated building use: Arc there diverse building functions in
the area? How have the buildings evolved during the twentieth century’? How did the
character of the area evolve during the twentieth century? Is there a cohesive collection
of historic buildings that constitutes the elements of a local or National Register historic
district?
Anticipated Results
It was expected that 5 to 10% of the 32 properties would be found eligible to the National
Register or State Register, and up to 50% would he eligible for designation to the local
landmark program.

Survey Methodology
The 2004 Architectural Survey of the Old Town Lafayette Perimeter was conducted
according to the guidelines from the Colorado Culiural Resource Suri’e Manual
published by the Office of Archaeology and Historic Preservation (OAHP) at the
Colorado Historical Society (Cl-IS). The survey took place from December 2003 through
May 2004. The comprehensive survey consisted of an intensive inventory of 32
properties. The 2004 Survey employed the same methodology used in the 1999 and 2001
Architectural Surveys of Old Town Lafayette
a reconnaissance survey followed by an
intensive survey of selected properties.
Project Participants
The survey was performed by preservation consultant Cathleen Norman, M. A., and
photographer Carole Cardon. Karen Westover of the Lafayette P1 anning Department
provided assistance in acquiring ownership records from the Boulder County Tax
Assessor, selecting properties, de1ning the survey boundaries, and preparing the survey
maps. She also administered the Certified Local Government (CLG) grant. Dana
Coffield, chair of the Historic Preservation reviewed draft survey reports. Dan Corson at
the OAHP/CHS coordinated the CLG grant and Chris Geddes at the OAHP/CHS
reviewed survey products.
Boundary definition/scope of work
The project boundaries were de1ned and refined during the Reconnaissance Survey. The
North Survey Area consisted of the 300—700 blocks of East Baseline Road, East Oak,
East Elm, and East Dounce Streets. The South Survey Area was bounded by South
Public Road, East Cannon Street, East Emma Street. and South Finch Avenue. During
the reconnaissance. 32 properties were selected for intensive survey.
Previously recorded properties
A file search was conducted of properties within the survey area previously recorded by
the CHS. OAHP staff member Lovella Learned-Kennedy provided this information as a
report. This search revealed that eleven properties located within the survey area had
been previously recorded, listed in Appendix C.
Photography
Reconnaissance Survey
Survey photography began in January 2004 with the reconnaissance photography. The
photographer, Carole Cardon. worked from an address list compiled from Boulder
County Assessor’s data. For each of the 199 reconnaissance properties, she shot one
black and white, 35 millimeter photograph processed as a 4” X 6” print. Two sets of
photographs were printed. A photograph log was compiled with roll number, frame
number, property address, and camera direction. This information was used to generate
photograph labels. Photo labels, produced in Microsoft Excel, provided a temporary ID,
SmithsonianlCHS ID. property address. photographer’s name, date, roll number and
frame number, camera direction, and storage location of negatives. Survey photographs
were labeled and placed in archival photo pages. Negatives were placed in archival
storage pages, then stored with the photo logs and contact sheets at the Lafayette Public
Library.

Intensive Survey
The reconnaissanec photographs were used br the Architectural Inventory Forms. In
March 2004. Cathleen Norman shot additional photographs of the 32 selected properties,
which were labeled and stored as described above.
Iii entory Form Preparation
The Architectural Inventory Forms were produced from a Microsoft Access database.
Information collected during the reconnaissance survey was integrated into the forms for
the 32 selected intensive properties. This information included property ownership data
acquired from the Boulder County Assessor’s office in electronic formal
owner’s
name and mailing address, property legal description, addition/subdivision name and
date, property construction date, and square footage.

The estimated construction dates from the Assessor’s records were used. The 1955
1975 Assessor’s Cards and photographs, archived at the Boulder Carnegie Library, were
used to determine alterations that had occurred during this period.

Detailed architectural descriptions were written from photographs and validated in the
field.
Research of historic property residents and property owners relied upon the 1916, 1926.
1936, and 1956 Polk Directories. The Boulder County Assessor’s Records were
consulted for ownership.
Footprints were drawn from recent sketch maps acquired from the Boulder County
Assessor’s Office.
Evaluation
The survey properties were evaluated first for architectural integrity, and those that were
altered substantially were removed from further consideration. Intact properties were
evaluated for architectural significance, as examples of specific architectural styles,
building types, or construction methods. Thirty-two selected properties. listed in the
Survey Logs in Appendices A and B, were evaluated. Evaluations and recommendations
for National Register, State Register, or local landmark designation are included in this
report and on individual forms.
Public Participation/Notification
Several efforts informed the general public during the duration of the project. A news
article describing the project was published in the January 14— 20, 2004 issue of the
Lafavene Nei’s. A flier describing the project was posted at the Lafayette City Hall,
Lafayette Public Library, Lafayette Senior Center, and Lafayette Miner’s Museum. The
flier was also provided to residents encountered during photography and fieldwork. An
article appeared in the March 2004 issue of the Lafayette city newsletter describing the
project. Results of the reconnaissance were presented on April 5, 2004 to members of the
Historic Preservation Board and to the public. Final publicity is planned in the form of
another article in the city newsletter and a follow up article published in the Lafayette
News. The project will conclude with a public presentation of the survey results at the
June 15, 2004 meeting of the Lafayette City Council.

Historic Context
The survey area reflects general trends of Lafayette’s history. Coal mining was the
impetus for the Lowns settlement and subsequent growth. and the 1889 to 1958 coal
mining era serves as a major period of historic significance. The Lafayette townsite was
platted by Mrs. Mary E. Miller in I 888 aller she discovered a rich coal seam on her ranch
in east Boulder County. The town was re-platted in 1889 and incorporated on January 6,
1 890. Lafayette expanded as a residential community for miners working at the nearby
coal mines. It also served as a supply town for the surrounding mines, coal camps, farms,
and ranches.
Many of Lafayette’s historic residences and commercial buildings reflect the early
mining history. Miners and other workers lived in small frame cottages or lodged in twostory hoarding houses. Merchants and mine managers resided in slightly larger homes.
Businesses in the commercial district on East Simpson Street operated in false—front
buildings and provided retail goods, services, and entertainment for the miners and their
families.
The original plat lay on an east-west axis with the streets terminating at the Simpson
Mine and Cannon Mine at the east edge of town. In 1907, several additions were platted
in West Lafayette. The 1999 Architectural Suri’ev of Old Town Laftivette Siiri’ev Report
and the 200] Arcliiteciiiral Surrey of West La/hi’tte Siii-vev Report provide detailed
historic contexts for the original Lafayette plat and for West Lafayette.

As coal mines closed in the vicinity, the operations sold the company houses to private
individuals for as little as $80. These were moved into towns in the northern Colorado
coal fields, as well as transported to Denver, Boulder, Westminster, and elsewhere.
Several of these small frame dwellings were moved to the North and South Survey Areas.
During the 1930s and early 1940s, growth slowed in Lafayette and elsewhere in Colorado
and the U.S., due to the Great Depression and World War II. A steady decline in the
demand for coal further eroded Lafayette’s economy. Natural gas became available in
Colorado in 1928 and gradually replaced coal for residential and commercial heating.
The Northern Colorado Power Company plant west of town, which consumed Lafayette

coal to produce electricity, decreased output and finally closed in the late I 940s. The last
local coal mine closed in 1958.
The end of World War 11 saw a sharp increase in the market for local housing as soldiers
returning from the war married and settled down in Lafa etie to raise families. Houses
were built on the remaining vacant lots in Old Town Lafayette. such as the east ends of
East Chester and East Cannon Streets. Soon, new residential subdivisions were platted
and annexed to the city. Lafayette residents found employment in Boulder, Denver, and
at the U. S. Atomic Plant (Rocky Flats) that opened in the early 1950s in northeast
Jefferson County. Boulder County’s high tech industry spurred Lafayette’s residential
growth as well, beginning with the IBM plant that opened in Niwot in the early I 960s.
Today. little physical evidence remains of the coal mining industry that dominated east
Boulder County for more than a half century. The coal tipples. slag heaps. and other
industrial structures have been removed. The historic neighborhoods and business
districts in Lafayette and other former coal mining towns are the only remnants of what
was once a significant force in the Boulder County economy.

North Survey Area
The North Survey Area lies north of East Baseline Road in the northeast corner of Old
Town Lafayette. The neighborhood began in 1893 with the Excelsior Place subdivision,
eight blocks of twelve 30’ X 125’ lots platted by the United Coal Company. This
subdivision included a temperance clause similar to that of the original Lafayette plat
“no spirituous, wine or malt liquors shall be sold or given away as beverages on the
premises.” It also retained subsurface mineral rights for the coal company and absolved
the firm of any damages for buildings: “And a further exception and reservation is made
that the United Coal Company, its heirs and assigns, shall not he liable or responsible for
damages or compensation on account of the remnant of surface support in working the
mines beneath.” Development in the Excelsior Place subdivisions occurred only in the
two southernmost blocks, the 600 and 700 blocks of East Baseline Road and East Dounce
Street.

In 1904, the First Union Addition was deeded to the town by the Union Pacific Railroad
Company. The First Union neighborhood consisted of eight blocks comprising the 300,
400, and 500 blocks of East Baseline Road. East Oak Street, and East Elm Street. The
Lafayette School was built west of the First Union Addition
a two-story red-brick
building erected in 1904 in the 100 block of East Baseline Road on land donated by the
Union Pacific Railroad. (This building has been replaced by a larger facility).

The neighborhood is characterized by unpaved roads and the undeveloped acreage at the
edges. Most of the residential properties are small in size.
As elsewhere in Lafayette. many residents were coal miners. Nearby coal mines included
the First Union, Mitchell, Gladstone. and Excelsior. Businesses in the First Union
neighborhood included the Monarch Steam Laundry at 411 East Oak Street operated by
Jenny and Roy Crawford. Jack and George Lewis opened the Home Dairy at 409 East
Oak Street and in 1937 purchased the Monarch Laundry next door and converted it into a
creamery, which they operated
through 1954.’ The house at

South Survey Area
The South Survey Area occupies the southeast corner of Old Town Lafayette. East
Cannon Street. East Chester Street. and the north side of the 00 and 200 blocks of East
Emma Street were platted in 1 889 as part of the original Lafayette plat. The 200 500
blocks of East Emma Street were subsequently absorbed into the Lafayette townsite or
platted as a subdivision by J. Hodgson. The 500 600 blocks of East Chester and East
Emma Streets were platted as the wedge-shaped Industrial City subdivision in 1906 by
John Barnd.

(In 1907. Barnd and his law partner, James Miller, platted the expansive Industrial City
No. 2 west of South Public Road and south of West Emma Street. This acreage was part
of the holdings of the Miller family, who had founded Lafayette and owned a cattle ranch
and the Strathmore Mine south of Lafayette. The Industrial City subdivisions also
included the temperance clause and provisions for underground mining.)
Like the North Survey Area, this neighborhood was in proximity to several coal mines.
The large Simpson Mine operated immediately to the east and the Simpson Camp was
located in the present-day 700 block of East Chester Street. To the south were located
the Cannon. Willoughby. Senator, and Cambro Mines: to the southwest was located the
Strathmore Mine.
As elsewhere in Lafayette, many residents were miners. Some of the houses were moved
into this neighborhood from coal camps. Scattered through the neighborhood were a few
slightly larger houses, such as 200 East Cannon Street, that were residences of mining
engineers, merchants. or professional men. (Appendix E contains a listing of historic

The Simpson Camp was located in the 700 block of Chester Street, just east of the
South Survey Area. As the mine operation declined, company houses were sold to
private owners. Some of the Simpson Camp houses were moved into Lafayette.

Growth has continued since the mid twentieth century, most typically construction of
Ranch style houses on the remaining vacant lots. A number of duplex residences have
been erected in recent years. The neighborhood has a more urban character than the
North Survey Area, with wide, paved, tree-lined streets. Yet, remnants of historic
Lafayette linger, for example in the form of various outbuildings that remain in the rear
yards of a number of the houses.

Architectural Character
The North and South Survey Areas contain properly types similar to elsewhere in Old
Town Lafayette. Typical are frame dwellings with front-gabled. side—gabled. or gabled—L
roof forms. Residences display modest, ii any, ornamentation. Some have front porches.
A few porches have turned wood posts. balustrades, and/or decorative brackets. Most
have plain wood posts or wrought iron supports. As mentioned previously, a number of
the dwellings resemble photographs of miiers’ houses built at the mine camps as
company housing.

Located within the two survey areas are a number of historic outbuildings. These include
alley houses, barns, garages, coal sheds, and utility sheds constructed at the rear of the
yard.

A few dwellings in the survey areas reflect the Ranch style popular during the decades
that followed World War II. Exterior materials consist of horizontal siding with
ornamental stone veneer on the lower wall. Picture windows are common; other
windows are metal-framed and 1-over-I or sliders. Ornamental elements are limited to
decorative window shutters, wrought iron porch or stoop cover supports. and/or fixed
window awnings of corrugated fiberglass. Several have built-in or attached garages.

The survey results in general followed expectations. The historic contexts and nature of

Nature and Integrity of Resources
Most of properties had been altered by additions, window replacements, porch
alterations, or new siding. The Intensive Survey examined 32 selected properties that
provided the most architecturally intact examples of several property types, such as the
hipped-roof box, gabled-L frame dwelling, and false-front commercial building. Good
examples of these property types are also located in Old Town Lafayette and West
Lafayette, which was taken into consideration when evaluating the properties.
Broad Influences
The most prominent influence on the resources in the North and South Survey Areas was
the coal mining activity that dominated the local economy from 1889 through 1958.
Many residences were occupied by people employed at the coal mines or in mining
related activities.
Architectural Character
As summarized in the previous chapter, the types of residential properties consist of
primarily frame dwellings small in size and simple in design. The economy of size and
materials reflects the modest incomes of the early property owners, a majority of whom
were coal miners. The scarcity of masonry construction is also due to subsidence
(instability ol. shifting of surfiice land) caused by the coal mine workings that undermined
the city.

Building Use
Nearly all the buildings in the two survey areas are residential. The 2004 Architectural
Intensive Survey documented and evaluated 32 selected properties that consisted of one
commercial property, a former dairy. a former laundry, and 29 residential dwellings.
Survey Conclusions
Two properties are recommended for listing in the State Register and for local
designation. Two properties had previously been designated as local landmarks: the
Weiler House at 401 East Baseline Road (5BL865) and the Thomas House at 513 East
Elm Street (5BL9461). In addition to these, seven properties are recommended for
designation as local landmarks. These are described below.

This house is an excellent example of the gabled frame dwelling serving as residences for
Lafayette merchants, mining engineers and other professionals. The design is evidenced
by clapboard exterior, bay window with flared eaves, and 1-over-I double hung windows
with pedimented window heads. The garage and shed at the alley are an excellent
example of the outbuildings constructed in the early twentieth century in the rear yards of
Lafayette houses. The property is also associated with Thomas M. Knill and John R.
Green, consecutive owners who worked as mining engineers. This property is
recommended for listing in the State Register of Historic Properties.

example of Queen Anne in the Lafayette vicinity.

This property is an excellent intact example of the small hipped-roof box that served as
housing for miners and their families in the first half of the twentieth century. Intact
design features include shiplap siding. 1-over-I double hung windows, and shed-roofed
entry cover. If evidence could prove that this dwelling was moved from a mine camp, it
should be re-evaluated for its potential for listing in the State Register of Historic
Properties. As one of the few intact examples of this house type, this property is
recommended for designation as a Lafayette landmark.

Thomas House
The Thomas House is an excellent example of the Queen Anne style, as evidenced by its
multiple gables. decorative shingles, tower, bargeboard, and wrap-around porch. This

example of Queen Anne in the Lafayette vicinity. This property has been designated as a

However, this could not be substantiated.

Martinez, wife of Crecencio, is listed as residing at 700 Dounce in
the mid I 950s. No earlier directory information found.
