When and How to Submit Measure Argument
1. A completed and signed BC405 Measure Argument for Benton County Voters' Pamphlet and
type written measure argument along with appropriate filing fee must be filed no later than 5:00
p.m. on the filing deadline. Filings cannot be e-mailed of faxed, it must be filed in person with an
original signature.
2. Any filings received by e-mail, fax or unsigned after 5:00 p.m. on the deadline will be rejected.
3. In addition to filing the original measure argument, it is recommended that an electronic text of
the measure argument be submitted on disk or as an e-mail attachment to [email protected].
The electronic text must mirror the submitted print version exactly. If they differ, the hard copy
version will take precedence. File names should clearly identify the measure number, person and/or
organization furnishing the argument.
4. If an argument is amended, a new completed and signed BC405 must be submitted and the
amended box must be marked. The type written amended statement and completed and signed
BC405 can be e-mailed as attachments to [email protected] or faxed to 541-766-6757. No
additional fee is required.
5. If measure argument has endorsement(s), BC400 Statement of Endorsement(s) must be
completed, signed and filed by 5:00 p.m. on filing deadline. It/they may be faxed or e-mailed as an
attachment(s).
Measure Argument for Benton County Voters' Pamphlet
1. Measure argument must be type written on 8 1/2" X 11" white paper and attached to this
completed and signed form. For reproduction purposes, the preferable font type is Tahoma in
font size 12 or larger. Please note that measure arguments will be printed in the Voters' Pamphlet in
Tahoma font size 8.
2. The person(s) furnishing the argument must sign BC405.
3. Statement consists of words and numbers only. Charts and graphics are not acceptable.
4. The total word count must not exceed 325 words/numbers. The phrase "This information
furnished by name and/or organization" which appears at the bottom of the column is included
in the 325 maximum word/number count. If the word count exceeds the limit, it will be edited.
5. Generally, anything with a white space around it counts as a word. If the word is hyphenated and
the word is listed in a dictionary as one word, it will count as one word. All other hyphenated words
will count as more than one word.
6. The entire argument must fit into one column of 30 square inches. If it does not fit in the space
provided, the argument will be edited.
7. The Elections Office shall reject any argument that contains any obscene, profane, scandalous or
defamatory language; incites promotes or advocates hatred, abuse, violence or hostility toward or
which tends to cast ridicule or shame upon any person or group by reason of race, color, religion or
manner of worship; or contains language which may not legally be circulated in the mail.
8. The Elections Office will not correct errors in spelling, punctuation, grammar or syntax.
Corrections to these errors will not be allowed after 5:00 p.m. on the filing deadline. Please proof your
submission before filing.

Statement of Endorsement
1. If the name of a person and/or title, an organization, or a quote from an individual that has not
been disseminated to be public is used in the measure argument, a completed signed BC400
Statement of Endorsement for Benton County Voters' Pamphlet must be filed no later than
5:00 p.m. on the filing deadline. Please see the BC400 for more information.
2. Any name, other than the person(s) or organization who furnished the argument, listed on the
measure argument without a completed and signed BC400 filed by 5:00 p.m. on the filing deadline
will be removed.
3. A completed and signed BC400 can be e-mailed as an attachment to [email protected] or
faxed to (541)766-6757. It must be received by 5:00 p.m. on the filing deadline.
Quotes from Previously Published Sources
1. Quotes from published sources may be used. The quotation must have been disseminated to the
public prior to its inclusion. The source and publication date must be provided and no endorsement
form is needed.
2. The quote, source and date will all count towards the 325 maximum word/number count.
3. Quotes from websites can be used, but you must include the date and website address as part of
the statement. It is recommended that a printed copy from the website be maintained for your own
records.
4. Italics should be used when citing the source of a quote from a published source. Examples of
quotes: James Brown, The Oregonian, 1/22/2016; from Mayor Smith's website, www.mayor-smith.com
7/22/2016; John F. Kennedy, Profiles in Courage, 1960.
