Intentionally Created Surplus
The 2007 Interim Guidelines established Intentionally Created
Surplus (ICS) to allow Lower Basin users to invest in conservation
practices that can augment Lake Mead levels. ICS creation
supports efficient use of Colorado River water and decreases the
risk of Lower Basin shortage.
