On behalf of the City of Los Angeles, it is my pleasure to
present the 2011 Festival Guide produced by the Department
of Cultural Affairs. This year’s guide is once again brimming
with festivals for you to enjoy all year long.
Los Angeles is home to more festivals than any other U.S. city.
In 2011, you will find some of your favorite annual celebrations,
as well as some exciting new ones that may take you to a
neighborhood you’ve been meaning to explore. Now is your
chance to discover different pockets of Los Angeles and take
in the sights, sounds, and tastes that reflect each community’s
distinct flavor and heritage.
With festivals, parades, and special events happening from
January to December, this guide will be your ultimate resource
to help you plan fun, memorable outings with your family
and friends. I look forward to seeing you at some of L.A.’s

Dear Friends,
This year’s Festival Guide is full of unique events and
celebrations for you and your family and friends to enjoy.
I hope you will venture out into our great City and discover
all the cultures, traditions, sights, tastes, and sounds that our
neighborhoods and arts and cultural sites have to offer.
Many of these events are annual favorites, but some are new
festivals that we thought you might enjoy. We again focused
our attention on celebrations that honor the intercultural mix
that make Los Angeles such a joyous place to live and work.
We highlighted the BritWeek Festival’s art programs in this
edition to show how the arts can inspire and connect us with
our global neighbors. Of further interest, the Getty Foundation’s
monumental festival, Pacific Standard Time: Art in L.A. 1945 1980, will bring together more than 50 participating cultural
institutions that will mount exhibitions from October 2011 to
April 2012. I am proud to once again announce that another
grant award from the National Endowment for the Arts will
allow the Department of Cultural Affairs to present a third
literary festival as part of our 2011 Big Read Program in LA.
The celebrations in this guide also reflect the passion our festival
organizers feel about their cultural traditions, as well as the
breadth of festivities presented this year by our local neighbors.
As you experience the many events presented in this guide,
I guarantee you will learn something original, meet new people,
experience different cultures, feast on excellent cuisine, and
participate in the art of many different nationalities and cultural
communities. We offer many choices for your indulgence!

African American Heritage Celebrations
African American Heritage Month
is a citywide commemoration of
African American heritage and
history in Los Angeles. The

Southern California’s African
American contributions in the

Tours take visitors to a number of off-the-beaten-track points of cultural

Ring in the New Year and the Year of the Rabbit with fun arts ‘n’ crafts,
cooking workshops, and exciting performances. In Japan, the most
important and elaborate holiday is Oshogatsu—the celebration of the
New Year.
The Downtown Pomona Arts Colony has an art walk every second
Saturday of the month that brings big crowds to stroll the streets. Over a
dozen galleries host receptions and open houses to showcase their latest

by world-renowned street artists D*Face (UK) and Mear One
(U.S.) with support from additional US artists and UK artists.
Utilizing approximately 25,000 square-feet at the L.A. MART
DESIGN CENTER, the artists will create a no-holds-barred
urban experience. Temporary Metropolis: D*Face and
Mear One will open with a VIP reception for the artists on

sculptor and stencil artist, who
uses the city as his own personal gallery, sticking, pasting and
drawing on any wall or space
available. Known for his subversive images, which utilize a
family of dysfunctional characters whose roles are to shock
as well as entertain, his work
Pop Tart by D*Face
challenges orthodox thinking.
D*Face engages with the public context in which he works; his
characters are sophisticated vehicles through which the viewer
is forced to question their own relationship with their surroundings. D*Face demands that the viewer not only ‘see’ but that
they look at their environment.
He credits his passion for the urban canvas to Henry Chalfant’s
coverage of New York subway graffiti in the books Spraycan
Art and Subway Art. Later as a teenager, skateboarding and
the street culture which accommodates it was a large influence. In particular, Thrasher magazine’s coverage of skateboard deck graphics informed his interest in stickers and the
DIY mentality associated with skate and punk fanzines. While
developing his street work he attended an illustration and
design course and worked as a freelance illustrator/designer.
An associate of Banksy, he has shown works at the world
famous Santa’s Ghetto and recently had his own solo exhibition
at the Stolen Space gallery in East London.
Mear One is a Los Angeles-based fine artist, famously known
for his often-political street art. A true virtuoso, Mear One’s
visual language often pits humanity against dominant corporate
and political power structures, where innocence, creativity, and
truth prevail under and the most oppressive circumstances.
The artist, through his paintings, encourages the viewer to
stand up, ask questions, and subvert the pernicious agents of
control affecting modern life around the globe.
Mear One is often associated with CBS (Can’t Be Stopped —
City Bomb Squad) and WCA (West Coast Artist) crews. As a
graphic designer, Mear One has designed apparel for Conart,
Kaotic, as well as his own Reform brand. Mear One created
album covers for artists like Freestyle Fellowship, Alien Nation,
Limp Bizkit, Busdriver, and Daddy Kev. In 2004, Mear One
joined artists Shepard Fairey and Robbie Conal to create a
series of “anti-war, anti-Bush” posters for a street art campaign called “Be the
Revolution” for the art collective Post Gen. As a famed L.A.
street artist and prolific graffiti
writer for over 20 years, his

Secret” at Indica Gallery, New York on November 11, 2010.

Christopher Farr has been at
the spearhead of contemporary
rug design for over twenty
years. Together with his business partner Matthew Bourne,
Bancou Rug by Christopher Farr
they were the catalyst that revolutionized contemporary rug design. Starting with a small shop
in a leafy area of north London, a stone’s throw from Primrose
Hill, this one time painter, trained at the Slade School, wrought
a vision that combined the art of the times with a different
form. From cool minimalism to bold neo-expressionism influenced by the artists Ryman, Albers, and Martin, his medium
was no longer oil on canvas, but wool and dye, spun and
woven by hand into objects that were more than mere floor
coverings - they were themselves works of art.

2011 Big Read Program in LA
The Big Read is an initiative of the
National Endowment for the Arts
(NEA) designed to restore reading to
the center of American popular culture. The NEA presents The Big
Read in partnership with the Institute of Museum and Library
Services and in cooperation with Arts Midwest. The City of
Los Angeles Department of Cultural Affairs (DCA) and the NEA
hope to unite communities through literature and intra-cultural
connections, as well as to inspire teens to become life-long
readers with the 2011 Big Read Program in LA.
Since the inception of The Big Read in 2007/08, the NEA has
awarded grants to DCA to program The Big Read locally. DCA
marks its third year of programming The Big Read with the
2011 selection of Amy Tan’s novel “The Joy Luck Club.” Given
that Los Angeles is home to one of the most culturally and ethnically diverse populations, the novel’s themes of family, immigration, and assimilation will resonate and serve as an entry
point for dialogue, creative programming, and cultivating new
and long standing alliances between education, the arts, and
community organizations across Los Angeles.
The 2011 Big Read
Program in LA consists of
a series of activities from
February to May, 2011
and is presented by DCA
in conjunction with community and cultural organizations that include: the
Chinese American
Museum, El Pueblo de Los Angeles Historic Monument, SONY
Pictures Media Arts Program, the Chinatown Business
Improvement District, Warner Grand Theater, the Los Angeles
Public Library, the Los Angeles Unified School District, the
Culinary Historians of Southern California, Zócalo Public
Square, and many more. The school-based and after-school
program targets a multi-ethnic adolescent population. Nearly
3,000 students from local high schools in culturally diverse
areas of Los Angeles will join community members in reading
“The Joy Luck Club.” The public can also participate through
the many activities such as film screenings, panel discussion,
culinary tours, art workshops, and special events offered by
community and cultural partner organizations. Activities

In conjunction with the 2011 Big Read Program in LA, the
Chinese American Museum (CAM) will explore an
acclaimed American novel, Amy Tan’s “The Joy Luck Club,”
during CAM’s 10th Annual Lantern Festival on Saturday,
March 5, 2011.
The Lantern Festival is CAM’s signature day-long outdoor
festival, which celebrates Chinese New Year with arts and
craft workshops, and live performances. Annually, the
Festival attracts an audience of 10,000, mostly comprised
of families and children, from Greater Los Angeles. Centrally
located at El Pueblo Historical Monument, known as the
“Birthplace” of Los Angeles, the Festival is one of the most
anticipated events of the year.
As part of the Festival, CAM will host a series of activities
to further engage our audiences in exploring the “The Joy
Luck Club” novel and Chinese American cultural practices
and festivities.
CAM’s Education Department will spearhead a collage (art
making) workshop during our Lantern Festival with an objective to educate our audiences on Chinese American culture,
and foster a greater interest in “The Joy Luck Club.” The
workshop encourages families to create collages with
images and clips from magazines, newspapers, and
brochures. Parents and children will be able to create artwork reflecting the themes found in the novel. Just as “The
Joy Luck Club” delves into the innate bonds which tie generations of individuals, this activity will inspire our audiences
to connect with their own family stories and traditions. In
addition, CAM’s educator will provide quotes from the novel
and ask participants to reflect on their meaning and impact.

Pacific Standard Time:
Art in L.A. 1945 - 1980
Pacific Standard Time: Art in L.A. 1945 - 1980 is a collaboration of more than sixty cultural institutions across Southern
California, including the Department of Cultural Affairs (DCA),
coming together for six months beginning in October 2011 to tell
the story of the birth of the Los Angeles art scene and how it
became a major new force in the art world. Each institution will
make its own contribution to this grand-scale story of artistic
innovation and social change, told through a multitude of simultaneous exhibitions and programs. Exploring and celebrating the
significance of the crucial years after World War II through the
tumultuous period of the 1960s and 70s, Pacific Standard Time
encompasses developments from modernist architecture and
design to multi-media installations; from L.A. Pop to post-minimalism; from the films of the African-American L.A. Rebellion to
the feminist happenings of the Woman’s Building; from ceramics
to Chicano performance art; and from Japanese-American design
to the pioneering work of artists’ collectives.
The first project of its kind, Pacific Standard Time is the largest
ever collaboration undertaken by cultural institutions in the region
initiated through grants totaling $10 million from the Getty
Foundation. Pacific Standard Time involves cultural institutions of
every size and character across Southern California, from Greater
Los Angeles and Orange County to San Diego, Santa Barbara, and
Palm Springs. Pacific Standard Time is an initiative of the J. Paul
Getty Trust. The presenting sponsor is Bank of America.
What began as an effort to document the milestones in this region’s
artistic history has expanded until it is now becoming a great creative landmark in itself. In fact, the story of Pacific Standard Time is
so big, it needs this region-wide collaboration to tell it.
Presenting the artistic evolution of Los Angeles through an
unprecedented array of simultaneous exhibitions and programs,
Pacific Standard Time involves institutions of every size and character: from LACMA, Museum of Contemporary Art, the Hammer
Museum and the Getty Museum to the UCLA Chicano Studies
Research Center, Japanese American National Museum, DCA’s
Watts Towers Arts Center, and more than half a dozen university
museums and programs. Centered in Greater Los Angeles but
extending as far as San Diego, Orange County, Santa Barbara and
Palm Springs, these institutions will each make a distinctive contribution to the story of art and social change in Los Angeles in
the crucial years after World War II through the tumultuous period of the 1960s and 70s.
From January 20 through 29, 2012, Pacific Standard Time will
present a performance art and public art festival, which will showcase this critical component in the history of the period and the
pathbreaking spirit of art in Southern California. As many as 25
projects will be presented, including re-stagings of historic per54
formances, and reinterpretations by younger artists of the works of
their predecessors, at institutions and sites from Malibu to Watts,
and from Downtown to the desert. Organized by Glenn Phillips,
Department of Architecture and Contemporary Art at the Getty
Research Institute, and Lauri Firstenberg, Director/Curator of
LA><ART, the festival will present events including a new
pyrotechnic performance by Judy Chicago, A Butterfly for Pomona,
based on her Atmosphere performances of the early 1970s, and a
re-creation of James Turrell’s early flare performance Burning
Bridges, presented by Pomona College Museum of Art; a performance by Richard Jackson, organized by the Armory Center for the
Arts, titled Accidents in Abstract Painting, in which the artist will
crash a remote-controlled model airplane loaded with paint into a
wall in the Arroyo Seco; a series of West Coast punk performances at the Museum of Contemporary Art; a major new site-specific
commission by Hirokazu Kosaka at the Getty Center, organized by
the J. Paul Getty Museum and the Getty Research Institute; Trio,
new performances by Vaginal Davis, Andrea Fraser, and Mike
Kelley inspired by the legacy of the Los Angeles Woman’s
Building, presented by West of Rome Public Art; and a series of
radio and Internet streaming events titled Kaleidoscope of Pacific
Standard Time, mingling live coverage of festival events with historic recordings, organized by curator Julie Lazar.

offers both an informational and experiential portal for the project. Among its many features, the website enables visitors to
design their own tours of the Pacific Standard Time exhibitions
and programs, download them to their handheld devices and
carry the information along on their route.
In the spirit of collaboration, Pacific Standard Time participating
institutions are also developing a program of cross-promotions
throughout the region. Among the initiatives being offered to
encourage visitors to move from one museum to another along
the Pacific Standard Time circuit will be specially focused weekend programs to attract audiences to multiple exhibitions for an
in-depth look at themes, and vouchers to enable people to
explore additional Pacific Standard Time offerings. During the
opening weekend celebrations in October 2011, Southern
Californian residents, tourists, and community and art world leaders alike will also have the opportunity to take free shuttle buses
between participating institutions, which will be provided by
Pacific Standard Time sponsor South Coast Plaza.
Another feature of the cross-promotions will be the most collaborative region-wide volunteer program ever organized in Southern
California. Aimed at providing visitors with person-to-person
information, the program will deploy volunteers in readily identifiable Pacific Standard Time tee-shirts to all participating sites,
where they will answer questions, give directions and suggest
other exhibitions and programs that the visitor might enjoy. The
Pacific Standard Time marketing campaign and website will help
to reinforce the cross-promotions throughout the region.

About the Birth of the Los Angeles Art Scene
Modern art in Los Angeles has an exciting and vibrant history.
Its unique artistic trajectory sets it apart from New York and
other centers of modernism, but its distinctive contributions
have never been fully appreciated.
Before the Second World War, Walter and Louise Arensberg
installed their incomparable collection of Dada and Surrealist
art in their home in Hollywood, where it had an enormous
impact on the local art scene. At the same time, the German
émigré dealer Galka Scheyer brought her definitive collection
of German Expressionism to Los Angeles, where it was eventually donated to the Pasadena Museum of Art (now the Norton
Simon Museum). The presence of these collections already
suggested a different path for modern art in Los Angeles, one
not based on the Post-Impressionism and Cubism that were so
dominant in the New York and Parisian art worlds. A third indication of the developments to come was the emergence of
regional styles in architecture. The mild climate of Southern
California, together with the modernist sensibilities imported
by Austrian and German émigré architects and the indigenous
hacienda tradition, combined to produce structures by architects including Richard Neutra and John Lautner that were destined to have a great impact on the rest of the nation.
By the 1950s, Los Angeles was developing its own art forms,
such as assemblage sculpture and hard-edge painting. This
avant-garde art coalesced in the early 1960s around two institutions: the Ferus Gallery (founded by Walter Hopps and Ed
Kienholz as the first exhibition space devoted principally to new
Southern California art) and the Pasadena Museum of Art. By
the mid-1960s, Los Angeles had become a center of Pop art on
par with New York and London through the work of artists such
as Ed Ruscha and David Hockney (the great chroniclers of Los
Angeles), and by the end of the decade a number of
Los Angeles artists had developed international reputations,
becoming well-known in Europe before they were recognized in
the United States. Among them were John Baldessari (one of
the founders of Conceptual art) and Bruce Nauman (the most
radical Postminimalist on the West Coast). Many artists in
Los Angeles also explored the intersection of art and science,
culminating in LACMA’s Art and Technology project of 19681971: a series of collaborations among artists, scientists
and engineers. This art-and-science connection also led to the
California Light and Space movement, which included artists
such as Robert Irwin, James Turrell, and Maria Nordman. When
combined with the vibrant performance art scene, this keen
interest in technology also gave rise to one of America’s earliest
communities of video artists, particularly in Long Beach.

As important as formal innovation was to the birth of the
Los Angeles art scene, the emergence of artists from previously
marginalized communities, along with their previously unrepresented viewpoints and subject matter, was equally crucial.
The period of the Mexican American Generation in Los Angeles,
1945–1965, marked the emergence of the first widely recognized Mexican American artists, such as Manuel Rivera
Regalado and Eduardo Carrillo. These artists laid the groundwork for a second artistic flowering, 1965–1980, associated
with the Chicano civil rights movement. Artists such as Gronk
and Patssi Valdez created art and institutions that reflected
their commitment to social protest, cultural identity, and historical awareness.
At the beginning of the 1960s, African American artists began
to fight for exhibition opportunities and for the hiring of African
American curators. A seminal 1966 exhibition at UCLA entitled
The Negro in American Art showcased Los Angeles artists, and
as the decade progressed, artists of color began to have a
greater presence in local art schools. The exclusion of their
work from mainstream galleries led to the establishment of
alternative venues such as the Brockman Gallery and Gallery 32.
These spaces encouraged a burgeoning of modes of expression,
from the assemblage pieces of Betye Saar and Noah Purifoy to
the more abstract and conceptual practices and performance of
Senga Nengudi, Maren Hassinger, and David Hammons.
Judy Chicago and Miriam Schapiro started the Feminist Art
Program at CalArts in 1971, producing the landmark exhibition
Womanhouse in early 1972. The next year Chicago, Arlene
Raven and Sheila Levrant de Bretteville founded the Woman’s
Building in downtown Los Angeles, which presented hundreds
of exhibitions and became a center for performance art in the
seventies and eighties.
The record of this prolonged outburst of creativity was for too
long scattered in cartons and files all over Southern California,
difficult to access and in some cases in danger of being lost or
destroyed. Through the Pacific Standard Time initiative, the
records have been preserved, the history has been re-examined, and the full story of the birth of the Los Angeles art scene
has been readied for public presentation at exhibitions throughout Southern California.

Civic Virtue: The Impact of the Los Angeles Municipal
Art Gallery and the Watts Towers Arts Center examines
the institutional histories of two of Los Angeles oldest and
most diverse artistic and cultural centers. The exhibitions will
showcase the work of the many artists, elected officials,
City curators, and community activists whose contributions
greatly enhanced the culture of our City, and helped to define
Los Angeles as an international artistic center.
DCA’s LAMAG and the WTAC, with exhibition and programmatic histories extending to 1954 and 1964 respectively, pre-date
most museum and community art centers of similar scope in
Southern California. While each organization is linked to iconic
architectural structures that are emblematic of the city’s identity, the communities that have coalesced around each entity are
representative of the rich diversity of Los Angeles.
LAMAG and WTAC were bright spots for a plethora of
Los Angeles based artists, many of whom are now renowned
and celebrated, such as Betye Saar (WTAC-1960’s) and June
Wayne (MAG-1973). In addition, notable international,
national, and local artists were first exhibited in Los Angeles
through these institutions, including Vincent Van Gogh
(MAG-1957), Frank Lloyd Wright (MAG-1962), and Charles
White (WATC-1970).
Through archival materials, art works, documentation, historical
timelines, and films, these concurrent exhibitions trace the
influence of each organization from their origins to the auspices of the City of Los Angeles’ Municipal Art Department,
today known as the City of Los Angeles Department of Cultural
Affairs (DCA).

Celebration

The Department of Cultural Affairs (DCA) generates
and supports high-quality arts and cultural experiences for
Los Angeles’ 4 million residents and 25 million annual visitors.
DCA advances the social and economic impact of the arts and
assures access to arts and cultural experiences through grant
making, marketing, public art, community arts programming,
arts education, and partnerships with artists and arts and
cultural organizations in neighborhoods throughout the City of
Los Angeles.
DCA’s operating budget and managed portfolio totaled
$36.7 million in fiscal year 2009/10. It consisted of: $9.6 million
in Transient Occupancy Tax funds; $12.2 million in funds from the
Public Works Improvements Arts Program; $8.6 million from the
Private Arts Development Fee Program; $4.9 million in City related
and indirect cost allocations; and $1.4 million in private and public
funds raised during the year. DCA grants approximately $3 million
annually to over 280 artists and nonprofit arts organizations
through its long-established Grants Administration Division.
DCA provides arts and cultural programming in its numerous
neighborhood arts and cultural centers, theaters, and historic
sites, and manages several arts and education programs.
The Department also administers the City’s Private Arts
Development Fee and Public Works Improvements Arts Programs,
a portfolio of approximately $20.8 million in fiscal year 2009/10.
In addition, DCA raises outside public and private funds, over
$10.5 million since fiscal year 2007/08, used to re-grant to LAbased arts and cultural organizations for special grant initiatives
and to support DCA’s special programming and facilities. DCA
markets the City’s cultural events through development and
collaboration with strategic partners, design and production of
creative promotional materials, and management of the
