QUOTATION TO DESIGN ARTWORK FOR NEWSPAPER ADVERTISEMENT ON ELECTRICAL
SAFETY
Sealed quotations are invited by the Public Utilities Commission of Sri Lanka to design and
submit two artworks (one in Sinhala language and other one is Tamil language) which are to
be published in week end newspapers based on the content given by the PUCSL (refer
annexure 1).
You are requested to submit your quotation which is prepared according to the given bid
format and Samples as requested as in Specification and conditions part of annexure 1.
Send your sealed quotation to PUCSL on or before 15:00 hours of 5th March 2014. Please
indicate “QUOTATION TO DESIGN ARTWORK FOR NEWSPAPER ADVERTISEMENT ON
ELECTRICAL SAFETY” on the upper left hand corner of the sealed envelope.

Annexure 1
From the electrocution analysis which was done by PUCSL in 2013, it was revealed that
there was a distinguished growth of the rate of the electrocutions happening in April month
of the year in our country. Hence it has been planned to improve the awareness level of
general public in the country on electrical safety through printed media.
Under this Inspectorate division has taken step to publish a newspaper advertisement on
electrical safety with the aim of improving the awareness level of general public on electrical
safety at end of March and beginning of April month. To reach majority of the country it
was decided to publish full color half page advertisement on electrical safety tips in
following weekend newspapers.







List of Electrical safety tips for the advertisement
1. Do not work near electrical power lines(minimum electrical clearance for any
building structure is vertically 8 feet and horizontally 5 feet)
2. Do not install antennas near power lines
3. Do not obtain electricity illegally to kill animals, to protect cultivations/property and
to light up your house
4. Do not touch any fallen electrical power line
5. Do not use any of electrical appliances with wet clothes or wet hands
6. Never use any electrical appliance near water
7. Do not install any electrical socket outlet/switches near water taps, kitchen sinks,
etc.
8. Switch off the main isolator/MCB before any of electrical related repairing, testing
work
9. Check the trip switch for its correct functionality twice a month
10. Use skilled electricians for any of electrical related repairing , modifications and
extensions
11. Keep the necessary electrical clearance while constructing any of structure nearby
electrical power line
12. Educate your child on electrical safety
Specification and conditions
1. Dimension of the artwork should be standard half page newspaper advertisement
size (27 cmx 32 cm).
2. Minimum resolution should be 300dpi and full color mode.
3. Design should be submitted in a format so as it should be totally complied with the
requirements which are needed to be printed in local weekend newspapers.
4. 100% black should be used for black color letters in any wording.
5. Supplier has to come up with his own creative idea based on Electrical safety tips
given above.
6. Your design should be innovative and interactive which is capable enough to address
the minds of general public easily. Also design, texts, color selection should be strong
and clear enough to emphasize the theme of electrical safety.
7. Supplier has to submit two artwork files written in a DVD. One artwork in Sinhala
language and other on in Tamil language. The graphical content of both artworks
should be identical.
8. As PUCSL need this artwork designs for future usage and modifications, you are
required to submit an editable version of both artworks (separate two files which are
not compiled/flattened/converted etc.) in addition to the two artwork files
mentioned in above para 7.
9. Name and the logo of the PUCSL should be used appropriately in the design and logo
should be recreated by the selected supplier if needed.
10. After offering the job, the supplier should provide the total artwork designs (in both
two languages) within a week for the comments of PUCSL and supplier has to modify
the design accordingly.
11. You should submit at least five different type previous newspaper advertisements in
similar category you have done with the information of the client, contact person,
designation of the contact person and the contact number along with your
quotation. You are sternly requested to provide newspaper cuttings only (hard
paper). Any digital version submission on this regards, will be considered as
unacceptable.
12. These artwork designs done by the selected supplier for this advertisement should
not be reused/sold or not to be used for any of other commercial purpose without
written permission of PUCSL.
13. Maximum twenty percent (20%) of the total bid amount (without taxes) could be
paid as an advance if and only the supplier provides a bank guarantee which is valid
till end of February 2014 obtained from a local bank in the name of Public Utilities
Commission of Sri Lanka as the beneficiary on request.
14. Performance guarantee (amount to the 10% of total bided amount) may be
requested by the PUCSL from the selected supplier at the time of offer. Performance
guarantee should be valid till 31st of March 2014 and should be obtained from a local
bank in the name of Public Utilities Commission of Sri Lanka as the beneficiary.
