Chapter 5A -Water Transportation
There are three principal water transportation routes operated under contract to the MBTA.
Commuter Boats
•
F1 Hingham–Boston (Hingham Shipyard - Rowes Wharf, operated by Boston Harbor
Cruises).
•
F2 Quincy–Boston via Logan Airport, also known as Harbor Express (Fore River Shipyard–
Long Wharf via Logan Airport, operated by Water Transportation Alternatives, Inc. AKA
Harbor Express). Certain trips serve Pemberton Point, Hull and are designated route F2H.
Seasonal service may also be provided to Georges Island. The Harbor Express service
became MBTA-owned on May 1, 2002 when the MBTA purchased certain assets of the
service contractor Water Transportation Alternatives, Inc.
Inner Harbor Ferry
•
F4 Boston - Charlestown (Long Wharf - Charlestown Navy Yard)
As of this writing, the Inner Harbor Ferry route is operated by Boston Harbor Cruises, LLC.
Inner Harbor Ferries F3 and F5 were discontinued after Friday, January 21, 2005. (Route F5X
was not subsidized by the MBTA. Service continued past January 2005 as operated and funded
by others.)
The MBTA selects water transportation carriers based on their ability to provide quality, costeffective service. The MBTA owns and/or maintains all docking/landside facilities, and sets all
boat fares and schedules. The operators provide certain vessels, and maintain all vessels used in
water transportation service. All boat and ferry docks, and all vessels, are accessible to persons
with disabilities.

Chapter 5B – Contracted Bus Services
Certain bus services are operated by third parties under contract to the MBTA. These contracted
bus services are categorized under distinct programs.
Private Carrier Program: Local bus service in MBTA-service district member communities
such as Winthrop, Medford, Hingham, Hull, and Canton.
Suburban Transportation Program: Local bus service in certain communities within the
MBTA service district.
Inter-District Transportation Program: Private carriers that provide bus service that often
links communities formerly outside the MBTA district within Boston and/or the MBTA system.
This program left MBTA auspices and became directly funded by the Commonwealth of
Massachusetts Executive Office of Transportation after June 30, 3005.
The MBTA selects bus carriers based on their ability to provide quality, cost-effective service.
Competitive bids are advertised periodically. The MBTA monitors the service, while the
operators determine fares and schedules with input from the MBTA. The operators provide and
maintain all vehicles.
