On 18 May 2012 a workshop on the take up of Science, Technology, Engineering and Maths
(STEM) and Modern Foreign Languages (MFL).

An event in partnership with A New Direction on 20 June 2012 with guests from the fields of
arts, sports, culture, science and schools.

A joint GLA/London Pupil Referral Unit Network conference on Tuesday 26th June 2012.

A senior level meeting on careers advice on 9 July with representatives from the Association for
London Directors of Children’s Services, Young People’s Employment and Skills Board, London
Enterprise Panel and London Councils.

A series of 3 Evidence Hearings with business leaders, academics and school improvement
experts on 4th and 6th July 2012
3. Number of interviews undertaken as part of the head teacher survey work
The head teacher survey achieved 530 interviews, which are broken down as follows:


469 were primary phase schools; 61 were secondary phase schools;
Comprised of: 13 primary academies; 456 primary maintained; 25 secondary academy;
36 secondary maintained;

The sample was representative of London for Ofsted judgements, FSM rates, location,
size and faith character;
The results are weighted to make them representative for school phase and academy
status;
All London Local Authorities are represented in the sample and no single Local

4. The job descriptions for the members of the Inquiry panel
Chair – Role Description:
Leadership and strategic thinking
 Being an effective advocate for education and its power to drive regeneration and greater
equality, to enable Londoners to find fulfilling work and to support a thriving cultural, sporting
and scientific sector.
 Representing and promoting the Inquiry to key stakeholders regionally, locally and nationally.
 Chairing meetings, steering development and implementation to ensure the Inquiry’s ambitions
are delivered.
Policy and delivery
 Examining key challenges for education in London, developing an interim and final report with
practical recommendations for action.
 Considering policy issues as they arise including implications of national Government policy
changes in London.
 Considering issues raised by demographic and trend data for London and advising on emerging
implications and key priorities for the Inquiry.
 To provide advice on how best the Mayor and the GLA can add value and support the
improvement of educational outcomes for young Londoners particularly for underachieving
groups.
Relationship building
 Developing and sustaining strong and collaborative relationships with key regional and national

Headteachers.

Panel Members - Role description
The Education Inquiry is seeking up to 5 Panel Members from a range of sectors and agencies, and
with complementary areas of expertise, who can individually demonstrate:

equality, to enable Londoners to find fulfilling work and to support a thriving cultural, sporting
and scientific sector
Examining key challenges for education in London, helping the Chair to develop an interim and
final report with practical recommendations for action
Considering policy issues as they arise including implications of national Government policy
changes in London
Reviewing issues raised by demographic and trend data for London and advising on emerging
implications and key priorities for the Inquiry
Providing advice on how best the Mayor and the GLA can add value and support the
improvement of educational outcomes for young Londoners particularly for underachieving
groups
Supporting the Chair in developing appropriate engagement mechanisms with the wide range of
external stakeholders with an interest in this area beyond the Panel’s membership
Leading on themed ‘task and finish’ groups or seminars for the panel, on specific areas such as
education funding, under-achievement and improving links with business/ cultural sectors
Availability for monthly panel meetings until February 2012 when frequency will be reviewed
Applications are sought from those with education experience and expertise and we particularly
welcome applicants with current roles or backgrounds in schools or colleges, local authorities,
academia, business and foundations or trusts.
These are unremunerated roles, with payment for necessary travel and subsistence expenses.

Biographies:
Dr Tony Sewell, Education Consultant and CEO of Generating Genius (Chair)

Tony is an education commentator and former teacher who is the CEO of Generating Genius, a charity
that has successfully placed children from disadvantaged backgrounds into top universities.
Tony has published widely on issues related to race, social justice and emotional and behaviourally
difficult children. He also has experience in the media, writing for Voice and The New Statesman and
regularly speaking on radio and television on subjects linked to education and the arts. He has a
strong interest in diversity and has conducted research and published several articles on race and
education.
Panel Members:
Frankie Sulke, Director of Children's Services, London Borough of Lewisham, ALDCS
Frankie Sulke started her career teaching mathematics and went on to train new and serving teachers
across the South of England. She worked nationally at senior levels for over a decade first at the
School Examinations and Assessment Council and School Curriculum and Assessment Authority
managing the review of the National Curriculum and leading on national assessment. From 1995, she
was Head of Teacher Training at the Teacher Training Agency, developing and introducing the first
ever national standards and professional qualifications for serving teachers and head teachers and
reforming initial teacher training and induction.
Frankie joined the London Borough of Lewisham in April 2001 as Executive Director for Education and
Culture and in 2005, Frankie was appointed to be Lewisham’s first Executive Director for Children and
Young People.
Mr Robert McCulloch-Graham, Director of Children's Services, London Borough of Barnet,
ALDCS
Robert’s career in Children’s Services has spanned 30 years. He began his career as a maths teacher in
Haringey, but moved into youth work, youth justice and children’s social care. This experience covers
four London boroughs, a small unitary and a large county council. He has also supported Ofsted as an
additional inspector and worked as an adviser for the Department for Children, Schools and Families.
Robert is currently on secondment with the Troubled Families Unit at the Department of Communities
and Local Government.
Ms Barbara Harrison, International Education Consultant
Barbara has a huge breadth of experience in education, which spans both private and public sectors.
She has specialized in leading and successfully delivering the management of change at national,
regional and organizational level, transforming outcomes, opportunities and services for young people
within complex and challenging contexts.
Her success has been underpinned by almost 20 years of leading innovation in senior roles in schools
and her experience as an OFSTED Inspector. Other key roles include KS4 curriculum and assessment
lead at SCAA, Assistant Director for the London Borough of Newham and CEO of one of the
largest/most successful groups of Independent schools. She also brings experience of working with a
variety of governing bodies and has been a school governor. She is a Trustee on the New Schools
Network, and Governance Adviser to an Academy Trust.

Professor Hayes has a wealth of experience and expertise in the field of education. He is passionate
and motivated by the challenges his work in education addresses. In 2004 he founded the Institute of
Ideas Education Forum, a politically independent initiative that brings together teachers,
educationalists, academics, writers, member of charities and campaigners to discuss and write about
all issues affecting education.
He has a huge amount of experience and is a nationally and internationally recognized academic
professional with educational knowledge and understanding of teaching, as well as strong media and
journalistic expertise and networks.
Ms Erica Pienaar, Executive Head Teacher, Leathersellers' Federation of Schools
Erica has over 39 years experience of teaching and 15 years of experience of leadership and
management in inner London schools, first as a head teacher and then as an Executive Head Teacher
of a hard federation of three schools in Lewisham.
Erica was also Consultant leader on London Challenge and a National Leader of Education (NLE) and
as such participated in seminars and conferences related to national policy where she has been able to
interrogate practice and influence policy. She is also a member of the Department for Education’s
Secondary Review Group, where she offers views on policy as it develops.
Mr Greg Martin, Executive Head, Durand Academy
Greg Martin took over as Head Teacher of Durand Primary School, in inner-city London, over twenty
years ago. When he arrived the school taught around 140 children and was failing. Through his
leadership Greg transformed Durand Primary School to become an outstanding provider, and one of
the biggest primary schools in the country with over 900 children on the register. 95% of children
come from black or minority ethnic backgrounds, half are on free school meals and 40% live in
overcrowded households.
At Durand Greg has proved that with a structured approach and good discipline, the negative
association between income and attainment does not have to persist. Children achieve on or above
national average year after year, with more than 50% of children gaining Level 5s in the 2011 maths
SATs.
In September 2010 Durand re-opened its gates as one of the first in the new wave of primary
academies. Now Durand are working hard to extend their provision to open a middle and upper
school, with a state boarding element, to provide a consistent approach to education from nursery age
to adulthood
Ms Joan Deslandes, Head Teacher, Kingsford Community School
Joan is Head Teacher of Kingsford Community School, an innovative and ambitious school in East
London that has enjoyed consistent improvements in educational outcomes year on year since her
appointment in 2000. Under Joan’s leadership, Kingsford became the first school in the United
Kingdom to introduce compulsory lessons of Mandarin to its curriculum in 2001 and in 2007 became
one of the first Confucius Classrooms in the world.
Throughout her illustrious career in education and teaching, Joan has focused on the development of
social capital and social mobility for children from deprived backgrounds by raising aspirations of
young people and ensuring excellent academic provision in some of the most socio-economically

deprived areas in London. Joan is also currently a governor at the Knole Academy in Sevenoaks, Kent
and Brighton College, the Times’ UK Independent School of the Year.
Ms Laraine Smith OBE, Principal and Chief Executive, Uxbridge College
Laraine is an experienced and successful principal of a large FE college in west London. She has broad
based view of education and a particular interest in, and substantial experience of, the 14-19 age
group.
She has been a successful senior manager in further education for 13 years and during her career she
has been steeped in curriculum development and change management and successful in raising
standards to achieve high level outcomes.
Mr Anthony Little, Head Master, Eton College
Tony has substantial teaching career spanning over 34 years. Following headmasterships at Chigwell
School and Oakham School, Tony was appointed Head Master of Eton College in 2002.
Tony is Chairman of Mvumi School Trust and the Wisdom Inter-faith Project and is a member of the
Slough Schools’ Partnership. He is also a Governor of Sevenoaks; Oakham and Windsor Boys’ Schools
and the London Academy of Excellence.
5. An account of the purpose and role of the Enterprise Trust Board and how its role relates
to the academies’ Board of Governors
The London Academies Enterprise Trust (LAET) is the academy sponsor and accountable body to the
Department of Education responsible for the management of the three London academies opened
under the Mayor’s Academies Programme. The LAET, a company limited by guarantee, was
established in 2010 as a partnership between the Mayor’s Academies Limited and the Academies
Enterprise Trust (AET).
The LAET Board sets the vision and strategy for the three academies established under the Mayor's
Academies Programme and to develop new academy projects in line with the Mayor's vision for the
programme. Each academy has its own local governing body that has responsibility to provide support
and challenge to the Principal, agreeing performance targets and the academies development plans.
The local governing bodies are accountable to the LAET board for ensuring the standards and success
of its academy. The LAET Articles make provision for the Chairs of the governing body to be
represented on the LAET Board.
