Disaster Responses Update 5 June 2015 Introduction: The last two months have seen three new Disaster Alerts raised in fairly quick succession, with two sudden onset responses to natural disasters (Cyclone Pam in the Pacific and the Nepal Earthquake) and one response to displacement due to conflict (Nigerian Crisis). These crises have brought several new developments for Integral: The first Integral Response in the Pacific, with involvement from Members who have never worked in that region before. A response in Nepal alongside key National Partners who are supported by a large number of Members. This has brought the potential to draw Integral Member direct operational response and longer term partner work more closely together than we have seen in previous responses. The Nepal response has also provided a good opportunity to apply the learning from Haiyan. This update will concentrate only on Integral Responses where there is currently active Secretariat Facilitation. Iraq crisis - 13 Members - CEDAR Fund, Food for the Hungry, Integra, Medair, Mission East, SEL, Tear (Netherlands), Tearfund (Belgium), TEAR Fund (NZ), Tearfund (UK), Transform Aid, World Relief (US), World Renew. Update: Overview: Joint meetings to share information on Members work in the Middle East. Meetings have been combined for both the Syrian and Iraq crises since February 2015, and have recently moved to 6 weekly intervals, as Members work has become more established in Iraq. While the response continues to focus on acute emergency needs, some rehabilitation work has also begun. The Middle East calls group is now considering what type of coordination would serve this response best, with the possibility that quarterly / occasional in-region meetings may be of more value than HQ level conference calls at this stage in the response. The Secretariat continues to facilitate monthly calls for Members with a shared Lebanese national partner, LSESD. Integral involvement: As the Syrian crisis continues with no sign of resolution, Integral Members continue to respond to the immediate needs of refugees with food, non-food items, cash programming, health programmes, WASH, child friendly spaces and shelter assistance. Essential food and non-food distributions continue inside Syria through key local partners, and with Medair in the process of establishing an in-country presence in Damascus. In Iraq Members have been spreading their operations from initial efforts n Erbil/ Dohuk to also establishing programmes in Kirkuk, as well as work in Sulaumaniyah. Work has included food and non-food items, health programming, WASH, psychosocial programmes and establishing child friendly spaces. Shared office space to support the Middle East response was explored in Jordan, but this was not pursued as there wasn’t a sufficient critical mass of Members interested to make it cost effective. Members have largely adopted a regional approach to both crises both in their operations and communications. Integral has combined all Iraq and Syria information into one Middle East crisis Integral Response website. 2015-06_Integral_DR_update Page 2 Photo: TEAR Fund New Zealand Vanuatu – Cyclone Pam Alert Raised: 14 March 2015 by TEAR Fund New Zealand. Involved: 10 Members – CEDAR Fund, Food for the Hungry, MAP International, Medair, Mission East, Tear Australia, TEAR Fund (New Zealand), Tearfund (UK), Transform Aid & World Renew. Strategy: A longer term 3 phase strategy is being developed for this crisis, to strengthen preparedness and resilience in Vanuatu and across the pacific. More details can be found here. Update: Overview: Severe Tropical Cyclone Pam struck Vanuatu (population 234,000) as an extremely destructive category 5 cyclone on the evening of March 13th. The cyclone’s eye passed close to the capital, Port Vila, on Efate Island, and directly over the island of Tanna (Tafea Province), where winds are estimated to have reached 250kmph with gusts peaking at around 320kmph. The cyclone caused widespread devastation of livelihoods and crops, and extensive damage to shelters and structures. Initial reports indicate the cyclone caused 11 fatalities, displaced 3852 people into 36 evacuation centres and affected 166,000 people across 22 islands. Integral Involvement: TEAR Fund New Zealand and Transform Aid International have relationships with 5 partner organisations in Vanuatu. Response plans revolve around Food Security and Agriculture, and supporting the plans of the Vanuatu NDMO as lead in this response. Initially Joel Kaiser was seconded from Medair for 3 weeks to aid coordination and help develop an Integral strategy, alongside 3 Members of staff from TEAR Fund New Zealand (Alice Banfield and Andrew Finlay to coordinate and support partners, and Helen Manson to collect week 1 comms materials). Tearfund (UK) seconded a comms specialist, Jenny Barthow, to provide week 2 comms materials for Integral Members. A 3 phase strategy has been developed to 1. support an initial response in food security and agriculture, 2. aid recovery through agriculture livelihoods development, training on disaster preparedness and capacity building, 3. focus on risk reduction and preparedness across the region with Integral Members working together to create joined-up systems and capabilities to support timely response to the recurrent and seasonal disasters in the region. A regional meeting will be held in August 2015 with Integral Members and partners to further plan phase 2 and phase 3. Coordination calls continue on a monthly basis for this response and comms materials continue to be shared and used to report back to donors. 2015-06_Integral_DR_update Page 3 Photo: Tearfund (UK) Nigerian Displacement Alert Raised: 20 March 2015 - Tearfund (UK). Involved: 5 Members - SEL, Tear (Netherlands), Tearfund (UK), World Concern and World Renew. Strategy: Develop a response to displacement inside Nigeria and to refugees in Cameroon, Chad and Niger. Update: Overview: Despite the relatively peaceful elections in Nigeria at the end of March, there continues to be serious humanitarian needs in Nigeria, Niger, Cameroon and Chad related to Boko Haram and inter-communal violence. 4.6 million people are in need of humanitarian aid (OCHA 8 May 2015), 1.5 million people have been internally displaced (IPM 29 April 2015) and 3 million people need ongoing food support (FEWSNET March 2015). Nearly 200,000 Nigerians have fled to neighbouring countries. Integral involvement: Five Integral Members are actively responding to the situation – SEL (France), Tear NL, Tearfund (UK), World Concern and World Renew. MAP international also have ongoing work in Niger with a hospital who is working with a large number of new arrivals from Nigeria. Three conference calls have been held to coordinate on this crisis. The peaceful elections and the earthquake in Nepal have served to push Nigeria into a low profile emergency with little public response to fundraising and limited institutional funding available. Capacity of partners is limited, and Members are working to support national and local partners and strengthen their ability to respond World Renew is developing a three year peace programme related to Boko Haram and conflicts over resources. 2015-06_Integral_DR_update Page 4 Photo: Medair Nepal Earthquake Response Alert Raised: 25 April 2015 - Tearfund (UK). Involved: 20 Members – CEDAR Fund, Food for the Hungry, International Health Partners, Integra Foundation, MAP International, Medair, Medical Teams International, Mission East, SEL, Tear Australia, Tear (Netherlands), Tearfund (Belgium), TEAR Fund New Zealand, Tearfund (Switzerland), Tearfund (UK), Transform Aid International, World Concern, World Relief (Canada), World Relief (US) and World Renew. Update: Overview: A devastating 7.8 magnitude earthquake shook Nepal on Saturday, April 25th with a second major earthquake (7.3) on 12 May. More than 8,500 people have died, with more than 16,000 injured. Nearly half a million houses have been completely destroyed with more than 250,000 damaged. Weather conditions are deteriorating with the Monsoon season due imminently. Coordination: 8 Operations and 5 Comms conference calls have been held to date to coordinate the work of Integral Members and key national partners. Three National partners in Nepal are supported by a number of Integral Members and requested an Integral lead agency for communications during this emergency phase. Tear Australia is the Lead Agency for INF & Share and Care Nepal, with Tearfund (UK) as lead agency for UMN. Leena Samuel, Deputy Director Emergency Response at FH, was seconded to coordinate Integral’s response in Nepal for 3 weeks. Leena connected Members in Nepal and facilitated coordination on work and partners – supporting key national partners (INF, UMN and Share and Care Nepal) including helping with initial proposal writing; developed the lead agency model for National partners; provided essential surge capacity for Members; liaised with other stakeholders such as Micah Nepal, the WEA and the Baptists; mapped Members work; and explored the need for and options for on-going in-country coordination An initial search was made for a follow on short term in-country coordinator, as requested by Members. A weekly in-country meeting for all Members has been established, including a time for devotions together. A final decision was made on 28 May that we will not seek a further incountry coordinator for the Nepal response. Integral Member / Partner work Focusing on relief distributions of shelter materials, WASH kits, essential food and non-food items, as well as shipments of essential medicines & running mobile health teams. Members & Partners are already planning Shelter & WASH programmes, protection, child friendly spaces and repairs to schools. Plans are developing for Members to work very closely with National partners, complementing their existing work with the sectoral expertise of Members. 2015-06_Integral_DR_update Page 5
