Sustainable Communities Guidance on Building Regulation Charges All Categories Guidance on Building Regulations Charges With Effect from 1st October 2010 The charges for Building Regulation work are required to cover the cost of the service with the exception of work that is carried out for the benefit of a disabled person that is charge exempt. There are two methods of establishing the charge for building work; Individually determined charges and standard charges. Standard Charges The tables in this document set out the standard charges set for all work categories. If you are carrying out multiple extensions and/or multiple types of alterations at the same time the authority will be able to reduce the standard charges, you should ask for an individual assessment of the charge for this type of work. If the charge for your building regulation work is not listed as a standard charge it will be individually determined. These charges have been set by the authority on the basis that the building work does not consist of, or include, innovative or high risk construction techniques and /or duration of the building work from commencement to completion does not exceed 12 months. The charges have also been set on the basis that the design and building work is undertaken by a person or company that is competent to carry out the relevant design and building work. If they are not, the work may incur supplementary charges. The use of Part P registered electricians – To reflect the local authorities costs, if relevant electrical work is carried out without using a qualified Part P registered electrician the standard charges are increased. An additional Inspection or Building Notice charge will apply when any notifiable electrical work is carried out without using a Part P registered electrician. The charge will not apply if the only electrical work carried out is non-notifiable. (Your electrician should be aware of the definition of non-notifiable work). A Part P registered electrician is a qualified electrician who also has the necessary building regulations knowledge to enable his accreditation body to certify his work. Individually determined charges If the work you are carrying out is not listed as a standard charge, the charge will be individually determined. This method of determining the charge mainly relates to larger schemes and includes the following types of building work •• Applications subject to a reversion charge (work reverting from an approved inspector to the local authority) •• Building work consisting of alterations to a domestic property (other than extensions) where the estimated cost exceeds £75,000 •• Building work consisting of a domestic extension where the floor area exceeds 100m2 •• Building work consisting of a non-exempt domestic garage or carport with a floor area over 100m2 •• Applications subject to a regularisation charge •• Work consisting of the erection or conversion of 20 or more dwellings or •• Work consisting of the erection or conversion of dwellings where the floor area of a dwelling exceeds 300m2 •• Building work consisting of alterations to a non-domestic property (other than extensions) where the estimated cost exceeds £100,000 and •• Building work consisting of a non-domestic extension or new build where the floor area exceeds 200m2 •• Building work consisting of the installation of over 50 windows in a non domestic property •• Building work consisting of underpinning to a non domestic property where the length of underpinning exceeds 25m in length •• With the exception of New Dwellings, for building work relating to more than one building If your building work is defined as requiring an individual assessment of a charge you should email building control at; [email protected] preferably with ‘ request for building regulation charge’ in the title of the email and provide a description of the intended work. We will contact you within 24 hours or alternatively telephone our building control enquiries number on 0300 300 8635. Payment If you submit Full Plans for approval you will need to pay a ‘plan charge’ to cover the cost of examining the plans and issuing a decision. A further ‘inspection charge’ will cover the cost of all inspections of the work and an invoice will be sent to the applicant after the first inspection. If you submit a Building Notice you will need to pay a ‘Building Notice charge’ which is payable when the notice is deposited with us. This must be submitted at least 2 days before you wish to commence work. Where plans have been rejected no further charge is payable on resubmission for substantially the same work. VAT – All charges shown are in £sterling and are exclusive of VAT. VAT at the standard rate should be added to all charges. The amount of time to check and inspect a building used for industrial and storage use is considered less than that for other uses of same size buildings.
