QUICK GUIDE FOR NOT RECEIVING CITATIONS ON CAMPUS
Traffic & Parking regulations are in effect
seven-days-a-week, 24-hours a day, all year long.
 ALL PARKING AT YORK COLLEGE IS BY PERMIT ONLY!
 ALWAYS ensure your parking permit is displayed on the rearview
mirror any time you are parked on campus.
 Permits are only valid on the vehicle to which it is registered.
 Students – Don’t park in faculty, staff, or visitor spaces
between 7 am and 5 pm, Monday through Friday.
o You may park temporarily (15-minute maximum)
for the purposes of unloading your vehicle, but
you must activate the 4-way flashers to avoid
receiving a citation.
 Handicapped parking spaces are not temporary spaces.
 Pay attention to lot signage and turn lane arrows.
 Do not park in fire lanes or turn lanes.
 Residents – you are authorized to park in faculty/staff or commuter parking
near your residence hall for a period not to exceed 15 minutes to load or
unload. Your vehicle’s 4-way flashers must be on and flashing.
 Time-limited parking spaces are for temporary use and are monitored 24/7.
 Ensure your visitors and guests obtain visitor permits – you are responsible for
any citations they receive. Visitor permits are available at the Campus
Information Center (CIC) in the student union until Midnight.
 ALWAYS yield to pedestrians in crosswalks and come to a complete stop at stop
signs.

Introduction
The traffic and parking regulations contain information you need to know about parking and operating a vehicle at
York College of Pennsylvania.
a.
II.
The Department of Campus Safety at York College of Pennsylvania (herein referred to as Campus Safety) is
responsible for enforcing parking and traffic regulations on all College property.
i. Campus Safety is located just inside the lobby of Manor Northeast and maintains office hours between
8 a.m. and 5 p.m. Monday through Friday during the fall and spring semesters.
ii. The Campus Safety office maintains summer hours between 8 a.m. and 5 p.m., Monday through
Thursday and from 8:00 a.m. to 11:30 p.m. on Friday.

iii. In addition to College policies, all traffic and parking regulations regulated by the Commonwealth of
Pennsylvania apply and are enforced on campus.

These regulations were established to provide York College with a safe and organized community in which to live
and learn and to provide for the effective use of parking areas and the safe movement of pedestrian and motor
vehicle traffic on campus. Regulations must be observed at all times, including evenings, weekends, during
class registration periods, exam and reading days, holidays, and during periods of inclement weather. Failure
to comply with the traffic and parking regulations constitutes a violation subject to traffic or parking fines (by
means of a citation) and/or referral to the Office of Student Conduct.
The operation and parking of a motor vehicle on campus is a privilege and the College reserves the right to
restrict, suspend or revoke this privilege for just cause.
i. Having a personal vehicle on campus is not a prerequisite of any College program and faculty, staff,
students and visitors shall park and operate vehicles at their own risk. The College is not responsible for
vehicles, or for personal possessions left in vehicles, while parked on campus; however, any theft or
accident that does occur on campus should be reported to Campus Safety immediately.
ii. All students, regardless of status or living arrangements, who are parking a vehicle on campus property
must properly register their vehicle and display a current and valid parking permit from York College as
per the instructions outlined in this document.
iii. All faculty, staff, contractors and vendors employed or contracted by the College and parking a vehicle
on campus property must properly register and display a current and valid parking permit from York
College as per the instructions outlined in this document.
iv. All visitors and guests parking at York College must properly register their vehicle with Campus Safety
and obtain/display a current and valid parking permit for the duration of their visit as outlined in this
document.
Any information contained within this document is subject to change. When warranted, changes to policies
regarding traffic and parking regulations will be published on the College and/or Campus Safety portal and
website.
i. It is the responsibility of the driver to obtain, read and comply with Campus regulations; including
parking and traffic regulations. The parking and traffic regulations may also be found in the student

handbook and on the internet at http://bit.ly/YCPVehicle. Limited information regarding the availability
and purchase of parking permits is published in all College catalogs.
ii. It is the responsibility of the driver to comply with all Commonwealth of Pennsylvania traffic
regulations, including licensing, registration, financial responsibility (insurance), traffic control devices,
and vehicle operation.
iii. It is the responsibility of the driver to observe signage on all campus roadways and in all campus parking
lots.

Legal Parking Space – Legal parking spaces are those bound by two parallel white lines.
Reserved Parking Space – Reserved parking spaces have signs specifically identifying the authorized user of the
parking space. Students, faculty, staff, and visitors are not authorized to use these specifically reserved parking
spaces and may be cited for the infraction.
i. Traffic control devices, such as traffic cones, barrels, and barricades are also used to designate reserved
parking spaces. Removal by anyone other than a Campus Safety official may result in a citation and/or
towing.
Ownership/Qualifying Vehicle – The student, or a member of the student’s immediate family, must own the
vehicle registered by a student to be considered as a qualifying vehicle. Vehicle Registration (Owner’s) Card,
valid and current financial responsibility (insurance) card, and a Driver’s License are required.
i. Students may not register another student’s vehicle.
Permit Hangtag – Permit hangtags are issued by Campus Safety to identify vehicle operators and regulate
parking on the campus. Permit hangtags are required 24-hours-a-day, seven-days-a-week all year long.
Parking permits are valid from August 21st to August 20th of the following year. They are renewed at the
beginning of each academic year. All parking permits have the year of expiration printed on the front. Only York
College parking permits are valid on York College property.
i. A parking permit signifies that an individual has been granted the privilege of parking on campus
property. Registration of a vehicle in no way guarantees that a parking space convenient for the
individual will be provided. The responsibility for locating a valid parking space rests with the motor
vehicle operator. Lack of a parking space, mechanical problems, inclement weather or other problems
do not justify parking violations.
ii. Information about how to obtain any of York College’s parking permits may be found further on in this
publication.
Visitor – A visitor is defined as any individual who is not a student, faculty, staff or contracted employee of the
campus.
Resident underclass – A student residing in a residence facility on campus and who has 59 or fewer credits.
Resident upperclass – A student residing in a residence facility on campus and who has 60 or more credits.
Commuter – A student (day and evening, full and part-time, undergraduate and graduate) who resides off
campus in housing NOT owned by York College.
College Housing District – Residence area north of the main campus in York City that falls within the following
boundaries: North to Kings Mill Road; South to S. Pershing Avenue; West to Grantley Road and east to S. George
Street.
Main Campus Resident – A student residing in a residence facility on the main campus.
i. Resident Halls: Manor, Beard, Penn, Willow, Laurel, Evergreen, Susquehanna, and Codorus.
ii. Tyler Run Apartment Complex.
West Campus Resident – A student residing in a residence facility on the west campus.
i. Country Club Manor, Spring Garden Apartments, Brockie Commons, Richland Hall, and Little Run Lodge.

North Campus Resident – A student residing in a residence facility on the north campus.
i. Northside Commons
m. Resident House Resident – A student residing in a house owned by the College.
i. Keiffer, Curry, Wenger, Arnold, Newberry, Springettsbury, Pershing, and Springdale.
n. Habitual Offender – Any vehicle owner/operator who receives five or more parking citations during an academic
year.

IV.
Traffic Regulations
a.
Enforcement
i. York College Campus Patrol Officers are authorized by the Pennsylvania Motor Vehicle Code
(Title 75 Section 6113) to regulate and enforce all Campus traffic rules and regulations. York
College Campus Safety Officers are appointed Private Police on Campus and authorized under
Pennsylvania Title 22 Chapter 5 Section 501 and shall severally possess and exercise all powers
of a police officer in this Commonwealth, in and upon, and in the immediate and adjacent
vicinity of the property of York College.
ii. Anyone operating a motor vehicle contrary to these designations or in a negligent manner
may be issued a traffic citation from Campus Safety. Any offense can result in a judicial
hearing if the circumstances of the case warrant. York College officials have the discretion to
revoke the privilege of operating a motor vehicle on campus. York College Campus Patrol
Officers have the authority, if the traffic offense is a violation of Pennsylvania Motor Vehicle
Code, to request the assistance of a local police department for enforcement actions.
b.
Traffic Violations
i. Driving Under Influence of Alcohol or Controlled Substance (PA Vehicle Code Title 75, Section
3802).
1. An individual may not drive, operate or be in actual physical control of the movement of a
vehicle:
a. After imbibing a sufficient amount of alcohol such that the individual is rendered
incapable of safely driving, operating or being in actual physical control of the
movement of the vehicle.
b. If the individual is under the influence of a controlled substance (schedule I, II, and/or
III drug) or a combination of a drug or drugs and alcohol such that the individual is
rendered incapable of safely driving, operating or being in actual physical control of
the movement of the vehicle.
c. If the individual is under the influence of a solvent or noxious substance in violation of
18 Pa.C.S. § 7303 (relating to sale or illegal use of certain solvents and noxious
substances).
2. Operating a vehicle under the influence of alcohol and/or controlled substances may result in
arrest, and referral for campus judicial action.
ii. Failure to Stop for Campus Safety Official or other Emergency Vehicles:
1. Any driver of a vehicle on campus who willfully fails or refuses to bring his/her vehicle to a
stop, or who otherwise flees or attempts to elude a campus safety official when given a visual
(red and/or blue lights) and audible (police siren) signals to bring the vehicle to a complete
stop may result in a traffic citation and/or campus judicial action.
2. Upon being approached by emergency vehicles, individuals operating a vehicle on campus shall
yield the right-of-way and shall immediately drive to a position parallel to, and as close as
possible, to the right-hand edge of the roadway or curb clear of any intersection and stop until
the emergency vehicle has passed; except when otherwise directed by a campus safety official

or other uniformed personnel. Failure to stop for or yield the right-of-way may result in a
traffic citation and/or campus judicial action.
iii. Reckless Driving – Any person operating a vehicle on campus in intentional or wanton disregard for
the safety of persons or property may be cited for reckless driving and referred for campus judicial
action.
iv. Careless Driving – Any person operating a vehicle on campus in careless disregard for the safety of
persons or property may be cited for careless driving and referred for campus judicial action.
v. Driving Vehicle at Unsafe Speed – The speed limit on all campus roadways is 15 Miles per Hour
(MPH). No person shall operate a vehicle at a greater speed than is reasonable and practical under
existing conditions.
1. All faculty, staff, students and visitors are to drive with caution and adhere to this speed limit.
Drivers are required to obey all traffic signs, signals, devices and instructions from authorized
persons directing traffic. Pedestrians have the right-of-way at all times. Anyone operating a
motor vehicle contrary to these designations or in a negligent manner will be issued a traffic
citation from Campus Safety. Any offense can result in a judicial hearing if the circumstances
of the case warrant. York College has the discretion to revoke the privilege of operating a
motor vehicle on campus.
vi. Traffic Control Device – Unless otherwise directed by a uniformed police officer or other uniformed
personnel authorized to direct, control or regulate traffic, the driver of any vehicle shall obey the
instructions of any applicable official traffic control device. Traffic control devices include stop signs,
stop bars painted on the surface of the roadway, yield to pedestrian’s signs, painted and unpainted
crosswalks. Failure to abide by a traffic control device may result in the vehicle operator receiving a
citation for the violation.
vii. Illegal Turn – No person, while operating a vehicle on campus roadways, should turn their vehicle so
as to proceed in the opposite direction unless the movement can be made in safety and without
interfering with other traffic.
1. Left-hand turns are prohibited from the main College entrance onto Country Club Road
between 7:00 a.m. and 9:00 a.m. and from 3:00 p.m. and 6:00 p.m., Monday through Friday.
Pedestrians have the right-of-way at all times. The driver of any vehicle must yield the right-of-way to any
pedestrian in a marked crosswalk or within any unmarked crosswalk at an intersection. Pedestrians must
exercise care when entering any crosswalk. He/she should not suddenly leave a curb or other place of safety
and walk or run into the path of a vehicle, which is so close as to constitute a hazard.
i. The driver of any vehicle that is approaching an intersection or a marked crosswalk may not pass a
vehicle that is stopped to permit a pedestrian to cross the roadway.
ii. Vehicle operators who do not yield to pedestrian traffic may be cited for disregarding a traffic control
device.
Vehicle Accidents – If you are involved in a vehicle accident on campus and wish to file a report, you must do so
immediately; do not leave the scene of the accident. Vehicles involved in minor accidents occurring in roadways
may be moved so that traffic can flow unimpeded. Any vehicle accident involving injury or towing MUST be
reported immediately. As per the Pennsylvania Motor Vehicle Code, ALL accidents in which a person has been
injured and/or an involved vehicle has to be towed from the scene, the appropriate police department MUST be
called and a report must be completed. Please note that leaving the scene of an accident to which you are a
part of is against the law in the State of Pennsylvania.

Any traffic violation will be the responsibility of the vehicle operator.
Habitual Offenders: A habitual offender is one who accumulates three traffic citations during an academic year.
Habitual offenders will be referred to the Office of Student Conduct and risk losing driving and/or parking
privileges on campus.
Parking at York College
a.
Parking Permit Information
i. Parking on all campus properties is by permit only.
ii. Information about how to obtain any of York College’s parking permits may be found under the section
Permit Registration Process or on the College website. Visit http://bit.ly/YCPVehicle for more
information.
iii. Vehicles without a permit properly displayed and visible are considered to be unregistered.
1. The responsibility of displaying the parking permit rests with the individual who was issued the
permit. The permit must be hanging from the rearview mirror with the permit number facing
the front of the vehicle and visible from outside the vehicle and void of any obstruction.
Motorcycles must affix the permit decal securely.
iv. Vehicles not registered and/or parked in an unauthorized area may be identified through State Motor
Vehicle departments or a private service. The fine for unregistered vehicles is $50, which includes the
fee for having to perform this service.
v. A parking permit is valid only for the vehicle to which it is registered and use by anyone other than the
registrant or on any vehicle other than which it is registered is prohibited.
1. Visit the Campus Safety office to update or change vehicle information promptly. Vehicle
registration and ID will be required.
2. Permit holders are not permitted to lend, resell, rent, or give away the parking permit issued to
them.
3. The misuse of any parking permit by a student may result in fines, parking revocation and
referral to Office of Student Conduct. Faculty and staff may be referred to their Dean,
Department Chair or Human Resources.
vi. Students, whose parent or spouse are faculty or staff members of York College, are not entitled to use
the permit issued to their parent or spouse. Students, whose parent or spouse is an employee of a
contracted vendor with York College are not entitled to use the permit issued to their parent or spouse.

vii. Students using a faculty, staff, or contract services parking permit may be subject to a citation and
referral to the Office of Student Conduct.
viii. Alteration to or the fabrication of a parking permit will result in campus judicial action and revocation or
suspension of parking privileges.
ix. Permit hangtags are the property of York College and must be surrendered upon request of Campus
Safety personnel. Faculty and staff who separate from the College must surrender their permit upon
separation.
x. It is not permissible for one student to obtain a permit for another student.
xi. Fraudulently registering a vehicle may result in campus judicial action. This includes:
1. Purchasing a permit in another person’s name.
2. Registering a vehicle which will be used by a person not authorized for campus parking.
3. Registering a vehicle that belongs to another student.
xii. Misrepresenting eligibility (including local address, class status, or vehicle ownership) to obtain a
parking permit may result in campus judicial action.
1. Use of a special wheel locking device may be used on the vehicle to aid in resolving these
issues.
xiii. Lost or stolen permits – Permits which are stolen or which have been lost or misplaced may be replaced
at half the rate of the current permit fee. It is the responsibility of the registrant to report lost or stolen
permits immediately.
1. Any person found in possession of a lost or stolen parking permit will be issued a citation and
referred to the Office of Student Conduct for disciplinary action. They also face the possibility
of having charges filed against them under the most appropriate section(s) of the Pennsylvania
Crimes Code.
a. It is also a violation of the Pennsylvania Law for a person to make a false report to law
enforcement authorities. Violators may be prosecuted under section 4906 of the
Pennsylvania Crimes Code: False Reports to Law Enforcement Authorities and
referred to the Office of Student Conduct for disciplinary action.
xiv. Damaged Permits: If the original permit is presented for replacement, there is no charge.
b.
Eligibility
i. Commuters – Students who reside off-campus (not on college property or college housing) are eligible
to register up to two (2) qualifying vehicles and may obtain no more than two parking permits entitling
them to park in any commuter parking lot on the main or west campus.
ii. Resident Underclass residing on the Main Campus -- Resident students with 59 credits or less are only
eligible to obtain a parking permit entitling them to park in any of the West Campus parking lots
reserved for resident students.
iii. Resident Upperclass residing on the Main Campus – Resident students who have earned 60 or more
credits and reside on the main campus are eligible to obtain a parking permit entitling them to park in
any of the Main Campus parking lots reserved for resident students or any of the West Campus parking
lots reserved for resident students.
iv. Resident students residing on the North Campus –Students who reside in Northside Commons are only
eligible to obtain a parking permit entitling them to park in the North Campus parking lot or the West
Campus parking lots reserved for resident students.
v. Resident students residing on the West Campus – Resident students who reside on West Campus are
only eligible to obtain a parking permit entitling them to park in any of the West Campus parking lots
reserved for resident students.

vi. Resident Students residing in College-Owned Houses – Resident students residing in Arnold, Curry,
Kieffer, Newberry, Pershing, Springdale, Springettsbury, and Wenger houses are eligible to obtain a
parking permit entitling them to park in the Resident House parking areas or in Main Campus parking
lots reserved for resident students.
vii. Faculty and Staff –Any full-time or part-time employee with a signed contract with the College is
eligible to register up to two (2) qualifying vehicles and may obtain a maximum of two (2) parking
permits.
viii. Contract Services – Any contractor or vendor of the College who conducts daily or weekly business on
campus is eligible to register up to two (2) qualifying vehicles and may obtain a maximum of two (2)
parking permits.
c.
Parking Permit Refunds
i. Students issued a parking permit during the fall semester will be eligible for a refund equal to
50% of the purchase price if the permit is returned to the Campus Safety office before
December 31st.
d.
Permit Registration Process
i. Students, faculty, and staff will pre-register their vehicles and purchase permits online. Log onto the
College portal and click on the blue ‘P’ icon for myParking and follow the instructions provided.
1. The following information will be required at the time the vehicle is registered:
a. Personal information; cell phone number.
b. Vehicle information; such as make, model, year, color and license plate information.
c. Credit card information.
2. Ensure that you print out the receipt and temporary parking permit.
a. Separate the temporary parking permit from the receipt and place on the dash until
actual permit is obtained. Just remember that the temporary permit does expire.
ii. After pre-registration is complete, students will proceed to the designated location at the date and time
specified to pick up their parking permit.
iii. Students, faculty, and staff must present the vehicle registration and driver’s license or student ID card,
to obtain the parking permit.
iv. Vendors and contractors working on campus are required to visit the Campus Information Center or the
Campus Safety office, with vehicle registration and driver’s license, to obtain a parking permit.
e.
Changes to Vehicle Information
i. Any changes to information pertaining to registered vehicles must be made in the Campus Safety office
within two business days after the vehicle arrives on campus; vehicle registration and ID are required.
Temporary Parking Permits

i. Those students, faculty, or staff members who have their vehicles on campus for a brief period of time,
or who forget to bring their parking permit with them to campus, may receive a temporary one-day
permit from the Campus Information Center or Campus Safety office at no charge.
1. Temporary parking permits will not be issued longer than two weeks, unless approved by the
Parking Manager of Campus Safety.
2. All temporary parking permits must be displayed on the rearview mirror with the permit
information facing the windshield. Temporary permits authorize the same parking privileges
as the registrant’s regular parking permit. Temporary permits are not valid beyond the
expiration date printed on the permit and continued use may result in a fine for expired
permit.

Students, faculty, staff, and visitors operating rental vehicles may obtain a temporary parking
permit for up to two (2) weeks.
Visitor and Guest Parking

i. Visitor parking is for guests to the campus. If you are hosting a guest, be sure to obtain a
visitor parking permit. Faculty, staff, and students, must not park in these spaces and are
subject to receiving a parking citation.
ii. Guests of Students – Guest vehicles should be registered the moment they are parked on campus.
Students may obtain visitor permits on behalf of their guests, provided they have the applicable
information (name, address, cell phone number, and vehicle information). Guests will be issued a
temporary parking permit, which must be displayed on the rearview mirror with the permit information
facing the windshield. Students are not authorized to obtain and/or display a guest or visitor permit
for themselves or for their own vehicle(s).
1. Temporary parking permits will not be issued longer than two weeks unless approved by the
Parking Manager of Campus Safety.
2. Temporary permits are available at the Campus Information Center, located in the Student
Union or in the Campus Safety office, which is located in Manor Northeast.
3. All guest vehicles must park in student parking lots and are subject to the same traffic and
parking policies as students. It is the responsibility of the student to inform his or her guest of
traffic and parking policies.
a. Visitors are not authorized to park in the parking lot west of the Grumbacher Sport &
Fitness center between 2:00 a.m. and 6 a.m.
4. Visitors are required to come to the Campus Safety office, in person, with driver’s license and
vehicle registration to discuss parking citations. Students cannot discuss parking citations on
behalf of visitors.
a. Students may be held accountable for fines imposed upon their visitors for any
parking offenses incurred. In the absence of student information, the registered
owner of the vehicle may be held accountable for any parking offenses incurred.
iii. Daytime Visitors – Daytime visitors to the College shall obtain a visitor permit from the Campus Safety
office or at the Campus Information Center in the Student Union, which will entitle them to use visitor
parking spaces. Daytime visitors are subject to the same traffic and parking policies as students.
1. Visitors are required to come to the Campus Safety office, in person, with driver’s license and
vehicle registration to discuss parking citations. Students cannot discuss parking citations on
behalf of visitors.
a. Hosts shall be held accountable for fines imposed upon their visitors for any parking
offenses incurred. In the absence of student information, the registered owner of the
vehicle shall be held accountable for any parking offenses incurred.
iv. Students are not considered visitors at any time.
h.
Parking Regulations
i. Enforcement – York College Campus Safety Officers and Parking Enforcement Officers are authorized to
enforce all campus parking rules and regulations. All faculty, staff, students, guests, and visitors are to
observe parking lot assignments and restrictions as identified by their parking permit and the
regulations and parking map provided with the parking permit.
1. Anyone parking a motor vehicle contrary to these designations or in a negligent manner shall
be issued a parking citation from Campus Safety. Any offense can result in a judicial hearing if

the circumstances of the case warrant. York College has the discretion to revoke the privilege
of operating a motor vehicle on campus.
ii. Parking Lot Assignments and Parking Space Restrictions
1. All students are permitted to have motor vehicles on campus with certain restrictions for
resident underclass, North Campus, and West Campus residents. All students, faculty, staff
and visitors who operate a vehicle on campus are required to register with Campus Safety.
2. Resident underclass – Resident underclass (freshmen and sophomores) are permitted to have
a vehicle at York College and are eligible to obtain one parking permit for a fee of $80 for the
academic year. Resident freshmen and sophomores are restricted to west campus parking
areas and are not permitted to park vehicles on the main campus, Monday through Friday,
from 7 a.m. to 5 p.m. Parking areas associated with resident underclass are shaded in red on
the parking map distributed with this publication. This color corresponds with the color of the
associated parking permit.
a. Residents of the main campus holding west campus permits may temporarily park on
the main campus (15-minute maximum) for the purpose of loading/unloading their
vehicle. The vehicle hazard lights (4-way flashers) must be on and flashing and the
vehicle must be parked in a valid parking space; not in a turn lane, a fire lane, or in a
roadway. THIS RULE DOES NOT APPLY TO HANDICAPPED PARKING SPACES.
3. West Campus residents – Resident of the west campus are permitted to have a vehicle at York
College and are eligible to obtain one parking permit for a fee of $80 for the academic year.
West campus residents are restricted to west campus parking areas and are not permitted to
park vehicles on the main campus, Monday through Friday, from 7 a.m. to 5 p.m. Parking areas
associated with west campus are shaded in red on the parking map distributed with this
publication. This color corresponds with the color of the associated parking permit.
4. North Campus residents – Residents of the north campus are permitted to have a vehicle at
York College and are eligible to obtain one parking permit for a fee of $80 for the academic
year. North campus residents are restricted to north campus resident parking areas and west
campus resident parking areas and are not permitted to park vehicles on the main campus or in
the Kinsley Engineering Center parking lot from 7 a.m. to 5 p.m., Monday through Friday.
Parking areas associated with north campus are shaded in brown on the parking map
distributed with this publication. This color corresponds with the color of the associated
parking permit.
a. Residents of the north campus holding Northside Commons permits may temporarily
park in the Kinsley Engineering Center’s faculty/staff parking lot (15-minute
maximum) for the purpose of loading/unloading their vehicle. The vehicle hazard
lights (4-way flashers) must be on and flashing and the vehicle must be parked in a
valid parking space; not in a turn lane, a fire lane, or in a roadway. THIS RULE DOES
NOT APPLY TO HANDICAPPED PARKING SPACES.
5. Resident Upperclass – Resident upperclass (with 60 or more credits) of the main campus are
eligible to obtain one parking permit for a fee of $80 for the academic year, which entitles
them to park in resident parking lots on the main campus and in resident parking on the west
campus. Main campus resident parking is located along the curb south of Penn, Codorus, and
Susquehanna Halls; just west of Penn Hall; and in the spaces to the north and south of Tyler
Run apartments. This does not include any lot reserved for Resident House parking; refer to
Section V(g)(ii)(6)(a) below. Parking areas associated with resident upperclass are shaded in

6. Resident Houses – Residents living Arnold, Curry, Kieffer, Newberry, Pershing, Springdale,
Springettsbury, and Wenger houses – Residents of these houses are eligible to obtain one
resident house parking permit for a fee of $80 for the academic year. This permit entitles the
house resident to park in the lot provided for the residence as well as any resident parking
space on the main and west campuses. Parking areas associated with resident houses are
shaded in purple on the parking map distributed with this publication. This color corresponds
with the color of the associated parking permit.
a. Due to the limited number of parking spaces available at the afore-mentioned houses,
parking is limited to residents of the houses only. Non-residents (visitors and other
students) will need to park in accordance with regulations that apply to them.
7. Commuter Students – Commuter students are eligible to obtain up to two (2) parking permits
which entitle them to park in the commuter parking lots on the main campus and the west
campus. The fee for the first parking permit is $40 for the academic year; there is no fee for
the second permit. Parking areas associated with commuter parking are shaded in solid blue
on the parking map distributed with this publication.
a. This includes both levels of the parking garage, the commuter parking bays north of
Tyler Run creek between the creek crossing and the softball fields and along the curb
south of Penn, Codorus, and Susquehanna Halls.
Commuter Parking Lots – Commuter parking lots are restricted to commuter parking only between 7
a.m. and 5 p.m., Monday through Friday. After 5 p.m., commuter lots are open to resident parking,
however, vehicles must be registered with Campus Safety and display a valid York College parking
permit. Note: All resident student permit holders must vacate all commuter parking lots no later than
7:00 a.m. Failure to do so may result in receiving a parking citation for the infraction.
Faculty/Staff Parking Lots are restricted to faculty and staff use between 7 a.m. and 5 p.m., Monday
through Friday. After 5 p.m., faculty and staff parking lots are open for students to use, however,
vehicles must be registered with the Campus Safety and must display a valid York College parking
permit.
1. This entitlement does not apply to parking spaces specifically reserved for visitors and for staff,
such as the Contract Services parking lot (identified in black on the parking map), nurses or
health services and the mail carrier spaces outside of the Iosue Student Union, the Butler
Avenue facility parking lot, and parking lots reserved for Resident Houses.
2. All students must remove their vehicles from faculty and staff lots by no later than 7:00 a.m.
Failure to do so may result in receiving a parking citation for the infraction.
3. Student employees of the campus are not entitled to faculty/staff parking permits or to utilize
faculty and staff parking areas between 7:00 a.m. and 5:00 p.m., Monday through Friday.
Time-Limited Parking Spaces – There are several parking spaces on campus that have time limits
associated with them. The vehicle’s 4-way flashers must be turned on when using these parking spaces.
Vehicles found parking in these parking spaces longer then the time allotted may be cited for the
infraction. Previously cited vehicles that have not been moved after an eight-hour period may be cited
again for the same infraction.
Grumbacher Sport & Fitness Center Parking – Parking for the Grumbacher Sport & Fitness Center
(GSFC) can be found on the west side of the facility. All faculty, staff, students, and visitors may utilize
this lot between the hours of 6:00 a.m. and 2:00 a.m. however; all vehicles must be registered with
Campus Safety and display a valid College parking permit.

There is no parking in the GSFC parking lot between the hours of 2:00 a.m. and 6:00 a.m.
without prior approval from the Director of Campus Safety. Vehicles found parking in this lot
during the restricted time will be cited for the infraction and may be towed from the area. This
restriction includes weekends, holidays and College breaks.
vii. Admissions Parking Lot – The first parking lot on the right when entering campus from Country Club
Road (west of the Miller Administration building) is reserved for use by prospective students and their
families only. Faculty, staff, students, and other visitors must not park in this location and are subject to
receiving a parking citation.
viii. Motorcycles – There are designated parking areas/spaces for motorcycle parking. Motorcycles must
adhere to the same College regulations as any other motor vehicle; motorcycles may also be parked in
regular parking spaces. To discourage theft, a permit decal is used for motorcycles instead of a
hangtag, which must be affixed to the right-front fork or windscreen.
ix. Parking Off Campus – All students are required to park vehicles in designated lots on campus. Resident
students found parking in streets adjacent to the College are in violation of the Student Code of
Conduct and may be subject to campus disciplinary action. Side streets have restricted parking and are
enforced by the local police departments.
x. Handicapped Parking – Use of a handicapped parking space is restricted by law to vehicles occupied by
persons who are handicapped and which display an authorized handicapped plate, placard, or permit.
(See Title 75 section 3354(d)(1)(2)(3).) Persons issued a State plate, placard or permit must have a
state-issued handicapped I.D. card on their person.
1. HANDICAPPED PARKING SPACES ARE NOT TEMPORARY PARKING SPACES!
2. It is not legal for any person to use parking reserved for the handicapped when the person for
whom the handicapped plate, placard or permit was issued is not in the vehicle. Vehicles not
displaying a handicapped plate, placard or permit are subject to a minimum $50 fine and/or
towing. Repeat offenders may also be towed from the campus and referred to the Office of
Student Conduct for a Code of Conduct Violation.
3. The white “hash marks” between handicap spaces is part of the handicapped parking space
and is not a temporary parking space. It is designed to give vehicles equipped with wheelchair
lifts room to operate.
4. Temporary handicapped parking permits are available in the Campus Safety office for those
with temporary medical needs. A valid doctor’s note on physician letterhead must be
presented to the Campus Safety office and must specify medical conditions and duration of
illness. Requests for a temporary handicapped parking permit may be denied if other options
for parking exist.
5. Anyone requiring a temporary handicap permit for longer than two (2) weeks must have a
valid and current York College parking permit. This temporary handicapped permit is valid only
on campus property and is only for handicapped parking spaces and will not be issued for more
than one semester.
xi. Electric Vehicle Charging Stations – There are two electric vehicle charging stations on the southwest
corner of the parking garage. These are not parking spaces and are only to be used to charge vehicles.
Once the vehicle is charged, it must be moved to an appropriate parking space.
1. Contact the Campus Safety office for information about using the charging station.
General Parking Information
i. Any parking violation, regardless of who was operating the vehicle, shall be the responsibility of the
registrant.
ii. It is impractical to mark with signs or paint all areas of the campus where parking is prohibited.

iii. When parking on campus, vehicles must be parked between white lined spaces. Areas on campus
without white lines, which include lawn areas, athletic fields, roadways, painted curbs, sidewalks and
walkways, are not legal parking areas. Vehicles parked illegally will be issued a parking citation and may
be towed from the campus.
iv. Vehicles must be parked in one parking space. Vehicle operators must leave clear access to adjacent
spaces and must not block or impede driving lanes.
v. Parking over “hash marks” or over painted parking control designations is prohibited and violators may
be cited and/or towed.
1. The white “hash marks” between handicap spaces are part of the handicapped parking space
and is not a temporary parking space. It is designed to give vehicles equipped with wheelchair
lifts room to operate.
vi. If Campus Safety places a wheel lock on a vehicle, the owner/operator will receive a fine of $25. The
College is not responsible for any damage that occurs as a result of having a wheel lock affixed to the
vehicle.
vii. Tampering, removing, or altering a “wheel lock” device may result in the cost of the device being
assessed to the violator’s college account.
viii. If a vehicle is parked in violation of any regulation or policy and does not receive a citation, this does not
mean that the regulation has been suspended or is no longer in effect.
ix. When parking parallel to curb side parking, the passenger side wheels shall be against the curb. Parking
against the flow of traffic is a hazard and violators may be cited and/or towed.
x. Semester breaks and class/athletic trip parking – Vehicles shall not be parked on campus during
semester breaks or class/athletic trips without the prior approval from the Director of Campus Safety.
If this becomes necessary, vehicles shall be registered with the Campus Safety office and parked in the
lower level of the parking garage.
1. The request to leave a vehicle on campus may be made on the Parking Services page of the
Campus Safety portal.

2. Vehicles found parked on campus during breaks, which are not registered or in properly
designated lots, may be issued a parking citation and may be towed to another location on
campus at the owner’s expense.
xi. Abandoned Vehicle – The abandonment of any motor vehicle on any part of the York College campus is
prohibited. Any motor vehicle parked on the campus without current state registration plates attached
to the vehicle will be deemed to be an abandoned vehicle and will be subject to immediate removal
from the campus.
xii. Disabled Vehicle – Disabled vehicles must be reported to Campus Safety immediately. Disabled and/or
abandoned vehicles will be removed from the campus property at the owner’s expense. Removal of
license plate does not absolve the owner of the responsibility for proper removal of a vehicle. Having a
disabled vehicle does not absolve the owner of the responsibility of paying a parking citation, if the
vehicle is illegally parked.
1. Due to insurance restrictions, Campus Safety is not able to provide assistance to motorists,
such as jump-starting vehicles or retrieving keys from inside locked vehicles. We can provide a
phone number to a reputable company in the area that can provide this service for you.
2. In the event of a dead battery, faculty, staff, and students may check out a portable battery
starter from the Campus Information Center or the Campus Safety office. A valid driver’s
license or York College ID card is required when obtaining the device.

xiii. Habitual Offender – Any vehicle owner/operator who receives five or more parking citations during a
semester is subject to an additional $25.00 penalty imposed upon them for any subsequent parking
violations during the academic year. Students may also be referred to the Office of Student Conduct
for possible disciplinary action. Continued violations of the traffic and parking regulations may result in
having parking privileges revoked.

xiv. A 15-minute maximum is permitted for loading/unloading. The vehicle hazard lights (4-way flashers)
must be on and flashing the vehicle must be parked in a valid parking space; not in a turn lane, a fire
lane, or in a roadway. THIS RULE DOES NOT APPLY TO HANDICAPPED PARKING SPACES.
xv. Parking, standing, or stopping is prohibited in any roadway, parking space or zone designated NO
PARKING or RESERVED by a sign, painted surface, traffic control device or college policy. These areas
include:
1. Loading docks, crosswalks, sidewalks or lawns.
2. Fire lanes and turn lanes.
3. Roadways, parking lot driveways or aisles.
4. Traffic Control Devices:
a. Stop signs, yield signs, no parking signs.
b. Orange traffic cones and traffic barrels and barricades.
xvi. Double-parking, parking, standing or stopping on roadways or parking so that the vehicle occupies
multiple spaces is not permitted.
xvii. Vehicles parked in front of dumpsters will be issued a citation and may also be billed for the current fine
imposed on the College by the refuse company for any missed pickup.
xviii. Fire Lanes – To ensure unobstructed access for all emergency vehicles, roadways and areas in front of
ALL campus facilities must remain clear of all vehicles. Fire lanes are clearly marked with yellow paint.

Vehicles found parked in fire lanes are subject to receiving a citation and/or removal from campus at
the owner’s expense. Fire Lanes are not temporary parking spaces.

Paying Traffic and Parking Citations
a.

Payment of traffic and parking citations may be made through EBill on the College portal, by mail, or at the
Business office in the Miller Administration building. The citation should be included with payments by mail.
Checks should be made payable to York College and should include the student’s name and the citation number.
Cash should never be sent through the mail. Payment by credit card must be done through EBill.
i. Traffic and parking citations are added to the student billing account. A student with an unpaid account
balance will have grades and transcripts withheld. Registration for future semesters will not be
permitted. Any collections costs or legal fees are the responsibility of the student.
Appealing a Traffic or Parking Citation
a.

Towing
i. As a private institution, York College reserves the right to tow vehicles from its property, at our
discretion, for violations of the campus parking regulations, to remove abandoned vehicles, or during
weather or other emergencies. York College is not responsible for any damage that might occur as a
result of having a vehicle towed.
1. Cost of such removal, and any storage fees, are at the owner/operator’s expense and are
payable directly to the towing company, Darrah’s Towing, 535 Prospect Street, York, PA.
Citation Appeals –Faculty, Staff, and Students may file an appeal to contest traffic or parking citations upon
presenting a receipt showing proof of payment at the Campus Safety office. The citation being appealed must
first be paid within ten (10) business days from the date that the citation was issued. Once this deadline has
passed, appeals are not eligible for review and your right to appeal will be forfeited.
i. The appellant should set forth reasons for contesting the citation on the appeal form. The statement
should include clear and convincing evidence.
1. Any supporting documentation or evidence (such as photographs, medical documentation,
auto repair receipts, etc.) may be attached to further substantiate claims.
ii. Appeals are reviewed and resolved by the Ticket Appeals group of the Student Senate’s Operations and
Security Committee.
1. Appeals may be fully or partially granted, denied completely, or a reduction in fine imposed.
2. All decisions are e-mailed to the appellant and are final.
Parking for Summer Semesters
a. New faculty, staff, and students who will be on campus for summer semesters are required to register
their vehicles and obtain a parking permit. Those who obtained a parking permit during the previous
fall or spring semester are not required to obtain new permits for the summer, as those permits do
not expired until August 20th.
i. Those students with resident permits are permitted to utilize commuter parking during the
summer semesters. All other traffic and parking regulations remain in effect.
IX.
Weather Emergency
a.
Snow emergencies and storm alerts – When a snow emergency is declared at York College, all parallel and
perpendicular roadway parking is prohibited. Persons with vehicles parked on campus should tune in to the
College Cable TV channel 7, College Radio Stations AM 640 and FM 99.7, or observe the signs that will be placed

in building lobbies. Notices will also be published under Campus Announcements of the college portal and as an
email message. During a snow emergency, overnight parking is only permitted in the lower level of the parking
garage by residents with a Main Campus permit. Certain areas will be closed at different times to allow for
proper snow removal. Vehicle owners will be informed as to the specific locations.
i. Vehicles that violate this policy will receive a $50 fine and will be towed to another area of the campus.
The vehicle owner will also be responsible for all towing charges.
Flood Zone – The first three (3) parking bays on the western side of the commuter parking bays on Main Campus
are prone to flooding during heavy rains; refer to the parking map issued with this document. Faculty, staff, and
students should pay attention to weather conditions and choose alternate commuter parking when the
potential for flooding exists. Parking is at your own risk. The College is not responsible for any damage due to
flooding.
Skateboarding, Skating, and Bicycling
a.
Stunt bikes, skates and skateboards may not be operated on campus roadways at any time.
i.
Skateboards, skates, and stunt bikes may only be used on campus sidewalks between the hours of 5:00
p.m. to 7:00 a.m.
ii.
Anyone found in violation of the skateboard or skating policy may receive a code of conduct citation
which will result in a referral to the Office of Student Conduct.
b. The use of bicycles on College roadways are subject to the same policies and laws regarding the operation of a
motorized vehicle under the Pennsylvania Motor Vehicle Code (Title 75).
i.
All bicycles are required to be registered with Campus Safety. Faculty, staff, and students will be provided
with a decal (at no charge) which must be affixed to the bicycle. Unregistered bicycles found on campus
are subject to being seized by Campus Safety.
i. Any bicycles unclaimed after 3 months will be considered to be abandoned and will be destroyed
or donated.
ii.
Bicycles are to be parked in bike racks only. Fastening bicycles to trees, signs, or any other objects is
prohibited and may be removed.
iii.
Anyone operating a bicycle contrary to the Pennsylvania Motor Vehicle Code or in a negligent manner
may be issued a traffic citation from Campus Safety. Any offense can result in a judicial hearing if the
circumstances of the case warrant.
c. All individuals operating bicycles, skates, and skateboards on campus are expected to use the equipment in a
manner which is appropriate and considerate of others.
i.
It is recommended that the operator of bicycles, skates and skateboards wear the appropriate
manufactured-suggested safety equipment while using the equipment on campus.
XI.
Hover boards
a. Hover boards will not be permitted in any campus buildings, including residence halls, and their use on
campus roads, sidewalks, parking lots and fields is prohibited. The term "Hover boards" includes, but is
not limited to self-balancing scooters, battery operated scooters, hands-free Segway’s & electric
powered skateboards.
XII.
Emergency Call Boxes
a.
Emergency call boxes are located in various locations on campus. Emergency call boxes are easily identifiable by
a blue light located at the top of the call box pole. These call boxes can be utilized 24 hours-a-day to contact
Campus Safety.

Campus Escorts
a.
On-campus escorts are available through Campus Safety. Escorts are available 24 hours-a-day by calling
extension 1314 from a campus phone or 717-815-1314 from an off-campus phone.

Parking permits are only valid for one (1) Academic Year (August 21th thru August 20th of the
following year). The expiration date is posted on the permit.
All students (full-time, part-time, summer, evening, commuter, graduate, etc…) are required to
register vehicles and obtain a parking permit.
Parking permits must be displayed at all times when the vehicle is on York College property.
Are you driving a temporary vehicle or rental vehicle for a few days? Obtain a temporary permit
from the Campus Information Center or Campus Safety office!
Ensure you register your guest or visitor’s vehicles, or have them register their vehicles. Visitor
permits are available in the Campus Information Center (Student Union) or in the Campus Safety
office. You are ultimately responsible for your visitors! You wouldn’t want them to get a
citation, would you?
Visitors and guests are required to come to the Campus Safety office, in person, with their
driver’s license and vehicle registration, to discuss parking citations. Students cannot discuss
parking citations on behalf of their visitors and visitors. This instruction is printed on the reverse
side of the citation.
If your vehicle breaks down on campus, contact Campus Safety immediately to report the
problem. You may also check out a battery jump pack (with air compressor) from the Campus
Information Center or the Campus Safety office, to jump-start a dead battery or inflate a low
tire. A valid ID card is required.
York College is a pedestrian campus and all pedestrians have the right-of-way at all times.
Observe and obey all traffic control devices. Stop completely at stop signs and observe one-way
designations on campus. Traffic laws are enforced on campus.
Obtain and keep an extra copy of this brochure and a campus parking map in your vehicle to use
as a reference when traveling or parking on campus.
Report vehicle accidents occurring on campus right away. Any delay in reporting accidents may
lead to issues with your insurance company.
