The workbook is divided into the following sections: Section 1 Instructions and Contacts Section 2 Eagle Scout Service Project Proposal Section 3 Eagle Scout Service Project Final Plan Section 4 Fundraising Application Section 5 Eagle Scout Service Project Report September 2014 Page 1 Sections 1 and 2: When you have decided on a project that you would like to propose, please meet with your unit’s leaders and discuss your ideas. You will need to know some initial details on the project, including the organization which will benefit from it. The first two sections of the workbook are designed to help you think through the initial planning stages of a project without committing full resources. If there is a question on whether the project is viable, please contact a member of the Yamasee District Eagle Board of Review Committee (see below) to discuss it prior to committing to an organization that the project will be completed. If possible, please include before pictures to help in the review process. When you meet with the representative of the beneficiary, you are now required to provide them with a copy of “Navigating the Eagle Scout Service Project; Information for Project Beneficiaries,” available at the link provided on the first page of this guide. Proposal Page E of the workbook is where approval is granted for pursuing the proposed project. If the workbook you have does not have spaces under the approval signatures for the names of the people approving your proposal, you have an older version of the workbook and need to go to the links provided on the previous page to download the version which was updated in May 2014. Section 3: The Final Plan is recorded in this section. During the review process, changes may be identified which will need to be included on Final Plan Page A. Details which were not finalized in the proposal are provided. This section is critical to the success of your project! Take the time to fully plan your project prior to starting. Reworking some steps because you did not spend the necessary time planning can be a painful lesson. Section 4: The Fundraising Application is provided in this section. As noted in the form, “This application is not necessary for contributions from the candidate, his parents or relatives, his unit or its chartered organization, parents or members in his unit, or the beneficiary. All proceeds left over from fundraising or donations, whether money, materials, supplies, etc., regardless of the source, go to the beneficiary. If the beneficiary is not allowed, for whatever reason, to retain any excess funds or materials, etc., the beneficiary should designate a suitable charity to receive them, or allow the unit to retain them. The unit must not influence this decision.” Approval of the fundraising activities will be provided on the bottom of Fundraising Application Page A. Detailed information on the requirements is provided on Fundraising Application Page B. Section 5: The Project Report is provided in this section and includes approval from the beneficiary that the project was completed to their satisfaction. It is important to keep a running log of hours spent on the project by both yourself and anyone who helps you – you will provide a summary of the service hours on Project Report Page B. The Scout, beneficiary representative and unit leader all sign on page Project Report Page C – there is not a signature for the Yamasee District Eagle Board of Review Committee member that has been working with you, but they will be interested in hearing that your project has been completed. The Committee member will be the person who provides the reference letter form to you and will also typically be the one to conduct your Eagle Board of Review with members of your Troop Committee or the community. The Yamasee District Board of Review Committee has also developed a Policies and Procedures checklist which is provided on the following pages as a tool. The checklist has been developed over many years of working with candidates – we hope you will use it! Complete the requirements for the Life rank, including your Scoutmaster’s Conference and Board of Review. 2. It is recommended you obtain a listing from the Council Service Center of the dates for your merit badges and review it early in your Eagle process. Since several Eagle-required merit badges have 90-day requirements, you need to allow sufficient time to complete them prior to your 18th birthday. Work with your unit Advancement Coordinator and the Scout Service Center to correct any discrepancies. After January 1, 2014, the Cooking Merit Badge is an Eagle-required merit badge. The Sustainability Merit Badge is now an alternative to the Environmental Science Merit Badge. 3. Either download the current Eagle Scout Service Project Workbook and Eagle Scout Rank Application from the Scouting.org website (links provided on page 1) or contact the Council Service Center or a member of the Yamasee District Eagle Board of Review to obtain a current copy. The easiest way to see if your copy is current is to look for the Cooking Merit Badge listed on page 1 of the form. If it is not listed, you have an older version that should not be used. 4. Project: a. Develop an initial proposal by completing sections 1 and 2 of the Workbook. Include before pictures if possible. Make sure you check the Guide to Safe Scouting to ensure you plan appropriate activities for both Scouts and adults. The online version can be accessed at: www.scouting.org/scoutsource/HealthandSafety/GSS b. Obtain signatures of your unit leader, representative of the beneficiary organization, Unit Committee representative, and Yamasee District Eagle Board of Review Committee member. Provide the representative of the beneficiary organization with a copy of “Navigating the Eagle Scout Service Project; Information for Project Beneficiaries,” available at the link provided on the first page of this guide. c. Recruit fellow Scouts and friends to work on your project – your project should not be an all-adult project). You must show leadership ability during the course of the project. d. Develop the detailed Final Plan by completing section 3 of the Workbook. Include any necessary changes which have been identified. 5. Execute and complete your project: a. Schedule fundraisers and work days to maximize the support of friends, family, fellow Scouts and the community. The form in the Workbook is required for approval of any fundraising activities. Any excess funds must be distributed according to the information on Fundraising Application Page B. b. Have a sign-in sheet to log the hours for completing all of the phases of your project. You will need to report the hours completed using the following categories: Eagle Scout candidate, registered BSA youth members, other youth, registered BSA adult Scouting volunteers and leaders, and other adults (not BSA members). You will also provide a Grand Total of Hours. September 2014 Page 4 c. Following completion of the project, prepare section 4 of the Workbook which provides an opportunity for you to review the lessons learned from the project and the service hours accomplished. d. Go back through your Workbook and ensure that all appropriate pages have been completed. e. At the end of section 4, you, the beneficiary representative and your unit leader will all sign. f. Once you have completed all of the merit badges, leadership position time, etc. required for the Eagle Rank, schedule your Scoutmaster’s Conference. 6. Eagle Scout Rank Application a. If you have completed additional merit badges since you reviewed your listing from the Council Service Center, it is recommended that you complete an additional review while preparing your application. b. Fill out your Eagle Scout Rank Application. Make sure you are using the current version by downloading it from the links provided on page 1. c. Attach to the application the material for requirement 6: “…a statement of your ambitions and life purpose and a listing of positions held in your religious institution, school, camp, community or other organizations during which you demonstrated leadership skills. Include honors and awards received during this service.” d. Complete your Scoutmaster’s Conference. You should bring your Scout handbook, completed Workbook and completed Eagle Scout Rank Application with required attachments to the meeting. e. Have your unit leader and unit committee chairman sign the application and your Scout handbook following your Scoutmaster’s Conference. f. It is advised that you make copies of your completed Workbook and completed Eagle Scout Rank Application with required attachments to keep for your records. 7. Submittal to Council Service Center (4132 Madeline Drive, Augusta, Georgia 30909, near Fort Gordon Gate 1) a. Take the original completed Workbook and completed Eagle Scout Rank Application with required attachments to the Council Service Center. The Council employee will log in your information which you will leave. b. The Council will verify the information in your application by entering into the National system. Once the application has been verified, the Council will contact the chairman of the Yamasee District Eagle Board of Review Committee to arrange for the material to be picked up. The chairman is responsible for transferring the material to the committee member you have worked with during the course of your project. c. It is mandatory that the verification be completed prior to your 18th birthday. DO NOT wait until the day before your birthday to submit the application in case there are issues that need to be resolved relating to your merit badges, positions of responsibility, etc. September 2014 Page 5 8. Personal Reference Letters a. The Yamasee District Eagle Board of Review Committee member will contact you and provide the recommendation letter forms (an example is attached). b. Prior to sending the forms to the individuals you plan to ask, call them to verify they will be able to provide the information in a timely manner. c. Send out or hand-deliver the recommendation form with a stamped envelope to each of your references. The addressee on the envelope should be your Yamasee District Eagle Board of Review Committee member, not you. d. Please send out at least 5 recommendation forms, one to each of the following categories: i. School (if home-schooled, please use someone who is familiar with your academic history other than a parent or guardian) ii. Religious (use someone that is familiar with your religious or spiritual beliefs, such as a Sunday School teacher, minister, church youth leader, etc.) iii. Work (use someone who is familiar with your work ethics such as a boss, a neighbor/adult friend who has worked on a project with you, etc.) iv. Adult friend (someone who knows you well and can speak about the type of person you are v. Family/Parent vi. Other (any adult who knows you well and can speak about your character and values) e. Your Yamasee District Eagle Board of Review Committee member should receive at least four (4) references before your Board of Review is scheduled. In accordance with the Guide to Advancement, we will not delay your Board of Review if we do not have the references, but the Board members need to have a full picture of your character to complete a thorough review. f. Your Yamasee District Eagle Board of Review Committee member will let you know when the references have been received and the Board of Review will be scheduled. If you have not heard from your contact in a reasonable time after sending out the reference forms, it is okay to contact them to confirm the status. 9. Board of Review a. The Yamasee District Eagle Board of Review Committee member will contact your unit committee to arrange the date and time for the Eagle Board of Review to be conducted. The unit committee will provide several possible dates based on all of the individuals (you, your unit’s adults who will staff the Board of Review and your District representative) who will participate. b. Be properly uniformed. i. Official Scout shirt with patches correctly located ii. Official Scout pants (can be borrowed) iii. Official Scout belt iv. Official Scout merit badge sash [Note: The Order of the Arrow sash should not be worn since your Board of Review is NOT an OA function.] September 2014 Page 6 c. Be prompt. d. Bring your Boy Scout handbook and any additional information you would like the Board to have available. The Yamasee District Eagle Board of Review Committee member will bring your Workbook, verified Eagle Scout Rank Application, and reference letters. 10. Final Paperwork a. Upon successful completion of your Board of Review, the chairman of your Board of Review and the Yamasee District Eagle Board of Review Committee member will sign the Eagle Scout Rank Application and your Boy Scout handbook. If possible, they will make a copy of the application for you to have. You are officially an Eagle Scout upon the successful completion of the Board of Review, but you may not purchase and wear the Eagle Scout Rank until your credentials have been received. The date on the credentials you receive from National will be the date of your Board of Review. b. Either you or your Yamasee District Eagle Board of Review Committee member will deliver the completed Workbook, original, signed Eagle Scout Rank Application, and reference letters to the Council Service Center. c. The Council Scout Executive will provide the final signature on the Eagle Scout Rank Application and the registrar will submit the information electronically to the National office. The entire package will be logged in and stored for the Council committee to review during the selection of the Eagle Scout Project of the Year the following spring. d. When your credentials have been received from the National office, you will be contacted by the Council Service Center to pick them up. You may then schedule your Court of Honor. Typically, credentials are received between two (2) and four (4) weeks after submittal.
