Keynote Address 1: Shaping Public Policy and Legislative Agenda Towards
Inclusive and Equitable Quality Education, Lifelong Human Flourishing and
Sustainable Development
Br. Armin A. Luistro FSC Ph.D.* is the Secretary of the Department of Education.
He is the former President and Chancellor of De La Salle University. He entered De La
Salle University on a scholarship grant in 1977 and finished his course in Philosophy and
Letters in 1981. After graduating in DLSU, he studied in Ateneo De Manila University and
earned units in Religious Education. In 1997, Br. Luistro FSC was named Brother Visitor
(Brother Provincial) of the De La Salle Brothers in the Philippines and held the position until
2003. Bro. Luistro together with the Bishop of Manado, Indonesia and Josef Suwatan
founded Universitas Katolik De La Salle, which is also known as De La Salle Manado.
Keynote Address 2: Financing the Philippine Education System: Public-Private
Partnerships -- Good Practice in Cost Studies Sharing and Financing Philippine
Education
Tereso S. Tullao Jr. Ph.D. is a professor of economics at De La Salle University-
Manila (DLSU). He has been connected with the university since 1973 as a teacher,
department chair and dean. He was formerly dean of the College of Business and
Economics of DLSU from 1996-2001. He earned his Ph.D. in international economics and
MA in Law and Diplomacy from the Fletcher School of Law and Diplomacy, Tufts University, Massachusetts,
USA. He also has an MA degree in Development Education from Stanford University, California, USA, while his
undergraduate degree in economics was earned from De La Salle University-Manila, Philippines. As a teacher,
he was cited as one of the most outstanding teachers in the Philippines in 1993 by the Metrobank Foundation.
As a researcher-writer, he has published a number of textbooks, monographs and research articles on
economic development, economics of education and international economic relations. Two of his published
works were given the National Book Award by the Manila Critic circle. His current research interests include,
among others, the role of human capital in development, trade in professional services, and the impact of
globalization on various sectors of society including education and health. Currently he writes a weekly column
in the Manila Bulletin, a leading daily in the Philippines, on business and economics topics."
Keynote Address 3: Transforming the Learning Environment Through the
Development of Professional Learning Communities
Darin L. Fahrney Ph.D. is principal of the High School Division at Singapore American
School. He is a former support services coordinator and deputy principal at SAS.
Previously, Dr. Fahrney served as a high school teacher, assistant principal, and principal
in his home state of Wisconsin for nearly two decades. His doctoral research examined
student perceptions of response to intervention at the high school level. This research gave
rise to the compassionate RTI approach of ensuring high levels of learning for all students
in a nurturing, supportive environment. Darin is a member of the strategic team at
Singapore American School that led the schools transformational processes leading to the
school being awarded the status of global PLC Model School. Dr. Fahrney holds a PhD and
an MA from Marian University and an MS and a BS from the University of WisconsinStevens Point.
PEAC-FAPE Updates on the ESC, SHS Vouchers and the TSS
Rhodora Angela F. Ferrer Ph.D. (cand.) is the current Executive Director of the
Fund Assistance for Private Education. She is formerly the Executive Director of the
Catholic Educational Association of the Philippines (CEAP). Prior to her five-year stint in
CEAP, she was connected with St. Scholastica’s College and the Manila Science High
School. Doris Ferrer is a graduate (cum laude) of the BS Physics for Teachers program of
the Philippine Normal University in consortium with De La Salle University. She was a
recipient of a Department of Science and Technology scholarship grant. She finished her
Masters in Education Major in Physics, from De La Salle University and is presently
pursuing her PhD in Education major in Educational Leadership and Management
(Executive Program) also from DLSU.
Updates on the CHEd-DepEd Programs to Mitigate the Impact of the
Implementation of the SHS Program
Ma. Cynthia Rose B. Bautista Ph.D. is Commissioner of the Commission on Higher
Education, on secondment from the University of the Philippines in Diliman where she is full professor.
She has led various multi-disciplinary, inter-institutional and international research teams in exploring a
wide range of concerns that include agrarian issues, alternative development models; natural disasters;
education reform; the middle classes; urbanization; overseas labor migration; economic crises and social
safety nets. Beyond research and publications, Dr. Bautista has served as dean of the UP College of
Social Sciences and Philosophy and executive director of the Center for Integrative and Development
Studies, the UP System’s policy research unit. She has also served on the Advisory Board, Management
Board, Board of Trustees or Executive Board of institutions such as the National University of
Singapore’s Asian Research Institute; the Philippine Institute of Development Studies, the Human
Development Network, the Philippine Social Science Council, Pulse Asia, Inc; the Social Weather
Stations, Inc; the UP Press; the Ford Foundation’s International Fellowship Program and the Asian
Scholarship Foundation. Dr. Bautista currently chairs the regional Task Force on the ASEAN
Qualifications Reference Framework (AQRF) and the UNESCO National Commission’s Social Sciences
and Humanities Committee. At the time of her appointment in CHED, she was chairing its Task Force on
Quality Assurance and the Board of Trustees of the Ramon Magsaysay Award Foundation.
Leading Change: Effective Leadership at the Time of the K to 12 Reform
Reynaldo B. Vea Ph.D. is currently the President and CEO of the Mapua Institute of
Technology and the President of the following Mapua subsidiaries: Malayan Colleges Laguna, Malayan
High school of Science, Mapua IT Center and Mapua Techserv. He has been a Director of Seafront
Resources Group since May 2010. He is a former Director of RCBC from October 2006 to January 2007
and from March 2009 to June 2011. He is a former Director of the Grepalife Fixed Income Fund
Corporation (GFIF) from June 2004 to September 2007 and also of the Grepalife Dollar Bond Fund
(GDBF) from 2006 to September 2007. He is currently a Trustee of the AY Foundation and of the
Yuchengco Center of De La Salle University. Dr. Vea has been a member of the UNESCO National
Commission and Chairman of its Committee on Science and Technology since May 2011. He has been
a member of the Philippine Fulbright Commission since June 2010. He has been a Trustee of the
Philippine Association of Colleges and Universities (PACU) since July 2003. He is currently the
Chairman of the Philippine Science High School Foundation. Dr. Vea is a former Dean of the U.P.
College of Engineering. He has a bachelor’s degree in Mechanical Engineering, magna cum laude, from
U.P., a master’s degree in Naval Architecture and Marine Engineering from the Massachusetts Institute
of Technology, and a Ph.D. in Engineering from the University of California at Berkeley.
Teacher Evaluation: A Catalyst for Dynamic Instructional Leadership and Learning
Brenda B. Corpuz Ph.D. is the Dean of the College of Education of the Technological Institute
of the Philippines (TIP) Quezon City. She is recently chosen as the recipient of the 2014 Outstanding
Professional of the Year Award in the field of Teaching by the Professional Regulation Commission
(PRC) in the awarding ceremonies held during the PRC Awards Night on June 20, 2014 at the Reception
Hall of the Philippine International Convention Center. The “Outstanding Professional of the Year Award”
is the highest award bestowed by the PRC upon a professional as recommended by the peers. Some of
the criteria in the selection include ample demonstration of professional competence of the highest
degree; display of integrity in the conduct of the profession; participation in meaningful professional
activities through the professional organization; significant contribution to the advancement of the
profession; and significant contribution to the effective discharge of the profession’s social responsibility
through meaningful participation in socio-related activities. Dr. Corpuz is the president of the Philippine
Association for Teacher Education (PAFTE), a national association of teachers and teacher educators.
She is a member of the Commission on Higher Education (CHED) Technical Panel for Teacher
Education and chair of the technical committee for educational leadership and foundation for the
graduate teacher education.
Financial Management Quotient for School Leaders, Educators and Administrators
Mr. Frederick N. Tiu M.B.A. is currently the First Vice President of BDO Private Bank. He
is formerly with Citibank NA as Vice President and Group Head of the Financial Services Group in
Manila. He is also the former Treasurer and Director for Alumni Relations of Xavier School in San
Juan, Metro Manila. He received his MBA Degree from the Asian Institute of Management. He
received his college degree from the Ateneo de Manila University and he went through basic
education at Xavier School in the city of San Juan.
Developing Effective Facilitators of Learning for the 21st Century Learners:
The Dynamic Learning Program
Christopher Bernido Ph.D. and Ma. Victoria Carpio-Bernido Ph.D. developed
the Central Visayan Institute Foundation Dynamic Learning Program. The Bernidos are 2010
Ramon Magsaysay Awardees and renowned physicists who earned their doctorate degrees in
physics from the State University of New York. In the 1980s they headed the National Institute of
Physics at the University of the Philippines and were university awardees for teaching and research
excellence. In 1999 the Bernidos moved back to the Philippines and took over the Central Visayan
Institute Foundation, a small, struggling high school located in the poor, remote municipality of
Jagna in Bohol. CVIF was owned by Dr. Chris Bernido’s mother and instead of just closing the
school down, the couple took on the challenge of turning the school around so they took over as
President and Principal.

Ms. Jocelyn R. Pick is the Managing Director of People Dynamics. She obtained her BS and
MS (Statistics) from the University of the Philippines, and her MBA (International Business) and
MSBA (Finance) from the University of Southern California (USC). After several years in
government (PMS/NCC and PPA,OPM) she moved to California and held positions with KPMG and
The Holden Group. She is a former consultant to the USC International Public Policy and
Management Masters Degree Program and was consultant to the Department of Education
(Philippines) under Secretary De Jesus. As entrepreneur, she established a chain of retail stores in
Southern California.
Crisis Intervention for Children and Adolescents: Mental Health Programs for
Students with Suicidal Ideation
Dr. Ma. Luz C. Querubin MD, FPPA is the Associate Dean at the Ateneo School of
Medicine and Public Health. She is also the current President of the Philippine Psychiatric Association.
Dr. Casimiro-Querubin graduated Valedictorian from the Ateneo, A.B. Psychology in 1981 and from the
University of the Philippines, Doctor of Medicine in 1987, and obtained a Diplomate from the Philippine
Board of Psychiatry in 1999. Dr. Querubin was an attending psychiatrist in the Department of Psychiatry
and Behavioral Medicine at the Philippine General Hospital and is currently a member of the medical
staff of the Department of Psychiatry at The Medical City (TMC). Dr. Querubin has extensive teaching
experience. She was Associate Clinical Professor at the College of Medicine, University of the
Philippines, faculty member for Ateneo’s Leaders for Health Program, and a Senior Lecturer at the
Department of Psychiatry in the University of Melbourne.
