Kamloops Recreational Soccer League Constitution January 31, 2012 AMENDED March 25, 2014 I. Definitions KRSL – Kamloops Recreational Soccer League Registered Player – A registered player is one who has completed a registration form in full, has paid dues in full and is not registered in another league. A player is deemed a registered player from the date of their registration up to and including the returning player registration deadline of the following season. Slide Tackle – A player deliberately leaping forward or sliding on the ground leg(s) extended in an attempt to play the ball within playing distance of another player. Straight Red Card – A red card given directly to a player for a single act; not a red card as the result of an accumulation of two yellow cards in a single game. Double Yellow Red Card – A red card given to a player due to that player receiving their second yellow card in the same match. II. Name The name of the league shall be the Kamloops Recreational Soccer League (KRSL) III. Purpose To provide an opportunity for people to participate in a recreational soccer league. Although a competitive level of soccer is expected, the focus will be on participation and recreation. IV. Governance The league shall be governed by the Constitution and the Executive. The Executive is empowered to make bylaws for the operation of the league. The Constitution shall only be amended at the Annual General Meeting or at a Special General Meeting. Constitutional changes require fourteen (14) days written notice to the membership. V. General Meetings The Annual General Meeting must be held prior to the beginning of the season. Notice of the meeting shall be given at least fourteen (14) days prior to the meeting. A Special General Meeting can be called after a motion passed at an executive meeting or from a petition signed by a minimum of 20% of registered players in the league. Such a meeting requires fourteen (14) days written notice. Quorum: 10% of the registered players including representatives from the Executive shall 1 constitute a quorum at an Annual General Meeting or a Special General Meeting. The Treasurer shall submit a written financial report at the Annual General Meeting including a summary of the previous season's income and expenses along with a proposed budget for the upcoming season. VI. Executive The Executive shall consist of the following elected positions. President Vice-President Treasurer/Registrar Recording Secretary All positions above have normal voting rights with the exception of the President. The President can only vote to break a tie. The following positions are non-elected voting members of the Executive: Past President Referee in Chief A Team Representative from each team The Executive is elected at the Annual General Meeting. Vacancies may be filled at an Executive Meeting or at a Special General Meeting. Prior to the start of each season each team shall notify the registrar, in writing, of their Team Representative and an alternate. Executive Meetings shall have a minimum of three (3) days notice except in the case of exceptional circumstances. In these exceptional circumstances Executive meetings may be called with minimal notice. Quorum: 50% of the Executive shall constitute a quorum at an Executive Meeting. VII. Teams The number of teams shall be determined annually by the Executive depending on the number of players registered by the date of the draft. VIII. Season Normally the playing season will run from April to October. IX. Registration All players shall be registered before being permitted to play in the league. Teams shall only use players registered with their team for league and playoff games. 2 A player who is currently under suspension as the result of a disciplinary procedure is ineligible to vote at an executive meeting, Annual General Meeting or Special General Meeting. A player must be at least 18 years of age to register in KRSL. 18-29 year old players are restricted to playing in the 18+ Division. Players 30-44 are restricted to playing in the 18+ and/or 30+ divisions. Individuals 45 and older can play in the 45+ division or any or all of the lower age divisions. Under special circumstances, younger players may be accepted into the 30+ or 45+ divisions but only after consideration by the Executive. Executive has the right to add an additional older division. For the purpose of division eligibility the calendar year will be used to determine a player’s age. In order to qualify for a division, the player must turn the minimum age required for that division by the end of the calendar year. All players registered with a team, including players acquired during a draft, are only eligible to play for that team for the duration of that playing season including playoffs. A player under the age of 40 years cannot be registered in the KRSL if the player is currently registered with another league. Players under the age of 40 years who are registered with another league who wish to move to the KRSL must withdraw, in writing, from the other league prior to May 31 The number of players a team is permitted to carry on an active roster will be determined by the Executive. Teams are permitted to protect registered players as per the KRSL bylaws. The registration fee is set at the Annual General Meeting following presentation of a budget for the upcoming season. X. Draft New players to the league will be assigned to teams by a drafting system. The nature and order of the draft will be determined by the Executive. The Executive has the authority to initiate a midseason draft to allow teams to fill vacant positions on their rosters. The midseason draft must be held by July 15th and must be advertised at least two weeks in advance. Any new players to the division selected in the midseason draft, are required to re-enter the draft at the beginning of the following season. XI. Trades No trades are permitted. 3 XII. Rules Games will be played under FIFA rules unless otherwise specified by the approval of the Executive. Slide tackles are not permitted. A slide tackle will be penalized with a direct free kick and a yellow card will be shown to the player. A penalty kick will be awarded if the offence is committed by a player inside his own penalty area. XIII. Game Forfeit Rules The Executive will determine rules governing the forfeit of games. XIV. Discipline This Discipline Committee shall be formed prior to league play. The Committee shall consist of 5 people: the President and 4 other people approved by the Executive. The Discipline Committee will attempt to meet within four (4) days of receiving the referee’s report. If a person who is on the Committee is directly involved in an incident, the President will appoint an alternate in his/her place. The Committee shall have the authority to suspend players for a specific number of games up to a maximum of one year. Any further disciplinary action will be carried out by the Executive. Suspensions shall be carried forward to the next season. Suspensions shall follow the player it is issued to regardless of the division it is acquired in. The only exception to this rule is that a first yellow card suspension of the season in a division does not impact playoff eligibility in the other divisions. The player acquiring the suspension will still be required to serve the suspension the following game in the division the suspension was received but will still be eligible to play in other divisional playoffs so long as they are not otherwise made ineligible. BC Soccer discipline policies will be used to guide the Discipline Committee’s decisions when it comes to additional suspensions. In addition, the number of suspensions a player has received will be taken into consideration in deciding how many additional games the player will receive for an infraction. Forfeited games count as a game served in case of suspensions. The following are minimum suspensions that must be served. The Discipline Committee has the right to add additional games using BC Soccer discipline policies as a guideline. 4 1. Red Cards The first straight red card carries an automatic 1 game suspension and may be further reviewed by the Disciplinary Committee upon receipt of a referee's report. A second straight red card carries an automatic six (6) game suspension and a third straight red card carries an automatic twenty (20) game suspension. 2. Double Yellow Red Cards When a player accumulates two yellow cards in a game they are issued a red card. For their first double yellow red card the player will be issued a minimum one (1) game suspension. If a player receives a second double yellow red card in a season they will be subject to a minimum three (3) game suspension. A third double yellow red card requires a minimum of a five (5) game suspension. 3. Mixed Red Cards When a player accumulates a combination of double yellow reds and straight reds the following minimum suspensions will be imposed. All potential scenarios are not outlined however the scenario’s outlined must be used as guidelines for scenarios that are not specifically outlined. Please note that the order of the offences does not matter. Scenario A: A player receives a two yellow red card in a game and a straight red in another. The player will be required to sit one (1) game for the first offence and four (4) games for the second offence based on the cumulative nature of the infractions. This is a total of five (5) games suspended. Scenario B: A player receives a two yellow red card in a game and after serving the one (1) game suspension required for this first offence receives a second two yellow red card. At this point the player must sit out three (3) games per the double yellow card policy. After serving this suspension, the player receives a straight red. The player will be assessed a minimum six (6) game suspension based on the cumulative nature of the infractions. This is a total of ten (10) total games suspended. Scenario C: A player receives a two yellow red card in a game and after serving the one (1) game suspension required for this offence receives a straight red card. At this point the player must sit out a minimum for four (4) additional games. After serving this suspension, the player receives another straight red. The player will be assessed a minimum nine (9) game suspension based on the cumulative nature of the infractions. This is a total of fourteen (14) total games suspended. 5 4. Individual Yellow Cards Individual yellow cards will be dealt with on a cumulative basis. A player’s third yellow card of the season will require a minimum of a one (1) game suspension. A player’s fifth yellow card in a season will require a minimum of one (1) game suspension. The sixth yellow card of the season will require a minimum of two (2) games suspension. The seventh and all subsequent yellow cards will require a minimum of a five (5) game suspension. After the last game of the season, but before playoffs start, all players with two or fewer yellow cards and no red cards – straight or double yellow – will have their yellow cards removed from the discipline record and thereby enter the payoffs with a clean discipline record. XV. Discipline Appeals All players have the right to appeal the discipline committee’s ruling of additional game suspensions. Players do not have the right to appeal referee’s decisions or minimum suspensions outlined in the constitution or bylaws. Appeals Process: 1. Player or Team Representative must notify the President or designate within four (4) days of receiving the Discipline Committee’s ruling of their intent to appeal. 2. Formal appeal must be accompanied by a one hundred dollar ($100) appeal fee. 3. The player appealing the supplemental suspension will be deemed eligible to play upon receipt of the written appeal and full payment of the appeal fee after they have served the minimum suspension until the appeal has been ruled upon. 4. A special Executive Meeting will be called to consider the appeal. 5. The appeal will be heard at the Special Executive Meeting and a ruling will be handed down. The player can be represented by either themselves or their team representative. A vote will be conducted by the Executive to determine whether the supplemental suspension should be upheld, reduced or revoked. The player and the team representative do not have the right to vote on the appeal. 6. If the Executive votes to reduce or revoke the supplemental suspension the appeal will be seen as successful and half the appeal fee will be returned to the player. XVI. Sponsorship & Equipment The Executive shall determine policies regarding sponsorship money and provision of equipment and uniforms. 6 XVII.
