CTPNA Neighborhood Meeting 9/12/2016 McKinley Park - Community Action Building 7:00 pm: Call to order Approval of minutes Treasurer’s report $473.60 was spent on the community garden for a total of $3,592.62 in the bank account Presentations: Emily Tate, Chair of the Plaza District Festival, announced the festival will be on September 24th from noon to 10 pm. There will be Children’s Activities, Food Trucks, Local Businesses, and 20 murals being painted. Musical performances will be headlined by J.B. with L.T.Z. Jonathan Dodson visited to discuss the development on NW 16th and Classen. The massing, layout, and heights have been decided but the exterior finishes are still being discussed. The concept is for a wood shake look with alternate materials. There will be a focus on quality and long term durability because they will be holding on to the property. The slip lane along Classen Ave will be closed and replaced with parking or landscaping. There will be multiple buildings and cutouts to break up the perceived size of the structure and the height will go from 50 feet (4-5 stories) along Classen to 37 feet (3 stories in the height of a standard 2-story home) in the neighborhood. It will be 48 apartments with 70% 2-bedrooms units and 20-30% 1-bedroom units. No workforce housing is being added and rents are expected to be 20% lower than in midtown/downtown. There will be 3,500 square feet of commercial space on the ground floor with a patio along NW 16th. The idea is to serve as a sign post to the Plaza and not compete with it. The adjoining Braums will also be tearing down and re-doing their store in a new Chalet style with more of a focus on grocery items and the Homeland across the street is also being renovated. Financing should be arranged in 60 days and ground breaking should happen in January with a 16 month construction timeline. Committee Reports: Neighbors Night Out is on October 4th from 6 pm to 8 pm in McKinley Park A committee meeting will be held next week to plan the event Mural at Community Action building: still raising funds, project to start in October Community garden update - $1,500 will be spent in total with additional gardening supplies needed All property purchased will be owned by the Neighborhood Association A memorandum of understanding will be written with The Greater Green to clarify the shared responsibilities for the garden New Business: A brainstorming session was held for ideas on the 2017 SNI Grant The grant is for capital improvements and tangible structural changes to the area A list of ideas and the comments from attendees is attached Call to action: Volunteer opportunities (Sponsorship committee, block captains) 9 pm: Adjournment Next CTPNA Meeting: October 10th, 7:00 pm, McKinley Park Community Action Center SNI Grant Ideas Sign Toppers + Look cute Show our identity Increase sense of community and pride in the area Could decrease crime — Where will they go? Animal Control Trash Cans + Dogs running around are unsafe and I worry I am going to run them over Makes the neighborhood more family friendly Install “Animals must be on a leash” signs to educate the neighbors Have humane traps neighbors can borrow Fix cats so they don’t overpopulate (trap, neuter, and release) An overnight animal shelter doesn’t exist in Oklahoma City and leads to more strays. Most homeless shelters don’t accept pets. There is a lot of grant money to address this issue. — Has to be a capital improvement Will require more manpower + We have a big problem with loose trash blowing around Easier access leads to cleaner areas Less trash There’s nothing bad about trash cans Put them by bus stops (in conjunction with Tyler Media) They will clean up the park (the city will empty them) Can be done with recycling and/or pet waste stations — Who pays for ongoing costs of maintenance? Safe Bike Lanes / Bike Path in Park / Bike Repair Station + Bike Route signs Safety on our streets Encourages more biking I ride my bike places, I would like a bike lane Promote existing bike routes — Doesn’t the city do this? Congestion from bikes interacting with cars Could conflict with upcoming changes to the park How would we get approval? Street Art (everywhere) Workout area in McKinley Park Bath House + Neighbors who couldn’t afford predatory gym memberships would be able to use this space Use exercise/gym equipment during certain days and times or include extended hours Everyone could bring mats for free yoga classes Neighbors would utilize the park more — Equipment Costs Liability We are not capable of operating this facility That’s what the YMCA is for! + Fun, cheap way to be creative Would be cool! Lots of sites for drainage art Gets people active and exploring Placemaking Partner with Current Studios Increase visibility and interest Love this! — Expensive Historic Markers + More walkable and sustainable (with Spanish translations) Could tell the real history of our neighborhood with the Park death, segregation, etc Placemaking — How many historic sites are there? Needs lots of research Expensive Durability? Need approval from land owners Must be maintained Trees + With lack of state funding, we still need to be creative Yes, spread the beauty! The only request from Principal Bressman Fun way to engage the kids Beautifies the space — Current is already doing a mural and art program in the spring No more murals! I pay taxes for this stuff Mural life span is short. Money is for permanent improvements We need to diversify our projects — If not maintained, they end up dead Neighborwoods already does this There will be a SNI tree planting on November 5th Who will plant them? Street Lights School Art / Mural + Increases property values and aesthetics Provides shade. Good for taking a break on a hot walk Can be used for back yards + Safety and crime prevention It’s really dark and scary walking around in the dark Lights keep us safe and the lights from OG&E are very dim so it’s unsafe in the dark Reduces crime Makes the neighborhood more walkable at night Increases safety Makes the park more visible at night — Very expensive Ongoing costs Can be done with assistance from the city instead Provided by the city every 300 feet Who gets them? They will get shot out Sidewalks + Fill in missing gaps in the network people travel to get to work and bus station Handicap accessible — Very expensive Who gets them? Not realistic Should use city grants instead People will still just walk in the street Maintenance of current sidewalks? Light Bulbs for Front Porches Bike Racks + Bike repair stations A lot of people in the neighborhood rely on bikes Can be beautification as well as a safe place to put bikes Encourages local traffic and use of bikes Can be art pieces (a CTP Logo or something else) — Where would they go? Could conflict with upcoming changes to the park so we should wait May be provided with park improvements Price? + Energy efficient and little ongoing cost An alternative since we can’t get more street lights A dark neighborhood is unsafe Cheap: we can buy one for every house OG&E matching grant Increases community Makes residents feel like their safety matters — Can only do half the neighborhood Requires participation from neighbors Will require lots of manpower to install Private Security + Can work with Gatewood on shared security patrols — Ongoing costs Left with nothing after the money runs out
