PlanStructure
ThepurposeofthisFloodSafetyPlanistoensuretheeffectiveperformanceofReclamation
District2responsibilitiesinafloodemergencyincollaborationwithotherjurisdictions
performingemergencyfunctionswithinandaroundtheDistrict.Thisplanistobeusedin
conjunctionwiththeemergencyoperationsplansoftheStateofCaliforniaandtheSan
JoaquinOperationalArea(SJOA)tofacilitatemulti-jurisdictionalcoordinationwithinDistrict
boundaries.Althoughthisisapublicdocument,specificproceduresandinformationofa
sensitivenatureaswellaspersonalinformationmaybeeditedoutofpubliclyavailable
versions.Thefulldocumentissubjecttorestricted-usehandlingprocedures.Thisplan
meetstherequirementsofSection9650oftheCaliforniaWaterCode.
ReclamationDistrict2isanindependentjurisdictionwithresponsibilityfortheoperation
andmaintenanceoftheleveesystemwithinitsjurisdictionalboundaries.ThisDistrict
emergencyoperationsplancoversonlydetailedproceduresforDistrictresponsibilities.
OperationalplansofotherjurisdictionswithpublicsafetyresponsibilitieswithintheDistrict
arereferencedinthisplan.
Thisplanwillcoverindetailthefollowing:

Consistentwiththatguidance,andbecauseoftheDistrict’s
limitedresponsibilitiesandlackofinternaldepartments,
thisemergencyoperationsplanconsistsofthisBasicPlan
andonehazard-specificannex,AnnexA–FloodContingency
Map.TheDistrict’sexistingfloodcontingencymapwill
constituteAnnexAcontainingtheDistrict’sspecificflood
responseprocedures.Themostcurrentfloodcontingency
mapforthedistrictcanbeaccessedattheSJOAflood
contingencymapwebsite(SeeFigure1.1).

2.1SituationOverview
SeetheSJOAHazardMitigationPlanforacomprehensivefloodriskassessmentforthe
CountyofSanJoaquin.SeeAnnexAforDistrictboundaries,levees,pumpingstations,supply
depots,historicalfloodingsummary,locationsofpastbreachesandareasofhistoricseepage
orerosion,topography,andcharacteristicsofwaterwaysfrontingDistrictlevees.
ReclamationDistrict2isresponsibleformaintainingtheleveesystemthatprovidesflood
protectionforUnionIslandWest.ThelanduseswithintheDistrictareprimarilyagricultural
land,withsomepublicinfrastructure,privateresidences,gaswellsandagriculturalsupport
facilities.
TheDistrictencompassesanareaof12,580acres,surroundedby16.2milesofnon-project
leveeandanother4.4milesofaninteriordryleveewhichservesastheboundarybetween
ReclamationDistrict1andReclamationDistrict2.
UnionIslandWestislocatedwithintheboundariesoftheSouthDeltaWaterAgencyandis
borderedbyNorthCanalandMiddleRiveronthenorth,OldRiveronthewest,GrantLine
Canalonthesouth,andaninteriordryleveeadjacenttoTracyBoulevardontheeast.
EmergencyingressandegressroutesareviaTracyBoulevard,whichislocatedontheeast
sideoftheDistrict,providingaccesstotheDistrictfromthenorthandsouth.Accesstothe
DistrictfromtheeastisprovidedbyHowardRoad.CliftonCourtRoadprovidesacentral
east-westrunningmajorcorridorthroughthecenteroftheislandandtoTracyBoulevard.
ReclamationDistrict2alsoprovidestheonlymeansofvehicleaccesstoReclamationDistrict
2117offthewesterlyendofCliftonCourtRoad.
ReclamationDistrict2hasanoverallpopulationoflessthan50andhasnonotable
infrastructureotherthanwhatislistedaboveandcontainedinAnnexA.
2.2. GeneralApproachtoSeasonalFloodOperations
Districtpersonnelwillcarryoutroutinepreparednessactivitiesatthebeginningofflood
seasonasdescribedinbelow.AnnexAofthisplandescribestheconceptofoperationsfor
activeDistrictfloodfightactivities.Section3,OrganizationandResponsibilities,ofthisBasic

identifyingheightenedthreatstotheintegrityofDistrictleveesystems.Theobjectiveofthis
monitoringeffortistoidentifyconditionsthatwarrantadditionalactionsbeyondroutine
floodseasonpreparednessactivities.

generalpublicwillbecarriedoutinaccordancewiththe
plansofprotectedjurisdictions.

FloodFightOperations

FederalandStateDisasterAssistance
Floodfightoperations,includingleveepatrol,willbeconductedinaccordancewiththe
proceduresinthisBasicPlanandthoseshownonAnnexA.AnnexAdisplaystheDistrict’s
conceptofoperationsforemergencycommunications,patrol,floodfight,anddewatering
operations.Thisconceptofoperationsandresponseprocedureswillbemodifiedasneeded
bytheDistrictIncidentCommandertomeetthedemandsofactualemergencyconditions.
PlansofjurisdictionswithresponsibilityforwarningandevacuationwithintheDistrictare
referencedonAnnexAaswellasinthisplan.
TheDistrict’spolicyistomaintainmitigationandemergencyplansandprocedures,andthe
physicalconditionofitsleveesatthelevelrequiredtobeeligiblefordisasterassistance
undertheFederalStaffordActandPL84-99programandtheCaliforniaDisasterAssistance
Act.Emergencyoperationswillbeconductedanddocumentedincompliancewith
conditionsofthoseprogramsforreimbursementofdisasterexpenses.TheDistricthas

Anysingletrustee,theDistrictEngineer,DistrictSuperintendentortheDistrict
Counsel/Secretaryareauthorized,oncetheBoardhasconcurredthatalocalemergencyis
occurring,to1)makealegalorfinancialcommitmentonbehalfofDistrictduringemergency
operationsand2)purchaseadditionalfloodfightsuppliesormaterials.Thereisnolimitto
thecommitmentthatcanbemade.Anysingletrustee,theDistrictEngineer,ortheDistrict
Secretarycantaketheseactionsuponrecognitionofathreattoleveeintegrityevenwithout
priorBoardconcurrencethatalocalemergencyisoccurring,butinthiscasetheBoardmust
benotifiedoftheactionwithin24-hours.

TheDistrictPresidentorCounsel/Secretarywillsignwrittencontractswithprivatevendors
orotherpublicagenciesstemmingfromemergencyactionsasdescribedabove.
3.2.2 RepresentDistrictinOperationalAreaEmergencyManagementCommittee
TheDistrictSuperintendentand/orDistrictEngineerareauthorizedandresponsiblefor
representingtheDistrictatunifiedfieldcommandsasmaybeestablishedbytheSJOA.The
DistrictEngineerisalsoresponsibleforrepresentingtheDistrictattheSJOAmanagement
committee.TheseDistrictrepresentativesmayspeakfortheDistrictinmattersofthe
conditionofDistrictlevees,inputtoprotectiveactiondecisionsbeingmadebypublicsafety
agencies,andanyrequeststomodifyorconformDistrictresponsethatcomeoutofthe
multi-agencycoordinationprocess.
TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)
confirminganddefiningthesespecificauthoritiesatthetimeofanemergencyandformally
identifytheDistrictIncidentCommanderandDeputyIncidentCommanderuponreaching
thetriggerconditiondescribedinSection2.2.3.
3.2.3 ProvidePublicInformation
TheDistrictCounsel/SecretaryisauthorizedtospeaktothemediaonbehalfoftheDistrict
aspartoftheSJOAJIC.
3.2.4 MaintainEmergencyEquipment,Supplies,andResources
TheDistrictSuperintendentisauthorizedandresponsibleformaintainingDistrict
equipment,supplies,andresourcesforemergencyresponse.TheSuperintendentwill
ensurethatsuppliesaremaintainedatinventorylevelssetbytheBoardoratanyminimum
levelsthatmaybesetbytheDepartmentofWaterResourcesguidanceorstatutes.
3.2.5 MonitorWaterConditions,Elevations,andForecasts
TheDistrictEngineerandDistrictSuperintendentareresponsibleformonitoringwater
conditions,elevations,andforecastsforthepurposeofidentifyingconditionswarranting
additionalactionbeyondroutinefloodpreparednessasoutlinedinthisplan.
3.2.6 Activateand/orDirectDistrictPersonnelDuringEmergencyOperations
TheDistrictSuperintendentandDistrictEngineerareauthorizedandresponsiblefor
activatingDistrictpersonnelandresources,forrequestingorprovidingmutualaid
assistancefrompublicagencies,andforsupervisingDistrictpersonnel,contractors,and/or
mutualaidresourcesassignedtoDistrictfor1)leveepatrol,2)floodfightoperations,and3)
Districtde-wateringoperations.
TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)
confirminganddefiningtheseauthoritiesasnotedinSection3.2.2.
TheBoardwillusetheemergencyresolutiontemplate(SeeAttachment3)toproclaima
localemergency.
3.2.7 DocumentExpenditures,EmergencyActions,andRequestsforMutualAid
TheDistrictEngineerisauthorizedandresponsibleformaintainingnecessary

DistrictpersonnelauthorizedandresponsibleforcarryingouttheactionsoutlinedinSection
3,OrganizationandResponsibilities,willusethedirection,control,andcoordination
facilitiesandprocessesdescribedinthissection.Communicationsandlogisticssystemsfor
command,coordination,andresponsearedescribedinSections5and6.
DistrictpersonnelwillusetheNationalIncidentManagementSystem(NIMS),andthe
StandardizedEmergencyManagementSystem(SEMS),toorganizeDistrictresponse
activities.DistrictpersonnelwillcomplywiththeproceduresoftheSanJoaquinCounty
UnifiedFloodFightCommandtowhichtheDistrictisassigned,theSJOAMulti-Agency
CoordinationSystem(MACS)oranyother“asneeded”commandstructureputinplaceby
localofficialsforpurposesofinter-agencycoordination.
4.1.1. ManagementandPolicy
TheDistrictshallmaintaindirectionandcontrolofDistrictoperationsduringemergency
periods.TheDistrictBoardofTrusteesshallmeetandconferasdeemednecessarybythe
Presidentduringemergencyoperationstoperformtheirpolicymakingandfinancial
responsibilitiesduringemergencyresponseoperations.Boardmeetingswilloccurinthe
fieldorifneededattheofficeoftheDistrict.
TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)upon
reachingthetriggerconditionindicatedinSection2.2.3.
4.1.2 DistrictIncidentCommand
TheDistrictwillappointoneincidentcommandertomanageallincidentsoccurringonthe
Districtleveesystemasan“incidentcomplex”duringanysingledisastereventasallowedin
NIMSprotocols.TheDistrictwilloperateona24-houroperationalperiod.
4.1.3 IncidentCommandFacilities
TheDistrictdoesnotmaintainpre-identifiedfacilitiesforhostingemergencyactivitiesbeing
undertakenbyDistrictpersonnel.TheDistrict’scounselhasfacilitiesformeetings.District
activitieswillbeorganizedandcoordinatedinthefieldoratotherincidentcommand
facilitiesestablishedbypublicsafetyagenciesortheSJOA.
4.2
ManagementandCoordinationwithOtherJurisdictions
TheDistrictwillensurethatpropermanagementandcoordinationismaintainedwith1)
otherpublicagenciesandjurisdictionsoperatingwithintheDistrict,2)neighboring
ReclamationDistricts,and3)theSJOA.Thefollowingprocedureswillbefollowedto
accomplishthisfunction.

TheCountyofSanJoaquinhasestablishedfourpre-plannedunifiedfloodfightcommands
withpre-identifiedcommandpostlocationstofacilitatecoordinationandmutualaid
betweenneighboringreclamationDistrictsandsupportingcity/county,state,andfederal
agencies.TheDistrictSuperintendentorDistrictEngineerwillreporttotheDistrict’s
assignedunifiedfloodfightcommandtocoordinatethedevelopmentandimplementationof

Planning/Intelligenceininformationsharing,andconductresourcecoordinationprocesses
inaccordancewiththeproceduresmaintainedbySanJoaquinCountyOfficeofEmergency
Services.ThisgroupworkscloselywiththeOA-EOCLogisticsSection.
TheSJOAPlanning/IntelligenceSectionwillprovidedisasterintelligenceandsituational
statustoparticipatingjurisdictionsuponactivationinanemergency.ThisDistrictwill
participateasneededinthisdisasterintelligenceandinformationsharingprocess.See

ReclamationDistrict2isasignatorytotheSJOAAgreementandassuch,itsDistrictEngineer
and/orSuperintendentwillparticipateinSJOAmulti-agencycoordinationprocessesand

emergencyoperationscenteris20-30minutes.Districtrepresentativemayremotely

assistreclamationDistrictswithfloodfightoperations.TheDepartmentofWaterResources
maintainstheState-FederalFloodOperationsCenter(FOC)toperformthesefunctionsand
supporttheoperationsofotherStateandFederalagencies.TheDistrictwillmaintain
communicationswiththeFOCinordertoreceiveandprovideinformationwiththatfacility

Agreement.Districtpersonnelwillfollowtheprocessesoutlinedinthosedocumentsfor
requestingandprovidingmutualaid.TheSJOAAgreementandSanJoaquinCounty
OrdinanceshaveprovisionsallowingtheSJOALogisticsSectionandSanJoaquinCounty
PurchasingAgenttoacquireandtransport,onbehalfoftheDistrict,resourcesrequestedby
theDistrict.
Mutualaidrequestsfortechnicalassistanceandservices,floodfightcrews,suppliesand
materials,andotherresourceswillbemadethroughtheSJOALogisticsSectionand/orthe

SJOAmaintainsseventwenty-footcontainerswithfloodfightsuppliesthatthedistrictcan

Districtmaintainsstandardformsandprocessesforinitiatingandexecutingcontractswith
appropriatelylicensedcontractorsinaccordancewithPublicContractCodeArticle60.5
Sections(20920-20927)and(22050).TheDistrictmaintainsastandardcontractformfor
contractsunder$25,000whichdonotrequireaformalpublicbidprocess.TheDistrict
maintainsaseparatecontractformforallcontractsforanyimprovementorunitofwork,or
formaterialsorsuppliesover$25,000addingaformalbiddingprocesswherebytheDistrict
shallberesponsibleforawardingtothetothelowestresponsive,responsiblebidderexcept
asotherwiseprovidedbelow.
Intheeventofanyemergency,theDistrictmaynegotiateandawardacontractforthe
constructionofworktopreventdamageorrepairdamagedworkswithoutadvertising
forbidsandexpendanysumreasonablyrequiredintheemergency.Ifnoticeforbids
toletcontractswillnotbegiven,theDistrictshallcomplywithChapter2.5
(commencingwithSection22050).
