conjunctionwiththeemergencyoperationsplansoftheStateofCaliforniaandtheSan JoaquinOperationalArea(SJOA)tofacilitatemulti-jurisdictionalcoordinationwithinDistrict boundaries.Althoughthisisapublicdocument,specificproceduresandinformationofa sensitivenatureaswellaspersonalinformationmaybeeditedoutofpubliclyavailable versions.Thefulldocumentissubjecttorestricted-usehandlingprocedures.Thisplan meetstherequirementsofSection9650oftheCaliforniaWaterCode. ReclamationDistrict2isanindependentjurisdictionwithresponsibilityfortheoperation andmaintenanceoftheleveesystemwithinitsjurisdictionalboundaries.ThisDistrict emergencyoperationsplancoversonlydetailedproceduresforDistrictresponsibilities. OperationalplansofotherjurisdictionswithpublicsafetyresponsibilitieswithintheDistrict arereferencedinthisplan. Consistentwiththatguidance,andbecauseoftheDistrict’s limitedresponsibilitiesandlackofinternaldepartments, thisemergencyoperationsplanconsistsofthisBasicPlan andonehazard-specificannex,AnnexA–FloodContingency Map.TheDistrict’sexistingfloodcontingencymapwill constituteAnnexAcontainingtheDistrict’sspecificflood responseprocedures.Themostcurrentfloodcontingency mapforthedistrictcanbeaccessedattheSJOAflood contingencymapwebsite(SeeFigure1.1). ReclamationDistrict2isresponsibleformaintainingtheleveesystemthatprovidesflood protectionforUnionIslandWest.ThelanduseswithintheDistrictareprimarilyagricultural land,withsomepublicinfrastructure,privateresidences,gaswellsandagriculturalsupport facilities. TheDistrictencompassesanareaof12,580acres,surroundedby16.2milesofnon-project leveeandanother4.4milesofaninteriordryleveewhichservesastheboundarybetween ReclamationDistrict1andReclamationDistrict2. UnionIslandWestislocatedwithintheboundariesoftheSouthDeltaWaterAgencyandis borderedbyNorthCanalandMiddleRiveronthenorth,OldRiveronthewest,GrantLine Canalonthesouth,andaninteriordryleveeadjacenttoTracyBoulevardontheeast. EmergencyingressandegressroutesareviaTracyBoulevard,whichislocatedontheeast sideoftheDistrict,providingaccesstotheDistrictfromthenorthandsouth.Accesstothe DistrictfromtheeastisprovidedbyHowardRoad.CliftonCourtRoadprovidesacentral east-westrunningmajorcorridorthroughthecenteroftheislandandtoTracyBoulevard. ReclamationDistrict2alsoprovidestheonlymeansofvehicleaccesstoReclamationDistrict 2117offthewesterlyendofCliftonCourtRoad. ReclamationDistrict2hasanoverallpopulationoflessthan50andhasnonotable infrastructureotherthanwhatislistedaboveandcontainedinAnnexA. 2.2. GeneralApproachtoSeasonalFloodOperations Districtpersonnelwillcarryoutroutinepreparednessactivitiesatthebeginningofflood seasonasdescribedinbelow.AnnexAofthisplandescribestheconceptofoperationsfor activeDistrictfloodfightactivities.Section3,OrganizationandResponsibilities,ofthisBasic Plandescribesauthoritiesandresponsibilitiesforperformingroutineandemergency activities. 2.2.1 RoutinePreparednessandInfrastructureMaintenance Districtperformsthefollowingroutinepreparednessactions. • InspectDistrictleveesannuallyonaroutinebasis • Ongoingandroutinebaitingforgroundrodents • Ongoingandroutinevegetationcontrolprogram • Annualinspectionandmaintenanceofaccesscontrolgatesonlevees ReclamationDistrict2 EOP–BasicPlan 8 Revision12/15/2015 Districtdoesnotownormaintainpumpingstationsforinternaldrainagecontrol.Thereare multipleprivatelyownedculvertsorthroughleveepipesthatexistwithinDistrict. 2.2.2 MonitoringandAnalysis TheDistrictwillmonitorandanalyzewaterconditions,elevations,andforecastsfor waterwaysaffectingDistrictleveesthroughoutfloodseasonforthepurposeofpromptly identifyingheightenedthreatstotheintegrityofDistrictleveesystems.Theobjectiveofthis monitoringeffortistoidentifyconditionsthatwarrantadditionalactionsbeyondroutine floodseasonpreparednessactivities. ReclamationDistrict2 EOP–BasicPlan 9 Revision12/15/2015 Districtpersonnelwilltakealloftheaboveactionsupontheidentification,orverifiedreport, ofanyoutoftheordinaryconditiononaDistrictleveethatpresentsapotentialriskof failure. 2.3 PublicAlertandWarning TheDistrictwillpromptlynotifyjurisdictionsresponsiblefor alertingandwarningofthegeneralpublicupon identificationofathreattoDistrictlevees.TheDistrictwill providedetailedinformationonthecharacteristicsofthe threatandwillassist,totheextentpossible,withnotification ofthepublicifrequested.Allalertandwarningofthe generalpublicwillbecarriedoutinaccordancewiththe plansofprotectedjurisdictions. Evacuationmapsandbrochuresforthepublicareavailableatadedicatedwebsite maintainedbySJOA(SeeFigure2.1).Thesemapscontaininformationonreceivingalerts andwarningswithintheDistrictalongwithevacuationandsafetyinstructions.Accordingto SanJoaquinCountyOES,noevacuationmapsexistsforthisDistrict,howevertheremaybe onedevelopedinthefuture.Checkthefollowinglink(seewww.sjmap.org/evacmaps)tosee ifevacuationmapshavebeendeveloped. 2.4 FloodFightOperations 2.5 FederalandStateDisasterAssistance Floodfightoperations,includingleveepatrol,willbeconductedinaccordancewiththe proceduresinthisBasicPlanandthoseshownonAnnexA.AnnexAdisplaystheDistrict’s conceptofoperationsforemergencycommunications,patrol,floodfight,anddewatering operations.Thisconceptofoperationsandresponseprocedureswillbemodifiedasneeded bytheDistrictIncidentCommandertomeetthedemandsofactualemergencyconditions. PlansofjurisdictionswithresponsibilityforwarningandevacuationwithintheDistrictare referencedonAnnexAaswellasinthisplan. TheDistrict’spolicyistomaintainmitigationandemergencyplansandprocedures,andthe physicalconditionofitsleveesatthelevelrequiredtobeeligiblefordisasterassistance undertheFederalStaffordActandPL84-99programandtheCaliforniaDisasterAssistance Act.Emergencyoperationswillbeconductedanddocumentedincompliancewith conditionsofthoseprogramsforreimbursementofdisasterexpenses.TheDistricthas ReclamationDistrict2 EOP–BasicPlan 10 Revision12/15/2015 assigneditscontractengineeringfirmtomaintainnecessarydocumentationduringan emergencyandtoparticipateinanyavailableassistanceprogramsafteradisasteronbehalf oftheDistrict. District Superintendent EmergencyLevee Workers(hiredat Zmeofemergency) Districthiresadditionalstaffunderthejobdescriptionof“EmergencyLeveeWorker”for leveepatroloncemonitoringeffortsindicatethatconditionsforinitiatingleveepatrolwillbe reached.EmergencyworkerswillworkunderthedesignatedDistrictIncidentCommander. 3.2 AssignmentofResponsibilities TheDistrictBoardofTrusteeshasmadethefollowingassignmentsofauthorityand responsibilitytoensurethatneededemergencyactionscanbetakenpromptlyand efficiently. 3.2.1 MakeLegalandFinancialCommitmentsonbehalfofDistrict Anysingletrustee,theDistrictEngineer,DistrictSuperintendentortheDistrict Counsel/Secretaryareauthorized,oncetheBoardhasconcurredthatalocalemergencyis occurring,to1)makealegalorfinancialcommitmentonbehalfofDistrictduringemergency operationsand2)purchaseadditionalfloodfightsuppliesormaterials.Thereisnolimitto thecommitmentthatcanbemade.Anysingletrustee,theDistrictEngineer,ortheDistrict Secretarycantaketheseactionsuponrecognitionofathreattoleveeintegrityevenwithout priorBoardconcurrencethatalocalemergencyisoccurring,butinthiscasetheBoardmust benotifiedoftheactionwithin24-hours. ReclamationDistrict2 EOP–BasicPlan 12 Revision12/15/2015 TheDistrictPresidentorCounsel/Secretarywillsignwrittencontractswithprivatevendors orotherpublicagenciesstemmingfromemergencyactionsasdescribedabove. 3.2.2 RepresentDistrictinOperationalAreaEmergencyManagementCommittee TheDistrictSuperintendentand/orDistrictEngineerareauthorizedandresponsiblefor representingtheDistrictatunifiedfieldcommandsasmaybeestablishedbytheSJOA.The DistrictEngineerisalsoresponsibleforrepresentingtheDistrictattheSJOAmanagement committee.TheseDistrictrepresentativesmayspeakfortheDistrictinmattersofthe conditionofDistrictlevees,inputtoprotectiveactiondecisionsbeingmadebypublicsafety agencies,andanyrequeststomodifyorconformDistrictresponsethatcomeoutofthe multi-agencycoordinationprocess. TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2) confirminganddefiningthesespecificauthoritiesatthetimeofanemergencyandformally identifytheDistrictIncidentCommanderandDeputyIncidentCommanderuponreaching thetriggerconditiondescribedinSection2.2.3. 3.2.3 ProvidePublicInformation TheDistrictCounsel/SecretaryisauthorizedtospeaktothemediaonbehalfoftheDistrict aspartoftheSJOAJIC. 3.2.4 MaintainEmergencyEquipment,Supplies,andResources TheDistrictSuperintendentisauthorizedandresponsibleformaintainingDistrict equipment,supplies,andresourcesforemergencyresponse.TheSuperintendentwill ensurethatsuppliesaremaintainedatinventorylevelssetbytheBoardoratanyminimum levelsthatmaybesetbytheDepartmentofWaterResourcesguidanceorstatutes. 3.2.5 MonitorWaterConditions,Elevations,andForecasts TheDistrictEngineerandDistrictSuperintendentareresponsibleformonitoringwater conditions,elevations,andforecastsforthepurposeofidentifyingconditionswarranting additionalactionbeyondroutinefloodpreparednessasoutlinedinthisplan. 3.2.6 Activateand/orDirectDistrictPersonnelDuringEmergencyOperations TheDistrictSuperintendentandDistrictEngineerareauthorizedandresponsiblefor activatingDistrictpersonnelandresources,forrequestingorprovidingmutualaid assistancefrompublicagencies,andforsupervisingDistrictpersonnel,contractors,and/or mutualaidresourcesassignedtoDistrictfor1)leveepatrol,2)floodfightoperations,and3) Districtde-wateringoperations. TheBoardwillusetheemergencyresolutiontemplate(SeeAttachment3)toproclaima localemergency. 3.2.7 DocumentExpenditures,EmergencyActions,andRequestsforMutualAid TheDistrictEngineerisauthorizedandresponsibleformaintainingnecessary documentationofemergencyexpenditures,damagetoDistrictinfrastructure,anduseof ReclamationDistrict2 EOP–BasicPlan 13 Revision12/15/2015 supplyinventoriesinaccordancewiththerequirementsoffederalandstatedisaster assistanceprograms. TheDistrictEngineerisauthorizedandresponsibleforthepreparationandsubmissionof disasterassistanceclaimsduringtherecoveryperiodthroughallfederalandstatedisaster assistanceprogramsthatmaybeapplicableandrelevanttoDistrictcosts. ManagementandPolicy TheDistrictshallmaintaindirectionandcontrolofDistrictoperationsduringemergency periods.TheDistrictBoardofTrusteesshallmeetandconferasdeemednecessarybythe Presidentduringemergencyoperationstoperformtheirpolicymakingandfinancial responsibilitiesduringemergencyresponseoperations.Boardmeetingswilloccurinthe fieldorifneededattheofficeoftheDistrict.
