Porty on Soturdoy, July 5,2014. SYC petitioned the YRA (lhe premier yocht rocing
ossociotion of Son Froncísco Boy) to odd the Westpoint Regotto to their rocíng colendor
this yeor. The YRA Circuit Roces ore o speciol series of destinotion roces chorocterized by
o soilboot roce copped off by o porty of the destinotion yocht club. The YRA gronted
SYC's request, moking this is o unique ond prestigious opportunity for Sequoio Yocht Club
ond the Port of Redwood City lo promote recreotÍonol booTing in the South Boy.
Gilmore exploined thoi it is possible thot o hundred boots ond severol hundred booters
will porticipote. Some boots will berth in the Redwood City MorÍno but the mojorily of
overflow boots will stoy of Westpoint Horbor. Boolers stoying of Westpoint Horbor will be

Executive DÍrector Gioricommented lhot lhe City of Redwood City hos requested use of
Port focilities to conduct o fireworks disploy on the 4n of July. The City is conlinuing to
toke the leod to host ihe 20 minute high oeriol show ond provide on site entertoinment
prior to the show.
Christopher Fojkos, Monoger of Environmentol, Security, ond Sofely Progroms, exploined
thot lhis yeor's fireworks dîsploy will functíon much like ihe one lost yeor. The disploy will
be conducted by o licensed fîreworks compony, Pyrospecfoculors, lnc., from the end of
Whorf 4 ond there will be o ó00 foot security zone oround the whorf, os per U.S. Coost
Guord regulotÍon. Troffic will ingress/egress the Port vio Seoport Boulevord ond there will
be o bond ploying in the public occess oreo odjocent fo the Portside offices from 7:009:ì5 p.m.

B. RESOLUTION APPROVING AND AUTHORIZING A GENERAL INCREASE IN
RATES FOR
TERMINAL TARIFF NO. 8
Executive Director Giori exploined thot Toríff No. I is the Port's shipping ond operotions
toriff thot sets rules ond regulotions os well os rotes ond chorges for services ond use of
the Port's whorves ond corgo hondling oreos. Lost yeor the Port Commission opproved o
Generol Rote lncreose (GRl) of 2%. Mosi of the Colifornio ports did Ihe some lhing, with
the exception of the contoiner ports of Ooklond. Los Angeles ond Long Beoch. To be
consistent with Pocific Northwest ports, which toke on onnuol GRl, the Colifornio
Assocíotion of Port Authorities (CAPA) provides to its members the Consumer Price lndex
(CPl) from the index used by ihe Pocific Northwest porfs, which for 2013 wos 1.8%.
Giori soid the proposed GRI for Toriff No. B is 27" or $0.01, whichever is greoter. li is slightly
less thon the CPI of the SF-Ooklond-Son Jose region, which wos 2-6% in 2013. Exceptions
ond other chonges to Toriff No. B include line hondlÍng rotes thoT were increosed by 6%;
on odministrotive fee of l0% thot will be odded to the cost of providing security guords
required by the Port's Focility Security Plon; qnd o new possenger fee for lnter-city
Coosiol Ferries of $1.80. Possenger fees for cruise ships ond excursÍon vessels were
increosed by more thon 2%.
The proposed GRI will generote odditionol revenue io the Port estimofed to be
opproximotely $40,000 in FYl5. The new rotes ond chorges ore competilive with toriff
rotes of other commerciol ports in Colifornio ond ore círculofed to ofher CAPA ports prior
to going Ínto effect. The chonges io Port Toriff No. B, if opproved, would go into effect on
July 1,2O14.
Commissioner Dodge osked Gíori if o fee of $1.80 per ferry possenger would be collected
when orriving or deporting from the Port ond osked how thot compores to other ports.
Giori confirmed the fee ond soid thot the Port of Son Froncisco chorges $1.75lper
possenger but thot he didn't hove informolion from other ports of this iime.

REDWOOD CITY
Executive Dlrector Giori exploined thot the proposed resolufÍon Ís on exception to some
of the policies the Port hos involving benefits for Port employees. Due to the scheduled
refírement of Cynthio Hompton, Director of Finonce & Administrotion, on Moy 12,2014,
recruiiment for this position begon in Morch. Over 70 responses were received ond ofter
reviewing resumes ond interviewing for the position, lhe position wos offered to ond
occepted by Mr. Rojesh Sewok. Mr. Sewok is cunently o Senior Accountont with the City
of Redwood City where he hos worked for 9 yeors.

City continue with his employment by ihe Port. Specificolly. those benefits ore: fo be
crediled for his 9 yeors of prior service with the City iowords the rote of vocotion occruol;
to continue the medicol insuronce coveroge provided to him ond his fomily through
Anthem Blue Cross; ond to continue to be eligible for post employment retiree medicol

Giori exploined thot Mr. Sewok's knowledge ond experience moke him uniquely
quolified for lhe position of Monoger of Finonce & Adminístrotion of the Port. The benefits
requested ond offered to Mr. Sewok hove minor or no odditionol costs to the Port
compored to benefiis currently provided to Port employees. Withdrowing the offer of the
specified benefits to Mr. Sewok would result in negotive finonciol impocts lo him
compored to his cunent employment with the City.
Commissioner Gorcio osked if on opplicont who hod not worked for the City hod been
hired, would these some proposols hove been considered. GiorÍ exploined thot they
would hove been considered on on individuol bosis. lt hos been our experience in
recruiting for this position to find thot the condidotes with the best quolificoiions ond
experience were currently employed by cilies or public ogencies with benefits similor to
those requested by Mr. Sewok. Giori recommended thot the Port's benefits, which were
lost updoted in 1999, be reviewed, possibly compored io the City's benefifs ond
evoluoted by the Personnel Committee.
Commissioner Dodge suggested thol becouse the new employee is on o ó-months
probotion period, thot vocotÍon iime not be occrued during thot ó-month time period
but on ó-months plus l-doy of employment, lhe new employee occrue vocotion time
retroocTive to his dote of hire.
Dodge olso osked if this resolulion conflicts in ony woy wiih lhe Port's cunent policy of
Port poying 75% of on employee's medicol ond fhe employee poyíng 25%. Giori
responded thot the exception does nol oddress fhot. lt only ollows ihis employee to poy
for his own Anthem Blue Cross. The omount of reimbursemenf by the Port for this
employee to poy for his own medicolcoveroge is equol to75% of the Koiser premíum for
similor coveroge.

end of FY2014. Giori soid there ore severol reosons for it. The revenues ore portiolly driven
by the increose in morifime octivily. Totol Operoting Expenses ore higher thon lost yeor
becouse of increosed octivity bul lower thon budget. The Administrotive port of
Operoting Expenses is down becouse lost yeor's budgei included on Administrofive
position, which wos not filled.
Giori commenied thoi depreciotion port-wide is chonging. The fÍnol month for omortizing
deprecíotion for the berth mointenonce dredging ron out in Februory 2014. This will resuli
in o reduction of opproximotely $35,000 per month for Morch 2O14 ond beyond until the
next round of dredgíng is completed. However, the Whorves I &2 project is finished so it
will slort being omortized in Moy 2014. The estimoted monihly oppreciotion for ihot is
$2e,000-$30,000.

investment in FHLMC (Federol Home Loon Mortgoge Compony) ond we losl money.
Choir Kostrop onswered Commissíoner Dodge by soying thot olthough it lost money, it is
one of those thoi fluctuotes dromolicolly.
Dodge requested thoi when the Commíssioners receive the Quorterly lnvesiment Report,
they receive o sheet showing the lotest reserve stondíng colculotîons. ln other words,
show where the Port is on funding reserves. ChoÍr Kostrop ogreed thot thot would be
helpful.

reception wos held lost night for Cynthio Hompton for her l5 L yeors of service of the
Port. Giori thonked Rito Artist ond Morgoret Astesono for doing o good job orgonizing the

Giori commented thot the Port is olso preporing to host the Redwood City-Son Moieo
County Chomber of Commerce Míxer of the Port on Wednesdoy, Moy 2l't. The business
to business mixer will be held oi the new Longshoremon Building odjocent to Whorves

Executive Director Giori commented thot he would be contocting the Commissioners to
see who will be ovoíloble for o Policy Group Emergency Preporedness Troining Session to
be held on Moy 28 during the regulorly scheduled Port Commission meeting fime.
Lost but not leost, Giori reported thot there will be o PIANC (Permonent lnternotionol
Associotion of Novígotion Congresses) world-wide onnuol meeiing held of the Son
Froncisco Moriofi Morquis Hotel this June. The U.S. Army Corps of Engineers serves os the
Secretoriot for this group, which is o non-governmentol orgonizolion involved with
