AZ of living in Halls

Welcome
to Founder’s Hall
Dear Resident
This Guide, with your Licence Agreement and the Student Handbook, provides important
information regarding the facilities, services and regulations that will influence your stay on campus.
The contents demonstrate how Royal Holloway, University of London complies with its obligations under the
Housing Act 2004. Residents should note that the College has signed up to the Universities UK (UUK)
approved Code of Practice for managing student accommodation. Details are available at www.uukcode.info
The Campus Services Team (which includes catering, cleaning, post, porters, security, sport, maintenance,
grounds and retail) and the Residential Support Team are here to support you during your stay in Hall.
Our aim is to create a well-managed and safe environment so that you can study and have an enjoyable social
life, making the most of your time at Royal Holloway.
The Residents’ Centre Team is responsible for the day-to-day landlord and tenant relationship, and can
be contacted via any Residents’ Centre Reception. All contract issues should be directed to the Student
Housing Bureau.
The Residential Support Team is primarily concerned for your welfare (including residential student
wellbeing, discipline and social events), ensuring that you are able to enjoy your time in Hall. It is the nature of
community living that how you behave can significantly affect those who live around you. Our minimum
framework of regulations is designed to ensure a safe and pleasant living and working environment for everyone.
There are four main sections within the booklet:
■ Key contacts
■ Facilities & services
■ Do’s and don’ts
■ A-Z of living in Halls
We are all here to help and support you during your stay in Hall. Please do not hesitate to contact us if we
can be of assistance in any matter.
The text of this booklet can be made available in alternative formats.
Please contact your nearest Residents’ Centre should you require a
format that is more accessible for you.

Facilities & services
Accommodation Services
You should direct all queries relating to your building to your
housekeeper via your Residents’ Centre Reception.
The College’s Halls are monitored for compliance with all statutory
requirements under the housing, building, planning, disability
discrimination, equal opportunities, data protection and other
relevant legislation. Risk registers and relevant safety logs can
be made available to you through a written request to the
Environmental Health Officer. The housekeeping services within
the Halls are the responsibility of Campus Services and any
landlord and tenant issues can be passed to the team via your
Residents’ Centre Reception desk.
Should you have any queries about the information below, please
contact your Residents’ Centre.
Data Cabling & WiFi
Connection is through the Campusnet service managed by the
Computer Centre. Please follow the instructions in your welcome
pack. If you have any queries, please visit the Campusnet
website at www.campusnet.rhul.ac.uk
Internet and Network Access
Connecting to CampusNet (the Royal Holloway network) allows
you to access the internet as you would at home. It also gives you
access to online learning resources and personal network drives.
To connect to the wireless or wired CampusNet services refer to
the guide in your room or contact IT Services on 01784 414321.
To connect a games console to the network, register it first at
rhul.ac.uk/console. A wealth of other IT Services information is
available at rhul.ac.uk/it.
Housekeeping Services
Communal Areas
All public areas are cleaned and paper products replenished on a daily
basis, Monday to Friday, excluding public holidays and College
discretionary days. These include communal bathrooms, showers and
toilets, corridors and stairs.
Please help by keeping work surfaces clear, toilets clean and by
putting all litter in bins.
Pantries
Residents in catered Halls have access to a pantry where toasters,
microwaves and kettles are provided for preparing light snacks and
beverages.
4
Please note: Crockery, cutlery, pots, pans and cooking utensils are not
provided.
In your pantry you will find an explanation of how the electrical
appliances function.
The pantry areas are cleaned on a daily basis, Monday to Friday,
excluding public holidays and College discretionary days. Cleaning
includes wiping down surfaces and emptying bins. It does not include
washing up dirty dishes, which is your responsibility. Communal living
is made easier for all if you clean up after yourself as you go.
Please help us and the environment by making use of the recycling
facilities in your Hall and on Campus; information is displayed in
communal areas.
Bedrooms
You are responsible for cleaning your bedroom and ensuring that
its contents, fixtures and fittings are maintained in a clean and
serviceable condition. You will need to provide your own cleaning
products. A vacuum cleaner and dustpan & brush are available
from a cleaning cupboard within the vicinity of your bedroom.
Residents are required to maintain a reasonably safe environment
for the College’s employees who may have to enter the premises
e.g. ensuring that cables to personal electrical equipment are safe.
Please remember: you are responsible for all the fixtures and fittings
in your bedroom/en suite shower room and, as the registered
occupant, you will be charged for any damages caused irrespective
of who was responsible. The College also reserves the right to
communally charge for damages caused to communal areas for
which you are jointly responsible. It is worth noting that honest
reporting will be viewed favourably.
Keys for cleaning cupboards located in communal corridors
are available from your Residents’ Centre and will be issued
against your College Card or Students’ Union Card.
Please remember: Always lock the cleaning cupboard after use
because if an item from the cupboard is lost and you were the last
user, you will be charged for its replacement.
Each Hall has a Housekeeper; they are here to ensure the building
is kept clean and complies with our health & safety standards.
We reserve the right to enter your room in an emergency but
we will normally give you at least 24 hours’ notice if we intend
to visit. We also regularly undertake room checks; these are
mandatory and a schedule will be produced to cover each term.
If your room or communal facilities are not kept in a clean state
the Housekeeper will politely request an improvement; should this
be ignored a special clean will be arranged and the person(s)
responsible for the space will be charged. The Residential Support
Team will also be asked to speak to those concerned.
Facilities & services
Repairs & Maintenance
Please ensure you fill in and return your room’s ‘inventory’,
which can be found in your welcome pack, as soon as you can
after arrival.
If you require any routine maintenance or repairs please
contact your Residents’ Centre, who will log your request.
Our Maintenance Services Team is responsible for requests which
cannot be immediately actioned by the housekeeping teams;
their response will be more effective if you could consult the
advisory booklet in your pantry before requesting a repair.
We have a Service Level Statement, which is available on
request from any Residents’ Centre. For the majority of non
emergency jobs we will aim to respond as soon as we can.
This should be no longer than three working days.
Please note that after 4.45pm we are only able to respond to
emergency situations that are a risk to persons or property; these
are listed on our web pages.
Please be aware that the beginning of the academic session is our
busiest time and you may experience longer response times for
the first 6 weeks of term. Your patience is appreciated.
Campus Services reserves the right to undertake reactive and
capital projects; all due notice will be given. In exceptional
circumstances, we may require you to move to enable such works.
Once you have requested works to be completed in your room,
we will need to access your room. Should you not be in your
room when we call we will enter using our signed out pass keys
and leave a card to show we have attended. We will take the
request for works as permission to enter the room. Our staff all
carry ID cards and logo enabled clothing.
Grounds are cleared of rubbish and litter on a regular basis
and our snow and ice policy is available from your Residents’
Centre. We would ask that residents respect the environment and
avoid causing, or adding to, litter.
Other Services
Lost Keys
Arrangements for access in the event of lost keys: Please report
the loss to your Residents’ Centre; there is a charge for
replacement keys/cards so please do take care, especially where
your key is also your College Card.
Lock-out charges
Due to the volume of electronic access card ‘lock-outs’, an
administration charge will be applied upon the third lock-out.
Please ensure that you are carrying your student access card
before leaving your room, even if you are only going to the
kitchen, to avoid this charge.
Post
All non-courier mail arrives at the College via the Main College
Post Room, which is in Founder’s. The post is then recorded
(where appropriate) and sent out to the appropriate Hall for
distribution and collection by residents. Details of opening times
and how to collect any parcels and recorded mail will be displayed
next to your designated Post Room – close to the Residents’
Centre at Founder’s, Highfield, Kingswood or The Hub.
We encourage all residents to use their full name, hall address and
room number in all correspondence.
Please check your post regularly and collect any parcels as soon
as possible.
The mail is sorted daily and will be distributed within 24 hours
under normal circumstances. Non-recorded mail is delivered
to ‘pigeon holes’ and recorded mail can be collected from the
relevant Post desk or Residents’ Centre desk on production
of valid ID.
An analysis of the risk of such events as fire, outbreak of disease,
or major breakdown, along with the procedures for dealing with
them, form part of each building’s ‘risk register’ and is kept within
the Campus Services Environmental Health Office. These are
available for inspection by residents if required; please email your
Residents’ Centre.
Top Tip
- Help us to help the planet. Recycle at the campus recycle points.

RCS Account
Royal Holloway’s RCS Account makes budgeting easy and saves you loads of money too.
Here are seven good reasons why you won’t want to miss out…
1. All students automatically save 20% (VAT) on most food and
hot drinks bought in College-run outlets with their RCS
Account. It’s the easiest saving you’ll make as a student, simply
top up and start saving.
4. There is a special ‘RCS Fast Track’ till at The Store on Campus for
those paying by College Card, giving you more time for yourself.
5. You can set up automatic top-up linked to your bank account or
check what you’re spending online, making budgeting really easy
and meaning you’ll never be without your money on campus.
2. If you’re living in Founder’s, Reid or Kingswood you will receive
a further 50% discount on food and drink in Founder’s and
KW’s dining halls – along with your 20% (VAT) saving, that’s
less than half the cash price!
6. In the Autumn and Spring terms we provide a £2 overdraft on
all student cards. This means if you spend a little too much or
have forgotten to top up, you can still get your savings.
3. You, or your family or friends, can top up online at www.upay.co.uk
and this year we’re introducing brand new automatic Top Up Points
across campus too. No queuing at the bank and reception required.
7. For every pound you spend in a transaction, we’ll give you a
loyalty point, which can be cashed in whenever you need it
at 1p per loyalty point – saving you even more.

Formal Celebrations & Parties
Formal Celebrations
If you would like to formally celebrate a special occasion such as
your 18th or 21st birthday, there are a number of rooms available to
you. For further details, please contact the Conferences & Catering
office: [email protected]
Conferences & Banquets
Did you know that the College is also an impressive conference
and banqueting venue for private and business clients? If you
know of anyone, such as friends or family, who may be interested
in the services we offer please recommend them to the Business
Development Executive in the Conferences & Catering office on
01784 276224. If your recommendation turns into confirmed
business for us, we will give you £50 high street vouchers of your
choice as a ‘thank you’. For more information on our facilities
please visit www.conferences.rhul.ac.uk
Parties
You may not hold unauthorised parties or gatherings in your room,
kitchen or hallway. A party is defined as more than five people in a
single room, or eight in a double room. Common Rooms can be booked
out through your Residents’ Centre and the Residential Support Team
organise a variety of hall social events throughout the year.
Please remember: Any noise that is audible outside of your room is
too loud.
College Events
College facilities will, from time to time, be used as a venue for formal
celebrations and annual events such as the Students’ Union Summer
Ball. We will notify residents of any potential disruption well in advance
and take every effort to avoid events in ‘residential areas’; however,
residents of the Founder’s Building should be aware of three events
which are scheduled in early June every year after exams have finished
– the Summer Ball, College Garden Party and Drama Society Play.
The Environment
The College is committed to combating the effects of global
warming and reducing our carbon emissions and use of water.
To this end, we would ask that residents are conscious of the need
to turn off lights when leaving a room, not leaving TVs on standby,
recycling and being careful when using water.
A number of cycle racks are available around campus: Please ensure
that you lock your bicycle using a good quality lock, ideally of the
‘D-shackle’ type. Cheap cable locks can be broken in seconds using
common tools and should be avoided.
8
You do not need a permit for a bicycle, but bicycles must not be
kept indoors or chained to signs, buildings or fences; any bicycles
in bedrooms, corridors, stairwells or inappropriately attached will
be removed.
Can we also remind residents that it is against College regulations
to bring a car on to Campus or on to the roads around the
College unless they live at Kingswood, Highfield, Penrose, Beeches
or Chestnuts.
Please contact the Sustainability Officer in Founder’s for more
information on cycling, including a campus cycle map, as well as
recycling and how you can help to reduce your Carbon Footprint.
Visitors & Overnight Guests
You are allowed visitors at all reasonable hours. Please stay in the
company of your guests, as unaccompanied non-residents will be
denied access to the Halls.
Please remember: Security Officers have the right to prevent anyone
they are concerned about from entering Halls.
Proof of identity or residence may be required. If you refuse to
identify yourself it will be assumed that you are an intruder and you
will be asked to leave. Please remember: you are accountable for the
actions of your guests within the Hall (even if you are not present). If,
at any point, you feel unable to control their behaviour, please notify
Security immediately so that they can take appropriate action.
Overnight visitors can only stay in guest rooms. For further
information please contact your Residents’ Centre.
Rooms are specified for single or twin occupancy and by the licence
holder only.
The Hub is our on-site guest house for visitors to the College and is
an ideal place for friends and family to stay. En suite single, double
and family rooms are available. Please enquire at The Hub Residents’
Centre Reception or visit www.conferences.rhul.ac.uk/accommodation
Vacation Residence
Accommodation at the College outside of your contracted dates is
available using our vacation residence programme. Application forms
can be obtained from your Residents’ Centre who will then arrange
your allocation.
Please note that allocation is limited and is made on a first come,
first served basis.
Campus Storage Facilities
There is limited secure storage space for students to rent.
For enquiries about storage locker rental, please contact the
Founder’s Residents’ Centre.
Do’s & don’ts
This section covers the do’s and don’ts of living in
Halls. These supplement the terms of your licence and
the regulations identified in the Student Handbook.
The Residential Support Co-ordinator can impose fines or request
you to leave Halls for breaches of College regulations; your case
may also be referred to the Student Disciplinary Officer.
There are four main categories:
■
Safety
■
Consideration for others
■
Respect for property
■
General matters
Fines
If you discover a fire you must operate the nearest Call Point to
raise the alarm, and leave the building immediately. Then you
must call Security on 444 (internal line) or 01784 443888 if it is
safe to do so. If the Fire Alarm sounds at any time you must leave
the building immediately and go to the Assembly Point. You must
wait there and not go back into the building until told to do so.
This is a College regulation and a legal requirement.
Consequently, failure to comply will result in disciplinary action by
the College. You may also be liable to prosecution.
Evacuation of the building: When the Fire Alarm sounds and you
are evacuating the building, make sure that all the people around
you are doing the same thing.
■
Knock on the doors of surrounding rooms and flats
■
If you are in the kitchen or pantry, turn off the cooker
or appliance
■
Close all doors on the way out
A late payment charge applies to all fines. Students disciplined
in Hall have a right to appeal to the Student Disciplinary Officer
within seven days. A form can be collected from Founders
West 170 and the Student Disciplinary Officer will assess the
situation and decide if the appeal will be heard. The Student
Disciplinary Officer can decide to uphold, set-aside or increase
the original penalty.
Fire Alarm Testing and Evacuation Drills
Safety
A practice evacuation drill will be carried out soon after the
start of the academic year. Additional drills may be carried out
if necessary.
Fire Safety
Your building is provided with a range of features for your safety
in the event of fire.
Escape Routes: You must familiarise yourself with all the fire
escape routes from the building. In the event of fire you must use
the nearest escape route and make your way to the designated
Assembly Point. You must not block escape routes with bicycles or
other items.
Fire alarms are tested at the same time every week. If the alarm
sounds at any other time you must leave the building and go to
the Assembly Point.
Fire Fighting Equipment: Fire Extinguishers and Blankets are
provided in all College buildings and are to be used only by those
people who have been trained to do so. You must not remove fire
fighting equipment from its location.
Interfering with Fire Safety Equipment: It is a criminal offence to
interfere with, or abuse, Fire Safety equipment.
Assembly Point: Your assembly point is shown on the Fire Action
Notices, which are next to the Fire Call Points. You must make
yourself aware of its number and location.
You Must Not:
Fire Alarms: The Fire Alarm system in your building has Break
Glass Call Points (small red boxes) and Smoke and Heat Detectors.
■
Operate the Fire Alarm, unless there is a fire
■
Cover or remove smoke or heat detectors
■
Remove and/or play with fire fighting equipment
These actions will result in you being called to a disciplinary hearing,
and may result in a request to move out of Hall or a substantial fine
(usually £250) for putting yourself and others in danger.
Top Tips
- If you are disturbed by excessive or late night noise, please contact Security at the time.
For persistent disturbances, please contact the Residential Support Team.
- If noise is audible outside your bedroom it is too loud.
- Please remember your room is for single occupancy ONLY. Overnight guests are not allowed.
10
Do’s & don’ts
Some general Fire Safety Rules:
Window Restrictors
1.
The use of candles or other sources of naked flame is
strictly banned.
2.
When cooking, keep the door to the kitchen closed and
never leave cooking unattended.
3.
Use the microwave correctly. Follow directions on the
packaging when cooking food. Do not put anything metallic
inside, or use it to heat up oils or fats.
Restrictors are fitted to your windows for safety reasons and are
set to allow the windows to open sufficiently to provide a
reasonable flow of air into the rooms. Removal of restrictors will
be regarded as a serious breach of safety. If it is apparent that you
have removed window restrictors from your room, you will be
invoiced for the cost of replacement and of any associated work
related to damage caused to the frames.
4.
Keep doors closed. They stop the spread of smoke, which is
what usually kills.
Please remember: do not sit on window ledges; even at ground
level this is dangerous. Also, do not place objects outside on
window ledges or hang items out of the windows.
5.
Fire Doors have self-closing devices on them. Report any
which do not work properly.
Cooking Facilities
6.
Follow the College guidelines on electrical appliances. Turn
off electrical appliances when they are not in use, especially
last thing at night.
■
■
■
■
■
■
■
Emergency Fire Exits
Do NOT use the Emergency Fire Exits as alternative ways in and
out of the building. Breaches of this instruction will be taken as
disregard of Fire Regulations.
Electrical Appliances
Safety regulations apply to the use of electrical appliances.
You should only use equipment requiring less than 500 watts in
the sockets in your room. If you overload the circuit it will trip and
response may have to wait until the next working day. Your electrical
items must be new or have an up to date PAT test certificate.
Please never use the corridor sockets.
■
■
■
The following appliances may NOT be used in your bedroom at
any time: microwave oven, kettle, toaster, toasted sandwich
maker, rice cooker, radiant ring or any other cooking equipment,
refrigerator, freezer, tumble drier, washing machine, electric heater
or any other electrical equipment requiring a heavy power source
such as a powerful Hi-Fi or amplifier (including bass/subwoofers).
Computers are acceptable, as are televisions – as long as you
purchase a Television Licence.
Please remember: switch off electrical equipment after use.
Also, do not tamper with electrical equipment, switches, sockets,
fuses, circuit breakers etc.
The kitchens and pantries are equipped with standard cooking
appliances. You are not allowed to use any additional appliances
without prior permission and appropriate electrical certification by
the College’s Maintenance team. Your Residents’ Centre should
be contacted to advise on how this can be achieved.
When preparing snacks or beverages in pantries or cooking in
kitchens, doors must be kept closed and, where fitted, extractor
fans must be switched on. For your own personal use you must
provide your own crockery and cutlery. The trays, cutlery and
crockery used in the Dining Halls are the property of the College
and must not be removed. Should such property be found in your
room during cleaning inspections, it will be removed and the
Warden will be informed.
When using pantry/kitchen equipment, you must remain in the
pantry/kitchen at all times. Unattended cooking is the number one
cause of fire alarms being triggered unnecessarily.
You should never leave dirty dishes in a pantry/kitchen. By doing so
you are creating a health and safety hygiene hazard in a communal
facility. The advice is: Clean as you go. There is a common
responsibility for the cleaning and upkeep of all communal facilities,
including equipment, and all residents sharing pantries/kitchens must
work together to ensure standards do not fall below acceptable levels.
Accommodation Services is responsible to the Environmental
Health Inspectorate and may be forced to close kitchens or
pantries which do not conform to reasonable standards of
cleanliness; it may also be necessary to arrange ‘special cleans’ for
which you are communally liable – please do clean up as you go
and leave the facilities as you would wish to find them.
Top Tips
- Do not play ball games or other throwing games in or around your Hall.
- Please respect the heritage environment of Founder’s and use its paths where possible. You may sit
on the lawns but please remove all litter and keep noise to a minimum.
11
Do’s & don’ts
Theft & Security of Personal Possessions
Consideration for Others
The campus is generally a very safe environment but,
unfortunately, occasional theft from bedrooms does occur, so
please lock your door and secure windows at night and also
whenever you leave your room, even for a short while. The
College does not accept responsibility for loss or damage to your
property and therefore it is advisable to take out insurance for
your personal possessions.
Mixed Halls
Please remember: do not leave cash, cheque books, credit cards or
laptop computers lying around on display and always close your
window, draw your curtains and lock your door when you leave
your room.
Personal Safety
As stated above, the campus is a safe environment. However, you
should still take normal precautions to ensure your personal safety.
There is a special booklet entitled ‘Safe & Secure at RHUL’ which is
available at registration or from the College Security Centre in
Founder’s, the Residents’ Centre desks at The Hub and Kingswood
or the Students’ Union.
While some areas in Halls are reserved for single-sex occupancy,
most are shared by male and female students. It is important that
you are courteous to your fellow residents, respectful of their
cultures, customs and diversity. If you are in a mixed Hall you need
to think carefully about what you wear and how communal areas
such as bathrooms, kitchens and shower rooms are shared.
Noise
You should show consideration towards other members of the
community and avoid excessive and persistent noise, which may
disturb others. All televisions, stereos, and other equipment
should be inaudible outside your room at all times. If you like
to listen to loud music please make sure you possess and
use headphones.
ALL noise should be avoided after 11.00pm. During the late
evening and at night please do not slam doors or make undue
noise in the public areas, in the corridors or outdoors in the
vicinity of Halls of Residence.
Traffic Regulations & Parking
Drunkenness is not a valid excuse for unsociable or rowdy behaviour.
The roads on campus are subject to the Road Traffic Acts,
including those relating to drivers or persons in charge of a motor
vehicle who have blood alcohol levels in excess of the prescribed
limit. All drivers on campus roads are subject to the Highway
Code. Please ensure that you and your visitors respect parking
regulations and display a valid parking permit at all times.
Students living in Highfield, Penrose, Chestnuts, Beeches, at
Kingswood or outside of 1.5 miles from the main campus may
apply for a parking permit. This can be done at the Security
Control Centre at Founder's Reception. Details of the vehicle, a
certificate of insurance and proof of ownership will need to be
shown. Please be aware that a parking permit does not guarantee
a space. Roads on and around campus, as well as car parks, are
usually busy and it is often easier and quicker to not drive.
Complaints about noise should be directed initially at the person
causing the disturbance. If noise at night makes sleep impossible,
contact night Security in either Founder’s, the Hub or Kingswood
Reception and they will take the appropriate action. If the
problem persists, ask Security to inform the Duty Residential
Support Team Member.
Excessive noise is an example of anti-social behaviour and will be
treated very seriously by the Residential Support Team.
Top Tips
- Avoid false fire alarm activations - never leave cooking unattended, close shower room doors
when showering and avoid using sprays near fire detector heads.
- Do not prop open doors marked as fire doors.
12
Do’s & don’ts
Respect for Property
Use of your Bedroom
Your room has been assigned for your personal use only.
You are therefore not allowed to let anyone else use your room
for financial gain or personal convenience when you are not
present. To do so will be treated as subletting and will result in
substantial charges being levied against both you and the “illegal”
occupant of the room. It may also result in you being asked to
leave the Hall.
Smoking in Buildings
There is no smoking in any building on campus. All residential
spaces and study bedrooms are designated no smoking (this
includes the use of shisha pipes).
It is a disciplinary offence if you or your guests smoke in any
building on site. During room inspections, if it is evident that
smoking has taken place, the Residential Support Team will take
disciplinary action against you and you may be charged for the
cost of thoroughly cleaning the room, including fabrics, by
Housekeeping Services.
It is against the law to smoke in all public buildings and this
includes all corridors, stairwells, communal areas and all kitchens
in flats. Smoking out of windows is also prohibited. Smoke
detectors in these areas may well be set off by cigarette smoke,
causing the fire brigade to attend. This is an extremely serious
breach of regulations, since it significantly reduces the capacity of
the local fire brigade to deal with other incidents. Please note that
steam from your shower can activate an alarm, so always close
the door.
Please remember: do not under any circumstances keep candles,
joss sticks or similar combustible items in your room. They
constitute a serious fire risk and will be removed by
Accommodation Services if found during routine room checks.
Shisha pipes may not be smoked anywhere. We do not tolerate
the smoking or other use of illegal substances.
Wall Decorations
Please do not affix anything to the walls, furniture or woodwork
with adhesive tape of any kind, nails, screws, Bluetack or drawing
pins. If your room has a pin board please confine posters to this
area. If it has a picture rail or picture hooks please use them.
‘White Tack’ may be used, but you are still liable for any damage
it may cause and it must be removed prior to vacating your room.
Any damage caused to walls, woodwork or furniture will be
repaired and you will be billed for the cost.
Non-College Furniture
The College has a responsibility to meet the statutory regulations
relating to the furniture and furnishings it provides in study
bedrooms under the Furniture and Furnishings (Fire, Safety)
Regulation 1988. As such, it has a responsibility to ensure that the
safety of residents is not compromised by the introduction into
study bedrooms of furniture and furnishings which do not comply
with the law. It is for this reason that residents are not allowed to
introduce personal items of soft furnishings into their study
bedrooms. In this context, soft furnishings include:
■
Domestic upholstered furniture
■
Beds, headboards of beds and mattresses
■
Sofa beds, futons and other convertibles
■
Garden furniture containing upholstery
■
Scatter cushions, seat pads, upholstered music stools
■
Foot-stools, pouffes, bean bags and floor cushions
■
Second-hand furniture
■
Inflatable furniture of any type
Students wishing to bring items of furniture other than soft
furnishings to the College must obtain prior permission from
your houskeeper.
Top Tips
- Remember to get your own contents insurance.
- If you have a TV in your room, remember to get a TV Licence. This is a legal requirement.

Do’s & don’ts
Fire Bell Testing
Reducing False Fire Alarms
These tests last approximately 30 seconds. There is no
need to evacuate the building unless the duration exceeds
this time.

Fire Doors
When the fire alarm is activated the external doors on the
ground floor will automatically unlock. The shortest route out
of the building should be used. Please do not re-enter the
building until told to do so; the silencing of alarms is not a cue
to go back inside.
■
Before showering, open any windows to allow steam
to disperse
■
While showering, keep the room door shut
■
Before opening the shower door, allow time for the fan
to extract the steam
■
Shut the door behind you as you leave the shower room
Aerosol Sprays
■
Before spraying the aerosol, please consider the position
of the smoke detector
■
Use the aerosol at the other end of the room or in
the bathroom
Cooking
■
Kitchen areas are protected by heat detectors; the alarm is
normally caused by a smoke detector in a neighbouring room
■
Before cooking, ensure the door to the kitchen is shut
■
If food is burnt, open the window before opening the kitchen
door
■
Don’t leave food unattended during cooking
■
Remember – if there is a fire, just get out, shut the door
behind you and leave the building. Raise the alarm as soon as
possible
Smoking
■
Smoking is not permitted in any building on campus
■
Put cigarettes out properly
■
Smoking within 5 metres of any building on campus is
against College regulations
If you require any further information, please contact the College
Fire Safety Officer via reception.

Chaplaincy
The Chaplaincy has long history entwined with the College’s
beautiful chapel. The two College Chaplains are based on Founders
West alongside 'Breathe', a multifaith space and meeting room.
Together they encourage Faith groups to work together, provide
direction and advice for religious societies, and support all forms of
Christian observance - both formal and informal - within the
College. Through sponsorship of a range of lectures and special
services the chaplaincy seeks to provide a reflective space to every
student and staff member, of all faiths and of none.
Highfield Common Room is open until 11pm and can be booked
out through your Residents’ Centre for private functions (although
alcohol is not permitted and a security deposit is required).
Gowar Common Room is available for booking at the Hub
Residents’ Centre by Gowar or Wedderburn residents only.
Communal Living
There are people living on campus from all countries and of many
different ages, lifestyles, backgrounds and interests. You may be
living close to people who have very different personal, moral or
cultural attitudes from yours. This is usually an interesting and
positive experience, and a great adventure of living in this type of
environment; however it can sometimes be challenging or even
problematic.
■
Have regular flat meetings to discuss any issues
■
Always try to be honest and fair when sharing living spaces
■
Treat others as you would want to be treated
■
Try to think how your actions & behaviour will affect others
■
Respect other people’s beliefs, lifestyle choices & personalities

Contracts
Disciplinary Guidelines – wordy but important!
This is your License to Occupy issued by the Housing Bureau.
The Residential Support Co-ordinator, or a member of the
Residential Support Team empowered by this Officer, may after
carrying out a fair and reasonable enquiry and giving the student
the opportunity to hear details of the complaint or allegations made
against him or her and to speak or write in his or her own defence,
fine a student, whether resident in the Hall or not, up to £100 for
breaking the rules of the Hall and may, in addition or as an
alternative, require the student to pay compensation for damage to
property and/or recommend other activities appropriate to
remedying the issue.
Cooking
See Cooking Facilities – page 11
■
Cooking in a different environment with equipment you are
not used to can be difficult. Please ensure you familiarise
yourself with the appliances available
■
Always stay in the kitchen when cooking
■
Never cook in your bedroom
■
Always be considerate when sharing facilities and be aware
of other residents’ food preferences, religious beliefs and
medical concerns
Counselling
See Advice, Counselling and Welfare Support – page 3
At some time during your three years at Royal Holloway you may
find yourself in a situation that is unfamiliar to you, emotionally
challenging, and you don't know how to handle it. You may also
find that you would rather not talk to family, friends or the
department and it is at times such as these that the Counselling
Service can offer you some support. If you would like to make
an appointment to see a counsellor you can either contact
them by phone on 01784 443 128, drop them an email at
[email protected]| or even pop into the office at FW171,
Monday to Friday 9am-12pm and 1pm-4pm.
Culture Shock
Leaving home, whether it be from this country or overseas can be a
very stressful experience. However much you have prepared yourself
for this experience it can come as a complete surprise, but it is quite
normal. Culture shock is the impact of moving away from the
familiar to the unfamiliar. You can be affected by climate, food,
language, dress, social roles, rules of behaviour and values. Some of
the symptoms you may experience are headaches, stomach aches,
anxiety, difficulty concentrating etc. Please visit the Health Centre if
you experience any of these symptoms.

A Hall offence may be of such severity that it is appropriate for
consideration to be given to imposing a greater sanction including
requesting a resident student to cease living in Hall, particularly
when the offence is prejudicial to Hall safety. In this instance the
case will be referred to a Serious Residential Offences Panel who
can fine a student up to £500 and/or may request that a student
leave Hall, with or without the stipulation that they do not return to
living in any College Halls during their course of study.
Cases of serious misbehaviour in the Hall that appears to be a
matter of concern may at any point be referred to the Student
Disciplinary Officer to be treated as a College offence.
Drinking
Alcohol poisoning is the result of drinking dangerous amounts of
alcohol and it can be deadly. Please know your limits and pace
yourself when drinking alcohol.
■
Drink plenty of water
■
Don’t mix your drinks
■
Avoid drinks with high alcohol content
If you or a friend experiences the effects of too much alcohol:
■
Get to a safe place and/or seek help at the first available chance
■
Try to keep sitting up if vomiting or lie in the recovery
position (on one side)
■
Get help immediately if choking occurs
■
Drink plenty of water
■
Keep warm
■
Monitor frequently

Drugs
Fire Alarms
The College does not consider the use of drugs to be conducive
to study and so strictly prohibits the use of illegal substances or
“legal highs” in Hall. Any Student who is found to be involved in
the dealing of illegal substances will be referred to the Student
Discipline Officer and may face suspension or termination of
their registration.
Fire alarms are common in Hall and can be inconvenient, however,
it could be because there is a real fire and you should always leave
the building and cooperate for your own safety and security.

drugs. Available in 120 languages, 24 hours a day, 7 days a week.

you ideally stay with your clothes to ensure that you can empty the
machine as soon as the cycle has finished.
