Introduction to the CRC Florida`s Constitution provides that once

IntroductiontotheCRC
Florida'sConstitutionprovidesthatonceevery20yearsathirty-sevenmemberrevision
commissionconvenesforthepurposeofreviewingtheConstitutionandrecommending
changesforvoterconsideration.TheCommission,whichstartsmeetingin2017andwill
finishitsworkin2018,isimportantandpowerfulbecausewith22votes,itcanplace
constitutionalrevisionsdirectlyonthe2018ballot.Thereisnoautomaticcourtreview.It
willtake60%ofthevotersforanyofthesechangestobeaddedtotheconstitution.
TheCommissioniscomposedoftheAttorneyGeneral,fifteenappointeesfromthe
Governor,nineappointeesfromtheFloridaSenatePresident,nineappointeesfromthe
SpeakeroftheFloridaHouseofRepresentatives,andthreeappointeesfromtheChief
JusticeoftheFloridaSupremeCourt.TheGovernorappointstheChair.
TheCommissionersmeetforapproximatelyoneyear,travelingtheStateofFlorida,
identifyingportionsoftheconstitutionthatneedtobechanged,researchingissues,and
possiblyrecommendingchanges.

thisyear’sCRCandtheattachedlistofmembers.Thisyear’schairisSarasotabusinessman
CarlosBeruff–unsuccessfulRepublicancandidateforUSSenatein2016.ChairmanBeruff
calledthefirstCRCmeetingforMonday,March20thwithalmostnonoticetothe
public.Atthatmeeting,withnoadvancenoticetothemembersorthepublic,Beruff
announcedthatpublichearingswouldbegininjust9days.Scheduleattached.
Previouscommissionshavestartedmeetinginthesummer,afterthelegislative
sessionends.
TheCRCmustadoptitsownrules.Sofar,theChairmanhasproposedrulesthatdeviate
fromthelastCRC’sinsomesignificantandtroublingways.
Weshouldexpect–andthelawrequires-thattheCRCconductitsbusinessinthesunshine
withopenrecordsandopenmeetings.Weshouldalsoexpectthatwhenthemembers
considerchangestoourstateconstitution,theydosowiththegreatestofcareandadeep
senseofresponsibility.AscitizensweshouldpaycloseattentiontotheCRCandengagein
thisveryimportantprocess.
ThisisthethirdCRCtobeconvened.In1977-78,theCommissionwasallDemocratic.Allof
theproposalsitplacedontheballotfailed.
In1997-98theCommissionwasalmostevenlydividedbyparty.Eightofnineproposalsit
placedontheballotpassed.
Thisyear’sCRCisoverwhelminglyRepublicanandtheSpeakerandSenatePresidenthave
publiclyannouncedtheissuestheyexpecttheirappointeestosupport.Theseissuesinclude
legalizingschoolvouchers,termlimitsforjudges,andreturningpowertopoliticiansto
