HOW TO BECOME A MORE
EFFECTIVE ADVOCATE:
MATT GILLARD
PRESIDENT & CEO
Why Get Involved
We can make change happen. We can use local
and state level policy advocacy to improve our communities. By joining us in the fight for public
policies made in the best interest of children, youth and families with the most challenges; we can
ensure that all children have the supports they need to succeed in school and in life.
Michigan’s Children identifies opportunities to influence public policies on behalf of children who
face the most challenges in life – children from low-income families; children of color; and children,
youth and families served by the child welfare and juvenile justice systems. This includes
immediate opportunities to influence public policy debates as well as long-term opportunities to shift
the conversations taking place in Lansing and Washington, D.C.
Michigan’s Children is the only statewide independent voice working to ensure that public policies
are made in the best interest of children from cradle to career and their families. Our emphasis is on
influencing public policies that close equity gaps and ensure that the children and youth who face
the most challenges have the supports they need to succeed in school and life. By working to
reform public policy, we improve the odds for all children, and support the work of those who
provide services that help individual children overcome the odds.
Michigan’s Children works to inform you on issues that policymakers are debating and provide
active and immediate ways for you to get involved in public policy debates affecting children, youth
and their families.

2:15 P.M. – 3:45 P.M. WORKSHOP SESSIONS A
1A
Foster Care Review Board/Citizens Review & Its Benefits to Foster
Parents
This workshop will introduce participants to the Foster Care Review Board Program and
process, the statutory basis for citizen review and the role of the review board in providing citizen
review to foster parents, the right of the foster parent to request a review and to participate in
review of the foster children’s cases. Special attention will be given to the foster parents appeal
statute and process, helping the foster parents to understand their right to appeal the move of
children from their home, how to request an appeal and most importantly, how to prepare for an
appeal. Kellie Robb: Foster Care Revie Board Program
2A
Parenting the Sexually Abused Child
There are many myths and facts regarding child sexual abuse. The information contained
in this training should provide clarity on important topics that center around families and caregivers
of sexually abused children.
Karen Liverman: is a compassionate and dedicated educator with an extensive background in
Child Welfare within the State of Michigan since 1972. She has worked as a foster care licensing
worker, as well as a foster/adoptive/kinship trainer with the aptitude to teach individuals from both
sides of the fence. Karen and her husband, Dr. William E. Liverman, are the parents of ten
children, seven which are special needs, and adopted out of foster care.
Parenting the Sexually Abused Child Materials provided by Laura Sanders, MSW, ACSW
3A
Cross Racial Parenting, “The Layered Jello Salad Effect”: Part 1
will focus on creating a safe environment to have safe discussions, increasing a parent’s
awareness of racial sensitivity, and discussing the additional layers of parenting a child of a
different race. This session is designed to create a level of discomfort with the participants and will
expand their perspectives in a safe environment.
Stacey Goodson: is a child welfare supervisor at a local agency. Stacey and her husband have
also adopted two children from MARE and are currently foster parents. Stacey is very passionate
about equipping foster parents with the tools to care for kids that have experienced trauma and
have come from difficult places.
4A
Educational Rights of Children
The educational rights of children with special needs are deeply embedded within our
federal and state laws, but are limited by their meaningful enforcement. Attorney’s Rucker and
Grant will explain what the laws are, whom they are to protect, and how to meaningfully advocate
for them within the school system. This session will also cover discipline, suspensions, and
expulsions of children, including the means of obtaining a functional behavioral assessment and
positive behavioral enforcement so that the children in your care are able to get the education that
they are rightfully entitled to, and not be excluded due to their challenges.
Crystal Grant: Ms. Grant is a staff attorney with Michigan Protection and Advocacy Service, Inc.
(MPAS). She practices special education law as part of the agency’s legal team. MPAS’ mission is
to protect the rights of persons with disabilities. Prior to her work with MPAS, Ms. Grant served as
a law clerk to the Hon. Janelle A. Lawless in the Family Division of the Ingham County Circuit
Court.
Maggie Rucker: Earned her B.A. from the University of Virginia in 2009. Shortly after, she
moved to Michigan, where she made her home. She graduated magna cum laude from the
Michigan State University College of Law with her J.D., focusing heavily on family law. Maggie
joined Kristin Totten in practice because she believes in its mission of providing a caring and
holistic approach to legal representation of children and their families. Maggie has represented
foster parents, and children in the child welfare system, and understands the legal as well as
practical and emotional aspects of being a foster parent advocating for children.

4:00 P.M. – 5:15 P.M. WORKSHOP SESSIONS B
1B
The Frightened Child
Children do not trust adults, are angry, are testing limits, are seeking to control and
therefore are oppositional and defiant. Parents feel they must maintain control. This training will
help caregivers understand that an angry child is a frightened child.
2B
Cross Racial Parenting, “Losing Your White Umbrella”: Part 2
will focus on creating a safe environment to have safe discussions, increasing a parent’s
awareness of racial sensitivity, and discussing the additional layers of parenting a child of a
different race.
3B
Foster Parent Bill of Rights and LGAL Responsibilities
Attorney Kristin Totten will explain the recently passed Foster Parent Bill of Rights, what it
means for caregivers of children in foster care, and what practical steps to take when these rights
are violated. She will share the legal foundation for the Bill of Rights, how it translates into court
hearings, and how to best advocate for children in your care. There will be practical implications on
when and how you can challenge the removal of a child from your home to the Foster Care Review
Board. As a Lawyer Guardian Ad Litem for children in foster care, Kristin will relay what the
statutory obligations are for LGALs and what foster parents can expect from the LGAL for the
children, and what to do when a child’s voice is not being adequately represented in the courtroom.
4B
Kinship Care: Make Your Voice Count, You Deserve to Be Heard
Lynn Nee: MSW, project coordinator for Michigan State University Kinship Care Resource
Center since 2010 and the co-chair of the Michigan Statewide Kinship Coalition.
Jan Wagner: Chair of Michigan Statewide Kinship Coalition, member of Generations United
Kinship Committee, kinship support group leader and an informal kinship/adoptive grandmother.
