Most organisations are just two steps away from brilliance but also one step away from disaster. Too often the
choice over actions is based on an unquestioned history with little credence given to emerging issues. Councils
are certainly not immune from decision and planning frameworks that impede their ability to achieve what it
is they say they want to achieve. In this keynote address Marcus will discuss emerging issues in the sector and
provide a model that any Council can incorporate into their planning cycles to move from 'good intentions' to
'good outcomes'.

How to undertake a service review and develop a service plan
Mark Connors, Manager System Planning Branch, Department of Health, Queensland Government
The Queensland Department of Health is the system manager of public sector health services in the state.
Responsible for such a large and complex system, the department has invested significantly in systems that
support rigorous health service planning. It regularly develops plans both broad (e.g. a state-wide plan for
children and young people) and specific (e.g. adult intensive care services). In this practical workshop, Mark
will share some of the outcomes from the health sector that are transferrable to other industries, and equip
delegates with practical considerations when embarking on service planning in the workplace.

Building a culture of accountability
Presented by Samantha Dureau, Manager ONE, Whittlesea City Council
Sam is interested in accountability. Her work as a Corporate Planner and Manager of Organisational
Development at Whittlesea City Council has led her to question “what makes organisations accountable” and
“why are some individuals more accountable than others”. This presentation will explore what it means to be
accountable/demonstrate accountability and identify ways to support the accountability of organisations and
individuals.

Knox Service Planning - The Knox Way
In 2011 the Manager Corporate Planning and Performance
proposed the design of the most intensive service planning
program Knox City Council had ever undertaken. The result
would establish service plans (spanning 4-10 years) to review
services Council would need to offer to the community and
within the organisation for the future. Council agreed, and
resolved that the program become a priority for the 2013-17
Council Plan. The outcome has ensured that Knox City Council
can support its community to achieve its vision for the future
with well-planned services which are sustainable, effective,
aligned to Council's strategic direction, and able to evolve with
a changing environment.
Indigo Shire Council
Chiltern Placemaking & Structure Plan - Heritage Town,
Bold Future
Indigo Shire Council’s Chiltern Placemaking & Structure Plan
- Heritage Town, Bold Future aimed to reverse the district
population decline of the small country town of Chiltern and set
an ambitious growth target underpinned by clear, strategic
actions. An innovative feature of the project was merging the
highly engaging placemaking process with the formal structure
plan to support future changes to the planning scheme. The
result was a plan that outlined the town’s strengths to build
on including its strategic location on the Hume Freeway, its
operating railway station, natural gas supply, national park,
heritage streetscapes and a strong, cohesive community.

We often struggle to break free from day to day procedures and habits that inhibit us moving forward, yet we all
understand that to deliver quality services and deal with issues, we can only achieve so much by doing the same
things, the same way. We know too, that many of our standard approaches are no longer adequate for dealing
with an increasingly shifting environment and changing customer and stakeholder expectations. This session will
provide valuable concepts and approaches to assist in the navigation and future design required to address Local
Government issues and opportunities going forward. Participants will learn a range of practical frameworks and
techniques that will enable them to think and design actions in a more creative, focused and strategic manner.

Knox City Council
Integrated City Strategy
The Integrated City Strategy and Implementation Plan refines
and clarifies Knox City Council’s priorities over a two year
period (2015-2017). It identifies and responds to key municipal
challenges and guides Council and the Knox community
towards a dynamic and integrated model of practice to realise
Knox’s community aspirations. The Strategy combines the
Community Health & Wellbeing, Economic Development
and Sustainable Environment Strategies and elements of the
Council Plan into one integrated strategy to implement the
Knox Vision and City Plan, and provides strategic direction for
action, service, budgets and business plans.
Wyndham City Council
Wyndham 2040
The Wyndham 2040 Project was established to develop a new
long-term vision for Wyndham and its residents. The project
involved the collection of 2,040 stories from people who live,
work or study in Wyndham. The stories were based on asking
questions about what people loved about Wyndham and what
they hoped it would be like in the future. This strengths-based
approach was the hallmark of the project. Supporting the 2040
vision are four local area action plans called district plans, each
with their own community governance structure. The four local
area action plans and a new advisory structure has resulted in a
community that is more empowered to work alongside Council in
delivering on community aspirations.

These days corporate planning are buzz words. As a Corporate Planner there is no need to pigeon hole yourself
in a corner when it comes to developing your career. Most people who start their careers in corporate planning
have many skills that can either be transferred into other positions within their current workplace, other
organisations or a completely different sector. The three panelists participating in this session all commenced
in a corporate planning role within Local Government and have since either moved up the internal corporate
ladder, transferred their skills to the private sector or have gone on to run their own business. The focus of this
discussion will be on their career experiences and journey to where they are today. An interesting interview and
discussion for the ambitious career minded individual.

MARCUS BARBER
Marcus works with senior management teams to help them make more effective decisions.
He targets emerging issues for clients and helps them identify specific strategic planning
actions that an organisation can apply within its operating framework. With a broad
portfolio across government, corporate and not for profit sectors from across the globe
that includes the Department of Defence, FBI, Greater Dandenong City Council, Gold Coast
City Council, General Motors, and IAG among others. His cross-sector awareness can be
leveraged to ensure future focused and pragmatic decision making is at the forefront of all
levels of management.
MARION GREIG
Marion is Executive Officer Strategy and Innovation at Yarra Ranges Council. She leads
a multi-disciplinary team across corporate planning and performance, continuous
improvement and innovation. Marion started her career in social research for a
consultancy working with State Government and other agencies, before moving into
Local Government at Moreland City Council. Since then she has held a number of roles at
Yarra Ranges Council, including leadership positions in corporate strategy, planning and
performance, business excellence and governance. Marion has been involved in the Yarra
Ranges Service Review Program in various capacities since its development in 2012 and has
a passion for ensuring the Council’s service mix is aligned to corporate strategy, plays to its
strengths, meets community needs, is efficient and effective and of high quality.
MARK CONNORS
Mark is a senior health service planner in the Queensland Department of Health. He
has led and contributed to several state-wide and regional health service plans for
specific population cohorts, health conditions and health services. He has also led the
development of policy, systems and processes that underpin planning. Prior to his
move into administrative roles, Mark spent 10 years practising as a psychologist with
particular expertise in child and family psychology. This period of practice included leading
and delivering specialist services, training and managing other service providers and
overseeing complex clinical research trials.

HEATHER JOHNSON
Heather established ‘your future options’ to work with organisations contemplating their
organisational future in times of change. She brings to this work strategic, operational and
leadership experience gained in the not for profit, for profit and government sectors.
Heather is qualified in human service and business management. She believes that both
community and business outcomes are essential for real organisational viability. During
her career Heather has worked as a nurse, social worker, supervisor, manager, director
and CEO and undertaken roles in community, health and Local Government organisations.
She has led strategic reviews of many services including health, aged and disability, child care
and kindergartens, arts and culture, recreation, events, grants and community centres.
SAM DUREAU
Sam is the Manager of Organisation Development at the City of Whittlesea. Her team
leads the organisational planning activities (Strategic Planning, Community Plan, Council
Plan, Corporate Plan, Annual Report, policies & strategies) as well as the management of
the culture survey, the change management program and the leadership development
program. Sam is currently facilitating her second leadership program for the City of
Whittlesea in as many years with a focus in 2016 on emerging leaders. Her achievements
include the development and implementation of an Integrated Planning Framework, a
Consultation & Engagement Framework, and a Change Management Framework. Sam
holds a Masters of Business Administration, a Diploma of Project Management and is a
Graduate of the Australian Institute of Company Directors.
FRANK CONNELLY
Frank is the Principal of “Think Quick”, a business that adds bottom line value by
providing leading edge thinking and methods. He has been acknowledged by Edward de
Bono as one of the foremost practitioners of the Lateral Thinking methods worldwide
and believes strongly that if we can improve the way we think, the actions that follow
will also improve. Prior to “Think Quick” Frank worked in Victoria Police and coordinated
the Victorian Public Sector Continuous Improvement Network, a network of over 4,500
members across the State running 100 events per annum and reporting directly to the
Chief Commissioner of Police. He has also worked within the Department of Justice as a
Manager of Innovation and Knowledge Management. During this time he conducted a
number of innovation related tasks with the Department of Sustainability & Environment
that have included the design of lateral approaches to planned burns and how to best
engage with the wider community over the issue of bushfires.

TRACEY LIMPENS
Tracey has 15 years’ experience in Local Government and private consultancy, along with
several postgraduate qualifications in environmental science, planning and business. Her
career path has been anything but linear or predictable; she has held several different
positions from an environmental consultant writing impact assessments for natural gas
exploration projects, to developing strategic policy for 192 kilometres of Victoria’s coastline,
to navigating Councils through new reporting frameworks and systems. One constant in
Tracey’s career has been the translation of strategic goals into policy, strategy and program
implementation - to ‘see’ big picture ideas and connect to future possibilities. She currently
leads Stonnington City Council’s corporate performance reporting and strategic advocacy
agenda. In a changing Local Government environment, Tracey’s key role is to assist the
Council to achieve performance improvements within an integrated service planning model.
BRYCE CRAGGS
Bryce is a strategist and change agent with over 25 years of experience in stimulating,
supporting and leading change in large, diverse and complex service organisations. This
includes 12 years of Local Government experience and similar extended periods in the not
for profit sector and large State Government Business Enterprises. Three years ago Bryce
formed Emergent Thinking. This organisation provides strategic consultancy services to
organisations, needing to change and position themselves and manage the risks associated
with a rapidly changing and increasingly marketised environment. Bryce holds a number of
formal qualifications including: M. App. Sci. (Organisation Dynamics) - RMIT and Grad. Dip.
Business (Leadership & Organisational Behaviour) – Swinburne.
JASON TISBURY
Jason is the Quality and Compliance Manager of Bucher Municipal, Australia’s largest
manufacturer of Refuse Vehicles and Truck Mounted Street Sweepers; Director of My
Lean Business Coach and Vice Chairperson of Wavlink. Trained through the Toyota Supplier
Development Program, Jason was twice runner-up in the annual Toyota Supplier Kaizen
Awards and worked with numerous automotive suppliers to improve processes and
business outcomes. After leaving the automotive field, Jason worked with businesses in
food manufacturing, construction, service and Local Government to further develop his
skills and refine his process of business improvement across many different business types
in varying market sectors. He is also the best-selling author of eight business improvement
books – 7 Steps To A Lean Business and the Your 60 Minute Lean Business series, a
podcaster, blogger and developer of the QikProcedure IOS application.
