BACKGROUND
SurveyLA is a multi-year project to identify and document historic resources throughout Los
Angeles. The project is partially funded by a matching grant from the Getty Foundation while the
Getty Conservation Institute is providing technical and advisory support. The Office of Historic
Resources is currently working with a team of consultants to develop the field tools and
methods needed to conduct the citywide survey. The proposed new California Historical
Resources (CHR) Status Codes are part of the survey methodology and need to approved for
use by the Cultural Heritage Commission before a series of pilot surveys commence this
summer.
The California State Office of Historic Preservation (OHP) developed National Register Status
Codes in 1975 as a standardized system for classifying historical resources in the state’s
Historic Resources Inventory. In 2003 these codes were revised to reflect the application of
California Register and local criteria and the name was changed to California Historical
Resource Status Codes. Status codes are assigned to properties or historic districts through a
survey process and as a result of varying regulatory processes. As illustrated in the attached
copy, the codes range from 1-7. Code categories 1-5 reflect properties determined eligible for
designation according to the criteria established for the National Register, California Register
and local government criteria for significance. Code categories 6-7 generally identify properties
that do not meet established criteria for significance, have not been evaluated, or need to be reevaluated. While Status Codes are standardized for statewide use, the OHP allows local
governments to adopt elaborations for local planning purposes.
Field surveyors will assign CHR Status Codes to properties and historic districts as part of
SurveyLA. The Office of Historic Resources (OHR) proposes to add new codes in the 6-7
categories to reflect SurveyLA field methods and standards and the subsequent adoption
process for survey results. Generally, the new codes will refine and clarify survey findings for
properties and areas that do not appear to be significant historic resources or that are not
evaluated. The new codes will not deem properties eligible for designation or require review
under the California Environmental Quality Act (CEQA). These codes follow the logic
established for the CHR status codes and have been developed in coordination with Marie
Nelson, Historian II and Survey Coordinator for the OHP.
SUMMARY
Below are the proposed new CHR Status Codes along with a discussion of how they will be
used for SurveyLA:
6LQ – Determined ineligible for local listing or designation as a historic district through a survey
process; neighborhood or area may warrant special consideration for local planning.
Note: Used for potential historic districts that may not meet eligibility criteria for the National
Register, California Register or local significance (individual property integrity is low) but overall
the area/neighborhood retains qualities that may be considered in local planning. For example,
a historic residential neighborhood may have a large proportion of extensively altered houses
but still maintain a cohesive character with regard to setbacks, height, massing, street trees and
lights, etc. When the survey results are adopted through a local government process, a 6LQ
(see below) will be changed to a 6LN. These areas/neighborhoods may include individually
significant properties within the boundaries which would be separately evaluated.
6LN – Determined ineligible for local listing or designation as a historic district through local
government review process; neighborhood or area may warrant special consideration for local
planning.
SurveyLA Status Codes
Note: This code will be used to identify areas and neighborhoods that may not meet eligibility
criteria for designation, but which merit consideration in land use planning (such as community
plans).
6Q – Individual property indentified through a survey process as a non-contributor to a potential
local historic district or is located within a 6Q area/neighborhood; may warrant special
consideration for local planning.
Note: This code will be used to indentify non-contributing properties in potential historic districts
as well as properties within areas/neighborhoods that merit consideration in land use planning.
When surveys results are adopted through a local government process, a 6Q (see below) will
be changed to a 6LS.
6LS – Individual property that, through local government review process, has been determined
a non-contributor to an eligible local historic district or is located within a 6LN
area/neighborhood; may warrant special consideration for local planning.
Note: This code will be used to identify properties within areas and neighborhoods that do not
meet eligibility criteria for designation but which merit consideration in land use planning.
7SQ – Individual property assessed for significance in accordance with the SurveyLA Multiple
Property Submission approach, but does not meet eligibility standards.
Note: This code will be used to identify individual properties that were evaluated for significance
in accordance with the SurveyLA historic context statement but that do not meet eligibility
standards.
7Q – Potential historic district assessed for significance in accordance with the SurveyLA
Multiple Property Submission approach, but does not meet eligibility standards.
Note: This code will be used to identify potential districts that were evaluated for significance in
accordance with the SurveyLA historic context statement but that do not meet eligibility
standards.
7RQ – Individual properties or potential historic districts within a SurveyLA survey area: Not
Evaluated
Note: This code will be used to identify properties that were located within a SurveyLA survey
area but were not evaluated (not identified as potentially significant based on field inspection,
pre-field research and/ or community outreach and input).
CONCLUSION
The OHR is requesting that the CHC approve use of the above new CHR Status Codes for
SurveyLA. These codes will be initiated and tested during the pilot survey program, which is
scheduled to begin this summer. They will clarify field findings regarding properties that are not
evaluated as significant and provide information useful for local planning.
