International Registration Plan (IRP)
1. Registration Free Flow
An apportionable vehicle is any power unit used in two or more
jurisdictions that allocate or proportionally register vehicles and is
used for the transportation of persons for hire or designed, used
or maintained primarily for the transportation of property and:
Interstate vehicles 26,000 lbs. or less based in IRP jurisdictions have registration free flow in Nevada
based on the base-jurisdiction registered weight. Interstate vehicles over 26,000 lbs. based in IRP
jurisdictions and not displaying IRP identification for Nevada must trip permit or fully license.
2. Special Permits
has GVW over 26,000 lbs; or
has 3 or more axles regardless of weight; or
is used in combination when the weight of such combination
exceeds 26,000 lbs.
Vehicles or combinations 26,000 lbs. or less and 2-axle vehicles
may be proportionally registered at the registrant’s option.
Vehicles not eligible for apportionment are trailers, recreational
vehicles, vehicles displaying restricted plates, city pick up and
delivery vehicles and government-owned vehicles.

Check with individual jurisdictions regarding overweight or excess weight permit requirements. All
jurisdictions except West Virginia require an excess weight permit for operation over 80,000 pounds
on the interstate system.
3. Single State Registration System (SSRS)
Interstate carriers hauling non-exempt commodities for-hire must obtain a SSRS receipt from the
base jurisdiction in order to operate in the participating states. Nevada is not a member of the SSRS
program, therefore, a SSRS receipt must be obtained from a member jurisdiction where the majority
of miles are operated.
