SNOW AND ICE CONTROL PLAN
DEPARTMENT OF PUBLIC WORKS & GENERAL SERVICES STREET DIVISION
WINTER 2014-2015
The City of Gary Department of Public Works prepares year a round to handle the winter weather that will
affect more than 52 square miles under its jurisdiction. City vehicles run 24/7 if necessary and a host of
other equipment and supplies are used to meet the needs of the community. During the winter months, we
monitor weather conditions around the clock. Before snow and ice hit, our team is already on the streets
planning to minimize the impact of the winter storms. The map in Appendix 1 highlights the City of Gary
snow routes.
The General Services Street Division coordinates the long-range and equipment preparation for snow
removal. The rate and accumulation of snowfall, moisture content, presence of sleet and freezing rain,
temperature variations – during and after the storm, time of day or night, storm duration, and intervals
between storms all interact to make each event unique.

The Department of Communications will notify the media and residents of street conditions and traffic
movement. The Department of Communications will send out information continuously through the
Internet, social media websites and local media outlets. Information will go to:

The City of Gary gathers traffic information from a variety of sources: the Indiana Department of
Transportation, local utility companies, local schools, General Services Street Division, local media and
Government communications.

SNOW EMERGENCY
During the snow-and-ice season, the General Services Street Division continuously monitors the weather
conditions using Accuweather and other radar tracking systems which enable us to forecast an impending
storm up to hours before it impacts the City of Gary. In addition, the General Services Street Division also
relies on information from the Indiana Department of Transportation and local media forecasts.
Snow emergencies are declared by the Mayor when there are 4 inches or more. During declared snow
emergencies, all unnecessary travel should be avoided during each state of the emergency. Republic
Services and the City of Gary Recycling Department will continue collection services unless it becomes
unsafe for drivers. Sub-contractors will receive designated snow routes and will assist the General Services
Division with plowing as needed.
Stage 1 – A Stage “1” snow emergency exists and has been declared by the Mayor. Conditions warrant
snow plowing. Parking is prohibited on streets and thoroughfares designated as snow emergency routes.
Specific condition reports will be issued for the duration of the emergency. Commuting time will be
severely affected. All unnecessary travel should be avoided.
Stage 2 – A Stage “2” snow emergency exists and has been declared by the Mayor. Conditions warrant
snow plowing. Parking is prohibited on streets and thoroughfares designated as emergency snow routes,
plus parking restrictions on secondary residential streets are enforced. Commuting time will be severely
affected. All unnecessary travel should be avoided.
Stage 3 – A Stage “3” snow emergency exists and has been declared by the Mayor. Conditions warrant
snow plowing. Parking is prohibited on streets and thoroughfares designated as snow emergency routes.
Specific condition reports will be issued for the duration of the emergency. Commuting time will be
severely affected. Travel is prohibited except for emergencies and/or essential activities and vehicles with
four-wheel drive, snow tires and/or chains.
Snow Emergency Routes
Disabled or parked vehicles along these roadways can cause problems when snow plowing is in progress.
A complete listing of the designated snow emergency routes is found in Appendix 2. During a snow
emergency, the Gary Police Department can remove or have removed a vehicle from an emergency route
to facilitate traffic movement and snow removal efforts. This may occur:


When the vehicle is parked in an area declared as a Stage, 1, 2 or 3 Snow Emergency.
When the vehicle is stalled or disabled on the normally traveled portion of any public roadway and
the owner is not attempting to remove the vehicle.
Vehicles in violation of a snow parking ban may be ticketed or towed. If a resident’s car is towed, please
contact the Gary Police Department at (219) 881-1260.

Treating the Roads
The City of Gary uses a pre-treated salt when fighting snowstorms. This year, the City of Gary purchased
4,000 tons of pre-treated salt to be placed on roadways. When the temperature is above 25 degrees, salt
can melt several inches of snow and prevent or reduce the bonding of compacted snow to the pavement
surface. Depending on the expected conditions the General Services Division will salt when the
temperature falls below 32 degrees and there are snow and/or icy conditions. Depending on the expected
conditions, the General Services Division will be proactive and apply salt to the streets to try and keep ice
and snow from bonding to the pavement.
Streets Plowed By Priority
When there is one inch or more of snow accumulation, the City of Gary works according to a detailed plan.
To effectively serve the largest number of people, we categorize roadways into three priorities and plow
accordingly.
Primary Routes - Truck plows will be dispatched on all main thoroughfares when one (1”) inch or more snow
accumulation is received. Trucks will continue to remove snow from roads. Our drivers will plow snow out to a
minimum of two feet beyond pavement edge, where possible, so snow will melt away from the road and not
back on it causing ice conditions. Primary roadways are those adjacent to schools and leading to hospitals.
Primary streets are considered main arterial and higher traffic volume collector roadways. Hills and bridges are
included in this category.
Secondary Snow Route -Workers will take one swipe down the middle of every residential street to prevent
deep ice rutting and to keep the streets passable. During snowfall events of 6” or more, outside contractors are
brought in to assist the City of Gary throughout the city. Roads in this category are highly traveled, but not as
much as primary routes. These routes feed into Primary Snow Routes. City crews will plow one path (in/out)
through every roadway to allow residents mobility as early as is practical in a storm. Crews will return later to
finish pushing the snow back “close to the curb” to clear storm inlets.
Third Snow Route - Alley conditions will be evaluated during heavier snow accumulations to determine if City
assistance is needed to maintain mobility.
The priority plan is divided into 11 routes and there are approximately 247 lane miles of priority streets in
the City of Gary. (Lane miles are the number of lanes along a road multiplied by the distance). Each area
is assigned to employees who have trucks, plows and spreaders. Crews start with Primary Routes and
proceed through all of the secondary routes. When these streets are plowed one time, the crews return, by
priority, to the streets that need to be re-plowed. Removal efforts will continue until safety hazards caused
by the snow or ice emergency have been eliminated.
The amount of snow or ice and the duration of the storm affects the time it takes to complete the work on
each street. Therefore, a specific completion time cannot be given.
Bridges
At the beginning of snowfall, salt trucks are sent to treat bridges. All snow will be removed from bridges as
roads are cleared. Snow will be removed beyond the bridge ends and guard rail 15-20 feet so that snow
will not melt back onto the bridge causing ice conditions.

Snow Emergency Parking Regulations
During a declared snow emergency of 4 inches or more, when parking on a street that is not a posted “No
Parking” snow route, residents should park on the even numbered address side of the street (West and
North sides of street), from 8:00 a.m. to 10:00 p.m. on Mondays, Wednesdays, Fridays and Sundays. On
Tuesdays, Thursdays and Saturdays, residents are asked to move their vehicles to the odd numbered
address side of the street (East and South sides of street) from 8:00 a.m. to 10:00 p.m. This system is
being implemented to better assist with snow removal on side streets. Snow parking ban regulations do
not apply from 10:00 p.m. to 8:00 a.m. daily on residential side streets. However, parking bans will be
enforced on posted snow routes. Guests and visitors are also required to adhere to the aforementioned
snow parking regulations. The snow emergency parking ban will also apply to the handicap designation.
During a snow emergency, a handicap parking stall may only be used by a properly tagged vehicle when
parking is permitted on the side of the street where the stall is marked. The stall may not be used by any
vehicle when parking is prohibited on that side of the street.

Cars in violation of a snow parking pan may be ticketed and/or towed. If a resident’s car is towed,

Help From Other Divisions
The City of Gary owns five F250’s with plows, salt, boxers and spreaders, and eight plow trucks with salt
boxes and spreaders and a pay loader. This year, 12 individuals and/or companies have submitted
applications to assist with snow removal. Also, the Gary Sanitary District, Parks, Public Safety and
Demolition provide equipment and personnel. In order to achieve a quicker response time, the General
Services Division operates two 12-hour shifts with two 12-man crews per shift. Personnel from the Gary
Sanitary District are often activated to unclog storm-water basins and maintain storm-water sewers during
snow emergencies.

INDOT Responsibility and Procedures
The Indiana Department of Transportation is responsible for SR-53 (Broadway) and US 12/20 (4th & 5th
Avenue). INDOT staff monitors multiple weather forecasts and deploys up to 2,000 drivers, mechanics,
clerks and managers before predicted winter weather to work alternating 12-hour shifts, 7 days per week, if
needed to keep its more than 28,000 lane miles of interstates, U.S. highways and state highways in Indiana
as safe as possible.
Snow and ice removal activities consist of:



Anti-icing: Under appropriate weather conditions, pre-treatment of highways with salt brine prior to
a storm to help keep snow and ice from bonding to the pavement
Plowing: The mechanical means of removing snow and ice from the pavement
De-icing: The application of various chlorides to help break the bond or to keep the snow and ice
pack in a condition that allows the snow pack to be plowed from the roadway.
During winter storms, INDOT plows every interstate, U.S. highway and state route every 2 to 3 hours with
salt assisting in melting between passes until there is exposed pavement on the travel lanes. Occasionally
during these times you may see INDOT’s yellow plow trucks driving at higher speeds with their plow blades
up as they leave the assigned route to reload on salt or fuel. Other cleanup activities, such as pushing back
snow on shoulders and clearing storm drains, may occur during normal working hours.
Equipment may also be relocated to other regions as weather conditions dictate to assist with keeping
roadways passable.
