Frequently asked questions
Q: Do I need permission to fundraise for R Charity?
A: Yes. You should contact the Fundraising Office, detailing what your fundraising
event will be, when and where it will take place along with your full name,
address and a contact number. We will then send you a letter of authority on
headed paper giving you permission to fundraise on our behalf. This enables
us to keep track of all the fundraising events taking place, but it also protects
you as we can reassure people that you are genuinely fundraising for us.
Q
Does having a letter of authority give permission to do street collections
for money?
A
No. You will need to contact your appropriate Local Authority.
Q: Can I claim Gift Aid?
A: Any UK tax payer can claim gift aid, providing you have paid more tax than
the donation amount they wish to claim. You should call us to find out if gift
aid can be applied to your event.
Q: Am I covered by Royal Liverpool Hospitals insurance policy for my event?
A: No. We cannot provide liability insurance for anyone raising money for us.
Q: Can a representative from the Charity attend my fundraising event?

Handling Cash
The most important thing to note when handling cash is that your personal safety is
paramount: do not put yourself or others at unnecessary risk.
Handling cash at events organised by an
authorised fundraiser or a Friend of the Royal
• Always count the proceeds so that, where possible, a total can be publicly
announced at the event.
• For reasons of security at least two people should be present at all times where
cash is being handled, counted or transported.
• When counting cash use a private place – do not count cash in public view.
• The total must be agreed by all present and signed by both the person counting
the cash and a witness.
• Bank the counted cash as soon as possible.
• Where it is not possible to bank the cash immediately we recommend that you
make arrangements to store the cash in a sealed container in a secure place
such as a safe.

• When making the arrangements to attend the presentation ask the organisers
whether the donation will be a cheque or cash. If you are given a choice always
ask for a cheque as this is easier and more secure for you.
Receiving donations
R
• When receiving cash always double check the amount you are being given.
• If you are being given a cheque please ensure that it is correctly dated, signed and
made payable to R Charity or the Royal Liverpool Hospital
• Where appropriate, always issue an official receipt using the
committee receipt book.
• Take the cash or cheque and a copy of the receipt to the Committee Treasurer
who will make arrangements for the money to be banked in the Committee
bank account. Alternatively, with the Treasurer’s approval, you may arrange to
bank the monies yourself. In these cases you must retain the giro slip or bank
receipt to give to the Treasurer at a later date.
• If you are receiving a collection box or large volume of coins it is not recommended
or feasible to count the money at the point of receipt. In this instance we
recommend that you issue a holding receipt for UNCOUNTED CASH and
forward an official receipt to the donor at a later date.

Street Collections
If you have any questions regarding the licensing laws then please contact the
Charity Team on 0151 706 3153
• A permit is required for any collection made in the street or in a public place e.g.
supermarket, town centre etc. No collection can take place without a permit.
• A collection may only be made in the place, on the date(s) and between the hours
stated on the permit.
• An application for a permit must be made in writing, using a Street Collecting
Licence Application form from the local authority licensing office no less than
six weeks before the intended collection. A Street Collecting Licence Application
form is usually downloadable from the Local Authority’s website.
Liverpool City Council application form is available to download at:

• The person applying for the permit and taking responsibility for the collection
is termed the “promoter”. It should be the promoter’s name and address that
appears on the Street Collection Licence Application form when making the
application.
• All collectors must wear a name badge, have a copy of the permit and carry a
certificate or letter of authority from R Charity when collecting.
• If Council inspectors find collectors without a permit they will stop the collection
and confiscate the collection boxes/buckets.

• All collectors must be aged eighteen or over (subject to collection location)
• Collection boxes and buckets must be sealed and numbered and not opened
without a witness.
• The promoter must read and comply with the street collection
regulations that are sent with the permit.
• A Returns Form is also sent with the permit and the promoter must ensure that
after the collection the Returns Form is completed and returned to the Licensing
Officer within one month of the date of the collection.
• Collections must not be made in a manner likely to annoy or inconvenience any
person.
• While collecting each collector must remain stationary and collectors should
stand in pairs. Collectors should not shake or rattle collection boxes/buckets
and must make sure that their collection box/bucket is in a secure place before
taking a comfort break.
• If approached by a hostile individual collectors must surrender their bucket/box
immediately.
• No permit is needed where a collection is held on a particular day at a private
function on private property.
Guidance for Volunteers
and Authorised Fundraisers
Hosting an Auction
• Secure the services of an auctioneer. The auctioneer should be able to work the
room, inject enthusiasm and humour into the proceedings and drive the auction
to ensure the maximum return for each lot.
• Do not let your auction go on for too long. An auction that runs on for too long
will bore people and you will lose their interest and therefore not achieve the
maximum return on each lot/prize.
• Ensure that you take payment in full for each lot/prize on the night. If a bidder is
not able to pay in full, we strongly recommend taking a credit card guarantee.
• Do not release a lot/prize without payment. If the winning bidder is unable to
make payment on the night then agree to send the prize on once payment has
been secured.
• If the winning bidder wishes to pay by cheque we recommend that a credit card
guarantee is also taken.
• Unless the winning bidder pays by cash always take their address and telephone
contact details.
• The Charity team has a template payment capture form which is available on
request.
• Please note that the Charity is not able to claim Gift Aid against payment for
auction items. Charities are only able to claim Gift Aid against personal donations
and are not able to claim Gift Aid when the donor will benefit by making the
donation.

Running a Raffle
It is important to work within government regulations when organising any raffle
or lottery.
To help you do this we have compiled some guidelines on how to run a successful raffle.
Small Lottery (raffles held as part of a fundraising event):
Tickets sold only during the place and time of the event
• Cloakroom type tickets may be used for this type of raffle
• Tickets can only be sold on the premises and during the course of the fundraising
event i.e. fete, dinner, dance, sporting event
• The announcement of the results must take place during the main event
• The draw of the winning ticket/s must be witnessed by at least one other person
• The proceeds, after deducting certain specified expenses, must, along with the
proceeds of the fundraising event, be used for charitable purposes
• No more than £250 can be spent on buying prizes
• Refunds on ticket sales cannot be made
Society Lotteries: Tickets sold outside time and place of the event
Royal Liverpool Hospital Charity is registered with the local licensing authority to
run Society Lotteries. If you wish to run a Society Lottery as part of your fundraising
activities then please let the Charity team know. There are a number of rules to
follow (detailed below) when running a Society Lottery and failure to comply with
these rules will jeopardise the Charity’s licence.
• Tickets must be professionally printed and contain certain specific information
a. Price. The price of every ticket should be the same, i.e.you
should not sell five tickets for the price of four
b. “In Aid of R Charity”
c. Charity Registration Number 1047988
d. Date and venue of the draw
e. Name and address of promoter
• The Charity Team must approve the design of the tickets before they are printed.
• No ticket may be sold by or to a person under the age of 16
• Tickets must not be sold in a street open to the public
• Tickets must not be sold by means of a machine
• The winner should be contacted within seven days of the draw
• The total value of the tickets sold should not exceed £20,000
• If alcoholic drink is to be a prize the local police need to be contacted for guidance
on any liquor licensing law implications
If, due to unforeseen circumstances, it is not possible to draw the lottery on the date
printed on the ticket, please contact the Charity immediately.
Under licensing regulations the Charity must complete a Lottery Returns Form. In
order for the Charity Team to do this accurately, after your raffle you must provide
the Charity with the following information:
• Numbers of tickets issued to each point of sale: details of tickets returned unsold,
and not returned (together with brief reason for the failure to return unsold tickets)
• Details of all expenses, together with relevant invoices
• Details of the major prizes together with relevant invoices, if prizes are bought, and
approximate value if prizes are donated, including VAT
• Details of winners and winning ticket

Planning a fundraising event
Before deciding anything you will need to consider the following things:
What format do you want for your event?
Eg Sit down dinner with entertainment (comedian / after dinner speaker)
Buffet with music and dancing
Dinner with an auction
Will you need a master of ceremonies / host?
This can sometimes be incorporated into your entertainment.
What type of event do you want to hold?
Do you want a themed night? (This may incur a cost and require a third party to
help organise it.)
How big do you want your event to be?
This will have an effect on the types of venue you consider.
Take into consideration how you will market the event - selling tickets is not an
easy thing to do.
How much do you want your guests to pay?
What will you include in the price, eg three course dinner with drinks, or without?
People like to think they are getting value for money.
Will you be looking to attract sponsorship for the event?
This will help with costs - but will mean that you will need to consider what you
offer your sponsor in return for their support (eg Branding at the event and on all
event material, a free table, name checks during the evening.)
Once you’ve decided on the type of event you want to hold, you’ll need to look at
venues and get quotes for the specific package you require. Make sure there are
no hidden extras – eg be clear on whether or not VAT is included in the quotes you
receive.

Create an expense and income spreadsheet so you can keep up to date with outgoings. You will need to consider everything. Then you be able to set a price for
your tickets.
E.g Meal per person - £30 x 300 people = £3,000
Wine per person - £15 x 300 people = £4,500
Table decorations = £300
Band and Host = £500
Overall costs = £8,300 ÷ 300 (guests) = £27.67 + £10
(for charity) = ticket sales = £37.67 per person
If it’s easier set up a specific bank account so you can keep everything separate.
Create an event plan – usually 3/6 months in advance of the event – depending
on the type of event.
Always set clear milestones for marketing and ticket sales – e.g. print deadlines for
ticket and marketing designs, how, when and where will the event be promoted,
when tickets will go on sale, what is the cut-off date for ticket sales and what is the
minimum you will need to sell to make a profit.
Fundraising
There are two ways you can make money for a charity by hosting an event. You
could add a nominal amount on top of the ticket price – anything above the basic
costs of the event can be donated to the charity.
Alternatively you can donate all the proceeds from an auction or raffle to the charity.
A combination of both is best.
On the night the Charity team will be able to assist with raffles and auctions.

1. Choose an event to hold or get involved in

If you don’t want to plan your event, you can join in with any of the Charity’s
existing events such as our challenge events, running events, pink parties or our
annual walk.
2. Fill in a registration form
We have enclosed a fundraising registration form for you to complete and return
so we know how best we can help you.
3. Let us know what you need
Included in your fundraising pack is merchandise and loan materials order form
for items such as posters, T-shirts, banners and stickers. If you need anything else
such as advice on how to make the most of your event, including how to run a
raffle or auction, then please contact the Charity team as we have lots of fact
sheets available to help you. Our PR Officer can also help promote your event by
writing a press release about your fundraising for local media.
4. Let us know how it went
After all the hard work is over and your event has been a success send us any
stories and photos. Your support means a lot to us and we’d love to feature you
in our newsletter or on our website.
5. Let us have the money you raised

Please send in the money you have raised as soon as possible and don’t forget UK
taxpayers can increase their support by 25p for every £1 donated just by ticking
the Gift Aid column on a sponsor form or completing a Gift Aid declaration form.
We can accept donations by cheque, charity voucher, cash or card. Please note
though that cash can only be accepted in person. We can even
arrange for a cheque presentation photo to be taken for you.
6. Keep in touch
Let us add your name to our mailing list so we can keep you up
to date with details of our fundraising and activities or simply
start all over again and become one of our regular fundraisers!

R Charity is the working name for the Royal Liverpool and Broadgreen Hospital Charitable
Funds and aims to raise charitable income to help enhance and improve the quality of patient
care and services for patients and their families. With construction of the new Royal Hospital
now underway, R Charity has launched its new fundraising appeal, to help provide the very
best facilities at the new hospital and provide the ‘icing on the cake’ for our patients, their
families and our invaluable staff, above and beyond what can be paid for by NHS funds.
Each year thousands of people make donations to, or fundraise for, one of our many
specialist medical departments. It provides nurses, doctors and other health professionals
the means to improve, extend or innovate their work.
Charitable giving is also the lifeblood for many medical and surgical research programmes,
ensuring that people continue to receive the best treatment, care and support available.
We provide a wide variety of specialist services which help treat an even wider range of
medical conditions
Our shopping list….
Critical care: Single Room - £34,000 per room
The Critical Care Directorate looks after some of the most unwell patients in the
hospital and the New Royal unit will provide single bedrooms for patients offering
them the very best facilitates. We are lucky enough to have 40 new bedrooms at
the new Royal and need to raise funds for the following things:
• £20,000- Ventilator
• £7,000- Specialist bed
• £7,000 vital signs monitor

Renal Unit
The new Renal Unit will provide a comfortable and relaxing environment for people
having dialysis. We need to raise funds for 33 machines at a cost of £14,000 per
machine.
Bone Marrow Transplant Unit
For some patients, a transplant may offer the best chance of cure for their leukaemia,
lymphoma or myeloma.
The New Bone Marrow Unit will be a state of the art unit at the New Royal Hospital
and the private en suite rooms will offer the very best facilities for all patients. Each
of the 8 BMT rooms will be kitted out with a TV, at a cost of £300 each.
Teenage Young Adults Unit
This fantastic new Unit will provide a home from home for young people who need
treating at the new Royal. The Unit will not only have individual bedrooms but also
a games, computer and study room so that our younger patients have a relaxed
environment to stay in while they are being treated.

Breast Care Mammography Unit
Breast Screening (Mammography) is an x-ray examination of the breasts and is a
method of finding breast cancer at a very early stage. With 1 in 9 women being
diagnosed with Breast cancer in their lifetime, it is vital that detection is early so we
can treat and cure the cancer.
As part of our New Royal appeal we are raising funds for a scanner and
mammography unit for the new Royal. The total cost of this Unit is:
• Imaging chair - £2,000
• Scanner- £65,000
• Mammography Unit - £230,000
Guidance for Volunteers and Authorised
Fundraisers forming a ‘Friends of the
Charity’ Committee
R Charity is keen to build a network of fundraising committees within the North West region.
Such committees will be known as Friends of Royal. Each committee will have one main
point of contact from the charity who will be able to advise and guide the group.
Committees will be encouraged to become as active as possible in order to maximise
the support they are able to offer to the Charity. An active committee will generate
lots of fundraising ideas and will foster a can-do attitude.
The key role of any Friends of the Charity committee is to represent the Charity and
act on its behalf in the area local to the committee. A committee will also organise
fundraising events within their local area; site and service collection boxes in local
shops and pubs; act as the local point of contact for the Charity and attend local
events or presentations on behalf of the Charity to accept donations.
There are three key roles in any fundraising committee, that of Chairperson, Secretary
and Treasurer. A committee can exist with just these three officers however it is often
beneficial to elect other officers to the committee – for example Vice-Chair, Events
Secretary.
The election of the committee and its officers should take place at the first meeting
and we advise that the committee hold an annual general meeting every twelve
months thereafter. You charity representative will attend the annual general meeting
and should be invited to other committee meetings where appropriate throughout the
year. The Charity recommends that each committee meet quarterly as a minimum.
The committee should ensure that the Charity are sent copies of minutes from all
meetings, regardless of whether or not (s)he has been in attendance.

The committee must also ensure that all financial records are maintained and an
income and expenditure report should be submitted to the Charity at the end of each
financial year.
Explanation of the Key Seats of Office
The Chairperson has overall control of the committee or group. They keep meetings
in order and act as the main spokesperson for the committee in the local area.
The Secretary is responsible for the committee’s administration. They take minutes at
all meetings and issue these to the other committee members and the Community
and Events Fundraising Officer. The Secretary also deals with and files all letters
received or issued by the committee and maintains the committee’s membership list.
The Treasurer is responsible for the committee’s bank account. They are responsible
for ensuring that all monies raised and collected by the committee are banked and
maintains the committee’s financial records.

Sponsored events
Sponsored events are great fundraisers. Details below are some of the regulations governing
sponsorship, as well as some tips and ideas to help your sponsorship grow.
Collecting sponsors
It may surprise you to know that it is illegal to go door-to-door or stand outside
a shop asking for sponsors without prior permission (i.e. from the shop owner).
At work or in your own home you can freely ask for sponsors, though it may be
advisable to check first with your manager.
Collecting promised money
Some people find it awkward asking sponsors for the money they pledged, but
there are a couple of things you can do to make this easier:
1 Clearly state the date by which you want sponsorship monies paid. By doing this
sponsors are made aware of the fact that you will be contacting them soon.
2 Arrange to collect sponsorship monies as soon as possible after the event, while
the event is fresh in peoples’ minds and while you are still motivated. By delaying
the collection of promised money, you will make the task of approaching people
for the money harder on yourself.
