New triple circuit towers take shape and wire is strung through Southern California’s Green
Valley as the Barren Ridge Renewable Transmission Team nears completion of Outage #2.
O
n Transmission projects, many stakeholders are affected by an outage,
but the stakes run especially high for the power provider and the
contractor. We’re happy to report the recent successful completion of
Outage #2 on the Barren Ridge Renewable Transmission Project for the Los
Angeles Department of Water and Power (LADWP). This was no mean feat, given that the 61-mile alignment of double and
triple circuit 230kV conductor had to cross roughly 20 miles of mountainous terrain, each tower (up to 190 feet tall) designed
and constructed to its own pitch on small, carefully tended foundations built primarily off a network of narrow dirt roads
serving existing lines in the area. Where the EPC project required new roads, a single rain event (rare yet powerful these
days) could result in a full day’s reconstruction before the string of pickups, stringing equipment, cranes and water trucks
could again snake up the mountains from Santa Clarita, California. The environmental care taken to bring an anticipated
1,100 MW of renewable energy to the Los Angeles market from solar and wind farms now fanning across the Mojave Desert
is significant. Tens of thousands of feet of straw wattles and vast quantities of silt fence have been placed as crews work
their way from foundation, to tower erection to stringing along the alignment. Project completion is slated for October 2016.

most recently in 2015.
O
ur Blue Lake Expansion Project Team was honored on March 10 to have
Blue Lake named the Associated General Contractors of America’s “most
impressive construction project of 2015,” earning the nation’s Grand Award at
the AGC’s annual awards ceremony held this year in San Antonio, Texas. Selected by a
jury of peers, the Blue Lake Project also received the AGC’s Alliant Build America best
project in the Federal and Heavy Renovation category and a Merit Award for Partnering
Excellence. In addition, Barnard, in a joint venture with D.A. Collins Construction Co.,
Inc., won the AGC Alliant Best Project in the Utility Infrastructure Renovation category for
the Gilboa Dam and Associated Facilities Reconstruction Project. We’d like to thank
all stakeholders on both projects for the support, cooperation, insistence on quality, and
attention to safety they offered throughout the course of these challenging projects.
Replacing Pipe – Working with Neighborhoods
T
here are times when a town’s
network of more recently
constructed underground utilities
presents such a challenging web to
safely work around that horizontal
directional drilling (HDD) becomes
the method of choice in placing new
gas pipeline segments. Such has
been the case recently for Barnard’s
project in the small Northern California
community of Live Oak. For several
months, one of our Pacific Gas and Crews working in the Live Oak community in Northern California.
Electric Company (PG&E) Gas Transmission Construction Alliance crews has been working
through Live Oak’s residential neighborhoods, scheduling around school hours and rush hours
on busy California Hwy 99, which cuts through the middle of town. The longest HDD segment
of 8-inch ID pipe placed was 1,000 LF. Pictured above, the 460 LF welded and coated pipe
segment is being jeeped prior to pull-back that will cross under Hwy 99. Brotherton Pipeline,
Inc. performed the HDD drilling, G&C/APS Joint Venture provided the local skilled labor and
Traffic Management Inc. (TMI) was instrumental in working with traffic control and fostering
good neighbor relations. This is one of 11 projects Barnard has underway with PG&E at present.

Lake Mead L3PS Access Shaft and Well Sinking Underway
A recent dawn at the Lake Mead Intake
No. 3 Low Lake Level Pumping Station
(L3PS) Project shows progress in drilling and
placing 35-ft. well casings for the first 10 of
the 34-each, 500-ft.-deep wells that will house
submersible pumps. On the left, the location
of the 26-ft.-finished-diameter access shaft
is evidenced by the shaft headframe and the
shaft cover it stands over. Currently, our shaft
excavation has reached 130 ft. deep, nearly all
of which has been concrete lined. The 525-ft.deep shaft will provide access for construction
of a forebay beneath the wells. This Southern
Nevada Water Authority project, designed by
MW/Hill A Joint Venture, also includes an
above-ground pumping station, still in the
design phase. Barnard is also participating in
this phase through a CMAR Pre-construction
Services contract.
