1. INTRODUCTIONS AND RECOGNITION OF TRADITIONAL TERRITORIES
That Chair welcomes members of the public and recognized the traditional territories of the Musqueam,
Squamish and Tsleil-Waututh peoples.

3. PUBLIC COMMENT PERIOD
The BC Retired Teachers’ Association spoke to their disappointment on the denial of an Educator
Emeritus designation.
4. AMENDMENTS TO THE BC TEACHERS’ COUNCIL MEETING RULES
Council member Whiteaker proposed changes to the meeting rules pertaining to the voting procedures
regarding the Election of Chair and Vice Chair.

5. BCTC INTRODUCTION TO ANALYSIS OF RAW DATA
Following the introduction, Council members broke into 4 small groups to discuss the feedback provided
by stakeholders.
6. REPORT OUT: WORK WITH THE ASSOCIATION OF BC DEANS OF EDUCATION
See update attached.
7. REPORT OUT: BCTC ANALYSIS OF RAW DATA
Council discussed themes identified in the stakeholder data. This work will continue tomorrow.

Council members broke into 4 small groups to discuss the themes identified in the raw data yesterday,
and how this will impact their work going forward.
5. REPORT OUT: BCTC WORK PLAN FOR APRIL

That staff be requested to develop for the next meeting possible models for maintenance review of teacher
education programs.

APPENDICES #1: Ann Whiteaker’s Proposed Amendments to the BCTC Meeting Rules
The Council shall elect a Chair and Vice Chair annually at the first meeting after May 1st.
Policy for Electing BCTC Chair and Vice Chair

The non-voting member of the Council or Commissioner shall act as Election Officer.
Election for Chair will be followed by the election of Vice Chair.
Nominations shall be called for from the floor three times by the Election Officer.
Nominations will become valid only after the nominee accepts the nomination.
If only one person accepts the nomination for the position the nominee shall be acclaimed.
When two or more nominees accept the nomination for a position election shall occur by secret
ballot.
7. Candidates shall be provided the opportunity to speak to the Council for no more than 3 minutes
to present their skills, knowledge and attributes which will support the council in the desired
position.
8. The successful candidate must receive 50% plus 1of the votes cast to be successful. If this is not
reached the lowest polling candidate shall be dropped off the ballot and subsequent voting shall
occur until a successful candidate is selected.
Election Voting Procedures
1. Staff will distribute one ballot per voting council member.
2. The Election Officer shall instruct Councillors to cast their ballot. Council members attending the
meeting electronically, by phone or other means will be provided a secure address and password
to cast their vote. It is the responsibility of the Councillor unable to attend in person to advise
staff 24 hours in advance of voting to ensure these options are in place and available. Only
Council members who are present in person or through electronic means for the full process will
be entitled to vote.
3. Staff shall collect the ballots and receive any electronic ballots.
4. The Election Officer shall call voting closed.
5. The Election Officer will oversee the count of ballots conducted by staff.
6. The Election Officer shall report the election results to the council.
7. Upon completion of the election process a motion will be made by the Council to destroy the
ballots.
8. The successfully elected candidates shall hold the position until the 1st meeting after the following
May1st.

APPENDICES #2: Update on the work with the Association of BC Deans of Education
At the last meeting Council requested an update on the work the TRB has been doing with the
Association of Deans of Education regarding teacher education program reviews.
Under the Teachers Act the former Memorandum of Understanding and the Codicil setting out the
principles and processes by which teacher education programs would be assessed against the standards
for review and approval purposes were not continued.
The Act did however continue the criteria on which a program approval would be based until such time
as the Council establishes teacher education program approval standards under section 13(a) of the Act.
To aid in the development of a new review process by which to assess the teacher education programs in
the province Ministry of Education staff, Ministry of Advanced Education staff and the Deans have met
regularly over the course of the last two years.
To date the group has:
 Reviewed the legislative landscape to better understand the intersection of the various statutory
authorities;
 Discussed the roles and responsibilities of the various organizations;
 Identified existing data that could inform the process; and
 Developed a set of draft guiding principles, which could serve as the foundation on which a
review process would be based.
The six high level draft guiding principles are as follows:
1.
Appropriate and efficient use of resources: this would require the coordination and alignment of review
processes where possible to maximize efficiency and effectiveness.
2.
Robust evaluation of outputs as they relate to the attainment of standards: This would involve ascertaining
whether students learn what is required to meet certification standards?
3.
Differentiated review processes : this would see a different review process depending on the development
stage of a program (ie. an initial review - for new programs, a maintenance review - for existing programs, or
an exception review - on an as needed basis)
4.
Recognizing individuality and distinctiveness: assessment and review processes to recognize the diversity of
TEPs in BC.
5.
Evidence-based: review and evaluation based on mutually agreed upon evidence and data.
6.
Continuous Refinement and feedback: review processes should be flexible and adaptable to changing needs
and requirements.
There was general agreement by the ABCDE that the draft principles were appropriate and formed a good
foundation to guide teacher education program review process(es).
The subcommittee identified 3 types of potential reviews – initial (for new programs) – maintenance (for
existing programs to keep regulator informed and support continuous improvement) – and exceptional
reviews (when significant program concerns are raised). The ABCDE recommend that Council adopt the
guiding principles and focus next on the establishment of a maintenance review as there are no pending
applications for a new teacher education program on the horizon.
