Trustees have made comments that this training and guidance was very beneficial to their positions. Since that initial training, the District has elected a new trustee and a new Superintendent and Secretary Treasurer have been hired. Over the course of this calendar year, the Board of Education has discussed bringing Eli Mina, to the school district to provide additional leadership training for trustees and district staff in governance and to assist in a board self review process. ABOUT THE ACT The Financial Disclosure Act requires that the following people make disclosures of assets, debts and sources of income: • A nominee for election to provincial or local government* office, as a school trustee, or as a director of a francophone education authority. • An elected local government official. • An elected school trustee, or director of a francophone education authority. • An employee designated by a local government, francophone education authority or board of a school district. • A public employee designated by the Lieutenant Governor in Council. *(“local government” includes municipalities, regional districts, and the Islands Trust.) You must submit your completed disclosure form with your nomination papers to the Chief Electoral Officer or your District Electoral Officer. If you are elected, you will have further disclosure obligations under the Members' Conflict of Interest Act. FREQUENTLY ASKED QUESTIONS Q. Do I need to list mutual fund investments? A. The Financial Disclosure Act was written many years ago and does not specifically address mutual fund investments. If you own mutual funds which do not contain corporate shares or interests in land located in British Columbia, you are not required to disclose your investment. If you own mutual funds which do contain corporate shares or interests in land located in British Columbia, your investment should be disclosed either as trusts (if applicable) or to comply with the spirit of the legislation. Q. Do I need to list investments held in my RRSPs? A. It depends on the type of investments you hold in your RRSPs. If you hold corporate shares or interests in land located in British Columbia in an RRSP, those investments must be disclosed to the same extent as if you held those investments outside an RRSP. However, if you hold in an RRSP investments which would not be disclosable if you held them directly (e.g. term deposits or GICs), they do not become disclosable because they are held in an RRSP. Q. Do I need to list credit card debt for other than ordinary household or personal living expenses? A. Yes, credit card companies for which you owe a debt for other than ordinary household or personal living expenses must be disclosed. Q. Do I need to provide information about land holdings outside the province? A. No, unless the land holdings are owned by a corporation in which you individually (including through a trustee), or with family members, own shares (other than by way of security) carrying more than 30% of votes for electing directors. Q. What happens if I forget to include something on my form? A. As a nominee for election to provincial office you are required by law to submit a complete disclosure form with your nomination papers. If you have forgotten to include something on your form, you should submit a supplement to your filed disclosure form or complete a new disclosure form and submit to the Chief Electoral Officer as soon as possible. Q. Who will have access to the information on my disclosure form? A. Your statement of disclosure form will be available for public inspection during normal business hours. Q. How long is the information kept on file? A. Elections BC keeps a copy of the information for one year. Following the close of nominations, the original form is sent to the Clerk of the Legislative Assembly (the disclosure clerk for provincial nominees) and it is kept indefinitely. FURTHER INFORMATION? Committee Motions - Recommend vs. Consider - Mark Thiessen Superintendent of Schools Superintendent Mark Thiessen addressed the committee regarding the use of “consider” rather than “recommend” in committee motions. At the 05 November 2013 Education Committee meeting, on behalf of the CCTA stakeholder group, there was concern brought forward regarding changing the wording in motions from “recommend” to “concern”. The Board of Education discussed using the word “consider” rather than “recommend” in motions to bring attention to the Board of Education having the final say in decisions. Committees of the Board will continue to use the word “consider” in their recommended motions on agendas, but if the committee wishes to change the wording to “recommend” on a motion, they are free to do so. 4. School District/School Programs and Innovations 4.1. Healthy Schools - Healthy Students - District Vice Principal, Jan Fichtner Trustee Austin will report back to the Board on this item. Ms. Fichtner presented a PowerPoint presentation to the committee (attached). She talked about the distinct shift around food in schools over the years. She answered questions from the committee, explaining the Salad Bar Program starting as a “user pay” program and expanding from this. She talked about schools ensuring food is available to all students. Ms. Fichtner also answered questions about how the food programs work in conjunction with school cafeterias and unions. She talked about the increased need among students, with this being evident at community Food Banks also. Ms. Fichtner addressed CommunityLINKS funding questions and expressed hope that the program will continue. 142 Ms. Fichtner will be presenting information from other district schools throughout the year at the Education Committee. 5.1. TRU Health Care Assistant Certificate Update - Rhonda McCreight, Regional Coordinator (taken out of order) Trustee Boehm will report back to the Board on this item. Rhonda introduced herself and talked briefly about the Care Aid Program TRU has been offering for many years. TRU has recently partnered with School District No. 27. There are 22 seats in the program with 5 offered to School District No. 27 high school students. To date, 4 seats have been filled and the 5th is currently being assessed. The program begins in February. Hannah Purdy, a student from Lake City Secondary, introduced herself and told the group why she is taking the program. She expressed that this is a great opportunity. It will provide her with a great educational base with good job opportunities in the future. Gordon Armour, Coordinator of Career Programs, explained to the group that all of the students are from Lake City Secondary; there had not been any interest from Peter Skene Ogden. He explained that there may be an option of delivering the program in 100 Mile House next year. He told the committee that this is a dual credit program and that upon completion, students will have both a High School Diploma and a Health Care Certificate. The program is 28 credits and 28 weeks long, ending in July 2014. Student, Hannah Purdy, told the committee that following the program she would like to work as a Care Aid as she works towards further education. One of the benefits of the program is that it latters into other opportunities. A discussion followed with Mr. Armour answering questions from the committee regarding both the TRU Health Care program and trades programs offered within the district and in BC. There was discussion about the pros and cons of younger students selecting trades as a possibility and their need to know all of their options in order to make intelligent decisions. Jan Fichtner left the meeting at 4:26 pm Gordon Armour, Rhonda McCreight, and Hannah Purdy left the meeting at 4:29 pm 4. School District/School Programs and Innovations 143 4.2. Lake City Secondary - Williams Lake Campus, Education Tour of Ireland and Scotland - Julia Jack and Sharon Smith Trustee Austin will report back to the Board on this item. Retired teacher, Sharon Smith talked to the group about the educational aspect of the tour of Ireland and Scotland. She explained that EF Educational Tours is a very large and experienced tour company. Julia Jack will be working with Ms. Smith to learn more about what is involved in offering these types of opportunities to students in the future. Ms. Jack plans to take on the role of organizing trips in the future. In the future Ms. Jack would like to offer 1 school trip each year, alternating between summer and winter trips. Ms. Smith and Ms. Jack answered questions from the committee. They stated that the trips are for students in grades 10 through 12 although this is looked at on an individual basis. They told the group that trips are open to parents, family, and friends but the organizers are open to others participating as this is an excellent opportunity. Mr. Thiessen expressed his appreciation to Ms. Jack, and to retired teacher Ms. Smith for the many trips she has taken students on over the years. List of Pros and Cons: Pros: Great opportunity for students, both in planning the trip and during the trip Educational focus of the trip Advertising the tip early lets students plan for the cost Fund raising at the school to help with costs Enrich student’s lives EF Tours manages all of the financial pieces of planning the trip Having students in grades 10 -12 attend gives younger students something to look forward to Cons: Opening the trip up to public participation could be a concern E 2013.12.03 – 3 It was moved and duly seconded: THAT the Education Committee advise the Board of Education to consider the Lake City Secondary out-of-country educational tour of Ireland and Scotland, scheduled for March 2015, with attention given to the list of pros and cons, as discussed at the 03 December 2013 Education Committee Meeting. CARRIED 144 4.3. Superintendent's Report on Student Achievement - Mark Thiessen Superintendent Thiessen will report to the Board on this item. Superintendent Mark Thiessen presented key pieces of the Superintendent’s Report on Student Achievement 2013/14 (attached) to the committee. He emphasised the importance of looking at the report long-term with attention to the changes over the years. He also pointed out how the data can be misleading when it is given in percentages, and not the actual number of students being referenced. Mr. Thiessen answered questions from the committee. There was discussion whether both Moodle and the success of students coming into Williams Lake for high school may play roles in School District No. 27 statistics. E 2013.12.03 – 4 It was moved and duly seconded: THAT the Education Committee advise the Board of Education to consider the Superintendent’s Report on Achievement as presented at the 03 December 2013 Education Committee Meeting. CARRIED 4. School District/School Programs and Innovations 4.4. Student Trustee Trustee Boehm will report back to the Board on this item. Trustee Boehm talked to the committee about student trustees in other parts of Canada. She expressed to the committee that student trustees bring a different voice to the Board of Education while representing students. Currently there are two districts in the province with student trustees. Following is a list of suggestions for consideration in creating the new district policy on Student Trustees. Suggestions: Rolls of the trustee – Come to all Open Board Meetings Have a say but not a vote Position would be considered part of work experience Student voice on the Board of Education How chosen – Grade – 10 to 12 145 Voted in by peers - speak back to students through student leaders (Student Leadership or Student Council) Students who can take time off to go to meetings Length of term – 1 year – (1 meeting a month approximately) Although every semester Leadership Class changes, the student trustee would have to remain a trustee for the entire year term. There must be clear expectations Student must know their timetable before they put their name forward Number of trustees within the district – 2 trustees – one from the north and one from the south. The importance of 2 trustees for support of each other is important. Further research was requested by referring to SD27's harassment policy and how to deal with instances when the senior management is involved. District staff was asked to seek more information from the Auditor General’s Office regarding samples (perhaps from the Carver model) and to review models implemented by RCMP and Interior Health. This information will be brought to the next meeting. 3.3.5. New Policies Trustee Guenther reported that she is representing the Northern Interior Branch on the BCSTA working group regarding conflict of interest. This work could have impact on both policies (Trustee Code of Conduct and Conflict of Interest). The next meeting of this working group is November 25. 5.
