The Constitution is the foundation of our government. It is the document that creates our government. Article 1 Section 1 Legislate means to make laws!!! All legislative powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives. Impeach means to be charged with a crime. Step 1- House of Representatives votes to accuse president of a crime The House of Representatives was considered the most democratic part of the government Step 2- Senate holds a trial and votes on guilt. 2/3’s of the Senate is required to find guilt Veto • Veto- to vote down They represent the people’s will and were the Only branch elected by the people Legislative Branch 1- Lay and collect taxes 2-Borrow money on the credit of the United States 3- Regulate Commerce 4- Establish rules for naturalization • After a presidential veto, 2/3’s of both the House and Senate must vote to override (how immigrants become citizens) 5-Coin money and regulate its value 7-Establish post offices 11- Declare War 12-Raise and support armies 13- Provide and maintain a navy 18- Make laws that are necessary and proper Elastic Clause Congress has the ability to exercise power or create laws not specifically mentioned in the Constitution. This can only be used when Congress feels that it is “necessary or proper”
