Emergency Procedures
In the event of an incident that involves personal injury or severe illness,
or where the boat is in danger and needs assistance, crews should
contact Solent Coastguard on VHF Channel 16 or 67 (or by telephone
via 999). The Coastguard will then initiate the appropriate action.
Emergency Landing: Vessels should land casualties at Trinity Landing
off the Parade, unless otherwise directed. This location provides the
shortest route to the casualty unit at St Mary’s Hospital, Newport, and
normally allows easy access for vehicles.
Do not land casualties at the Island Sailing Club pontoon. On Friday
8 August, from about 1800 onwards, the Parade gets too busy for
ambulance access, so casualties should be landed on the Red Funnel
pontoon at Town Quay instead.
First Aid Facilities are located at the Regatta Centre, Cowes Yacht
Haven, and Cowes Medical Centre on Newport Road. On the Isle of
Wight, in addition to the normal national 999 telephone number, there
is a free number for urgent but non-emergency calls to the NHS, this
being 111.
This number gets you through to the same call-centre as does a 999
call, but initiates a more detailed Q&A to determine the level and type
of support that is required. You may be advised to call NHS Direct, the
current mainland non-emergency advice service on 0845 46 47.

GENERAL
B2.7
The Organising Authority is Cowes Week Limited (CWL) from
which the Race Committee is formed.
Times shown in these Sailing Instructions are British Summer
Time (UTC +1 hour).
A minimum of two boats shall start for a race to be valid. This
changes RRS 90.3(a).
Official boats will be identified by the display of Regatta
dodger(s) in the guardrails and/or a Regatta pennant.
Boats in the Artemis Challenge on Thursday 7 August will be
issued with their own Sailing Instructions by OCSport which is
the organising authority for their race.
Trash disposal
a. RRS 55 is modified in that material used to band spinnakers
shall not be considered to be trash for the purposes of this Rule.
b. Protests against alleged infringements of Rule 55 may be
brought only by the Race Committee or Protest Committee.
This changes RRS 60.
B2 RULES & SAFETY REGULATIONS

Racing will be governed by the rules as defined in the RRS.
Royal Yachting Association (RYA) Prescriptions shall apply. The
relevant RYA Prescriptions are shown on page 12.
Corrected times for boats racing under a rating system will be
calculated to the nearest whole second.
No anchor shall be carried forward of the stem or with any part
of it outboard, except when anchoring.
Safety regulations
Boats shall comply with the current ISAF Offshore Special
Regulations for Category 4 Monohulls or Multihulls (as
appropriate) except that:
a. Any boats that do not comply fully with the requirements
may apply to CWL for written dispensation from specified
parts of the regulations. Such requests must normally
be made by 1700 on Friday 25 July in order to allow due
consideration to be given to the request.
b. Changing paragraph 5.01.1(a)ii and 5.01.1(c), the use of
lifejackets manufactured since 1st January 2012 that do
not have integral safety harnesses and/or safety lights is
allowed.

Sunsail sail plan
For boats in the Sunsail class, Sunsail UK will decide on the
allowable sail plan for each day of racing. This sail plan will be
displayed on the Sunsail Noticeboard at Cowes Yacht Haven
by 0900 each day.
Personal flotation devices (changes RRS 40)
a. If the wearing of personal flotation devices is to be
mandatory for boats in a Black Group class then code flag
Y will be displayed at the appropriate start line, from the
warning signal of the class concerned until its start.
b. If code flag Y has been displayed as described in B2.7(a)
then lifejackets shall be worn by all crew members while on
deck or in the cockpit, in such a way as to be clearly visible
to other boats and to the Race Committee.

All boats shall carry a marine band VHF transceiver.
Marine band VHF channels to be used are listed in Table 1.
Cowes Radio (87.7 FM)
a. Cowes Radio may repeat official transmissions and other
information.
b. These broadcasts are not official transmissions and any
errors or omissions shall not be grounds for redress.
B4 REGISTRATION & SKIPPERS’ BRIEFING
B4.1
All entrants (or their representatives) shall complete
registration in person at the Regatta Centre before the end of
their protest time limit on their first day of racing.
B4.2
There will be a skippers’ briefing at 1930 on Friday 1 August
at the Events Centre at Cowes Yacht Haven. There will be a
separate briefing for Sunsail skippers at 1730 and they are not
required to attend the later general briefing although they are
welcome to do so.
One or two representatives from each Black Group boat are
encouraged to attend. As well as highlighting those areas where
it is known that competitors often incur unnecessary penalties
and explaining some of the complexities inherent in the Regatta,
this briefing will also deal with many safety issues.

ADVERTISING
Boats in one-design classes shall comply with the advertising
limitations determined by their class association.
Except as above, boats may advertise in accordance with ISAF
Regulation 20.
B6 CREW LIMITATIONS & CREW LISTS
B6.1
Emergency contact and crew lists
Before the first race is sailed, all boats shall lodge on the
Official Website:
a. A crew-list of all the people expected to race on the boat
together with their email addresses that shall, so far as
possible, be up to date and complete at the start of the
Regatta.

Channel 02 is used by the Race Committee (callsigns ‘Castle One’ and ‘Castle Two’):
a. To broadcast time checks together with the number of the latest Sailing Instruction amendment (at approximately
0900, 0930 and 1000), starting signals and course information, to boats starting either on the Bramble Start Line or
on the RYS Start Line.
b. To broadcast general announcements after the starting sequence to all Black Group competitors, regardless of which
start line they were on, about such things as shortening of courses, changes of finish lines, time limit extensions etc.
VHF 22
Channel 22 is used by the Race Committee on the Black Group Committee Boat Start Line (normal callsigns ‘Twin Wakes’
and ‘Gemini Breeze’) to broadcast time checks together with the number of the latest Sailing Instruction amendment
(at approximately 0930, 1000 and 1030), starting signals and course information, to boats starting on the Black Group
Committee Boat line.
VHF 77
Channel 77 should be used by competitors to communicate with the Race Committee (callsign ‘Castle One’), including
informing the Race Committee of their retirement.
02 and 22 are international duplex channels being used in simplex mode. The Race Committee will not be able to hear transmissions made by
competitors on these channels.

b. The name and contact details of a person who will not
be sailing on the boat and who can be contacted in an
emergency. This person shall have and maintain details
(including their names and ages) of all crew members
racing on board the boat each day and contact details of
each crew’s next of kin.
Crew limitations
Except as detailed below, there shall be no restrictions on crew
numbers or crew changes during the Regatta. IRC Rule 22.4.2
shall not apply.
a. Boats in one-design classes shall comply with their class
crew limitations.
b. Note that the J/109 and Sigma 38 crew limitations have
been altered by their class associations to allow a maximum
of 10 crew with no weight limit.
c. J/111 crew weight restrictions will not apply.
d. Accredited journalists, photographers or cameramen who
are not regular crew members may join and/or leave a boat
at any time and by any means so long as their doing so does
not directly affect another competitor and they play no
part in the racing of the boat. This changes RRS 47.2.
PENALTY SYSTEM
Time penalties
a. RRS 44 will not apply.
b. A boat that may have broken a rule of Part 2 of the RRS,
or RRS 31, or any part of B16 may take a time penalty of
1% of her elapsed time unless she gained a significant
advantage in the race or series, or caused injury or serious
damage to another boat that is racing, in which case she
shall retire.
c. When in the same incident a boat has broken both a rule of
Part 2 and also touched a mark, she need take one penalty only.
A boat taking a time penalty in accordance with B7.1 shall:
a. Display a yellow flag continuously from the first reasonable
opportunity after the incident until 5 minutes after
finishing.
b. Draw attention to the flag as she is finishing.
c. Report in person at the Regatta Centre that she is taking one
or more time penalties and identify the boat(s) infringed
against (or mark(s) touched or navigation restriction
infringed) to the Protest Committee within her protest time
limit (see B28.1). This report shall be on the form available
at the Regatta Centre.
d. If a boat displays a yellow flag while racing, she shall comply
with all parts of B7.2.
Prior to a hearing, a boat that has not already accepted a
penalty in accordance with B7.1 and B7.2, may acknowledge an
infringement of a rule of Part 2 of the RRS or RRS 31 or B16. She
will receive a penalty of 3% of her elapsed time.
A boat that accepts a time penalty may protest with respect to
the same incident, but her penalty will not be reduced.
A boat that takes a time penalty shall not be penalised further
with respect to the same incident unless she failed to retire
when B7.1 required her to do so.
Z flag rule (replaces RRS 30.2)
a. If code flag Z has been displayed at the preparatory signal,
no part of a boat’s hull, crew or equipment shall be on the
course side of the start line or its extensions during the last
minute before her starting signal.
b. If a boat breaks this rule and is identified by the Race
Committee, she shall receive, without a hearing, a penalty
of 3% of her elapsed time, but not if the race is postponed
or abandoned before the starting signal or restarted or
resailed.
Black flag rule (replaces RRS 30.3)
a. If a black flag has been displayed at the preparatory signal,
no part of a boat’s hull, crew or equipment shall be on the
course side of the start line or its extensions during the last
minute before her starting signal.
b. If a boat breaks this rule and is identified by the Race
Committee, she shall be disqualified without a hearing,
but not if the race is postponed or abandoned before the
starting signal or restarted or resailed.
c. Not sooner than one minute after the start signal, the
Race Committee will endeavour to inform competitors of
their disqualification on VHF (see Table 1 for the channels
to be used on each start line) but failure to do so will not
constitute grounds for redress from the penalty.
B7.8 The application of a time penalty shall not cause a boat to be
scored as having finished outside the time limit.
B7.9 The level of penalties (other than those penalties specifically
defined in these Sailing Instructions) for infringements of rules
shall be at the discretion of the Protest Committee and may be
disqualification, a time penalty or a warning with no penalty.
This changes RRS 64.1.
B7.10 Where these Sailing Instructions allow the Race Committee or
Protest Committee to penalise a boat without a hearing, the
competitor shall nonetheless be entitled to a hearing upon
request. However the level of penalty following a hearing may
be more severe than that initially imposed.
B8 EQUIPMENT INSPECTION
B8.1
B8.2
Officials from the Race Committee may inspect boats at any
time during the Regatta.
A boat that is found to be in contravention of the safety
regulations or class rules or fails to comply with any reasonable
request of an official scrutineer may be protested by the Race
Committee.
B9 NOTICES TO COMPETITORS
Notices to competitors will be posted on the Official Notice
Board located at the Regatta Centre in the window by the main
doorway. (Sunsail boats also note B2.6).
B10 AMENDMENTS TO SAILING INSTRUCTIONS
OR SCHEDULE
B10.1 Amendments to the Sailing Instructions or schedule of
races
a. Amendments will be posted not later than 0830 each day
except that any change to the schedule will be posted by
2000 on the day before it will take effect.
b. The latest amendment number will be indicated by a signal
displayed at the flagstaffs at the Royal Corinthian Yacht
Club and at the Island Sailing Club. The signal will consist
of code flag ‘L’ over a numeral pennant indicating the latest
numbered amendment issued.
c. The latest amendment number will also be announced
with the radio time checks each morning and (except for
amendment number 1) a text message will be sent when a
new amendment is first issued to all competitors who have
registered a mobile phone in accordance with B15.4. The
failure of a boat to receive this text message shall not be
grounds for redress.
B10.2 Amendment details will be promulgated as follows:
a. On the Official Notice Board at the Regatta Centre.
b. On the Regatta Notice Board at the Island Sailing Club on
the pathway towards the pontoons.
c. On the Official Website.
d. On EventTV.
e. As hard copy from the Regatta Centre.
B10.3 It is the responsibility of competitors to obtain the latest
amendments.
It is recommended that the text of all amendments is written into
all copies of the Sailing Instructions being used by a boat.
B11 SCHEDULE OF RACES, START TIMES & START

B12.1 Class flags
a. All boats shall fly a class flag as detailed on page 13 (inside
back cover) from their backstay at least 1.5 metres above
the deck or, if no backstay is fitted, from the leech of their
mainsail within 2.0 metres of the clew.
b. Class flags shall be at least 30cm x 23cm if they are
alphabetical or naval numeral flags, or at least 61cm x 15cm
if they are numeral pennants.
B12.2 Class distinguishing numerals
a. Boats in IRC 0-7, Cruiser A and B (ISCRS) and Quarter Ton
classes shall display class-distinguishing numerals or letters
in both the port and starboard lifelines so as to be clearly
visible to the Race Committee at all times while racing.
b. Each numeral or letter shall be black or blue on a white
background and shall be of a size not less than the following
dimensions: height 30cm; width 20cm (excluding No. 1);
thickness 45mm.
c. The numerals or letters to be carried are detailed on page
13 (inside back cover) of these Sailing Instructions.
d. Suitable numerals can be purchased from the Regatta Centre.
e. Boats that are racing only on the final Saturday do not need
to display the numerals described above.
B12.3 Sail number dodger
All boats shall display a sail number dodger with numerals and
suffix letters (but not necessarily national letters) that shall be:
a. At least 37cm high for boats of 8.5 metres or greater hull
length (LH) and at least 30cm high for boats less than 8.5
metre hull length (LH); in the lifelines so as to be clearly
visible to the Race Committee from the preparatory signal
until 5 minutes after starting and on their approach to the
finish until 2 minutes after finishing.
b. For starts on the Black Group Committee Boat Start Line on the boat’s starboard side.
c. For starts or finishes on the Bramble Line - on the side
facing the committee boat at the northern end of the line.
d. For finishes on the Shrape Finish Line or for shortened
course finishes - on the side facing the committee boat at
the southern end of the line.
e. For starts or finishes on the RYS Line - on the side facing the RYS.
f. Boats that are racing only on the final Saturday do not need
to display the sail number dodgers described above.
B12.4 Boats that do not have lifelines fitted:
a. Must have received written dispensation from CWL prior
to racing (see B2.5(a)) and are not then required to display
class numerals or sail number dodgers as stipulated in B12.2
or B12.3.
b. Must still display their sail number clearly visible on their
mainsail (or by other means if no mainsail is carried) at all
times while racing and until at least 2 minutes after finishing.
B12.5 Sail number dodgers as detailed in B12.3 may be substituted
with sail numbers of the same specification permanently fixed
to both sides of the hull:
a. In such a position so that they are unobstructed by crew
members in their normal positions;
b. With the top edge of the numbers and letters not more
than 200mm below the local deck level;
c. In a colour and/or on a background so as to make them
clearly visible to the Race Committee.
B12.6 Sail numbers are to be displayed as follows:
a. All boats shall display their sail numbers on both mainsails
and spinnakers.
b. In exceptional circumstances, permission may be given by
CWL at their sole discretion to allow the display of alternate
sail numbers. Any such permission shall be in writing.
B12.7 A boat may not be protested by another boat for an
infringement of any part of B12 but may be penalised by the
Race Committee without a hearing by the imposition of a time
penalty of 1% of her elapsed time. This changes RRS 60 & 63.1.
B13.1 Boats in Black Group classes will be provided with decals
representing the event title sponsor and will be required to
display these for the duration of the Regatta on each side
of the hull in the forward 20% area (ISAF Advertising Code
Regulation 20 refers).
B13.2 Dispensation: see Notice of Regatta paragraph 8.4. Note that
dispensation will not normally be given unless requested in
writing before 1700 on Friday 25 July.
B13.3 Advertising other than the sponsor decals described in B13.1
shall not be placed on the hull in the forward 20% area.
B13.4 Protests for infringements of B13 may be brought only by the
Race Committee. This changes RRS 60.

B14 RACING AREA
B14.1 The racing area for Black Group classes is between St Albans
Head to the west and Nab Tower to the east.
B14.2 Admiralty Small Craft Chart Folio SC5600 is recommended for
navigation.
B14.3 A laminated chartlet will be issued at registration. The
laminated chartlet is purely diagrammatic and should not be
used for navigation.
Subject to availability, any charts that delaminate and are
returned will be replaced free of charge and additional charts
may be purchased for £10 from the Regatta Centre.
B15 COURSES
B15.1 The marks listed on pages 2 and 3 have been allocated the
2-character identifying codes as shown.
B15.2 The courses to be sailed will be announced by the Race
Committee on VHF (see Table 1 for VHF channels) after the
warning signal and may be repeated after the preparatory
signal. This changes RRS 27.1.
B15.3 Courses for the Cruiser (ISCRS) classes on Saturday 9 August
will be decided by 0900 on that day and will be sent by text
message (see SI B15.4) to all boats in these classes shortly
thereafter.
B15.4 Text Messaging
a. Entrants may receive courses and other information from
the Race Committee by text message to a single onboard
mobile telephone using a UK service provider. Note that
additional mobile phone numbers may be registered for an
administration charge of £10 per phone.
b. Mobile telephone numbers for this use must be notified in
writing to the Regatta Centre by 1800 on Thursday 31 July.
c. Replacement mobile telephone numbers may be accepted
free of charge after the above time at the sole discretion of
CWL. Note that any replacement phone must be notified by
1800 on one day for it to be registered for use on the next day.
d. If there is a postponement after a course has been
promulgated by text message, a second text message
will be sent with the correct course as this may have been
changed. If this second text is not received, the radio
announcement of the course must be re-checked in case
the course has been changed.
e. Delays or failure of the text messaging service shall not be
grounds for redress.
B15.5 Marks, each identified by their allocated 2-character code and,
except for gate marks, their required side, will be announced in
the order in which they are to be left.
B15.6 All marks except gate marks are to be rounded (see RRS 28.2)
unless they are specifically identified as passing marks. If the
mark is not a rounding mark then the words ‘leave to (port or
starboard)’ will be used instead of ‘round to (port or starboard)’
and the text message will use ‘LP/LS’ instead of ‘RP/RS’.
B15.7 There are two possible gate marks. These are 8J (between
South Bramble and Prince Consort) and 8K (between Gurnard
and KMS). If designated as a mark of the course, boats shall
pass through the gate.
SAILING INSTRUCTIONS
B15.8 An inflatable mark (mark 8A) may be used as a windward mark
(this mark may be used more than once during a race). The
approximate position (latitude and longitude) and the colour
of this mark will be announced on VHF with the course.
B15.9 The Race Committee may set courses that do not permit boats
to sail rhumb line courses between marks. This shall not be
grounds for redress. This changes RRS 62.
B16 NAVIGATION RESTRICTIONS
B16.1 Cowes outer breakwater
a. Boats shall not enter the exclusion zone protecting
the construction area around the new outer harbour
breakwater. This is shown diagrammatically in the local
Cowes Harbour Commission Notice to Mariners and
repeated in the Safety Booklet and on the back cover of
these Sailing Instructions.
b. In whichever direction they are racing, boats shall pass
north of Cowes Harbour Number 2 buoy and all buoys
marking the exclusion zone.
c. The exclusion zone shall rank as an obstruction for the
purposes of RRS Rule 19 and 20.
d. Except when racing, protests for infringements of B16.1
may only be brought be the ‘Race Committee’ who
may act on information received from Cowes Harbour
Commission patrol boats or any other source. This
changes RRS60.
B16.2 While racing, boats shall:
a. Not pass to the south of Aberdeen Alpha and Aberdeen
Gamma buoys or cross either the Shrape Finish Line or the
RYS Finish Line, except when finishing.
b. Not pass to the south of Snowden buoy or the outer rows
of yacht moorings to the east of Cowes harbour entrance.
c. Not pass to the south of the outer row of yacht moorings to
the west of Yarmouth harbour entrance.
d. Not pass to the north of Horse Sand Fort.
e. Not pass to the north of the piled beacon at the outer end
of the obstruction of the row of iron piles off Durns Point,
east of Lymington.
f. Observe the Gosport Borough Council byelaws relating to
the bathing area off Stokes Bay, an extract from which is
reproduced in the Safety Booklet.
B16.3 While racing, boats shall not anchor or kedge within:
a. The area defined by the two lines denoting power & gas
cables between Stone Point and Gurnard Bay (shown on
the laminated chartlet).
b. The area of Cowes Fairway bounded by No.1 harbour buoy
and Aberdeen Alpha buoy to the west and No.2 harbour
buoy and Trinity House buoy to the east (shown on the
Start and Finish Lines diagram on the back cover of these
Sailing Instructions).
c. The mining ground north east of Ryde Sand.
B16.4 Keeping clear at the start
Boats whose warning signal has not been made shall keep clear
of boats whose preparatory signal has been made and, so far as
possible, of all start lines.
B16.5 Keeping clear after finishing
After finishing, boats shall, so far as possible, keep clear of
boats that are racing and of all finish lines.
B16.6 Accepting a penalty
A boat that realises that she has infringed any part of B16 may
take a time penalty as described in B7, unless she gained a
significant advantage in which case she shall retire.
B17 COMMERCIAL SHIPPING
B17.1
Southampton Harbour Byelaws and Notices to Mariners
and Cowes Harbour Commission General Directions and
Notices to Mariners (changing RRS 60)
a. Boats shall observe the Associated British Ports (ABP)
Southampton Harbour Byelaws 2003 (see Safety Booklet)
at all times and avoid any close quarters situation with
large commercial shipping. Particular note should be
made of Byelaws 10 & 11 and Associated British Ports
Southampton Notice to Mariners No. 03 of 2014 giving
details of a moving prohibited zone, which ranks as an
obstruction for the purposes of RRS 19 and 20 (as shown
in the Safety Booklet).
b. Boats shall also observe the Cowes Harbour Commission
(CHC) General Directions and Notices to Mariners and
their attention is particularly drawn to the local Notices to
Mariners shown in the Safety Booklet).
c. Protests for infringements of B17.1(a) or (b) may be brought
only by the Race Committee who may initiate a protest as
the result of a report from the commercial vessel affected,
or one made by either ABP or CHC staff.
Note that ABP and CHC may initiate court proceedings against
boats that infringe their Byelaws and/or General Directions and/
or Notices to Mariners.
B17.2 Use of engine - as permitted by RRS 42.3(h) - (i)
a. In order to avoid the risk of collision with commercial
shipping that is under way, a boat may use her engine, or
any other means of propulsion, without retiring.
b. Such use shall be reported to the Protest Committee at the
Regatta Centre, who shall decide what, if any, penalty to
award.
Boats are advised to have their engines either running in neutral
or at least ready for immediate starting if there is any possibility
of a close quarters situation developing between them and a
commercial vessel.
B17.3 Anchoring in deep water
All competitors are advised to take extreme care when
anchoring in deep water since this may hamper commercial
shipping.
B18 THE START - GENERAL
B18.1 Allocation of start line:
a. There are 3 possible start lines for Black Group fleets: One
of 2 fixed lines (either the Bramble Start Line or RYS Start
Line) and the Committee Boat Start Line.
b. The allocation of start lines for each day is detailed in table
5 (on page 13, inside back cover) and shows for each day
whether a class is starting on the Committee Boats start
line, or on one of the fixed start lines.
B18.2 For those boats scheduled to start on a fixed line:
a. the decision of whether to use the Bramble Line or RYS Line
will be made each day and will be announced on VHF radio
together with the time signals and with the course for each
class, and will be texted to all relevant boats. It is intended
to use the Bramble Line for Black Group on most days and the
RYS Line occasionally, if conditions are suitable for that and
for White Group to be started on the Shrape Line.
b. On any day, all Black Group boats scheduled to start on a
fixed line will start on the same line.
B18.3 Change from a ten-minute to a five-minute starting
sequence
a. During a postponement (while either ‘AP’ or ‘AP over AP’
is displayed), code flags ‘M over Third Substitute’ may
be displayed on the appropriate Black Group start line,
accompanied by four sound signals.
b. All subsequent starts on that start line will be at 5-minute
intervals as detailed in RRS 26 (5-4-1-start).
c. Starting Signals
Starting signals will be signalled visually
using the flags detailed in RRS 26.
d. Starting signals will be repeated on VHF (see Table 1 for VHF
channels used on each start line).
e. Timing of starting signals will be as in Table 2 (unless
modified as in B18.3). This changes RRS 26.

B18.4 Committee boat inner distance mark
a. An inner distance mark (IDM) may be laid near a start line
committee boat.
b. Boats shall not cross the line between the IDM and the
staff displaying an orange flag on the adjacent committee
boat after the one-minute signal for their race and before
starting and clearing the start line.
c. A boat infringing this rule may exonerate herself by
rounding the nearby committee boat before starting.
d. Any IDM that is laid shall rank as a starting mark.
B18.5 Video
The Race Committee may maintain a video record of the
starting sequence which is for the sole and exclusive use of the
Race Committee so that they can verify in a timely manner
the boats that are to be scored OCS, penalised as the result of
a Z flag penalty or that are to be disqualified as the result of a
black flag penalty.
Boats that have been scored OCS or penalised may request video
evidence from the Race Committee by submitting a competitor
query form at the Regatta Centre Information Office. They will
not normally be allowed to view the video themselves.
B18.6 Individual recalls
After an individual recall, code flag ‘X’ will be displayed for four
minutes. This changes RRS 29.1.
B18.7 General recalls
After a general recall, a new warning signal will not be given.
The preparatory signal for a new start for the recalled class
will be made one minute after code flag ‘First Substitute’ is
removed. This changes RRS 29.2.
B19 THE START - BRAMBLE START LINE
B19.1 For the avoidance of doubt, all flag signals for the Black Group
fleet starting on the Bramble Start Line will be made on the
committee boat at the north end of the start line.
B19.2 Start line definition
a. The Bramble Start Line will be positioned approximately
halfway between 3W (Williams Shipping) and 30 (RORC).
b. Committee boats at each end of the Committee Boat Start
Line will each display an orange flag on a staff. The start line
will be between these staffs.
c. If one committee boat is not on station, it may be replaced
by an orange inflatable buoy. In this case the start line
will be between the staff displaying an orange flag on the
committee boat at one end of the line and the course side
of the inflatable orange buoy at the other end.
B19.3 Vertical light beams
Vertical light beams are installed at the RYS to help in identifying
the RYS Start Line. They should be ignored by Black Group boats
starting elsewhere.

B19.4 Direction of start
a. A green or red flag displayed by the committee boat, prior
to the first warning signal of the day will indicate the start
direction, with a green flag for a start to the west and a red
flag for a start to the east.
b. After a postponement, the direction of start may be
reversed for subsequent starts.
B20 THE START - RYS START LINE
B20.1 Start line definition
a. The RYS Start Line is an extension of the line formed by
bringing the RYS main flagstaff into line with the white line
on the orange diamond on the roof of the RYS, with limit
marks which are starting marks.
b. The inner limit mark will be a blue inflatable pillar buoy and
the outer limit mark will be Aberdeen Alpha (large yellow
inflatable buoy, 2-character code 82).
B20.2 Vertical light beams
a. Vertical light beams are installed at the RYS to help identify
the start line transit.
b. The intensity of the light beam increases as the transit is
approached, and at the approximate point of the transit,
the flagstaff obscures the lower rear light.
c. Once the flagstaff obscures the lower rear light, the boat
will be over the line and may be scored OCS.
d. These lights are a navigational aid only and do not constitute
the start line, nor will a start be postponed because of any
failure of the equipment.
B20.3 Direction of Start
a. A signal displayed on a flagstaff at the north-east corner of
the RYS Haven prior to the first warning signal of the day
will indicate the start direction, with a green flag for a start
to the west and a red flag for a start to the east.
b. After a postponement, this signal may be changed to
reverse the direction of subsequent starts.
B21 THE START - COMMITTEE BOAT START LINE
B21.1 Position of start
a. The location of the Committee Boat Start Line will be
announced on VHF channel 22 approximately every 15
minutes from 0900 each day until the first Warning Signal
on the Committee Boat Start Line.
b. A nearby racing mark to the start line will be signalled
by displaying its allocated 2-character code in the Royal
Corinthian Yacht Club course board frame.
c. If a change to the location of the start is required then this
will be announced at frequent intervals on VHF channel 22.
Boats are advised to monitor this VHF channel continuously
from 0900 until after their start.
B21.2 Start line definition
a. The committee boats at each end of the Committee Boat
Start Line will each display an orange flag on a staff. The
start line will be between these staffs.
b. If one committee boat is not on station, it may be replaced
by an orange inflatable buoy. In this case the start line
will be between the staff displaying an orange flag on the
committee boat at one end of the line and the course side
of the inflatable orange buoy at the other end.
B21.3 The committee boat will depart approximately 15 minutes
after the last start for the day on that line. Boats that have not
started by this time may be scored DNS.
B22 SHORTENING or CHANGING COURSE
B22.1 Courses may be shortened at any rounding mark or gate. For
a shortened course, if the finish is at a gate, the finishing line is
between the gate marks in accordance with RRS 32.2.c.
B22.2 A committee boat may hold position using her engines.
SAILING INSTRUCTIONS
B22.3 Changing course to the finish (changing RRS 33 and Race
Signals)
a. A committee boat (which may be a RIB) displaying code
flag C and a board with a 2-character mark code and making
repetitive sound signals may be on station near a mark.
b. The 2-character code displayed identifies the next mark,
which shall be the finish. This mark may not have been part
of the original course.
c. Boats shall round the mark at which the change of course
is displayed in the direction originally indicated with their
course.
B22.4 If not all classes rounding the mark are being shortened at
the mark or being sent to a different finish, class flags will be
displayed to show which classes are being affected (in addition
to code flag ‘S’ or ‘C’).
B22.5 The Race Committee may also announce the shortening
or change of course on VHF channel 02 and may send a text
message to the classes affected. Failure to make such an
announcement or to send a text shall not be grounds for redress.
B23 GENERAL POSTPONEMENT
(Adding to RRS 27.3 and Race Signals)
B23.1 If code flags ‘AP over AP’ are displayed (with two sound
signals) on the appropriate committee boat (which may still
be on her moorings at Trinity Landing), or on the RYS flagstaff
if Black Group are starting on the RYS line, then all racing for
Black Group boats due to start on that start line is postponed
indefinitely and crews are advised not to go afloat. Radio
announcements will also be made on VHF.
B23.2 The removal of this signal (with one sound signal) and
replacement one minute later by a single code flag AP (with
two sound signals) will be followed by an announcement on
VHF of the earliest time, which will be in not less than 50
minutes, of the next warning signal.
B23.3 The radio announcements described in B23.1 and B23.2 will be
made on VHF channel 02 for the Bramble or RYS Start Line
and VHF channel 22 for the Black Group Committee Boat Start
Line and may be repeated on Cowes Radio.
B24 ABANDONMENT (Changing RRS Race Signals)
B24.1 General abandonment
If code flags ‘N over A’ are displayed (with 3 sound signals) on
the appropriate committee boat (which may still be on her
moorings at Trinity Landing), or on the RYS flagstaff if Black
Group are starting on the RYS line, then all races not already
started on that day on that start line are abandoned.
B24.2 Abandonment of individual classes
The Race Committee may abandon the day’s race for individual
classes as follows:
a. The class flag over code flag ‘N’ will be displayed (with 3
sound signals) either instead of the warning signal, or if it
is after a general recall, instead of the preparatory signal.
b. Announcements will also be made on the VHF channel
designated to that start line (see Table 1).
c. When races for individual classes have been abandoned, all
boats in those classes shall promptly leave the starting area.
d. Abandonment of individual classes shall not be grounds for
redress.
Abandonment of individual classes is likely to be done in one
of three circumstances; at the request of the class captain/
representative; because of adverse weather; or, after one or
more general recalls in order to allow the Race Committee to
proceed with the starts of other classes.
B24.3 An abandoned race will not be re-sailed.
B25 TIME LIMIT (Changing RRS 35, A4 and A5)
B25.1 The time limit will be:
a. 1800 for all races from Saturday 2 to Friday 8 August.
b. 1700 for all races on Saturday 9 August.
B25.2 In each class, unless at least one boat that appears to have
sailed the course as required by RRS 28.1 finishes within the
time limit, the race for that class will be abandoned.
B25.3 Time limit extension
a. In each class, if the first boat that appears to have sailed the
course as required by RRS 28.1 finishes during the hour prior
to the time limit given in B25.1, then the time limit will be
extended by one hour for that class.
b. If the time limit has been extended, the class flag may be
displayed at the finish line for that class until either the
end of the extended time limit or until all boats in that
class have finished. Announcements may be made on
VHF channel 02 and sent to the classes affected by text
message. Failure to display class flags and/or make radio
announcements and/or send text messages shall not be
grounds for redress.
c. Separate results listings are provided for some onedesign classes as extracts from their handicap class. These
extracts do not create separate races for the purposes of
B25.3(a). The time limit for an extracted one-design result
is therefore still governed by the first boat in the relevant
main handicap class/race on that day.
B25.4 Finishing outside the time limit
a. Boats that do not finish solely because of their inability
to complete the course before the expiry of the time limit
(whether extended or not) may apply to be scored as in
B25.4(d), otherwise they will be scored DNF.
b. Such application shall be made on the form available at the
Regatta Centre which shall be submitted in person to the
Protest Desk before the expiry of the protest time limit for
the boat. The form will require the time and approximate
location at which the boat stopped racing.
c. The Jury Chairman or Deputy shall scrutinise all such
forms and make the final decision on whether they shall be
accepted. This decision shall not be grounds for redress.
d. Boats whose forms and declarations have been accepted
shall be given a notional finishing position and points, one
more than the last placed boat to finish within the time
limit. The abbreviation OTL will appear in the results when
this has been done. If more than one boat in a class receives
a position in this way, points shall be awarded as if the
boats had tied on the finish line in that position or if racing
on handicap had equal corrected times (as in RRS A7).
B25.5 Boats that have been awarded points in accordance with
B25.4(d) shall not be eligible to receive a prize for that race.
B26 THE FINISH
B26.1 Finish Lines
a. There are three standard finish lines which may be used: the
RYS Finish Line (code 80), the Shrape Finish Line (code 83)
and the Bramble Finish line (code 86). Boats may also be
scheduled to be finished at any mark that is given as the last
mark of their course (see B26.2).
b. The radio announcement of the course and the text message
describing the course will both specify which line to finish on.
c. The RYS Finish Line will be between the RYS flagstaff and
Aberdeen Alpha buoy.
d. The Shrape Finish Line will be between Aberdeen Gamma
buoy and a staff displaying an orange flag on a committee
boat moored approximately 400m south of this buoy.
There may be a small inflatable inner limit mark close
by the committee boat, in which case boats shall finish
between this mark and Aberdeen Gamma buoy.
e. The Bramble Finish Line will be between a staff displaying
an orange flag on a committee boat approximately halfway
between mark 3W (Williams Shipping) and mark 30 (RORC)
and an orange inflatable mark moored approximately
200m southwards.

f. When finishing at the RYS, boats racing in the Artemis
Challenge will finish outside (to the north of) Aberdeen Alpha
buoy. Their finish line will run for 200 metres as an extension
to the north of the RYS Finish Line described in B26.1(c).
B26.2 Finishing at other marks
If the scheduled finish is to be anywhere except at one of the
3 standard lines described in B26.1a then the line shall be
between the mark indicated as the last mark of the course and
a staff displaying an orange flag on a nearby committee boat.
B26.3 Identification
a. Every boat when finishing shall ensure that all forms of
identification (sail number/class numerals/class flag as
detailed in B12) are clearly visible to the Race Committee.
b. When a boat infringes B26.3(a) and is nonetheless
identified, the Race Committee may impose a penalty of
1% of her elapsed time without a hearing. This changes RRS
63.1.
c. Protests for infringements of B26.3(a) may be brought only
by the Race Committee. This changes RRS 60.1(a).
B27 RETIREMENT
B27.1
A boat that retires from a race shall inform the Race Committee
as soon as possible, either by declaring as ‘Retired’ (see B29),
on VHF channel 77 to Castle One or by telephone to the
Regatta Centre on 01983 295744.
B27.2 Protests for infringements of B27.1 may be brought only by the
Race Committee. This changes RRS 60.1(a).
B27.3 A boat that intends to retire shall not sail across her finish line.
B27.4 Boats are asked not to wear an ensign while racing.
B28 PROTESTS
B28.1 Protests shall be lodged in writing at the Regatta Centre:
a. On Aberdeen Asset Management Cowes Week protest
forms that are available from the Regatta Centre.
b. From Saturday 2 to Friday 8 August, within two hours of the
boat’s finishing time, or should the boat not finish, within
two hours of the boat entering port.
c. On Saturday 9 August, within one hour of the boat’s
finishing time, or should the boat not finish, within one
hour of the boat entering port.
B28.2 Rating protests and protests relating to alleged noncompliance with one-design rules shall be lodged:
a. Within 24 hours of the reason for the protest becoming
known to the protestor and,
b. Not later than the end of the boat’s protest time on
Saturday 9 August.
B28.3 Impending protests:
a. A list of impending protests will be available at the Protest
Desk in the Regatta Centre and may be repeated on EventTV
and on the Official Website. The failure or omission of either
of these alternatives shall not be grounds for redress.
b. A boat that is the subject of a protest shall ascertain the
time of hearing at the Regatta Centre. Note that the Protest
Desk telephone number is 01983 248004.
c. B28.3 does not relieve protestors from their obligations
under RRS 61.1(a) nor protestees from responding properly
to being informed.
B28.4 Protests arising from races on Saturday 9 August:
a. Will be heard as soon as possible that day, unless exceptional
circumstances prevail.
b. Protests being heard on this day that may affect a prize
winner may be heard before other protests.
c. A request for the re-opening of a hearing held on this
day shall be made within 30 minutes of the parties being
informed of the original decision. This changes RRS 66.
B29 DECLARATIONS
B29.1 After finishing each race, each boat shall submit a declaration as
described in Table 3.

B29.2 Late Declaration
If a boat fails to observe B29.1 (changing RRS 60, 63.1 and
Appendix A):
a. The boat may, within 24 hours of the protest time limit
described in B28.1, complete a late declaration form in
person at the Regatta Centre stating that the boat sailed
the course correctly and complied with all relevant rules.
b. In this case the boat will be given a penalty of 3% of its
elapsed time.
c. If neither a declaration nor late declaration form is
completed, and the boat has not otherwise complied with SI
B27.1, the boat will be scored ‘No Declaration’ (abbreviation
NOD) and will receive the same points as if she were DNF.
B30 risk statement
Rule 4 of the Racing Rules of Sailing states: “The responsibility
for a boat’s decision to participate in a race or to continue
racing is hers alone.”
Sailing is by its nature an unpredicatable sport and therefore
inherently involves an element of risk. By taking part in the
event, each competitor agrees and acknowledges that:
a. They are aware of the inherent element of risk involved
in the sport and accept responsibility for the exposure of
themselves, their crew and their boat to such inherent risk
whilst taking part in the event;

1. A declaration must be made as soon as possible after
finishing, and in any case within one hour of finishing
(this time may be extended by the Race Committee at
their sole discretion).
Text Declarations
2.To make a declaration by phone, (only the boat’s
registered mobile phone may be used and is the same
one as for receiving course information), one of the
following text messages should be sent to :

a. If finishing the race correctly the boat’s finish time
and the sail numbers of the boat ahead and the boat
astern in this format: 1624 GBR1234T K987
b. UNKNOWN should be entered for either or both sail
number(s) if these were not seen.
c. If the boat retired, send: RETIRED
d. If your boat did not start the race, send: DNC
3.IMPORTANT: Wait for a response confirming that your
declaration has been received.
4.If a response has not been received within 10 minutes,
the declaration has not been received and the boat will
be scored as No Declaration in this race. The declaration
must be sent again or 01983 295744 should be called to
report the declaration problem.
Online Declarations
5.It is also possible to declare online at:
www.aamcowesweek.co.uk
using the unique Declaration PIN which was issued to the
boat at registration.
SAILING INSTRUCTIONS
b. They are responsible for the safety of themselves, their
crew, their boat and their other property whether afloat or
ashore;
c. They accept responsibility for any injury, damage or loss to
the extent caused by their own actions or omissions;
d. Their boat is in good order, equipped to sail in the event and
they are fit to participate;
e. The provision of a race management team, patrol boats and
other officials and volunteers does not relieve them of their
own responsibilities;
f. The provision of patrol boat cover is limited to such
assistance, particularly in extreme weather conditions, as
can be practically provided in the circumstances.
B31 Insurance
Every boat is required to hold adequate insurance and in
particular to hold insurance against third party claims including
cover for racing in the sum of at least £2,000,000 staerling (or
near equivalent in foreign currency).
By entering, entrants declare that such cover will be maintained
in full force throughout the regatta and agree to allow CWL,
at its discretion, to pass on their contact details to third party
insurers in the event of an insurance claim.
SECTION BR - RESULTS, SCORING & TROPHIES
BR1 BLACK GROUP RESULTS
BR1.1 Provisional results will be displayed as soon as possible after
each boat has finished, at the Regatta Centre, on EventTV and
on the Official Website.
BR1.2 Printed copies of provisional results will be available from the
Regatta Centre on request and final results will be available
after declarations and protests have been completed.
BR1.3 Queries concerning any race result will only be considered by
the Race Committee if received in writing by noon on Saturday
16 August, with the exception of outstanding results due to
unresolved protests / appeals after this date.
BR1.4 The overall results will be posted on the Official Website.
BR2 Daily Prizes
BR2.1 Daily prizes will be awarded to the first three boats in each
class listed in the description of Black Group at the start of
these Sailing Instructions and should be collected from the
Regatta Centre. Winners may choose between a Gill voucher
or an engraved Regatta glass.
BR2.2 Any daily prizes not collected by 1700 on Friday 5 September
may be disposed of by CWL as it sees fit.
BR3 Club & Class Trophies
BR3.1 Club and class trophies will be awarded in accordance with
the trophy list for each day as listed in the Racing Guide and
presented at individual club and class prize givings.
BR3.2 The Royal Southern Ariel Trophy (female helm):
a. Will be awarded to the boat with the best result on Saturday
9 August, with a female helm. This will be presented by the
Royal Southern Yacht Club at 17:00 on Saturday 9 August at
a prize giving hosted at the Island Sailing Club.
b. May be won by a competitor in either Black or White Group.
c. Registration for this trophy must be made by 1800 on
Friday 8 August.
d. In the event of a tie, the boat racing in the class with the
largest number of finishers will win. If there is still a tie, the
trophy will be shared.
BR3.3 The Allenby Bowl will be presented at the Royal Thames Yacht
Club’s annual Prizewinners’ Dinner to the most successful
RTYC owner-driver in any class at the Regatta (as determined
by the RTYC whose decision shall be final).
BR4 Overall Class SCORING, DISCARDS &
Trophies
BR4.1 Overall Prize Giving
a. The Overall Prize Giving will be held in the Cowes Yacht
Haven Events Centre on Saturday 9 August.
b. The scheduled start time will be 1900.
c. If the start time is changed, this will be promulgated by
announcements on Cowes Radio, EventTV and the Official
Website.
d. All competitors and their friends are welcome.
e. All trophies detailed in BR4 will be awarded at this prize
giving.
BR4.2 Individual Class Overall points series
a. Overall points series will be run for each class listed in the
description of Black Group at the start of these Sailing
Instructions.
b. Trophies will be awarded to the first three boats in each of
these classes.
c. Scoring and abbreviations will be in accordance with RRS
Appendix A as amended in B25.5 and B29.2.
d. For trophies and prizes awarded by CWL, the races that
constitute the overall points series for each class and the
number of discards allowed for each class will be as shown
in Table 4 below. (It should be noted that trophies awarded
by individual classes may use different discard systems as
may be determined by the class).
BR4.3 Cross-class Points Series Scoring
Used for Aberdeen Asset Management Overall Winner, Overall
Black Group, Young Skippers’, Aberdeen Asset Management
Under 25 and CCC 50th Anniversary Team Trophies.
a. Scoring will be in accordance with RRS Appendix A, except
as amended below and by B25.4 and B29.2.
b. Only points scores from the seven races from Saturday 2nd
August to Friday 8th August shall be used.
c. Races that are abandoned shall be scored in accordance
with A10(a) for the boat in question.
d. Boats that have not completed at least five races shall not
be eligible for the series.
e. A boat’s series score shall be the total of her seven race
scores excluding her worst score and multiplied by a Class
Weighting Factor (to recognise the added difficulty of
winning in a larger fleet).
f. The Class Weighting Factor for each boat shall be: 10
divided by the square root of (N+17), where N is defined
as the number of boats in her class entered for at least five
races (as at 1800 on Friday 1 August).
BR4.4 Overall Black Group Trophy
a. To be eligible for the overall Black Group Trophy, boats must
have won a class that is included in the description of Black
Group at the start of these Sailing Instructions (except for
the Cruiser Class which is not eligible for this trophy), for
which at least five valid races were completed and in which
there were at least ten boats entered for at least five races
as at 1800 on Friday 1 August.
b. Scoring will be as described in BR4.3.

SAILING INSTRUCTIONS
BR4.5 The Aberdeen Asset Management Overall Winner Trophy
a. The trophy will be awarded to the Overall Winner of
Aberdeen Asset Management Cowes Week who will be
the winner of either the Overall Black Group Trophy or the
Overall White Group Trophy.
b. Scoring will be as described in BR4.3.
BR4.6 The Aberdeen Asset Management Under 25 Trophy
a. The Under 25 Trophy may be won by a boat in either Black
or White Group.
b. The skipper and all the crew must be under 25 years old on
Saturday 9 August 2014.
c. The boat must have registered as eligible for the trophy
prior to the first race being sailed.
d. Scoring will be as described in BR4.3.
BR4.7 Young Skippers’ Trophy
a. The Young Skippers’ Trophy may be won by a competitor in
either Black or White Group.
b. The skipper must be under 25 years old on Saturday 9
August 2014.
c. The skipper must have registered as a ‘young skipper’ prior
to the first race being sailed.
d. Scoring will be as described in BR4.3.
BR4.8 CCC 50th Anniversary Team Trophy
a. Teams of three boats nominated by any club recognised by
an ISAF national authority will be eligible.
b. Clubs may nominate up to two teams.
c. Boat may race for only one team.
d. Boats may be from any class or combination of classes
(Black or White Group).
g. Scoring will be as described in BR4.3.
h. The team with the lowest aggregate score will win.
BR4.9 The Sailing Today Cruiser Trophy will be awarded to the Overall
Winner on the Final Saturday of the Cruiser Classes.
BR4.10 The local letterbox Newcomers Trophy will be awarded to
the most successful entrant in either White or Black Group
who has not sailed at Cowes Week before, as decided by CWL.
BR4.11 The Nautor’s Swan Trophy will be awarded to the top
performing Swan under IRC, using average corrected speed
calculated using IRC ratings in each day’s racing from Saturday
2 to Friday 8 August, and using the same points system as for
individual classes.
BR4.12 The Edmund Whelan Celebration Trophy will be awarded
to the top performing bona fide skippered sailing-school or
charter-company boat (not bare-boat) racing under IRC, using
average corrected speed calculated using IRC ratings in each
day’s racing from Saturday 2 to Friday 8 August, and using the
same points system as for individual IRC classes.
BR4.13 The Commodores’ Challenge Cup may be challenged for by
any boat racing under IRC that is skippered by a present or
past commodore of a UK or USA yacht club. Further details are
available from the Regatta Centre on request.
BR4.14 The Bridgestone Tyres Trophy will be awarded to the overall
winner of the J/109 class.
BR4.15 The Liz Earle Close Shave Trophy may be won by a boat in
either Black or White Group and will be awarded to the boat
that is the runner-up in her class by the smallest margin of
points, including RRS tie-break methods.
BR4.16 The Britannia Salver will be awarded at the discretion of
CWL to a person, boat or organisation that has, in the opinion
of CWL, performed an act of outstanding seamanship,
sportsmanship or benefit to the Regatta.
Relevant RYA Prescriptions to the Racing Rules of Sailing
RULE 5 ANTI-DOPING
The national authority procedural rules required by ISAF regulation
21.14 to implement the World Anti-Doping Code through ISAF
Regulation 21 are the RYA Anti-Doping Rules, as published on the
RYA website.
RULE 40 PERSONAL FLOATATION DEVICES
When a rule requires a personal flotation device to be worn, the
device shall comply with the specifications for the personal flotation
device that the boat is required to carry. If more than one specification
applies, the personal flotation device worn shall comply with the
highest of them.
RULE 50.4 HEADSAILS
For the purposes of rules 50 and 54 and Appendix G, the difference
between a headsail and a spinnaker is that, for a headsail, the distance
measured between its half leech point and its half luff point, is less
than 75% of its foot length. A sail tacked down behind the foremost
mast is not a headsail. Terms in bold are as defined in the Equipment
Rules of Sailing.
RULE 67 DAMAGES
1. Any issue of liability or claim for damages arising from an incident
while a boat is bound by the Racing Rules of Sailing shall be subject
to the jurisdiction of the courts and not considered by a protest
committee.
2. A boat that takes a penalty or retires does not thereby admit
liability for damages or that she has broken a rule.
RULE 78 COMPLIANCE WITH CLASS RULES
The Race Committee may inspect or measure any boat or personal
equipment at any time. Terms in bold are as defined in the Equipment Rules of Sailing.
APPENDIX G IDENTIFICATION ON SAILS
Only applies to British owned boats.

APPENDIX R PROCEDURES FOR APPEALS AND REQUEST
R2.1 Submission of Appeal
Rule 2.1 shall apply except as changed by the following:
1. The appellant shall notify RYA Racing stating an intention to
appeal within the relevant time limit in rule R2.1. No details are
needed at this stage.
2. Within 15 days thereafter, the appellant shall send to the RYA a
completed appeal form with a copy of the Protest Committee’s
decision and other documents listed in rule R2.2, all as far as
reasonably possible.
3. Unless the appellant is a personal member of the RYA, an appeal
fee, stated on the appeal form, is payable to the RYA and should be
sent with the appeal form. The appeal form is available from www.
rya.org.uk/racingrules or by request from RYA Racing.
R2.4 Failure to comply with Procedures for Appeal or Request
Add new rule R2.4: If the appellant does not comply with rule R2.1 as
prescribed or the Protest Committee does not comply with rule R2.3,
the RYA will refuse to hear the appeal unless there are exceptional
circumstances. If other parties to the protest or the Protest Committee
do not meet the requirements of the procedure, the RYA may decide
the appeal as it thinks fit.
ISAF REGULATION 20 ADVERTISING CODE
20.2.3 Right to display advertising on a boat
When the right to display advertising on a boat is subject to prior
authorisation by the national authority in accordance with regulation
20.2.3.3, the approval of the RYA is automatically granted provided
that such advertising is permitted by the relevant rules of the class,
rating system or handicapping system.
20.8.2 Fees
When the person in charge of a boat chooses to display advertising
the RYA will not impose a fee as permitted by regulation 20.8.2.
