the e y es of the people of the United States an d while Jewish
immigration continues to b e an important factor in that prob
lem and while our Societ y b ecomes more known an d b etter

knowledge pertaining to Jewish immigration in the Unite d
States But whether or no this shall ever come to pass it is
sufficient that we ourselves are conscious that we owe more

I cannot too strongl y repel the assertion that the con
gestion of the great cities is d ue to the influx of the immi
grant Th e great cities of the world from time immemorial
hav e necessarily been the centres of population The y are the
location of the factor y an d the workshop therefore it must
follow that they should be t h e home of the worker The im
p ove rish e d immigrant seeking an asylum on these shores
from the horr ors of oppression is confronted with the pro b
lem of securing emplo y ment The large cities offer him the

It is a tremendous un d erta k ing to keep trac k of each an d
e v er y Jewish immigrant passing through the port of N ew
Yo rk whether the y go inland or remain here an d whether or
not they ava il themselves initially of our Society s help Ye t
we have tak en he a rt and face d this enormous undertaking
and a tho rough system of following up each immigrant de
parting for the interior has bee n inaugurate d b y u s during
the month of May in the year j ust closed
A rep resentative of ours is employe d on Ellis Islan d co py
i ng fro m the ship s manifest lists of Jewish i mmigrants des
tined for the interior These are duly classified and for
war ded with a circular letter of ours to our corresponding
repre sentati v es in the respective localities a d vis ing them to
l oo k out for so many and such particular immigrants arri v ed
i n their towns or cities to help them gain employment if
nee d b e to induce them to atten d night classes for learn i ng
E ng lish and to take out their first naturalization pap ers
The results so far as indicated per returns of our c o rre

against immigrants destined fo r the inte
rior all of whom we can and do follow up as our fil es in our

ofii c e s will readily attest we still have to grapple in att ainin g
kn o wledge as to what b ecomes of immigrants destined for
N ew Yor k The truth is that in very many cases immi grants
destined for New Yor k according to the ship s manife sts do
not have and never had from the beginning any intention to
remain in N ew Yor k With a community so l arge as ours
nearly every newcomer has some relati v e or some dear frien d
to whom he is anxiou s to extend greetings And kn o wing b e
forehand that unless he giv es N ew York as his destination he
would b e hurried off b y the immigration officers into far Texas
V irginia or Wisconsin he naturally con v eys the impressi o n
that he is goin g no further than N ew York in order t o b e al
lowed to spend a day o r a week or a fortnight with his own
fol k s before proce eding to his far off destination This we
know to be a positive fact To each immigrant nominally d es
tined for N ew York after he has had some time to rest an d
loo k around we send out a circular letter in th e form of a
friendly greeting in q uiring how he fares and as k ing h im to
co me to u s if in need of any advice or informa tion Naturally
we receive a great number of replies some b y letter some in
person some simpl y than k ing us an d assuring u s that they
are doing well an d need nothing ; some asking for employ
ment ; some wanting to know the nearest night school where
they may learn the language of the country ; others wanting
to know ever y thing ab o ut b ecoming an American citizen ; fully
2 0 per cent of the replies b y mail come to us from
variou s parts of the country where the people in question
have alrea dy settled our letter having b een forwar ded to
them b y their friends here
Quite often too immigrants

which abuses were in v ariab ly complained of b y the immi
grants upon their arrival here He found that unscru p ulous
transfer agents hotel k eepers money exchangers etc hav e
ta k en undue advantage o f the ignorance and simplicity of
immi grants
Arrangements were thereupon made b y him
with the v arious Jewish Societies he came in contact with
while a b road to pre v ent these ab uses and t o drive these
charlatans out of b usiness

deported for such causes while during the year j ust closed
