Mission Statement
Improve the overall welfare of the freedom fighters, wounded freedom fighters and the families of the
martyrs of Liberation War, develop their socio-economic condition and uphold the spirit of Liberation War in
the state and national life by preserving the memory and the history of Liberation War.

Preparation of the list of true freedom fighters and preservation of declared list;

Providing allowances to the freedom fighters and grant-in-aid to the freedom fighters and freedom

Impact of Strategic Objectives on Poverty Reduction and Women’s Advancement
3.1.1
Improvement of socio-economic condition of the freedom fighters
Impact on Poverty Reduction: Opportunities for employment are to be created for 23,914 poor freedom
fighters and their dependents through different self employment training of 70,000 insolvent freedom
fighters and their dependents, freedom fighter complex fund and microcredit. Increment of allowance for
1,57,838 freedom fighters, construction of different infrastructure will improve their livelihood. Apart from
this, if state honorarium given by Freedom fighters Welfare Trust are equitably and prudently ensured,
discrimination in allowances for freedom fighters would be removed that would play a significant role to
improve their quality of life. Introduction of rationing system for wounded freedom fighters and their
dependents will contribute to the reduction in their poverty and improve their standard of life.
Impact on Women’s Advancement: Opportunities will be created to become self reliant and social
security will be increased for the women members of freedom fighters’ families by providing them different
types of self-employment trainings and micro credit. As a result, women will be empowered and they will be
able to play positive role in the development activities. By ensuring equity and fairness of the state
honorarium the standard of living of the women members of the freedom fighters family will be increased
that would play a significant role in women’s advancement.

State honorarium and ration for wounded freedom fighters, martyrs and
diseased freedom fighters and honorarium allowance for insolvent free fighters
and medical allowances for the wounded freedom fighters:
In order to improve the socio-economic conditions of freedom fighters provision of
honorarium and medical allowances have been introduced. Wounded freedom fighters
and families of martyrs and diseased freedom fighters are generally and economically
in backward position. Considering improvement of their economic solvency and
standard of living, top priority has been given to this sector. .
Construction of Monumental pillars of Independence at Sharawardi Udyan
(Garden) in Dhaka and Liberation war memorial installations in different places
of the country:
Construction of Monumental Pillars of Independence at Sharawardi udyan in Dhaka is
progressing rapidly for preservation of memory of this historically significant place as
Father of the nation Bangabandhu Sheikh Mujibur Rahman delivered his historic
speech of 7 th March,1971 from this ground and for projection of the true history of
liberation war to the new generation. Along with this, activity concerning construction
of memorial installations for preservation of liberation war in different places of the
country has been considered as top priority.
Construction of Freedom Fighters Complex in all Upazilas and Districts:
A project for construction of freedom fighters complex in all Upazilas and Districts has
been undertaken for rehabilitation of freedom fighters. These will be developed as
commercial complex where office of the Upazila/District freedom fighters council will be
housed and rest part of the complex will be rented out on commercial basis and the
fund collected from rent will be spent for rehabilitation work of freedom fighters. This
activity has, therefore, been considered as priority sector.
Development, Preservation and Maintenance of the notable places of deadly
battlefields, burial sites, graveyard of the martyrs, mass graves in liberation war:
Identifying places of deadly battlefields, heroic ballads of the freedom fighters, glowing
memories and their brave contributions for projection to the future generations ,
development, preservation and maintenance of notable places of deadly battlefields,
burial sites ,graveyard of the martyrs and mass graves in liberation war, have been
emphasized as priority sector.
Upholding the spirit of liberation war, preparing the database of name of the
freedom fighters and making mass awareness programme:
Steps have been undertaken for amendment, revision and refinement of history and
documents of liberation war in order to project the correct history of liberation war to
next generations. Upholding the spirit of liberation war, mass awareness programme
has been undertaken. This has been listed as priority sector.
Honouring the foreign person and foreign organizations/agencies for
outstanding contributions in 1971 liberation war:
Government has decided to make those Foreign person, Foreign organizations and
Agencies ever memorable who took part in liberation war directly or indirectly for
expediting our victory of liberation war and therefore, considered as priority sector.

Recent Achievements: During last three years, number of beneficiaries for state honorarium (allowances)
has increased from 1,00,000 persons to 1,50,000
and amount of state honorarium has also been
increased from Taka 900 to Taka 2000. About 40% increase of state honorarium have been made in
different categories of wounded freedom fighters and families of the martyrs and ration is being provided to
their families. During last three years, micro credit has been extended to 70,380 freedom fighters and their
dependents from the revolving fund of Taka 25 crore with the objectives of rehabilitation and self
employment of freedom fighters.

National Freedom Fighters Council
5.2.1
Recent Achievements: National Freedom Fighters Council has been formed under National Freedom
Fighters Council Act , 2002. Thereafter, on 08/02/2009, the Honorable Prime Minister approved the
Organogram of 35 manpower and lists of equipments of the organization. Activity for establishment of
office and recruitment of manpower etc. are under process. During FY 2010-11, Council held 4 meetings
and on scrutiny, list of 481 freedom fighters has been recommended to Ministry for gazette notification
along with other activities.

Recent Achievements:
Rajdhani Super Market and Model Complex Market have been constructed and established. Net earnings
from these 2 markets are spent for welfare of Freedom fighters. A plan entitled as “Bangladesh Freedom
fighters welfare Trust Recovery plan,2010” for making Bangladesh Freedom fighters Welfare Trust
financially self reliant through effective use of valuable assets owned by different units under the trust, has
been approved by the Government as a long term programme. Tender has been floated for construction of
Freedom fighters residential cum commercial building at Gaznabi road in Dhaka during FY 2010-11.

Liberation War Memorial Museum
5.4.1
Recent Achievements: To introduce the history and glory of liberation war in Bangladesh, 60,000
students from different educational institutions in Dhaka city have been shown the Liberation War Memorial
Museum. Students from 35 educational institutions were introduced to the history of Liberation war through
mobile Liberation War Museum. The Second International Conference on Genocide, Justice and Truth was
organized successfully by the museum during 30 – 31 July 2009 in which representatives from eight
countries participated. The Museum also played a leading role as a founding member of the International
Coalition of Historic Sites of Conscience to build a network in the Asian region. Honorable Prime Minister of
the Peoples’ Republic of Bangladesh has laid the foundation stone for construction of Liberation War
th
Memorial Museum Bhaban on the allotted land of 0.82 acre in Agargaon, Dhaka on 4 May,2011.
